Trafficking in people is considered to be one of the largest crimes
comparing to trafficking in drugs and guns. The latest USA data of year
2003 indicate that between 800 000- 900 000 persons are trafficked
around the world annually. Again in Europe from trafficking in people
suffer 120 000 women and children, Europol data shows.
In the context of Lithuanian social problems, trafficking in people is
defined as one of the most severe and the least known problems. Long
time before it was not discussed and only recently, when the increase
was noticed, more attention was paid. About the increasing topicality of
this problem shows data of the increased flows of trafficking victims
who return from foreign countries, information about criminal cases in
Lithuania and other foreign countries, also attention to this problem of
foreign funds, governments and state institutions in solving
reintegration and prevention questions of Lithuanian victims of
trafficking. Very often the problem of trafficking is evaluated as the
problem of the victim as she “got what she wanted”. Many people in the
society still treat victims of trafficking as offenders and criminals,
therefore victims face a lot of difficulties in reintegration processes.
Considering everything written above, members of the development
partnership will seek to create a model for actions, which will have
direct positive influence on successful reintegration of trafficking
victims into working society and spread of information would serve as
preventive tool. Members of the development partnership have huge
experiences in their working fields and represent different sides of
parts of the society: - Missing persons’ families support center,
Lithuanian AIDS center, Vilnius Caritas archbishopric come from the work
demand side and rebuild victims’ social skills and qualification -
Gaumina, JSC from the work supply side, as it works more then 6 years
and exchanges information with other formers of the labour force market
supply

The main objective of the DP is (re-)integration of victims of
trafficking to the labour force market.
Tasks of the development partnership:
•Creation a structure of
associated organisations;
•Sociological research on attitudes of the
society towards the mentioned problem; •Preparation of target group to
(re-)integration into labour force market; •Consultancy and direct help
to victims of trafficking in process of employment; •Analysis of
existing foreign models to victims of trafficking employment and foreign
countries’ experience adoption in Lithuania;
•Guarantee the
success of the project by presenting the problem and reached results to
the society.

Innovative would be both the DP and it’s’ activities. Composition of DP
is telling: there is with the target group working Missing persons’
families support center, religious community- Vilnius Caritas
archbishopric, public authority- Lithuanian AIDS center and enterprise-
from the labour supply side Gaumina, PLC. This model of cooperation was
not tried yet. Moreover, innovative work principles will be used and
complete needed assistance until employment would be provided. In
addition to that while solving the problems of project's target group
and spreading the project, IT technologies would be used to create:
- internet web portal, where all information that is associated with the
project and the target group would be put
- virtual labour exchange
in the Internet
- eLearning tool
More innovations would be planned
after the conducted sociological research. Referring to research results
actions of DP would be more reasonable and effective.
Process
oriented innovations:
- created a new and finished model of
assistance to the target group
- IT technologies would be used for
spread, communication in DP and upraise qualification of target group
Goal-oriented
innovations: New virtual learning material would be created in cd
format. Distributing it to victims of trafficking, they will be able to
use it where they find computer.
Context oriented innovations: The
first time for the better integration of target group into labour market
and exchange of information, the six-sided network, consisting of
Lithuania, Estonia, Poland, Portugal, Italy and Germany would be created.

The Transnational Partnership will provide an added value in terms of
objectives, themes and contents, methodology and instruments, and
products foreseen since it intends to confront a serious problem of
discrimination and social exclusion through the adoption of an
integrated approach and thus having a positive influence on policies and
interventions for the social and occupational inclusion of the victims
of human trafficking.
The Transnational Partnership will implement a co-ordinated strategy
that will be innovative in relation to the different partners involved
at the national DPs level and to the geographical scope the partners
cover (Italy, Germany, Portugal, Poland, Estonia, Lithuania) that
include countries of origin, transit and destination of trafficked
persons, “old” and “new” Members States of the European Union. The
different experiences and expertise of the national DPs will contribute
to better define and elaborate the tools for the monitoring of the
phenomenon and the services provided and the setting up of the
transnational database.
The Transnational Partnership expects to:
enhance the exchange of information on trafficking at national and
transnational level;
improve the level of knowledge as regards the experiences of social
inclusion of trafficked persons achieved by the different partners and
the different countries involved in the transnational partnership;
jointly develop tools and a monitoring mechanism that will be tested
in the participating countries thus contributing to the amelioration of
the data collection and evaluation system both at national and
transnational level;
through the implementation of a monitoring mechanism of the phenomenon
and of mapping out of the services provided it will be possible, on the
one hand, to improve the quality of the existing services and, on the
other hand, to plan innovative ad hoc interventions capable of
specifically addressing the trafficked persons’ needs;
develop systems of information, exchange and operational link-up of
projects and services in the sector at national and transnational level;
to promptly refer the trafficked persons to the proper service
provider (locally, nationally or internationally) and to supply the
necessary information on the services existing in a given place to the
agencies engaged in the field;
contribute to challenge the stereotypes on trafficked/migrant persons
reiterated through the media world and sometimes also through the
awareness raising campaigns.

Missing persons’ families support center established in 1996. It is a
public, independent, non-profit, and voluntary organisation uniting
people who help missing persons’ families, victims of trafficking in
people and families of such victims. Main work trends of the center:
urging the search of missing people, integration of trafficked people,
educative-preventive activities against trafficking in people,
improvement of legislation in order to prevent trafficking in people and
urge integration of trafficked people, forming public opinion towards
compassion for trafficked people and relatives of missing people and
intolerance with regard to traffickers and lobbying activity.

Lithuanian AIDS Centre is a governmental organization. It was
established in 1989 by an order of the Health Minister and placed
outside pre-existing institutions and health care units. Currently, it
has five departments (located in several buildings around Vilnius) and
employs a staff of about 60 persons. The AIDS Centre includes the
following departments: laboratory, outpatient unit along with anonymous
testing site, street clinic “Demetra”, public education unit and drug
users social rehabilitation department. The Centre also operates an AIDS
Hot Line and a Hot Line for drug use affected people. Working fields of
the Centre are: public education, laboratory testing (the laboratory
deals as a reference one, the only in Lithuania performing confirmatory
tests), anonymous testing and counseling, epidemiology surveillance and
data evaluation, social rehabilitation of drug users, launching of
National AIDS prevention programmes, services directed at men having sex
with men and sex workers.

Vilnius Caritas archbishopric Mother and Child Care Home works eight
years. Services for mothers and their children, those who live out
crisis: women, suffering from violence, victims of trafficking, long
term unemployed women. The Care Home provides of living place,
nutrition, takes care of social, psychological, medical and legal help,
and organizes work training, delivering lectures, gathering together
self – help groups.
