Text available in
Reasons to realise this project:
1. Supported employment (SE) is not enlarged around a whole state.
2. There is a lack of experiences to establish new regional and local development partnerships (DP).
3. Supervision and further training are key question at the process of enlarging methodology and standards.
4. It is necessary to test the methodology profit for others target groups.
5. There is no co-ordinated work at regions between SE agencies and another services to support an employment for same target group.
6. Doesn’t exist evaluation of social-economical contribution and SE expenses yet.
7. To include SE into the Active Employment Policy tools, as a system solution is presumption of its profit.
Experiences and presumptions to solve the project:
The project follows up a PALMIF project (CZ 9902-02-A/1/P1). To solve mentioned issues, the project will profit of:
1) Regional DP already established for SE
2) Experiences with establishing and leading DP of SE at the Czech regions
3) SE methods already tested
4) SE services standards already tested
5) Working co-operation with foreign partners
The experience with the Palmif project management will be profited as well as a scope of Czech union for SE.
The project links to the employment policy of Czech Republic and European Union:
Present project is in conformity to a Pillar 1 of a Czech Republic’s National action employment plan for the year 2001 (Support of the employment), which includes among others “ measures to make a youth transition from school to work easier, remove a different kind of barriers, consist in poor development or loss of working habits, mainly for people with disabilities and raising work power motivation to enter and stay at the employment. There was a recommended SE system to employ people with disability already in a National employment plan 1999. The project fully corresponds to the instruction number 8 of EU about employment for the year 2000: “Determine programs contain measures to integrate risk or disadvantaged minority or people to the labour market; measures against sex, race or ethnic descent discrimination, disability, age, etc. to enter the labour market and get education.”

The main goal of this project is to enlarge the supported employment into the all Czech regions, realize a new kind of SE profits and include SE as a tool of CR’s Active Employment Policy with emphasis on teaching workers and adhere SE services standards.
The main goal is attained if supporting goals are realised:
1) Establish effective leading group of the project according to partnership’s principles and monitoring group with active joins of get group representatives.
2) Enlarge SE in regions. Inception of new SE developing partnerships will be initiated by the SE regional agencies already established
2.1. Initiate 9 new regional SE development partnerships and start providing of SE services in these regions.
2.2. Give rise to minimum 4 new local SE development partnerships
3) Methodology leading and supervisions for SE development partnerships in a scope of Czech union for supported employment.
4) Co-operation with educational institutions – seminars for potential SE agencies employees
5) Enlarge methodology of SE with these ways of profit
5.1. Test an ability to profit of SE points for further target groups in regions: present regional agencies will enlarge their target groups with using particular elements of SE.
5.2. Support of SE links to and active employment policy tools with co-operation to Labour offices.
5.3. Closer connection of providing service targets to employment profited to people with disability at chosen regional development partnerships.
6) Evaluation of SE social-economics profits through and at the end of period. There will be made the methodology and evaluation is done in co-operation wits Research Institute for Labour and Social Affairs. There will be outcomes profited on treatment of national lobbing group.
7) Make stronger structure for transmission of information and experiences, also for running testing and evaluating reached outcomes between European and Czech development partnerships.
8) Give rise to national lobbing group to actively enforce inclusion SE into the active employment policy tools.

Innovations coming with the project:
Supported employment is a new approach in the area of employment. There are also innovations coming up with the project:
a) Regional enlargement of SE and how to profit of it.
b) Establish a training centre
c) Evaluation and creating methodology for SE evaluation
d) Including of SE into the active employment policy
Effects for target group: SE services will be provided for unless 600 target group’s people and 160 of them get a new job place during the project. These numbers come out of PALMIF project experiences.
The project impact to equal access to an employment:
SE – The method leading to equal access to an employment- will be advantaged at all Czech region. It will be accessible for more people also from others target groups.
A continuance of integration will be supported by connecting between SE and another forms of employment of people with disabilities. Inclusion of SE into the active employment policy brings a system solution.
Outcomes correspond with target group needs: find an effective and skilled support to look for and keep a job on the open labour market.

Common decisions: The project leading is built up on co-operation of people at leading group and on partnership bases. Common decisions are part of standard practice for present development partnerships and it will be recommended for new ones.
Initiating new development partnerships for SE: Will initiate present SE agencies. Tip a new proper bearer of SE methodology, presentation of methodology at common meeting, facilitate partners meetings and help to make a contract, training and supervision.
New profit of SE methodology: Realise chosen development partnerships and share their experiences to others for proving.

Civic association CAA was founded in 1997 and its first main task was realization of the 5th International Abilympics in Prague in the year 2000. The Association was also one of the partners organizing the Czech National Abilympic competition. Since 2002 is the main organizer of this regular contest of working skills and abilities of people with disabilities. Among other important activities of the Association, there is for example registration of building barriers and efforts made with the aim of their removal, promotion of supported employment of people with disabilities, publication of a national newspaper called “Abilympic Bulletin”, and patronage over the Czech National Abilympics for children and youth with disabilities. In near future, the Association will be responsible for the realization of participation of the Czech Republic team at the 6th International Abilympics in India in November 2003, which will be a very exacting test.

The town of Vsetín is a town in accordance with the Act of Municipalities. The performance of independent and delegated force is carried out by the Vsetín Municipal Authority. The Municipal Authority also includes two organisational sections of social character (Crisis Centre for mothers with children and Facility for handicapped children and youth). The town is the founder of 19 allowance organizations: Technical Services (collection and classification of refuse), Town Spa, Library, Children and Youth House, 6 elementary schools, and 9 kindergartens. The Municipal Authority introduces the system of quality and friendly approach to the environment in accordance with ISO 9001. The problem of employment is one of the priorities within the Local Agenda 21 and the Health Plan (the WHO's project "Healthy Town").

Gründe für die Realisierung des vorgelegten Projektes:
1. Beschäftigungsförderung ist nicht republikweit verbreitet.
2. In der Tschechischen Republik existieren nur geringe Erfahrungen mit der Gründung von regionalen und örtlichen Entwicklungspartnerschaften.
3. Bei der weiteren Verbreitung der Methodik und der Standards ist ihre weitere Schulung und Supervision eine Schlüsselfrage.
4. Die Überprüfung der Anwendung der Methodik für weitere Zielgruppen ist unbedingt notwendig.
5. Beschäftigungsförderung und andere Dienstleistungen zur Förderung der Beschäftigung gleicher Zielgruppen in den Regionen arbeiten nicht koordiniert zusammen.
6. Bisher existiert keine Auswertung der sozialwirtschaftlichen Beiträge und Kosten von Beschäftigungsförderung.
7. Die Voraussetzung für die Anwendung von Beschäftigungsförderung als Systemlösung ist die Eingliederung in den Kontext der Instrumente von aktiver Beschäftigungspolitik
Erfahrungen und Voraussetzungen für die Projektlösung
Das Projekt bindet an das Projekt PALMIF (CZ 9902-02-A/1/PI) an. Zur Lösung der erwähnten Probleme nutzt das Projekt:
1) die existierenden regionalen Entwicklungspartnerschaften für Beschäftigungsförderung , 2) die Erfahrung mit der Gründung und der Leitung von Entwicklungspartnerschaften für Beschäftigungsförderung in den Regionen der Tschechischen Republik, 3) die überprüfte Methodik für Beschäftigungsförderung , 4) überprüfte Standars der Dienstleistungen für Beschäftigungsförderung , 5) die eingeführte Zusammenarbeit mit ausländischen Partnern.
Es werden Erfahrungen mit dem Management des Projektes PALMIF genutzt und der Rahmen der Tschechischen Union für Beschäftigungsförderung.
Zusammenhang des Projektes mit der Beschäftigungspolitik der Tschechischen Republik und der EUROPÄISCHEN UNION:
Das vorgelegte Projekt steht in Übereinstimmung mit dem Pfeiler 1 des Nationalen Aktionsplans für Beschäftigung der Tschechischen Republik für das Jahr 2001 (Beschäftigungsförde- rung ), der u.a. „Maßnahmen, zur Erleichterung des Übergangs der Jugend von der Schule in die Praxis führend, beinhaltet und zwar durch Beseitigung verschiedener Hindernisse, in unzureichender Entwicklung oder dem Verlust von Arbeitsgewohnheiten beruhend, insbesondere bei gesundheitlich behinderten Personen, und die Erhöhung der Motivierung der Arbeitskraft zum Beschäftigungseintritt und zum Verbleiben in der Beschäftigung. Schon im Nationalplan für Beschäftigung 1999 (Maßnahme 17.1.c) wurde für die Beschäftigung von Menschen mit einer Behinderung das Beschäftigungsförderungsystem empfohlen.
Das Projekt entspricht vollkommen der 8. Richtlinie der EUROPÄISCHEN UNION über die Beschäftigung für das Jahr 2000: „Festlegung von Programmen, Maßnahmen zur Eingliederung von Risiko- oder benachteiligten Gruppen und Personen auf dem Arbeitsmarkt; Maßnahmen gegen die Diskriminierung, auf Geschlecht, Rasse oder ethnischem Ursprung, gesundheitlicher Behinderung, Alter usw. beim Eintritt auf dem Arbeitsmarkt beruhend und zur Bildung.

Objective

Hauptziel des Projektes ist die Verbreitung der Beschäftigungsförderung in allen Ländern der Tschechischen Republik, die Realisierung von neuen Anwendungsarten der Beschäftigungsförderung und die Eingliederung von Beschäftigungsförderung in die Instrumente der aktiven Beschäftigungspolitik der Tschechischen Republik, mit Betonung der Weiterbildung der Mitarbeiter und der Einhaltung der Standards der Dienstleistungen von Beschäftigungsförderung .
Das Hauptziel wird erreicht, falls die Unterstützungsziele realisiert werden:
1. Schaffen einer effektiven Leitungsgruppe für das Projekt (gegebenenfalls ein Konsortium) nach dem Prinzip von Partnerschaft und einer Beobachtungsgruppe mit aktiver Eingliederung der Vertreter der Zielgruppe.
2. Verbreitung von Beschäftigungsförderung in den Ländern. Entstehen von neuen Entwicklungspartnerschaften werden die gegenwärtigen regionalen Agenturen für Beschäftigungsförderung initiieren.
2.1. Initiierung von 9 neuen regionalen Entwicklungspartnerschaften für Beschäftigungsförderung und Eröffnung der Zurverfügungstellung der Dienstleistungen von Beschäftigungsförderung in den Ländern, wo sie bisher nicht eingeführt wurden.
2.2. Entstehen von minimal 4 neuen örtlichen Entwicklungspartnerschaften (RP) für Beschäftigungsförderung
3. Methodische Leitung und Supervision für die Entwicklungspartnerschaften für Beschäftigungsförderung im Rahmen der Tschechischen Union für Beschäftigungsförderung.
4. Zusammenarbeit mit den Hochschulen und VOŠ (VOŠSP, PedF UP Olomouc (Olmütz), PedF MU Brno (Brünn), PedF UK, kat. soc. práce FF UK) - Akkreditierung und Eröffnung von Seminaren für zukünftige Mitarbeiter in den Agenturen für Beschäftigungsförderung.
5. Verbreitung der Methodik von Beschäftigungsförderung durch Nutzen:
5.1. Überprüfung der Möglichkeiten des Nutzens von Elementen von Beschäftigungsförderung für weitere Zielgruppen in den Regionen: gegenwärtige regionale Agenturen erweitern Zielgruppen, die die einzelnen Elemente von Beschäftigungsförderung nutzen können.
5.2. Unterstützung der Anbindung von Beschäftigungsförderung und der Instrumente von aktiver Beschäftigungspolitik in Zusammenarbeit mit den Arbeitsämtern.
5.3. Engere Vernetzung der zur Verfügung gestellten Dienstleistungen, orientiert auf die Beschäftigung, zugunsten des Menschen mit Behinderung in ausgewählten regionalen Entwicklungspartnerschaften.
6. Kontinuierliche und abschließende Bewertung der sozialen und wirtschaftlichen Beiträge von Beschäftigungsförderung. Die Methodik wird geschaffen und die Bewertungen verlaufen in Zusammenarbeit mit VÚSPV. Die Ergebnisse werden für die Verhandlung der nationalen Lobbinggruppe genutzt.
7. Stärkung der Struktur für die Übertragung von Informationen und Erfahrungen, und für das kontinuierliche Testen und Überprüfen der erreichten Ergebnisse zwischen den Entwicklungspartnerschaften für Beschäftigungsförderung in der Tschechischen Republik und in Europa. Sicherstellung eines Schulungszentrums bei der Tschechischen Union für Beschäftigungsförderung.
8. Entstehen einer nationalen Lobbinggruppe, die aktiv die Eingliederung von Beschäftigungsförderung in die Instrumente der aktiven Beschäftigungspolitik durchsetzt.

Innovation

Beschäftigungsförderung ist ein neues Herangehen bei der Beschäftigung. Das Projekt bringt dazu noch Innovationen mit sich:
a) Verbreitung in den Regionen und in der Art der Nutzung
b) Schaffen eines Schulungszentrums
c) Bewertung und Schaffen einer Methodik für die Bewertung von Beschäftigungsförderung
d) Eingliederung von Beschäftigungsförderung in die Instrumente von aktiver Beschäftigungspolitik.
Wirkung auf die Zielgruppe: Die Dienstleistungen von Beschäftigungsförderung (PZ) werden mindestens 600 Menschen aus der Zielgruppe zur Verfügung gestellt und für 160 davon entstehen im Rahmen des Projekts neue Arbeitsplätze. Der Schätzwert geht von den Erfahrungen der Realisierung des Projektes „Überprüfung des Dienstleistungskomplexes von Beschäftigungsförderung “ (PALMIF CZ 9902-02-A/1/PI) aus.
Wirkung des Projektes auf den direkten Zugang zur Beschäftigung:
Beschäftigungsförderung - Methode, zum direkten Zugang zur Beschäftigung führend - wird in allen Ländern der Tschechischen Republik genutzt. Sie kann von mehr Menschen genutzt werden und zwar auch aus neuen Zielgruppen. Vernetzung von Beschäftigungsförderung mit anderen Formen der Beschäftigung von Menschen mit einer Behinderung unterstützt die Kontinuität der Integration. Die Eingliederung von Beschäftigungsförderung in die Instrumente von aktiver Beschäftigungspolitik (APZ) bringt eine Systemlösung.
Der Output entspricht den Bedürfnissen der Zielgruppe: Finden von wirksamer und qualifizierter Förderung bei der Suche und dem Erhalt des Arbeitsplatzes auf dem offenen Arbeitsmarkt.
