Applying for a job spontaneously is the key to applying successfully. 50
% of the real job openings never take the form of a 'job vacancy'. Given
the fact that nearly all companies have their own website nowadays, the
Internet has become the most important source of information for job
applicants in the actions they take to apply for a job. For that reason,
different measures were taken and different projects were set up to
enhance the access of jobseekers and employees to the Internet. However,
even persons who have access to the Internet to support their job hunt
will often not find the necessary information because 1. they are
overwhelmed by the amount of information they find or 2. the information
looked for is not available. There is a need for a tool – linked to the
Internet – that gives the jobseekers access to the information they need
to apply for a job spontaneously and independently. At the same time
employers need to be convinced of the importance to release that
information. The tool to be developed must also allow employers – and
specifically SMEs – to play their trump cards on staff policy level and
fill in (bottleneck) occupations in the best possible way.
Due to the modernization of the labour market (clients are stimulated to
first use our online services and the call centre, 'our service line')
the jobseeker threatens to lose his/her access to the local labour
market information that used to be provided by/available in his/her
local job shop or VDAB office. For we cannot expect from the call centre
operator (and especially from the anonymous online services) that he/she
knows which sectors are leading the market in every part of the country,
which are the major employers in that part, which companies are
difficult to reach, … The tool to be developed must not handicap the
jobseeker who continues to use the contact services channel to receive
first line services while favouring the jobseeker who uses the online
and call centre channels. This tool must map the knowledge about the
local labour market and business that is available in the contact
services and open it up to the online and call centre services channels.
In other words, a knowledge management system must be developed that
will enable the modernization of the labour market to be fully realized.
There is a need of a tool that
1. expands the information about companies on the basis of information
provided by the companies and by VDAB collaborators
2. can be supplemented with information about the local labour market
3. allows jobseekers to find companies via search criteria such as
'sector', 'required competencies' and 'employees' profiles',
irrespectively of possible job offers.
Beside a tool for jobseekers who spontaneously apply for a job, this
tool may also hold a strong 'orientating' character. For the tool also
answers the jobseeker's question 'where can I go with my competencies?'

Ambisys wants to develop an online tool for the target group of
'jobseekers who spontaneously apply for a job'. This tool must enable
jobseekers to collect all relevant and up to date 'job application
information' easily (i.e. in a structured way) and in a self-reliant way
(i.e. with as little intervention as possible by the placement
counsellor). This must enable the jobseekers among other things to,
independently of accidental job offers, gain an idea of the companies
that they can go to with their competencies and ultimately find the
employer (and the job) that is the most in line with their career
aspirations. The tool fits within the ambition of VDAB to realize a
'comprehensive approach', i.e. offering a pathway to work to all
jobseekers.
Behind the online tool is a knowledge management system that 1.
collects, updates and manages the company information (and information
about other external actors) provided by the employers in a simple way
and 2. maps and opens up the knowledge about companies and the local
labour market of the VDAB collaborator. Ambysis pursues that all
relevant, current and high-quality information is directly shared with
the jobseekers through the on line channel and that all counsellors from
all local job shops and the call centre can dispose of the same
high-quality information about companies and the local labour market.
Ambisys wants to examine whether information about companies can be
grouped in 'quality labels', in which way companies that undertake
special efforts for diversity, LLL, flexibility (e.g. family-friendly
company) can be put in the spot light, and if possible also realize
these labels.

AMBISYS is essentieel om de werkzoekenden en de VDAB-werknemers mee te
nemen in het verhaal van de informatiemaatschappij, waar naast
beroepsgebonden competenties (kennis, vaardigheden en attitudes) de
kunst van het vinden van de juiste informatie steeds moeilijker en
belangrijker zal worden. Ambisys zorgt er daarbij voor dat alle
werkzoekenden op hun niveau stappen kunnen zetten in deze
informatiemaatschappij en dat de werkgevers en andere bezitters van
belangrijke informatie blijvend aandacht houden voor de informatie, die
belangrijk is voor de vraagzijde van de arbeidsmarkt.
Ambisys is met andere woorden tegelijkertijd een dynamische databank die
essentiële informatie geeft voor de werkzoekende en een instrument dat
uitnodigt om stil te staan bij het belang van die informatie.

De opmaak van het databanksysteem start vanuit de behoeften van de
werkzoekenden. Tijdens fase 1 van het project zal projectpartner Vlerick
deze behoeften peilen door het samenstellen van focusgroepen van
werkzoekenden (primaire doelgroep).
Ook de intermediaire doelgroepen zullen via dezelfde methode bevraagd
worden.
Daarna zal zowel de kladversie als de demoversie van het project
voorgelegd worden aan enkele groepen werkzoekenden. Op basis van hun
