The empiric data about target group show us that the new methods and
approach are necessary to reduce differences. We want to make positive
changes in quality. We devided target groups (TG) to direct TG (the
users of rehabilitation program – pupils, young, students, young
employees, their parents, other family members) and indirect TG (social
environment: residential, educational, working, professional, political,
economical...). Therefore, our partners are devided in three groups. The
branch is presented by Institute of Public Health, Organization of
Health Care in Celje, High school of Economy Celje and Police
Directorate in Celje. The politic is presented by The City Municipality
of Celje, The region's economy by Employment Service of Slovenia –
regional office Celje and The region's industry by Pivovarna Laško and
Unior Zreče.
The DP FENIKS wants to make a common program and a very good one, with
cooperation of all partners. This work is an investment into innovation
which fights against discrimination and supports an equal place on earth
for everyone. We planned following actions: network for different
professions in our partnership, promotion of health, of life-long
learning, instructions of responsibilities and rights of users, more
informations about drug addiction, prevention program for the youngest
persons of society and their families, information about discrimination
groups, revision, modification and/or introduction of legal proceedings
in schools and in industry, comprehensive behavior revision of society.
Cooperation on the TN plan is to present our innovate work and ideas, to
invite the partners into new partnership, become example of good
practice in Europe.

There are following DP FENIKS' interventions :
•The early detection helps us to find young users and help them to enter
into the rehabilitation program and to proceed with going to school,
work etc. This procedure demands some agreements and legal proceedings
and partnership with school.
•Helping them with employment; not to
find a job but to keep it under some conditions. Here again, this
procedure demands some agreements and legal proceedings and partnership
with employers.
•The education and instruction of family who has a
child- user of drugs about their rights, responsibilities, and equal
chances for all.
•Our target group (indirect)is politic. We want to
have clear strategy with city municipality which is a region
coordinator. We have to work together on partnership.
•The Branch –
we want to work on observation, prevention, information with partners
from our branch for sloven society and outside of our country –
partnership with professional institutions.
•The economy and industry
– we want this target group to understand drug problem, its consequences
and offer possible help - partnership with industry.
•The penalty and
sanction – we want to make treatment of users more adequate with
including a branch with its professionals – partnership with Police
directorate in Celje ( and later, we'll invited in network also Court of
Justice in Celje ).
•The Therapeutic Community /TC– we will offer to
users of our program something more. The clients will have possibility
to stay at work and school under certain conditions.
•We'll make our
project richer with help of our TN partners and we'll exchange different
experiences.
•We 'll show our society that we have a program prepared
on humanity and on respect for human being, decent existence, rights for
everyone without discrimination. We want to make our project example of
good practice.

Context oriented innovation:
Partners in DP FENIKS agree with their active participation,
collaboration and realisation of our common work. They'll have to think
about the best solution for equal treatment of others (students,
employees..) - direct target group
Goal-oriented innovation:
We'll
propose the activities to ameliorate the present situation of
discriminated target groups (in our case of drug users and their
families) with our intervention on indirect target groups. There are
partners who have to prepare the procedures and the documents to arrange
a status of vulnerable groups specially of young people.
Process-oriented innovation:
We want to create a good network of
professionals from different occupations in our society (our indirect
target group in politic, branch, industry, ...). We'll have to put into
this relationship a lot of tolerance, dignity, knowledge, experiences of
everybody. In the TN network we'll have to learn and talk about the
results and what to do to make our work always better for discriminated
ones.

The proposed actions are common to everyone who choose a program in
“Adaptability with promoting lifelong learning”. If they are disposed on
national level to embrace direct and indirect users of program as more
as possible into lifelong learning, the power and influence of target
groups will grow mutually. We'll notice also the collective
responsibility. And the function of a good DP depends on a good
relationship in network, too. We need this mutual cooperation for a good
function of DP. We expect this sort of collaboration to prepare a good
leadership and evaluation of programs. The common aim to every DP is to
change the relations between them and in consequence to prepare the
bases for different and modified behavior of direct target groups.

The information show us that the program we prepared for DP is needed in
our professional social field in Slovenia and outside of our country.
The basic objective is cooperation in functional network.
The national partners are experts of their professional occupations. We
try to humanised discrimination and other inequalities. Therefore,
they'll help us with their knowledge and experience they have.
We'll
be all the winers in this process; the target groups will get regular
equality, our partners will get the important information about the
other dimension of human problems, distresses, needs, etc. and otherwise
neglected in their social life and we'll get the functional network
where we need each other as partners.

forms foundation of prevention public health care. Now, the specialists

The City Municipality of Celje covers 95 km2, has a population of more

The Pivovarna Laško is brewing a beer – they are for almost 180 years on
the market. It's a leader of Slovenian beer production. They exported
35% of their production in 2003. Also, The Pivovarna Laško Group (with
other producers of non-alcoholic beverage in country and outside
frontiers) is producing a mineral water, bottled drinking water and

The Police Directorate in Celje includes 257.000 habitants, with the
Directorate bordering on Austria (16.5km) and Croatia (56km). Their
basic aim is to ensure a high level of security and protection of

The Secondary School of Economics in Celje has the following programmes
in the 2004/2005 school year: four year vocational programme of
economics, four year grammar school of economics for students who are
planning to continue their studies at a university and matura course;
one-year course for students who finished a vocational programme and
would like to continue their studies at a university. The Secondary
School of Economics offers optional free time activities which are a
part of our educational process. The following activity areas are

Public Health Institute Celje is a regional health institution of
primary health care, which covers one sixth of the whole Slovenian
population, i.e. more than 300,000 people. The institute deals with
problems of epidemiology, hygiene, microbiology, environmental health
and social medicine. The work of the institute is closely interconnected
with people's everyday life, trying to preserve health of children and
adults at the highest possible level - by controlling drinking water,
the air, nutritional products and prevention of infectious diseases. We
can achieve this aim by effective laboratory work and highly educated
staff.
The institute's main task is prevention of diseases and it acts
respectively. It gathers people into a prevention network which promotes
healthy life-style, raises health awareness and social security among
