The Czech Republic has been facing problem with shortage of job opportunities since recent years. The labour market does not operate flexibly and fast. This situation is obvious especially in region under restructuralization as region of Moravskoslezsko.
Workers that have lost their jobs are usually not able to supply the demand for new and wanted qualifications (e.g.: craftsmen in various fields). Reasons for that are obvious: low technical abilities in the field of demanded qualification, low qualification of workers and shortage of professional craftworkers. That is why employers often have difficulties in finding suitable labour force for positions that require special proficiency (even though that there is shortage of job opportunities).
The mission of submitted project is to create a system that would help labour market to operate better, more effectively and that would decline structural unemployment.
It will be the pilot project for region of Moravskoslezsko where the problems connected with unemployment are the worst. The methods and ways of implementing the system and gained experience will be provided for other partners to be implemented in other region of the Czech Republic or partners from EU if needed. That will be the way of spreading the system.
That system is focus on women coming back to work from maternity, as well.

Main objective of the project is to increase employability of target groups as well as to equal supply and demand on labour market. To reach that we want to use foreign know-how and build up a new training centre providing complex and systematic support for unemployed people.

Firstly we will establish an integrated system that will co-operate with following involved partners: unemployed people, employment agencies, companies, training centres and consultancy agencies.

The system should:
- give recommendation how to establish training centre using know-how of foreign (EU)
partners
- increase employment and employability of low qualified people
- create system of motivation for involved institutions and companies
- create the methodology on training and education
- to supply relevant demand for specific positions/professions
- to motivate companies to be involved and to participate on co-operation concerning
unemployment
- periodically update analysis of labour market

During run of the project trainees (beneficiaries) will have chance to influence a design of training process. Beneficiaries will evaluate all training courses and will provide information and inputs for other improvement of whole training centres.

Transnational co-operation during all project phases is needed. Sharing and exchange of information and experiences, especially with European partners from similar urban and industrial regions will be essential. Export of new inovative approaches from international partners should help to prepare and launch new effectively working training centres. The school was established in 1983 like a state high school for craftwork and services. It became the private institution in 1992. The school has about 800 students from the City of Karvina and surroundings. There are facilities for theoretical as well as practical education (classrooms, workshops) in the buildings of the school. The school offers following field of study focus: mechanician of machines and equipment, locksmith, tool-maker, machine-tool maker, carpenter, plumber, tinman, cook and waiter. The school has obtained the Certificate of quality.

RPIC-ViP is a consulting and implementing company in the fields of SME services, regional development projects and employment services. Since 1992 RPIC-ViP has been a member of the national network of RPICs (Regional Advisory and Information Centres) which has been developed within the PHARE programme as a supporting infrastructure to distribute state public programmes to the SMEs. RPIC-ViP has managed and/or take part in several key regional projects like the Regional Operation Programme for the NUTS 2 region, the first industrial zone in the region, services of the Regional employment agency to the redundant employees of metallurgical industry, Labour Pool for unemployed graduates etc. RPIC-ViP is a registered consultant of PHARE (CZE 10019). Tschechische Republik befindet sich in einer Periode, fűr die einen Mangel der Arbeitsplätze charakterisch ist. Der Arbeitsmarkt funktioniert nicht schnell und elastisch. Diese Situation ist besonders bedrűckende in den Regionen wie Ostravsko und Severovýchod.
Die Arbeitsnehmer der beschränkten Bereichen sind oft nicht fähig die Nachfrage nach günstigen Kandidaten für die bestimmten Arbeitsplätze. Es ist mit ihren mangelhaften Geschicklichkeinten verursacht. Es betrifft sich in der erste Reihe der niedrigkvalifitierten Bürgern.
Deshalb, auch trotz dem Mangel der Arbeitsgelegenheiten, betreffen sich die Arbeitsgeber mit Problemen, wenn sie einen specifischen Platz besetzen wollen. Es geht in der erste Reihe um die Plätze, die specifischen Fachverständnisse brauchen.
Dieses Projekt will ein System schaffen, des die Funktionierung des Arbeitsmarkts unterstützt wird und eine Arbeitslosigkeit beniedrigen wird.
Die Realization des Pilotprojekts wird im Moravskoslezsko Region stattfinden. Im diesen Region sind die Probleme mit der Arbeitslosigkeit die schlimmste.
Das Verfahren des System und der Erfahrungen mit der Ausübung werden denn dem näschsten Partneren in der Tschechische Republik aber auch in der ganze EU für die Ausnutzung angeboten. Das System wird sich also erweitern.

Der haupte Zweck des Projekts is eine Erhöhung der Beschäftigkeit ausgewählten Zielgruppen und zur Stimmung der Anfrage und des Angebotes auf dem Arbeitsmarkt mit der ausnutzung ausländischen know-how zu bringen. Es wird ein Training Zentrum ausgebaut, wo eine systematische Unterstützung den Arbeitslosen gewährt wird.

Teilziele:

 Schaffung der Entwicklung Partnerschaft
 Schaffung des Manuals und des Verfahrens für die Funktionierung dieses System
 Entwicklung und Erweiterung der ähnlichen Training Zentren.
