The aim of Partnership for Roma success on the labor market is to
cooperate in order to find solutions for multi-dimensional problem of
Roma unemployment in Czech Republic. Partnership will develop and test
out a complex system (set of interactive practices) for their more
effective occupational fulfillment.
Partnership for Roma success on the labor market aims to develop
comprehensive network of educational, qualificational, occupational,
antidiscriminatory and activating community and individual services
which will cause better employability and higher level of employment of
both young and adult members of Roma community.

Comprehensivness and inner interaction of program feed backs (first
system approach)
Project brings along complex system of interactively joined modules of
community stimulation, activation, education, qualification, counseling,
occupational and job services (monitored and assisted offer and
intermediation) supported by social filed work: Model strategy for
success in studies and further professional preparation, Model strategy
for replenishment of qualification and competencies, Employee and
occupational strategy, Field social work program, Active
antidiscrimination system etc.)
Whole family approach
The methodology runs through the whole Roma family: target groups are
children as well as youngsters and their parents. Parents provide an
important motivation and role model factor.
Effective combination of bottom up and top down models and actors
Comprehensivness and systemic interaction of complementary partners
Project combines bottom up and top down experts as well as practitioners
and methodologists, various NGOs and public sector actors (new
prevention possibilities, increase of effective addressed services
etc.). It effectively increases capacity and know-how of all partners
towards building a functional educational and work career strategy for
Romas.
Specific target group – clear outcomes
Project focuses on specific target group and allows aimed and
concentrated care and therefore specific and clear outcomes, answers.
Effective models of e.g.: assisted and supervised employment, public
employment, qualification programs are adjusted and tested out on this
specific group in order to find precise possibilities and answers.
Active anti-discriminatory system – effective prevention methods
Project will cause emergence of formal precedents (on an informal ground
– causes appeared in practice) and set up effective prevention methods.

The applicant, NGO IQ Roma service is a professional NGO which operates
within the Brno city region from 1997 and has a thorough knowledge of
Roma community needs as well as active links within the community
itself. IQ Roma service is a civic association whose members are up to
70% Brno Roma citizens. Its professional team partly consists of social
filed workers who are of Roma origin as well. Members of target groups
will operate in a role of experts within various working groups (hired
by IQ Roma service) – they will be active in both planning and
developing.
NGO IQ Roma service and its Centre of community and social field work
ensure:
a) full and interactive connection of project program with the target
groups and local Roma communities
b) participation of members of unemployed Roma target group within the
project programs
c) acquirement of references, feedback from members of target groups –
unemployed Romas: families, individuals
Development partnership under supervision of IQ Roma service will
construct a Consultation group (approx. 15 members) that will consist of
members of target group (Roma, unemployed Roma) – this group will give
recommendations, feedback, opinions, insights etc. on project strategies.
Members of target group will be also members of Central managing
committee in a role of experts (invited and hired through IQ Roma
service). Their position will be equal with other members (delegates of
partners organizations).
Members of target groups will obtain trainings to be able to multiply
achieved project know-how within their communities, community centers
etc.

Partnership of Roma success on the labor market integrates 3 dimensions:
NGO civic sector – public sector – private sector. It also engages
members of target group within the team.
The applicant NGO IQ Roma service manages and coordinates the partner
team (provides a roof for the team), connects partners into a purposive,
operating project unit. IQ Roma service also mediates the participation
and feedback of target group (Roma community). Constituent national
partners take part in planning and development of project strategies
within various sections (which provides one unified system) according to
their departmental competence. Overall evaluation is supervised by
Research institute of labor and social affairs.
