Implementation of new technologies, modern organization of work and situation on the labour market implicate the need for new flexible forms of employment contracts and wider use of different methods of job sharing. Persistence of employers’ and companies’ attitudes in this field, insufficient level of social security and position of persons covered by these new flexible employment contracts, as well as still low awareness of these forms and absence of guidance and counselling for employers and workers still impede the use of these flexible forms of employment in the Czech Republic. Insufficient level of the development of flexible employment forms can be illustrated by the fact, that in 2000 there was only 5,6 % of part time work places in the Czech Republic in comparison to the average of EU countries, which was 17 %.
A wider gradual implementation of flexible employment contracts creates conditions for decreasing the unemployment rate of disadvantaged groups on the labour market. This opens an opportunity for further training of workers. It concerns both persons absent from work due to further training, and the unemployed persons, which by sharing jobs get the opportunity to learn work skills, knowledge and necessary self-confidence. Herewith their employability and opportunity to get more stable job increases.
More flexible employment contracts enable the employers to implement new technologies, modern forms of organization and further training of employees. Through shared jobs the employers can also verify the abilities and skills of unemployed persons and decide more easily from the experience of temporarily shared positions on possible long-term contracts for these job seekers..
New forms of employment contracts can contribute to more flexible organization of work through the limited duration contracts, working time set in a number of hours (days) per year, shortening of working time, changing the working time schedule, decreasing the amount of overtime work, developing the part-time jobs, career breaks or through any combination of previous forms, in connection with solutions of job security issues.
Job rotation as one of the “best practices” applied in EU countries can become an innovative instrument of The active labour market policy. The principle of the method is rotation of workers where employees made redundant for training activities (for example in connection with new technology implementation) are replaced, while absent, by in advance prepared “alternates” (for example by people registered in labour offices). Those alternates thanks to gained working skills have higher probability to assert themselves on labour market. In many cases they even get full-time jobs after return of original employees.
The project is oriented on a range of target groups. They are the following direct participants of flexible forms of employment contracts and job sharing:
 disadvantaged persons and groups on labour market (unemployed, young people, people close to retirement, women returners, minorities, disabled people)
 employers
 employees
At the level of organizational framework and supporting services the project will involve:
 social partners
 educational institutions
 labour offices
 guidance and counselling centres
The applicant of the project, DHV CR, uses its experience from over 20 projects implemented in the fields of labour market services, education and training of the professional counsellors of labour offices. DHV CR has also successfully coordinated many large international projects with extensive partnerships in the field of human resources development.
The development partnership will implement the project in the way as follows:
 DP will carry out a research of awareness, attitudes, legal conditions and barriers affecting implementation of flexible employment contracts and job sharing
 DP will establish cooperation with foreign development partnerships in order to select and use proven and in the Czech Republic applicable approaches, methods and experience.
 DP will arrange seminars on the issues concerned for social partners, trainers, consultants and placement officers
 DP will work out, pilot test and evaluate methods of job rotation and other forms of job sharing
 DP will provide information, advice, consultations and training to persons, groups and organizations, which are the target groups of the project
 activities of the development partnership and connections to foreign partners will be coordinated with regard to planned objectives and outcomes. For this purpose the interim results will be continuously monitored and evaluated using feedback from all partners and participants.

The aim of the project is to improve situation in employment of certain disadvantaged groups through the support of the flexible forms of employment contracts and methods of job sharing.

The project objectives are:
- to identify level of awareness and attitudes of employers, employees and unemployed persons to flexible employment contracts in relation to the amended Labour Code
- to examine main legal, attitudinal, organizational and other barriers in the development of flexible employment contracts and job sharing
- to work out methods of using different forms of flexible employment contracts as well as rotation of workers
- to pilot test these methods in a number of companies and with a number of employees and job seekers
- to evaluate methods of using flexible employment contracts and job sharing, and to recommend their wider application as a practical instrument of The active labour market policy in the Czech Republic.

The innovation is in the focus on as yet unused ways in the Czech Republic for improving the access of disadvantaged people to the labour market and further vocational education and training in the framework of lifelong learning. The project will work towards changing the employer as well as employee stereotypes in favour of the groups at risk of marginalisation, including the issues of equal opportunities between men and women. It will contribute to the development of social dialogue in this area.

VUSTE ENVIS Ltd (formerly VUSTE SERVIS, State Enterprise) is the successor organisation and legal successor to the Research Institute of Technology and Economy in Mechanical Engineering, one of the biggest and most important in former Czechoslovakia. The organization was transformed into a service enterprise providing on a commercial basis qualified service and consultancy.

Flexible Workplace

Die Einführung neuer Technologien, die moderne Arbeitsorganisation und der Beschäftigungsstand erzeugen den Bedarf neuer flexiblerer Formen von Arbeitsverträgen und einer breiteren Anwendung verschiedener Methoden der Arbeitsplatzteilung. In der Tschechischen Republik verhindert dies einerseits die konservative Haltung der Unternehmen und Angestellten in diesen Fragen, andererseits das unangemessene Niveau des Schutzes und der Stellung der nach diesen neuen flexiblen Verträgen Beschäftigten, die noch immer geringe Informiertheit und das Nichtvorhandensein einer Beratung für Arbeitgeber und Arbeitnehmer. Von dem ungenügenden Entwicklungsniveau flexiblerer Beschäftigungsformen zeugt beispielsweise auch das Faktum, daß im Jahre 2000 Teilzeitbeschäftigungsverhältnisse nur 5,6% der Gesamtbeschäftigung im Vergleich zum Durchschnitt der EU-Länder, der 17% betrug, ausmachten.

Eine breitere schrittweise Einführung von flexiblen Arbeitsverhältnissen gibt Raum für die Senkung der Arbeitslosigkeit von auf dem Arbeitsmarkt benachteiligten Gruppen. Gleichzeitig öffnet sie Möglichkeiten für die Weiterbildung von Angestellten, sowohl für Personen, die sich bisher schwer von ihren Arbeitsverpflichtungen für die Weiterbildung freimachen konnten, als auch für Arbeitslose, denen mittels der Methoden der Arbeitsplatzteilung die Möglichkeit geboten wird, Arbeitsfertigkeiten, Kenntnisse und das notwendige Selbstvertrauen zu erwerben. Dadurch erhöhen sich ihre Anstellbarkeit und die Chance auf einen dauerhafteren Arbeitsplatz.

Den Arbeitgebern ermöglichen flexiblere Arbeitsverhältnisse der Angestellten die Einführung neuer Technologien und moderner Formen der Arbeitsorganisation und die damit verbundene Weiterbildung der Angestellten. Daneben können sie auf den geteilten Arbeitsplätzen die Fähigkeiten und Fertigkeiten von Arbeitslosen prüfen und aufgrund der Erkenntnisse aus der verübergehend geteilten Stellung besser über ein eventuelles dauerhafteres Arbeitsverhältnis mit diesen Bewerbern entscheiden.

Die neuen Formen der Arbeitsverträge können durch die zeitlich begrenzte Gültigkeit, die Festsetzung der Arbeitszeit als Jahresangabe, die Arbeitszeitverkürzung, Änderung der Einteilung der Arbeitszeit, Verringerung der Überstunden, Weiterentwicklung der Teilzeitbeschäftigung, Karrierepausen oder durch die Kombination aller genannten Varianten und in Verbindung mit der Lösung der damit zusammenhängenden Problematik der Arbeitsplatzsicherung zu einer flexiblen Arbeitsorganisation beitragen.

Ein innovatives Instrument einer aktiven Beschäftigungspolitik kann auch die Methode der Mitarbeiterrotation sein, die in den EU-Ländern als eine der „Best Practices“ unter der Bezeichnung Job Rotation breite Anwendung findet. Kern dieser Methode ist die Idee einer Mitarbeiterrotation, bei der die für Weiterbildungsveranstaltungen freigestellten Mitarbeiter (z.B. gerade im Zusammenhang mit der Einführung neuer Technologien) während ihrer Abwesenheit von vorbereiteten „Ersatzleuten“ (z.B. auf dem Arbeitsamt registrierte Stellenbewerber) vertreten werden. Dank der erworbenen Arbeitsfertigkeiten ist es wahrscheinlicher, daß sich diese Ersatzleute auf dem Arbeitsmarkt durchsetzen, in einer Reihe von Fällen bekommen sie dann auch nach der Rückkehr der ursprünglichen Mitarbeiter im Betrieb eine Dauerstellung.

Das Projekt ist auf eine breite Gruppe von Subjekten ausgerichtet. Bei den direkten Teilnehmern an flexibleren Arbeitsverträgen und an der Arbeitsplatzteilung handelt es sich um:
- auf dem Arbeitsmarkt benachteiligte Personen und Gruppen (Arbeitslose, junge Leute, Personen vor dem Abgang in die Pension, Frauen nach dem Karenzurlaub, nationale Minderheiten, Behinderte)
- Arbeitgeber
- Angestellte von Unternehmen

Beim organisatorischen Rahmen und bei den unterstützenden Diensten handelt es sich um:
- Sozialpartner
- Bildungsveranstalter
- Arbeitsämter
- Beratungszentren


Der Projektanbieter, DHV CR, nutzt seine Erfahrungen aus mehr als 20 Projekten zur Unterstützung des Arbeitsmarktservice und aus vielen ausbildungsorientierten Projekten einschließlich der Ausbildung von Arbeits- und Berufsberatern der Arbeitsämter. DHV CR koordinierte im Bereich der Entwicklung der Human Ressources auch erfolgreich eine Reihe von Großprojekten mit internationaler Beteiligung und breiter Partnerschaft.

Die Projektentwicklungspartnerschaft geht bei der Projektlösung folgendermaßen vor:
- Sie führt eine Untersuchung der Informiertheit, Haltungen, gesetzlichen Bedingungen und Barrieren durch, was die Durchsetzung von flexiblen Arbeitsverträgen und der Arbeitsplatzteilung anbelangt.
- Sie knüpft eine Zusammenarbeit mit Entwicklungspartnerschaften im Ausland an und nutzt zu deren Auswahl bewährte und in der Tschechischen Republik angewendete Ansätze, Methoden und Erfahrungen.
- Sie veranstaltet für Sozialpartner, Schulungspersonal, Berater und Vermittler Seminare zum betreffenden Thema.
- Sie arbeitet die methodischen Vorgehensweisen für die Mitarbeiterrotation und weitere Formen der Arbeitsplatzteilung aus, prüft sie und wertet sie aus.
- Sie gibt Personen und Gruppen, für die das Projekt bestimmt ist, Informationen und Tips und gewährt ihnen Beratung und Bildung
- Die Tätigkeit der Entwicklungspartnerschaft und die Beziehungen zu ausländischen Partnern werden hinsichtlich der geplanten Ziele und Outputs koordiniert. Zu diesem Zweck werden die laufenden Ergebnisse systematisch verfolgt und unter Heranziehung des Feedbacks von allen Partnern und Teilnehmern ausgewertet

Allgemeines Projektziel ist, durch die Unterstützung der Einführung flexibler Arbeitsverträge und der Methoden der Arbeitsplatzteilung die Beschäftigungslage für einige benachteiligte Gruppen zu verbessern.

Spezifische Projektziele sind:
- Feststellung des Informiertheitsgrades und der Haltungen der Arbeitgeber, Angestellten und Stellenbewerber zu flexiblen Arbeitsverträgen in bezug auf die durchgeführten Novellen des Arbeitsgesetzbuches
- Aufdeckung der bedeutendsten Hindernisse für die Entwicklung von flexiblen Arbeitsverträgen und für die Arbeitsplatzteilung in den Gesetzen, Haltungen und in der Organisation
- Ausarbeitung methodischer Vorgehensweisen für die Durchsetzung verschiedener Formen flexibler Arbeitsverhältnisse einschließlich Mitarbeiterrotation
- Prüfung dieser Vorgehensweisen in einer bestimmten Zahl von Unternehmen und an einer festgesetzten Zahl von Angestellten und Stellenbewerbern
- Auswertung der Methoden für die Durchsetzung flexibler Arbeitsverträge und der Arbeitsplatzteilung und Empfehlung ihrer breiteren Anwendung als Durchsetzung einer aktiven Beschäftigungspolitik in der Tschechischen Republik

Projektwirkungen:
- breitere Anwendung von flexiblen Arbeitsverträgen und der Arbeitsplatzteilung als Instrument einer aktiven Beschäftigungspolitik in der Tschechischen Republik
- Erhöhung der Zahl der Arbeitgeber und Angestellten, die die Formen des flexiblen Arbeitsplatzes nutzen, und infolgedessen Beschäftigungssteigerung
- Vertiefung des Dialogs der Sozialpartner in den Fragen flexiblerer Arbeitsverhältnisse
- Erhöhung der Teilnahme von Angestellten und Stellenbewerbern an der Weiterbildung
- Erhöhung des Qualifikationsniveaus und der Konkurrenzfähigkeit der Unternehmen

Le but général du projet est à s’améliorer la situation lors de l’emploi de certains groupes défavorisés par le soutien de l’introduction des formes des contrats de travail souples et des méthodes du partage de l’accroissement de travail.

Les buts spécifiques du projet sont suivants :
- identifier le niveau de l’information et les attitudes des employeurs, employés et candidats du poste de travail vis-à-vis des contrats de travail souples en relation avec les modifications effectuées du Code de travail
- découvrir des obstacles principaux législatifs, de prise de position, d’organisation et autres du développement des contrats de travail souples et du partage du poste de travail
- élaborer les procédés méthodiques de l’application des formes diverses concernant les heures de travail flexibles, la rotation des travailleurs incluse
- essayer ces procédés dans le nombre déterminé d’entreprises et sur le nombre prévu d’employés et de candidats de l’emploi
- évaluer les méthodes de l’application des contrats de travail souples et du partage du poste de travail et recommander leur application plus étendue comme l’application active de la politique de l’emploi en RT.

Effets du projet :
- l’application plus étendue des contrats de travail souples et du partage du poste de travail comme les outils de la politique active de l’emploi en RT
- l’augmentation du nombre d’employeurs et d’employés utilisant les formes flexibles du lieu de travail et en cette conséquence l’accroissement de l‘emploi
- l’approfondissement du dialogue des partenaires sociaux en question des heures de travail flexibles
- l’augmentation de participation des employés et des candidats dans la formation ultérieure
- l’augmentation du niveau qualificatif et concurrentiel des entreprises
