The creation of DP is necessary for strengthening of the tertiary sector
and its use within the support of disadvantaged groups on a labour
market, in the including of physically (health) handicapped to the
society and in the use of the turistic potential of the Beskydy region
for the social tourism development.In Czech Republic, the tertiary
sector is only starting to develop. On total employment it deals only
3-4%, however a dynamic development is expected.Further intensive social
economy development is limited by unsufficient legislative framework,
unsufficient human resources and other capacities. For the tertiary
sector is typical low ability to create partnerships on regional/ local
level or on the same professional aim, communication and representative
platform in individual places (as local coalition, discussion forum,
legal subjects cooperatives, etc.). It is a financially weak sector with
insufficient amount of programmes, which would support it.
Project is aimed at strenghtening of the terciary sector, with a special
impact on the sector of social tourism development (=tourism for
everybody). There are few reasons for that:
1) Social tourism is one
of the directions to which the services will be moving
2) Tourism has
become an essential part of our lives and lifestyles, but not everyone
is able to travel. Especially the handicapped are significantly
discriminated.
3) Tourism is a sector, to which other sector are tied
up, and it stimulates their development, brings new entrepreneurship
possibilities and at the same time new workplaces creation
4) Place
of the product realisation - Region of Moravskoslezsko, especially
Moravian- Silesian Beskydy mountains enable vast possibilities of
tourism development. Except for the social tourism development is this
region characteristic for its high unemployment (the longterm
unemployment create 50% of total).

During the action 1:
- To strenghten a high-quality and functional partnership among
cooperating organizations, which will lead to finding of an innovation
solving-mode for existing forms of a discrimination and disparity at the
job market and in society. That aim will be achived by a careful
selection of partner-organizations, through their radical analysis,
drawing up of a detailed program for action 2 and through a
time-schedule with a clearly determinate characters, aims, strategies
and rules of a comunikation
For a fullfilment of that aim will answer a management group, that will
be formed by representatives from the all partner-organizations and
workgroups-leaders.
- The transnational linking-up, which will bring the project an added
value (an innovation element for DP, an inter-enrichment between the
partners - new knowledge, progressions, solutions). That aim will be
achived, if the DP make clear all aims, problems and activities, that it
want through the transnational cooperation to solve, before the own
finding of transnational partners. There has to be a role and a
responsibility of each partner, a work program and a metodology of an
information sharing characterized in the TCA.
Fro a fullfilment of that aim will answer a workgroup for the
transnational cooperation. Its structure will be specified during tha
action 1.
During the action 2:
- To enforce new resources for a control of the discrimination and the
disparity, that bear on a job market, through the multinational
cooperation.
- To enforce the social economy (the third sector), mainly community
services with an oriantation at an quality-increase of work places and
an increase of the third sector-capacity through a stakeholders -
cooperation
- To extend opportunities of working exercise in the social economy -
sector, to increase competitions of the participants for a pursuit in
social companies.
- To support a creation of new social companies and a develompent of
existing social companies
- To open up the region Beskydy to all - also to the handicapped people
(health-handicapped), who - for an innate reason - are not able to
satisfy their needs of travelling and holidays.
During the action 3:
- To extend the best outcomes and experience from the action 2 (checked
in practice) into others regions, optionally into others sectors and
their enforcement into regional and national policies and at
transnational level with a joint on national and transnational subject
networks. A sustainable yield of the outcomes will be guaranteed by a
fulfilment of that aim.
The needs of the beneficiaries will be taken into consideration in all
project phases. Activities aimed at the described goals fullfilment wil
come out of the needs of the beneficiaries (will be detected during
Action 1 and 2). The beneficiaries and their representatives will
contribute to the project realisation (the involvement of the
beneficiaries in the output creation and its practical testing), so that
the project results would be "fit" exactly to their needs.

Innovativeness lies in a brandnew approach, which has not been tried in
the Czech Republic yet, to solve the problems such as discrimination,
unequality on a labour market and a social inclusion of handicapped.The
innovativeness principle is aimed at procedure, goal and context and it
will be realised on a regional level
The procedure aim - development or improvement of new or existing tools,
workmethods and approaches - innovative educational programs.
The
goal aim - qualification or requalification preparation of people whose
placement is difficult, finding new possibilities of employment on the
market - qualified help in finding one's own social company to the
people from the disadvantaged groups, strengthening of the partnership
with the municipalities and entrepreneurship sector on a regional level,
increase of the capacity within the nonprofit organisations and communal
entities in terms of social economy, strengthening and development of
tertiary sector and its use in the support of disadvantaged groups on a
labour market, support of new forms of social services, to provide the
inclusion into the regular life of people from the discriminated or
disadvantaged on the labour market groups by the help of social service
organisations
The context aim: the orientation for changes
enforcement in already established systems and institutional structures
- stimulating the interest of local municipalities towards social
economy, pursueing a communication improvement and cooperation of
subjects of communal sector (regions, towns, social service providers).

The primary beneficiary group - Citizens threatened or affected by
longterm unemployment
a) people in the age before the retirement age
Main barriers: age + often low qualification, health problems, low
demand for the profession on the labour market, insufficient supply of
adequate requalification courses for older age group
b) Women after maternity leave, women with small children
Main barriers: children, longer period of economical inactivity.
c) handicapped people
Main barriers - health limitations, often together with lower
qualification and education, higher age, higher ratio of sickness,
unsufficiently developped infrastracture among employers, demotivation
from the social benefits
d) Tourism graduates
Main barriers: no experience, possibility to go to maternity leave
(women) lack of the market orientation, overview or contatcs for
possibility of starting an entrepreneurship.
The secondary beneficiary group
1) Health handicapped (with the exception for mentally handicapped)
They have a problem not only with labour market approach, but also with
the social inclusion in general. There is lack of supply on the market,
which would respect and satisfy their needs in the field of tourism.
In the Czech Republic there is more than one million of people (rough
estimate 1,2 mil., accurate figure not available) with health handicap.
2) Community sector organisation
a) Social companies - organisations which associate and care for health
handicapped, which offer social services to the handicapped and their
family members
b) public organisations (local municipalities), private organisations
(profit and nonprofit) which are active in the field of tourism,
education and consulting

The added value of transnational cooperation in the project aimed at
social economy will be very significant. It is a field, which has been
in Czech Republic only developping, whereas in the EU countries there
are longterm experiences in it. Social economy came to existence in
France, from where it spread to other EU countries. Today it plays a
significant role and it attracts a great deal of attention in the
following EU countries – Italy, Portugal, Spain, Germany, Great Britain,
Netherlans, Ireland, Danemark, Finnland, Austria, Sweden (source: First
European conference about social economy in the countries of middle and
eastern Europe, Prague,2002).
From his own experiences, the applicant knows, that the international
cooperation helps to find innovative solutions, leads to common exchange
of information and experiences, enables the application of new methods,
which were already created, tested and evaluated in different
conditions, or to participate in training programmes.
When searching for international partners to into agreement by signing
the transnational cooperation agreement, a key role will be played by
the aim of the project, beneficiary groups and activities, which could
be a subject to finding a solution within international partnership. Its
role will be played by the length of project duration and the language.
The DP „Beskydy pro všechny“ („Beskydy for all“) does not have a
specifically defined countries for the cooperation . Because of the
history of social economy and the amount of financial means used in that
field, it is possible to presume that the optimal results could be from
the cooperation with the countries like Italy, Finnland or France or
from the countries, which do have greater experiences with the social
economy, and their experiences will be possible to use in finding an
innovative solution.
