The idea of integration focused on foreigners is relatively new in the
Czech Republic. The Governmental Conception of Integration is designed
only for recognised refugees and consists of Czech language course and
the possibility to obtain "an integration flat". None of the social
policy instruments reflects the need of an employment integration of
recognised refugees and foreigners with permanent residence.
DP considers the possibility to enter the job market as a key point for
successful integration of foreigners. However, current situation is that
labour offices do not offer systematic approach to this group of job
applicants. Some NGO´s have been carrying out several partial projects
focused on support of job opportunities of refugees and foreigners,
hence, the main problem is that these projects are not implemented
systematically. Based on the long time experience we are convinced that
a project that will find a comprehensive solution of the issue is
ultimately needed.
DP consists of NGO's that are experienced
specialists in providing wide range of services to foreigners. In effort
to implement and test the conception of systemic support at all levels,
we felt the necessity to extend the DP to other subjects such as public
administration institutions, academia, representatives of foreigners and
their organisations. Considerable advantage of such a partnership is the
possibility to incorporate the project results to governmental migration
policy.
DP will develop methods leading to improvement and innovation
in systemic support of foreigners on the job market and shape the
content of future integration courses as well as work on their
incorporation into the Governmental Integration Policy. Partnership will
also bring the issue of migration to a public discussion.

General aim of this project is to implement a system of a complex
support aimed at proliferation of job opportunities of recognised
refugees and foreigners permanently residing in the Czech Republic.The
partial aims are designed according the needs of specific target groups:
The prime target group-foreigners:
- Analysis of the job market
situation in regions, market offer and demand, offer and demand of
foreigners
- Development of a flexible model of systemic support of
equal job opportunities. The model will reflect individual needs of
clients and will be applicable for the use by other institutions.
Partial aims in the context of building this model:
a/ Designing the
content and methods of basic and specialised language courses, cultural
– social orientation courses, job integration courses, IT courses etc.
b/
Establishing a system of individual plans, skill audits, individual
plans (e.g. dealing with employers).
c/ Modification of course
methods and contents due to specifics of all participants -special
interest will be paid to those with special needs.
d/ Testing the
effectivity and applicability of the model on a sample of 50 clients
(correction of content and methods if needed).
The aim of the
project is to limit or remove barriers for foreigners entering the job
market, such as:
- Language barrier –The project offers introductory
and specialised Czech language courses as the 150- hours Czech language
course provided as a part of the Governmental Integration programme is
available only for recognised refugees. Foreigners with other type visa
do not have access to this or similar course.
- Insufficient
orientation in legal and social environment, barrier from cultural
diversity when looking for employment. We will create courses/workshops
of social-cultural orientation and we will offer individual assistance.

Barrier caused by the lack of basic skills (e.g. PC skills). We will
create PC work courses.
- Missing documentation about education,
qualification and previous work experience, long and complicated
procedure of their recognition, diversity in work customs and
traditions. This problem will be solved by the offer of individual
assistance, participation in social-cultural courses and job integration.

Barrier imposed by the length of asylum and visa procedure as foreigners
are not allowed to work during this period. The difficulties, resulting
from living in a new environment, lack of activities and uncertain
position, lead to the decrease of motivation, lost of self-confidence,
disability to act and make important decisions and dependence on social
help system. The courses of employment integration, motivation and
individual assistance will improve this situation.
- Barriers of
groups with special needs (those who were granted humanitarian asylum or
humanitarian permanent residence permit, elderly people, single mothers,
illiterate people etc.). Specific needs will be addressed by the
individual assistance and courses tailored to their situation.
Partial
aims are focused on mainstreaming activities as well as public and local
administrators, NGO´s workers, employers and public:

Mainstreaming – to implement the model of systemic support aimed at
proliferation of job opportunities of recognised refugees and foreigners
into migration and employment policy of the Czech Republic.

Improvement of communication within DP in the terms of looking for and
maintaining of the employment and establishing the integration policy.

Improvement of methods of social services provided by NGO´s, capacity
and skills building of workers.
- Improvement of the level of
information about employing foreigners among employers and improvement
of their attitudes towards foreigners.
- Reducing xenophobia and
intolerant tendencies among Czech public by information campaign

The uniqueness of proposed conception result from the following aspects:
1.There will be created comprehensive and systematic approach for the
integration of foreigners that will reflect their specific position when
entering the job market.
2. The system will be tailored to meet the
individual needs and potential of clients such as language knowledge,
area of residence, age, family situation, possible handicap etc. This
means that the system will be based on individual work with clients.
3.
Special attention will be dedicated to vulnerable groups which represent
considerable part of foreigners population in the country, however, in
reality are excluded from all recent projects due to their handicaps.
4.Language
courses will be specially designed for foreigners with various levels of
knowledge of languages.
5. Courses will be tailored to satisfy the
specifics of foreigners including language as well as socio-cultural
differences that are the sources of obstacles when entering the job
market.
6. Conception of integration will be created in co-operation
of NGOs, state institutions and experts from the field. DP will develop
recently non-existing communication channels connecting all subjects
engaged and will create firm platform for their co-operation in the
future.
7. Within the framework of conception building we will test
the conception in practice and will evaluate feed-back from our clients
whose representatives will be directly involved into the conception
building.
8. The project will provide the opportunity for the
detailed monitoring and comprehensive analyses of the situation and
needs of foreigners in the perspective of their integration to the job
market.
9. Active co-operation with state institutions will ensure
the possibility to participate on formulation of state integration
policy and to integrate new and generally applicable methods into
integration courses.

The focus of TCP PEOPLE (DP PRESTO - Great Britain, DP GENIA - Germany,
DP MIGRA - Italy, DP HEDERA - Czech Republic) is to reduce the labour
market exclusion of refugees and migrants through innovative and
effective partnership working.
Common products forseen:
- A transnational webpage
- A comparison and development of methods assesing skills and prior
experience of beneficiaries will be progressed by relevatnt
organisations within the individual DPs.
- A common resource of labour market information for migrants to the
four partner states will be established
- Comparison and development of integration strategies for refugees and
migrants at a regional and national level
- Comparative reports of common themes in the partnership (to be
developed by transnational partners over the lifetime of the project)
- Events to share best practice on defined themes of:
a. Employment advice and guidance (methods of assesing prior skill,
qualifications and experience, skills audits)
b. Integration strategies
c. Equal opportunities
d. training (transcultural aspect of training)
e. Employment rights and working with employers
