The project is framed in Axis 2, thematic Area 2.1: To open the process of creation of companies to all providing the necessary instruments for the creation of companies and the identification and operation of new possibilities for the creation of employment in urban and rural zones. It develops performances within the three anticipated lines of performance in Complemento de Programa of the PIC Equal for Thematic Area 2.1: To develop the enterpreneurial spirit among people with greater difficulties of access to the labor market, especially among women. To promote integrated services of advice and support to the enterprising initiatives, with the objective to contribute to its sustainability. To promote and to facilitate the access to flexible systems of financing for the generation of new activity, adapted to the circumstances of the people with most difficulties of access to this financing. The following actions will be carried out: a study for the identification of the activities of services to the people and the community, services to the companies, tourism and leisure, etc., that offer the best possibilities for the creation of new enterprising initiatives in the City of Cuenca; design an itinerary integrated and customized towards enterprise, oriented to facilitate individualized support until the consolidation of the new company; Design t of Fund of Microcredit; Design of the modules of training in the enterprise culture and information on the steps to take in the creation of companies.

Objective

The general mission of the project is: To promote the conversion into new industralists of unemployed people, particularly women, who have recently finalized their studies and their participation in Work-Training and to give them enterprising attitudes and aptitudes, as well as to familiarise with the values of enterprise culture the young people who are next to finalize their studies in centers of training of the City of Cuenca. To this end, it is tried: To contribute to the creation, setting-up and consolidation of new small enterprise initiatives, in sectors and economic activities of emergent and sustainable character of the City of Cuenca by means of the application of an itinerary integrated and customized towards the entrepreneurship. As well as: To promote the familiarisation of the young population of the City of Cuenca concluding their studies its studies in the values of entrepreneurship, so that when they are in productive life they can contemplate between their labor and professional options the option of going into business as an individual or group entrepreneur.

To promote the individual habilities: motivation of the enterprising and training in NTIC and creation of companies. To develop the responsibility and performance the capacity: In the itinerary with his tutor/a a commitment on a plan of customized and flexible action in which the priorities would be defined, the orientative cronogram and activities of the adopted cronogram. Participation in the design of the project: Target groups participate in the design and selection of the specific actions that conform the itinerary integrated for enterpreunership, to adapt it the necessities, individual situations and expectations. Participation in the execution of the project and the evaluation: in the design of the modules of sensibilización through the experimentation and evaluation. Change of attitudes of the main actors: the familiarisation of the young population in the values of entrepreneurship.

The empowerment of the DP is assured through the collaboration system as it follows: Plenary session, integrated by all the partners, Board of Direction made up of 6 people, standing for each one of the organizations partners, a person representative of the local and provincial Corporations and a person representative of the trade union members and a person genders organism. In order to assure the participation of all the groups in the Board of Direction, a rotatory system will be settle down. The chairpersonship of the Board of Direction and will be exerted by the chairperson elected by both the Plenary and DP. The Technical Committees that collaborate in the development of the performanceoutlines, tools and those products that are exceptive to be development throughout the project.

El objeto del acuerdo consiste en la realización por parte de la Agrupación de Desarrollo de las actuaciones del proyecto Equal. El ámbito temporal de la Agrupación para el Desarrollo Empresarial de Cuenca queda vinculado a la duración del proyecto para el que se crea, no gozando de personalidad jurídica propia. Todas las entidades que componen la presente Agrupación de Desarrollo asumen expresamente responsabilidad solidaria de la ejecución y buena marcha del proyecto. Todos los socios de la Agrupación se comprometen a facilitar cuanta información, documentación y justificantes les sean requeridos por los organismos que tengan competencia en materia de evaluación y control de la ayuda, y se someten a todas las actuaciones de verificación que realice la autoridad de gestión y pagadora. La propiedad de los productos y metodos desarrollados en el marco del proyecto serán de propiedad pública conforme a la normativa comunitaria y nacional aplicable.

CUENCA EMPRENDE

Rationale

El proyecto se enmarca en el Eje 2, Área temática 2.1: Abrir el proceso de creación de empresas a todos proporcionando los instrumentos necesarios para la creación de empresas y para la identificación y explotación de nuevas posibilidades para la creación de empleo en zonas urbanas y rurales. Desarrolla actuaciones dentro de las tres líneas de actuación previstas en el Complemento de Programa del PIC Equal para el Área Temática 2.1: Fomentar el espíritu emprendedor entre las personas con mayores dificultades de acceso al mercado laboral, especialmente entre las mujeres. Promover servicios integrados de asesoramiento y acompañamiento a las iniciativas emprendedoras, con el objetivo de contribuir a su sostenibilidad. Promover y facilitar el acceso a sistemas de financiación flexibles para la generación de nueva actividad, adaptados a las circunstancias de las personas con mayores dificultades de acceso a esta financiación. Se realizarán las siguientes actuaciones: estudio para la identificación de las actividades de servicios a las personas y a la comunidad, servicios a las empresas, turismo y ocio, preservación y gestión sostenible del patrimonio cultural, natural, forestal, etc., que ofrecen mayores posibilidades para la creación de nuevas iniciativas emprendedoras sostenibles en la Ciudad de Cuenca; Diseño de un itinerario integrado y personalizado hacia la empresarialidad, orientado a facilitar un acompañamiento individualizado hasta la consolidación de la nueva empresa; Diseño y puesta en marcha de un Fondo de Microcrédito; Diseño y elaboración de los módulos de sensibilización en la cultura empresarial

Objective

El objetivo general que persigue el proyecto es el de Promover la conversión en nuevos empresarios de personas en desempleo, en especial mujeres, que hayan finalizado recientemente sus estudios y su participación en actuaciones de Formación-Empleo y que posean actitudes y aptitudes emprendedoras, así como sensibilizar en los valores de la cultura empresarial a las personas jóvenes que se encuentren próximas a finalizar sus estudios en centros de formación de la Ciudad de Cuenca. Para ello se pretende: Contribuir a la creación, puesta en marcha y consolidación de nuevas pequeñas iniciativas empresariales, en sectores y actividades económicas de carácter emergente y sostenible de la Ciudad de Cuenca mediante la aplicación de un itinerario integrado y personalizado hacia la empresarialidad. Así como,Promover la sensibilización de la población joven de la Ciudad de Cuenca en proceso de finalización de sus estudios en los valores de la empresarialidad, de manera que cuando se incorporen a la vida productiva puedan contemplar entre sus opciones laborales y profesionales la conversión e instalación como empresarios individuales o asociativos.

Innovation

Procesos: -Dispositivo técnico de apoyo y acompañamiento integral durante el proceso de creación y consolidación de las nuevas iniciativas empresariales, -Plataforma tecnológica aplicada al ámbito de la generación de nuevas oportunidades de negocio (vivero virtual) para colectivos desfavorecidos. -Fomento de la inclusión de cláusulas sociales en los concursos públicos para la contratación de obras y servicios por empresas promovidas por estos mismos colectivos. Objetivos: -Abrir el proceso de creación empresarial a todos/as. -Sensibilización de jóvenes en los valores de la empresarialidad, articulado a través del sistema educativo y centros docentes del municipio. Contenido: -Itinerarios integrales de apoyo y tutorización de personas emprendedoras, personalizados e integrados, orientados a la creación, puesta en marcha y acompañamiento de iniciativas emprendedoras. -Fondo de Microcrédito, instrumento de financiación dirigido a mejorar la viabilidad y sostenibilidad empresarial de las nuevas iniciativas lideradas por personas con especiales dificultades. -Implicación de una entidad financiera local en la financiación en condiciones de concesionalidad a personas con especiales dificultades. -Modalidades de apoyo financiero novedosas, créditos participativos, capital semilla, para las nuevas iniciativas empresariales. -Componente experimental en la aplicación de los Módulos de sensibilización.

Promover la capacidad individual: motivación al emprendimiento y formación en NTIC y formación para la creación de empresas.Desarrollar la responsabilidad y la capacidad de actuación: Cada persona emprendedora que acceda al itinerario establecerá conjuntamente con su tutor/a un compromiso sobre un plan de acción personalizado y flexible en el que se definirían las prioridades,cronograma orientativo y actividades. Participación en el diseño del proyecto: en el marco del itinerario integrado para la empresarialidad, con la finalidad de que los grupos meta puedan intervenir en el diseño y selección de las acciones específicas en que se articule, adaptándolo de ese modo, a las necesidades, situaciones y expectativas individuales. Participación en la ejecución del proyecto y en la evaluación: en el diseño de los módulos de sensibilización a través de la experimentación y evaluación. La capacitación de las entidades socias de la AD queda asegurada a través del sistema de colaboración en que se articula: Pleno, integrado por todos los socios, Consejo de Dirección compuesto por 6 personas representantes de cada una de las entidades socias, una persona representante de las Corporaciones locales y provinciales y una persona representante de las entidades sindicales socias y una persona representante del organismo de igualdad. Con la finalidad de asegurar la participación de todas las entidades en el mismo a lo largo de toda la vida del proyecto se establecerá un sistema rotatorio para pertenecer al Consejo de Dirección. La Presidencia del Consejo de Dirección, tendrá voto de calidad y será ejercida por quien ostenta la del Pleno de la AD. Los Comités Técnicos colaboran en el desarrollo de las líneas de actuación, herramientas y productos previstos generar en el proyecto.
