In the council decision of the European Union of 22 July 2003 concerning
full employment, we read that "Active and preventative policies should
be effective and contribute to the goals of full employment and social
inclusion by ensuring that unemployed and inactive people, are able to
compete in and integrate into the labour market. Those policies should
be supported by modern labour market institutions."
In order to achieve this "close fitting treatment", the Flemish
employment and vocational training service has worked out a series of
measures.
When we try to put this new guideline into practice, we have to take
into account that face to face placement services are time-consuming and
expensive because of their high caseload for the guidance councellors.
Moreover, we know that not every job-seeker needs the same amount of
individual guidance: many higher skilled job-seekers easily find their
way in vacancy and training services and require a minimum of support.
The practical organization of the guidance and job placement services to
be developed and the costs involved are aspects that are not
unimportant.
The job-seeker's empowerment is a key concept in this: people who have a
high degree of self-steering capacity can be monitored from a distance.
Those who cannot find their way in the vacancy and training landscape
autonomously, need to be supervised more closely.
Within the framework of a comprehensive strategy, it becomes necessary
to develop a proper screening tool. From the moment of registration of a
job-seeker and at all other moments in the guidance process, the
employment service must be able to determine quickly which kind of
services are the most effective for the job-seeker involved.
An ideal situation would be that the job-seeker can direct the entire
process himself/herself and indicate which type of service he/she wants:
does he/she feel up to exploring on-line services by himself/herself? Or
does he/she need a consultation moment with a counselor? We have learned
from practice that the job-seeker's aptitude to assess his/her own
capacities and possibilities are often inadequate. Carrying out
objective analyses, performing a matching operation on the data entered
by the job-seeker and the job offers in our databases, tend to fail.
Therefore it is necessary to base the tool to be developed on objective
client data that the systems already contain.
Objective
To be able to determine quickly and efficiently which type of
employment, guidance or job-placement service the job-seeker needs to
find his/her way to the labour market. This can happen on the basis of
data that the job-seeker's file already contains and on data analyses of
matching results and labour market research.
However, this is anything but a one-time action upon registration in the
employment services database: feedback moments must be regularly
inserted in order to be able to optimally follow the job-seeker.

Indicate is – op zich – baanbrekend: overal in Europa deed het
competentiedenken zijn intrede. Indicate sluit hierbij naadloos aan en
vult een eigen plaats in het instrumentarium in.
Het innoverend karakter van dit project, ligt in de totaal nieuwe
benaderingswijze van het onmiddellijk determineren van de nood/graad van
"begeleiding" van de personen in de doelgroep.
De vraag
en het aanbod in begeleiding dient volledig op mekaar afgestemd te
worden; er dient dienstverlening op maat aangeboden te worden. Het
innoverende ligt in de manier van meten: we stappen af van een
traditionele werkwijze (hoeveel ervaring heeft iemand in welke sector,
welke opleiding heeft deze persoon genoten). In plaats daarvan willen de
we de mensen uit onze doelgroep op een totaal andere manier benaderen:
iedereen beschikt over een aantal competenties die daarom niet
jobervaringgelinkt zijn. Zo kan iemand bv. heel goed zijn in organiseren
en plannen, maar dit enkel tijdens vrijwilligerswerk doen; anderen
kunnen heel goed zijn in mensen motiveren en toch blijven hangen zijn in
een louter uitvoerende job, enz. Deze competenties, deze bagage, die
meebepalend zijn voor oa werkzoekgedrag, willen we meten en optimaal
benutten. Zij zullen indicatief zijn voor de graad van zelfsturing van
de werkzoekende, wat op zich een aanduiding is voor de mate van
dienstverlening die deze werkzoekende in kwestie nodig heeft.
Het
instrument zal deels gebaseerd zijn op zelfevaluatie van de werkzoekende
en deels op objectieve gegevens bekomen tijdens de inschrijving. Zo is
de betrokkenheid van de doelgroep optimaal en wordt het gevoel zelf
aktief bezig en betrokken te zijn bij het ganse proces van werk zoeken
reeds in stap één, de inschrijving, aangewakkerd.

deze facetten samen:

·volledig opgebouwd vanuit het competentiedenken
·zelf
verantwoordelijkheid nemen vanaf stap één door de werkzoekende
maken van Indicate een vooruitstrevend en ambitieus project.

Finaal doelpubliek:
de werkzoekende in Vlaanderen (doelgroep VDAB); allochtone vrouwen
tussen 35 en 55 (doelgroep partner Nederland).
Gezien het belang aan
een degelijk instrument, dient de proefrun (het verzamelen van de eerste
protocols waarop later verdere berekeningen doorgevoerd te worden) goed
voorbereid te worden. Het is dan ook aangewezen om die mensen die
deelnemen aan het invullen van de eerste, heel uitgebreide vragenlijst
in het kader van het uitwerken van de Quick Scan duidelijk te informeren
over de achtergrond en doel van dit opzet. Bovendien moeten zij ook op
de hoogte gebracht worden van het feit dat 3 maand na het invullen van
de vragenlijst, een telefonische opvolging zal doorgaan. Dit reeds
melden voor het invullen van de vragenlijst, vergroot de betrokkenheid
en motivatie van de mensen die aan het proefproject meewerken.
Intermediair doelpubliek:
consulenten bij VDAB en C2U: iedere consulent die als intermediair
optreedt tussen de werkzoekende en alle e-tools, zal met dit instrument
in aanraking komen, zowel de trajectbegeleiders, begeleiders van
jobclub, instructeurs als de mensen van het competentiecentrum. Deze
groep wordt in dit dossier verder dan ook als "consulenten" omschreven.
Zij vormen het intermediair doelpubliek Zij krijgen een vooropleiding
waarin de achtergrond en het waarom van de ontwikkeling van deze tool
duidelijk aan bod komt.
