1. LIMITED ACTIVATION OF THE TARGET GROUPS
- Many underprivileged unemployed people are captured in a vicious
circle that keeps them away from the labour market. They are confronted
with many problems besides unemployment: low self-esteem, few social
contacts, lack of structure in their lives, bad health and housing, etc.
The combination of these factors consolidate the position of neglect,
especially concerning work.
2. LIMITED REACH OF EMPLOYMENT MEASURES
- New employment measures don’t always reach the target group. Sometimes
they offer only temporary solutions or they are just not what the
job-seeker needs.
- Employment measures don’t take into account the different social
problems adding to the ‘work’-problem, as we described before. An
inclusive approach is wanted.
3. IN NEED OF JOB-APPRECIATION
- Even lowly-skilled people want a job that is appreciated by society.
Many employment measures lead to jobs that are not valued that much.
4. OTHER PROBLEMS THAT WE TAKE INTO ACCOUNT (Besides the unemployment
problems)
4.1. LIMITED SERVICES FOR THE TARGET GROUP
- The services that are created by the employment-measures mostly
benefit to those better off. Fi. the lowly-skilled cleaning lady who
keeps clean the houses of the double-income families and not the houses
of their own class.
4.2. IN NEED OF WORKING IN A NEIGHBOURHOOD CONTEXT OR COMMUNITY CENTERED
- The local authorities (city, public service of social welfare) need to
support the local needs, in particular of the underprivileged. The local
authorities need to work together community centred.
B. METHODS
1. INQUIRY OF:
- What opportunities can provide in meaningful jobs in the
service-economy.
- What social projects have been developed in the service-economy.
- What training programs are needed to upgrade jobseekers to jobs in the
service-economy.
The result will be a report. Jobseekers and neighbours will be involved
in the inquiry.
2)DEVELOPMENT OF:
- A training program and activation project to help jobseekers to
meaningful community centred jobs. The focus will be on ‘work and
welfare’.
- A model of co-operation between local public partners and third party
organisations. The common aim is job creation for the underprivileged
jobseekers in the service-economy.
3) TESTING OF:
- The developed training program. A town area will be selected and will
be chosen on welfare parameters.

KOPPELING WERK, WELZIJN EN MAATSCHAPPELIJKE WAARDERING OP BUURTSCHAAL:
- Het model dat we in het kader van deze tweede EQUAL-oproep ontwikkelen
is innovatief omdat:
a.In het model tewerkstellingsmaatregelen op
maat ingezet worden van kansarme werkzoekenden in functie van hun
opleiding en inschakeling op de arbeidsmarkt.
b.In het model kansarme
werkzoekenden zover gebracht worden dat zij zelf hun vicieuze cirkel van
achterstelling doorbreken. In het model zetten kansarme werkzoekenden de
stap naar werk, juist om de eigen levenskwaliteit te verbeteren en de
eigen buurt op te waarderen. Een betere levenskwaliteit en een betere
buurt maken het dan weer makkelijker om aan het werk te blijven en de
eigen maatschappelijke positie te versterken.
c.Het model erkent dat
achterstelling op de arbeidsmarkt voor een groep van kansarme
werkzoekenden gelinkt is aan een aantal "welzijnsfactoren" zoals een
slechte gezondheid, weinig hygiëne, een laag zelfbeeld, een slechte
huisvesting,... Tegelijk is het in ons model de werkzoekende zelf die
binnen een buurtgerichte aanpak zijn eigen welzijn en dat van zijn
ruimere buurt wil verbeteren. Deze verbetering komt er omdat de
werkzoekende binnen zijn buurt voor zichzelf en voor de ruimere buurt
concrete diensten wil verstrekken. Onmiddellijk resultaat is de sleutel
van activering.
- Het model is innovatief omdat het rekening
houdt met de vaststelling uit de probleemstelling dat kansarme
werkzoekenden nog wel willen werken als dit werk tenminste door henzelf
en door de maatschappij als nuttig en zinvol ervaren wordt.
- Het
model is innoverend omdat:
a.De vicieuze cirkel van achterstelling
waarin kansarme werkzoekenden zich bevinden, op verschillende punten
aangepakt wordt. Deze inclusieve benadering komt op een geformaliseerde
manier zelden voor;
b.Dit gebeurt zoveel mogelijk door de betrokkenen
zelf;
c.Er worden concrete diensten zoals thuishulp en klusdiensten
geleverd
- Dit model moet leiden tot een grotere maatschappelijke
participatie en waardering van de bereikte werkzoekenden, in het
bijzonder m.b.t. arbeid.

Het project wordt ontwikkeld in nauwe samenwerking met de doelgroep
werkzoekenden
In de onderzoeksfase wordt deze groep samen met andere buurtbewoners
uitgenodigd om te participeren in een ruime buurtbevraging omtrent
‘noden met betrekking tot zorg en leefkwaliteit’ in functie van de visie
omtrent levensloopbestendig wonen in de buurt.
De intermediaire doelgroep zal daarbij gebruik maken van
participatiebevorderende methodieken.
In de ontwikkelingsfase zal de doelgroep werkzoekenden kunnen aangeven
met welke factoren dient te worden rekening gehouden bij het matchen van
werkzoekenden en diensten op buurtniveau. Zij zullen op deze manier zelf
kunnen aangeven wat voor hen ‘maatwerk’ is.
Tijdens de testfase zullen intermediairen (begeleiders/opleiders) een
empowerende visie en aanpak tot uitvoer brengen.

Binnen het ontwikkelingspartnerschap spreekt de coördinerende partner,
W&A, een werkvorm af die alle partners evenredig betrekt bij de
beslissingsprocedures. Van bij de opstart van het project worden
duidelijke communicatieafspraken gemaakt waarin iedere partner zich kan
vinden. Vanuit hun eigen core-business kunnen de partners voortdurend de
eigen knowhow inbrengen. Elke partner neemt als volwaardig lid deel aan
de uitvoering van het project.
Vergaderingen kunnen alternerend bij de verschillende partners worden
georganiseerd. Gastpartners kunnen optreden als voorzitters van
vergaderingen. Agenda’s worden gezamenlijk opgemaakt.
Indien een partner niet aanwezig kan zijn in een vergadering, zal die
door contacten voor- en nadien, en via gedetailleerd verslag, in het
beslissingsproces betrokken worden.
