We experience that it is very difficult to alphabetize illiterate
persons to a ‘breakthrough’ level in writing skills.
Even for those who reach a minimum level in writing skills, but
especially for the group which hasn’t been able to master the writing
skills, it is quite impossible tot go on a continuation class such as
NT2 (=second language) or to a professional training.
Without such a training it is virtually impossible to find a job.
Most educational profiles are based on recommendations issued by the
employers – the amount of writing skills in these profiles is quite
high. But when we analyze some of these requirements , there is no need
to be able to read and write for the job itself.
We find that applicants are judged by their abilities such as verbal
fluency & writing skills – but in fact they are perfectly able to do the
job even when their communication skills are not that well developed.
The integration process gives the opportunity to newcomers to develop a
view on their own career and on Belgian society in their own language.
They also acquire a basic level of fluency and writing skills in Dutch.
Quite a few welcome offices give the opportunity to illiterates to join
these courses of social integration. Due to the fact that these courses
are mostly based on written materials, most of these illiterates don’t
succeed and leave the course before the end .
So for these people it is of the utmost importance to provide training
in their native language.
We have very high expectations of what a newcomer should do: not only
he/ she has to settle down in a new environment, but they also have to
master the language of this country. Moreover they have to acquire
competencies so as to be able to function in the new country as an
independent individual.
Their basic competencies from their home country are not sufficient to
live in the new country: the organization and also the vision on society
is different from what they experienced before.
Acquiring new notions, (re-)developing , restreaming of competences are
indispensable to achieve independency in this new environment.
Above-mentioned arguments and the results of research impose a new
method of counselling for illiterates.
INTEGRATION PROCESS
For this proposal we want to work out an integrated process for
illiterates which enables them to find a job in a fairly short time –
this implies a very intensive training.
We analysed which elements are of importance to succeed .
To begin with, we want to point out that, although the training is aimed
at acquiring professional qualities, we don’t want to end up with
participants who can only work, without taking part in the society where
they live. Also an illiterate is first of all a citizen living in a
social environment where he/she must be able to function as a member of
society.
Moreover a working place is not an island, but it is part of a bigger
entity.
This implies alphabetizing Dutch, Dutch in the training centre and in
the workplace, social guidance and career guidance.
The idea is to make a selection of aims which are applicable to these
fields.
We are thinking of following subjects: understanding information, asking
and giving information, making appointments and cancelling
appointments, understanding instructions, asking and giving
instructions, understanding forms, filling in forms …
These aims also include so-called attitudes and key competencies.
We plan to work out two examples of integration processes: one training
for the cleaning service and a training for masons.

To increase the chances on employment and to heighten integration in
society for non-native illiterate adults by offering them an integrated
process of Dutch (Alfa-NT2 and NT2), Social Guidance (MO), Career
Guidance (LO) and Occupational Training.

Het is de eerste keer dat een dergelijk uitgebreid geïntegreerd project
voor volwassen anderstalige analfabeten wordt uitgewerkt én uitgevoerd.
Voor de analfabeten betekent dit dat zij op een andere, meer
behoeftegerichte manier een traject aangeboden krijgen, én dat hun
kansen op tewerkstelling daardoor vergroten. De actoren die nu los van
elkaar trajecten aanbieden, gericht op Nederlands, inburgering en
beroepsopleiding/tewerkstelling zullen samenwerken en op deze manier zal
de grote expertise die bij elk van hen aanwezig is, gedeeld worden.
Er zal een aanbod ook voor docenten uit onstaan over geïntegreerde
scholing’, een thema waar nu al veel vraag naar is, maar waar nog weinig
rond gedaan wordt. Het ministerie van Onderwijs én de centra voor
basiseduactie zullen een concreet voorbeeld aangeboden krijgen, dat hen
beter in staat stelt de opleidingsprofielen en leerplannen te maken.
Ook zal de reserve om analfabeten in dienst te nemen bij veel werkgevers
weggenomen worden als de resultaten van dit project bekend gemaakt
worden. En dit biedt natuurlijk enorme gelegenheden voor de analfabeten.

Het finale doelpubliek (de volwassen anderstalige analfabeten) zullen
duidelijk geïnformeerd worden over het traject. Dit zal deel uitmaken
van de lessen alfa-NT2 en MO, d.w.z. het eerste deel van hun traject.
Ook in de loopbaanoriëntatie moet hier specifiek aandacht voor zijn. Er
zullen instrumenten ontwikkeld worden die kunnen helpen bij dergelijke
gesprekken. We denken hierbij aan een verslag uit Alfa-nieuws, nr. 1,
februari 2004, over loopbaanoriëntatie voor analfabeten 'Alleen praten
is geen leren'
Het intermediaire doelpubliek (de docenten betrokken in dit traject)
zullen enrzijds deel uitmaken van de programmacommissie en op deze
manier het uiteindelijke traject mee vorm geven. Anderzijds zullen zij
een vorming aangeboden krijgen inzake de didactiek van het geïntegreerd
werken met analfabeten.

De partners (VOBE-KDG, Vitamine W, Pricma-Kompas, CBE-Mechelen en VOCB)
in dit project zullen ook allen uitvoerder zijn van het programma. In
fase I willen we verder bekijken op welke wijze we ook de VDAB bij dit
partnerschap kunnen betrekken. Het traject zal gegeven worden door
docenten/begeleiders van een centrum voor basiseducatie, een
onthaalbureau, VDAB en Vitamine W.
De opleiding voor de docenten/begeleiders zal verzorgd worden door de
VOBE-KdG waarbij het programma in samenspraak met alle betrokken zal
worden vastgelegd.
Voor het ontwikkelen van beide programma’s (geïntegreerd traject voor
analfabeten én de opleiding aan docenten/begeleiders) zullen wij een
programmacommissie oprichten
Daarnaast voorzien wij een ‘projectstuurgroep’ bestaande uit onze
partners én uit ‘deskundigen’ uit de voorgestelde
samenwerkingsorganisaties nl. de cel inburgering van de administratie
Gezin en Maatschappelijk Welzijn, het departement Onderwijs, het
departement Tewerkstelling en het Vlaams Minderhedencentrum (VMC).
Deze stuurgroep zal zich moeten buigen over verschillende zaken:
-afspraken maken m.b.t. ‘verbintenissen ‘van de diverse organisaties
-regels voorzien voor opname van nieuwe leden + uitstapregelingen
-verdere analyse van de probleemstelling op basis van contacten met
onthaalbureaus, huizen van het Nederlands, tewerkstellingsinitiatieven
-scherper stellen van de concrete doelstellingen op basis van eerder
gemaakte analyse
-contacten leggen met werkgevers
-opmaak van een gedetailleerd werkprogramma om de concrete
doelstellingen te realiseren (timing + stappenplan)
-verder zoeken naar mogelijkheden voor cofinanciering
-opmaak van een afspraaknota i.v.m. sturing en evaluatie van de diverse
projectonderdelen
-formuleren van objectieven voor internationale uitwisseling en opmaken
van een stappenplan
