The Promoters and the project idea
The project promoters took under examination advantages and tasks deriving from the establishment and management of a development partnership, by checking firstly their real networking skills.
The preliminary analysis was realized based on some variables:
- the partnership, in the diversity of involved bodies, public administrations, consultancy and training bodies and firms associations
- The branching out and the experiencies in the involved areas: there are bodies representing industrial firms and the local territory. In this case the analysis verified also the partnership networking skill
- The kind of partecipation or contribution: it verified the competences and contribution each partner was able to offer
The local partnership establishment and management needed an investment not easy to be quantified both in human and material resources.
It will be possible to see the results of this investment only in a middle-long term. It needed a big effort to recognize the strenght and weaknesses of each partner, expecially in this case in which all the promoters represent different needs coming from public or social-private field.
There ware taken in account:
- the specific contribution given by each partner to the partnership. The balance and reciprocity among partners are the most important conditions for a successful partnership. Each partner can bring his contibution and takes advantages from the cooperation. It is also very important that each partner can clearly understand the aims, motivations and expectations of the others to share also the risks.
- Coherence between the will to invest in the partnership and the technical and financing resources of each partner
- The chance of modifing and readapting the project in case of failed specific actions or intervention strategies
The establishment of a formal partnership (ATI) has the important meaning of a tight cooperation among the partners. At this stage it has been enough to show to the partners all the different kind of possible formal integration. The best juridical structure will be decided by looking at each partner (operative and strategical) contribution in the project realization and mainly it will be based on the knowledge and faith existing among them.
There will be a formal agreement among the partners which will have a role in the operative activities of the project and another one related to the strategic level and involving all the promoters to guarantee the impact and durability of the intervention.
The partner meetings were very useful to make all the partners aware of the specific problems to be faced in the project and to let meeting some different key actors of the same area.
It was important also to make the problem analysis of the area and of the field together with these key actors.
Our proposal is strictly linked to the start up of three industrial areas realized by Basilicata Region in the towns of Lauria, Irsinia and Francavilla sul Sinni. Our aim is to support the women of these areas in their entry and stay in the job world. This will happen mainly realizing equal working conditions for men and women and implementing a system of services which allows to conciliate at the best the time for work and family.These services could be (not in a complete way):- a mobility and time manager, who will be able to manage the schedules of the centralized services to optimize their results- a kindergarten, open to the children of the workers of the area which will help the presence at work for the mothers in particular- a web site/portal to be used as a virtual community with all the useful information and communications- a centralized services of post office, everyday shopping and laundry which will allow the workers to save time in many of their everyday domestic activitiesThese services will be realized by women cooperative societies and replied in each different industrial area. Our proposal will be realized in five different stages:.Action 2:Macro-phase 1: needs analysisIn this stage will be realized a deep analysis of the area workers` needs to focus at the best the activities of the following stages.Macro-phase 2: services definition and trainingthere will be a clear definition of the services based on the previous analysis and the start up of a training period for the potential women entrepreneurs that will manage the services.Macro-phase 3: enterprise creation and services start upThe women cooperative societies will be established and the services will be started. During this stage the new entrepreneurs will be followed by senior expertises to be helped to overcome the first difficult stages of the activities.Macro-phase 4: social communicationThe communication crosses all the stages of the project and consists in the diffusion and promotion about the proposed activities.The specific target of the communication is to make the workers, particularly the women, and the unemployed of the areas able to understand the importance of this `gender friend` services to conciliate working and family time.Macro-phase 5: observation and feedbackThe results of the project will be observed to verify the effects in the area and the improvement in the work conditions of the women. This feedback will allow the partner to set up the project activities at the best and the public authorities to decide how to support them after the end of the project.

The birth of three industrial areas based on a a vision of environmental and social durability represents a relevant innovation in the territory involved and a very significant trend inversion in the modern idea of local development.
These areas are the best places to experiment a management model for new job with a female vocation and with a strong impact on the quality fo the social system.
The gender differences, recognized and supported at the european level, have never found a full expression in finding professions in which it`s possible to give the right value to some women job skills like an open and flexible mind due to the continuous attempt to conciliate professional and family life, the capability to transform individual problems in sharing solutions, a strong listening skill and pragmatism and a strong bent to the innovation due to the need of working out of schemes to overcome the obstacles, discriminations and expulsions coming from the labour market.
It is so clear that the new proposed professionals will have a very high innovative grade as regards the targets and the processes.
With regard to the targets this will confirm that a durable development can create occupation and inclusion. With regard to the processes the optimization of the women skills will make possible to combine at the same time the entreprise creation and growth with a qualified women inclusion in the labour market.

In the process of definition of this project idea were taken in account some similar experiences made in other areas based, in their first step, on some interviews to the potential beneficiaries to focus their needs and to define at the best the services to be offered.In the specific case of the three industrial areas where our activities will be located it wasn`t possible to follow the same process because these areas are still under construction and the related companies on their way to be located there.We tried to fully involve the project partners through which, in particular through the local public Administrations where the intervention will be developed, were defined the population needs and the better strategy for the services implementation.During the project the full involvement of the final beneficiaries will be essential and intrinsic in the project realization.Indeed the services will be produced by women cooperatives and not by the project partners and so there will be a full involvement of the beneficiaries both in the stage of assistance to the business start up given by the senior expertise of the partnership as in the management of the services.Moreover the same services won`t be given away without a full involvement of all the male and female workers of the areas that should be disposal to share times and modalities to organize their work and the domestic activities in the best way to optimize the fruition of the services offered by this project. To reach this target the beneficiaries will be involved during the projects in a deep analysis based on some personal interviews and focus groups addressed to set the services at the best.In conclusion during the whole duration of the project it will be stimulated an active role of the beneficiaries both through the cooperatives as also through the chance to provide, through the Observatory and the web site, advice and suggestions or to show the emersion of new needs and necessities.By using this methodology we will aim to have a project progress always extremely sticking to the changing demands of the beneficiaries also for the progressive completion and enlargement of the industrial areas involved.
The choice of partners and methodologies used in order to involve them should provide the process with:- the best coordination of the project, based on information exchange, and the creation of a comprehensive picture of all the interventions in schedule for each stakeholder, in order to have an effective mainstreaming;- the involvement of public systems, the PMIs that are leading stakeholders in the selected area;- the involvement of subjects that work on a local level.- Organization scheme.The project develops on two levels:- central level ( project coordination)- local level ( connection of the territorial network)The organization scheme must be able to manage this double-level intervention by means of a technical-operational structure (project team), an advisory structure and a representative structure.Technical-operational structure (project team)- This technical structure in the project helps managing all the activities. The project requires a Project Manager who coordinates all required professionals, manages relationships with partners and beneficiaries and presides over results` monitoring and evaluation. The activities` course will be guaranteed by periodical meetings between the head office and branch offices and between branch offices and central-local work-groups. Furthermore, necessary communication among the different advisory structures is favoured by the employment of communication and information technologies. Advisory structure A Technical Scientific Committee will probe technical and methodological aspects of different project phases. Its tasks will be:- To guarantee coherence and quality of the theoretical methodological approach- To evaluate concrete project`s results- To define the policies used for spreading project`s results.Representative structureFinally, there shall be a Partnership Committee, whose members will be the promoters and one delegate from each organization in the partnership. The Committee will check the project`s course by means of periodical meetings and, therefore, it will guarantee partnership`s efficiency. Such partnership model will enable also small organizations to contribute on a local level. A refund will be provided in order to support small organizations.

1 - I promotori e l`idea progettualeI promotori del progetto hanno preso in esame i vantaggi e gli impegni derivanti dalla costituzione e gestione di un partenariato di sviluppo, verificando in primo luogo le sue effettive capacità di lavorare in rete con attori di diversa natura. L`analisi preliminare è stata realizzata sulla base di alcune variabili:· Il partenariato, nella diversità delle tipologie degli enti coinvolti, Comuni, enti di consulenza, di formazione e associazioni di imprese.· La ramificazione e esperienza nelle aree di intervento: sono stati coinvolti strutture di rappresentanza delle imprese industriali e del territorio considerato. In questo caso l`analisi ha verificato anche la capacità della PS di lavorare in rete.· Il tipo di partecipazione o contributo: ciò ha comportato la verifica delle competenze e del contributo che prevede di offrire al progetto. La costituzione e la gestione del partenariato locale ha richiesto un investimento in risorse umane e materiali non facilmente quantificabile. I risultati dell`investimento, inoltre, saranno visibili solo a medio-lungo termine. E` stato necessario, soprattutto in questo caso, dove i promotori sono enti che rappresentano istanze diverse del pubblico e del privato-sociale, uno sforzo finalizzato al riconoscimento dei punti di forza e dei punti deboli di ciascuno. Sono stati presi in esame: · Il contributo specifico che ogni organizzazione potrebbe apportare al partenariato. Una delle principali condizioni di successo del partenariato è l`equilibrio e la reciprocità tra i partner. Ogni partner, quindi, è stato messo in condizione di portare il proprio contributo e di trarre dei benefici dalla rispettiva integrazione. Al fine di far condividere i rischi, è stato necessario che ciascun partner abbia compreso chiaramente le finalità, le motivazioni e le aspettative dell`altro partner.· La coerenza tra la volontà di investire nel partenariato e le reali risorse tecniche e finanziarie della singola organizzazione.· Prevedere e quantificare fin dall`inizio la possibilità di modificare e riadattare la progettualità di fronte a fallimenti di azioni specifiche e/o strategie di intervento.La costituzione in ATI tra i soggetti Partner ha il significato di dare un segno tangibile di stretta sinergia tra le parti. In questa fase è stato sufficiente conoscere e presentare ai diversi partner le diverse forme di integrazione per poter scegliere successivamente la più adeguata cioè quella che meglio valorizza il contributo di ciascun partner e, soprattutto, i risultati progettuali conseguibili. La forma di sinergia più appropriata non può infatti essere identificata in assoluto ma è stata definita in relazione al tipo di contributo del partner (operativo o strategico) e sulla base del livello di conoscenza e di fiducia che esiste tra gli enti. Si è utilizzato un accordo formale con gli aderenti, che in seguito agli incontri di progettazione sono disponibili a partecipare e a dare un loro eventual
Le azioni che si propongono possono così essere riassunte:· azioni di ricerca e di monitoraggio continuo miranti ad una conoscenza più articolata e approfondita del problema discriminatorio e all`individuazione delle relative soluzioni · azioni di informazione e sensibilizzazione delle popolazioni coinvolte sul problema discriminatorio e sull`iniziativa di cui in oggetto· azioni di formazione delle potenziali imprenditrici tese a far acquisire le competenze necessarie per gestire e offrire i servizi proposti· promozione di nuove forme di organizzazione del lavoro, tese a conciliare la vita familiare e quella lavorativa· creazione di servizi integrativi, all`interno delle aree industriali, per garantire la conciliazione della vita lavorativa con quella familiare e di servizi integrati per l`infanzia a supporto del riequilibrio del tempo.· Azioni di sensibilizzazione e formazione sulla ridistribuzione del carico di lavoro familiareIn relazione agli obiettivi ed ai risultati attesi dalla P.S. è possibile articolare temporalmente le macrofasi dell`attività : AZIONE 2MACROFASE 1: Analisi dei bisogni In questa fase verrà attivata una ricerca rivolta ai dipendenti delle imprese e degli enti delle aree interessate per rilevare:- la zona o il Comune di provenienza- il mezzo di trasporto usato per andare al lavoro- il tempo impiegato- il tipo di commissioni che vengono svolte nel percorso casa/lavoro- i problemi rilevati per questi spostamenti- l`interesse ad utilizzare eventuali servizi potrebbero essere attivati dal progetto (veicolo collettivo, scuola-bus, ritiro e consegna della spesa, servizio di lavanderia, servizi per famiglie con disabili ecc…)- l`età, lo stato civile, il sesso, il numero dei figli e la loro età- la presenza in famiglia di persone non autosufficienti o portatrici di handicap ecc...I risultati di questa indagine rivolta a uomini e donne delle aree interessate e delle aree limitrofe che insistono lavorativamente sul territorio consentiranno di avere un quadro ancora più preciso sulle complesse problematiche spazio/temporali del territorio su cui si opera e sull`interesse dei lavoratori/trici ad eventuali servizi che potrebbero essere attivati per cercare di risolvere alcuni loro problemi legati al contesto spazio/temporale del territorio in cui svolgono la loro attività lavorativa.La macrofase in questione risulta propedeutica in larga parte alle azioni successive in quanto consente di tarare la parte di modellizzazione e di sperimentazione sulla base delle effettive esigenze del contesto. MACROFASE 2: Definizione dell`offerta e formazione In collaborazione con i diretti destinatari verranno analizzati i dati provenienti dalla fase di studio al fine di determinare con precisione i servizi e gli strumenti sperimentabili sui territori.Su tali modelli e strumenti si costruiranno percorsi di formazione articolati in seminari monotematici circa l`applicabilità/applicazione degli elaborati e la gestione dei servizi in una dimensione imprenditoriale.L`intera fase verrà seguita da operatori esperti opportunamente formati che accompagneranno i partecipanti anche nella fase di sperimentazione.MACROFASE 3: Creazione d`impresa ed avvio dei serviziUna volta definiti i modelli e gli strumenti e organizzata una opportuna condivisione con gli attori locali degli stessi si procederà alla messa in pratica delle prassi negli ambiti territoriali.Nello specifico verranno avviate alla costituzione alcune cooperative di donne che andranno a gestire i servizi delineati nelle fasi precedenti. Tali iniziative verranno accompagnate nelle fasi della costituzione e dello start up attraverso degli esperti di gestione aziendale ma anche di politiche `gender oriented`.MACROFASE 4 Comunicazione sociale La presente macrofase è trasversale a tutte le azioni previste e consiste nella costruzione di strumenti e processi di sensibilizzazione, promozione e diffusione dell`iniziativa proposta.Oltre alle normali e già consolidate prassi comunicative, verrà privilegiata una forma comunicativa ad alto tasso relazionale. I soggetti operanti nel progetto, la rete territoriale che verrà attivata, e gli esperti coinvolti verranno messi a contatto con il territorio sia dal punto di vista dei soggetti erogatori (le cooperative) delle attività sia dal punto di vista dei beneficiari finali (principalmente le donne lavoratrici).Obiettivo specifico della comunicazione dovrà essere quello di far percepire, in primo luogo, l`importanza che servizi `gender friend` possono avere per l`accesso e per la crescita professionale delle lavoratrici. In secondo luogo sarà necessario stimolare un interesse alla fruizione di tali servizi in aree ancora caratterizzate da un modello familiare tradizionale. Infine sarà necessario sensibilizzare donne giovani, ad elevata qualificazione, ad intraprendere un percorso imprenditoriale nella gestione dei servizi.MACROFASE 5 Osservazione e feedbackDi estrema importanza sarà la possibilità di monitorare i risultati della sperimentazione non soltanto dal punto di vista dell`effettivo successo del progetto ma soprattutto in base agli effetti sul territorio. In questo senso verrà costituito un Osservatorio finalizzato a monitorare i fabbisogni delle donne che andranno a ricoprire funzioni all`interno delle aree industriali e delle stesse cooperatrici che gestiranno i servizi. I risultati costituiranno un feedback periodico prima per la P.S. al fine di ritarare lo sviluppo del progetto e poi per le autorità pubbliche che vorranno sostenere in modo durevole le attività.
La nascita di 3 nuove aree industriali progettate in un`ottica di sostenibilità ambientale e sociale rappresenta una rilevante innovazione di contesto ed una inversione di tendenza molto significativa anche nella moderna concezione dello sviluppo locale: è questo il contesto nel quale sperimentare un modello di gestione industriale e territoriale fautore di nuove professionalità a particolare vocazione femminile e di forte impatto sulla `qualità del sistema sociale`.La differenza di genere, pur riconosciuta e sostenuta anche a livello comunitario, non ha mai trovato una compiuta espressione nell`individuazione di professionalità i cui skills fossero quelli riconosciuti dalla politica di genere: flessibilità mentale dovuta al continuo tentativo di conciliare vita professionale e vita familiare, capacità di trasformare singoli problemi individuali in soluzioni collettive, capacità di ascolto e pragmaticità operativa ed infine la forte tendenza alla innovazione prodotta dalla necessità di lavorare fuori dagli schemi, per superare ostacoli, discriminazioni ed espulsioni dal mercato del lavoro. E` quindi chiaro che, fuor di contesto, le nuove figure professionali proposte rivestono un grado di innovatività molto alto sia rispetto agli obiettivi che ai processi. Agli obiettivi perché si conferma l`ipotesi che lo sviluppo sostenibile sia foriero di occupazione e di inclusione, ai processi perché la lettura di genere delle competenze delle donne dimostra che è possibile in questa ottica favorire lo sviluppo d`impresa contemporaneamente e contestualmente all`inserimento qualificato di donne nel mercato del lavoro.
Nel percorso di definizione della idea progettuale sono state prese in considerazione delle esperienze analoghe svolte in altre aree territoriali che si sono basate su interviste ai potenziali beneficiari per individuarne i bisogni e tarare al meglio i servizi da offrire. Nel caso specifico delle aree industriali dove verranno localizzate le attività del progetto non è stato possibile seguire analogo percorso poiché tali aree sono ancora in via di realizzazione e le imprese relative in via di insediamento. Pur non esistendo ancora in modo specifico una popolazione cui riferirsi si è cercato di coinvolgere pienamente i partner di progetto che, in particolare per quanto riguarda le Amministrazioni comunali dove si volgerà l`intervento, hanno fatto da tramite per la definizione di bisogni e per la migliore strategia di implementazione dei servizi. Nel corso del progetto invece il coinvolgimento dei beneficiari finali sarà essenziale ed intrinseco alla realizzazione del progetto stesso. Infatti i servizi saranno resi da cooperative costituite da donne dell`area e non dai partner di progetto e quindi si avrà un pieno coinvolgimento delle beneficiarie sia in una fase di accompagnamento alla creazione d`impresa che nella fase di effettiva gestione delle attività.Inoltre anche i servizi stessi non potranno essere erogati se non vi sarà un pieno coinvolgimento di tutti i lavoratori e le lavoratrici dell`area che dovranno essere disponibili a condividere tempi e modalità di organizzazione del lavoro e dei servizi domestici in modo da ottimizzare la fruizione dei servizi messi a disposizione tramite il progetto.Per arrivare a questo i beneficiari verranno coinvolti in una approfondita fase di analisi basata su interviste personali e focus group finalizzata a tarare nel modo migliore i servizi e le modalità di erogazione degli stessi.Inoltre durante tutta la durata del progetto verrà stimolato un ruolo attivo dei beneficiari sia attraverso il lavoro delle cooperative ma anche attraverso la possibilità, per il tramite dell`Osservatorio e del portale, di fornire indicazioni e suggerimenti o manifestare l`emergere di nuovi bisogni ed esigenze. Attraverso questa metodologia si punterà ad avere una implementazione del progetto sempre estremamente aderente alle mutevoli esigenze dei beneficiari anche in relazione al progressivo completamento ed ampliamento delle aree industriali interessate.
La scelta dei partner e le metodologie adottate per il coinvolgimento dovrebbero consentire e garantire al progetto:· il migliore coordinamento dell`azione progettuale attraverso la circolazione delle informazioni e la creazione di un quadro completo degli interventi programmati dai diversi attori e pertanto un mainstreaming effettivo;· il coinvolgimento diretto dei sistemi del pubblico; · il coinvolgimento diretto dei soggetti che operano a livello locale.Modello organizzativoIl progetto è articolato su due livelli:- Livello centrale (coordinamento progettuale)- Livello locale (collegamento-rete territoriale).Il modello organizzativo individuato servirà a gestire al meglio il doppio livello d`intervento avvalendosi di una struttura tecnico-operativa (equipe di progetto), di una consultiva e di una di rappresentanza.Struttura tecnico-operativa (equipe di progetto)L`esistenza di una vera e propria struttura tecnica progettuale facilita la gestione delle attività previste.Il progetto prevede la figura di Capo progetto con il compito di coordinare le diverse figure professionali previste, di gestire le relazioni con i partner e i destinatari e di presidiare la fase di monitoraggio e valutazione dei risultati.Il pilotaggio delle attività verrà garantito attraverso incontri periodici tra sede centrale e sedi locali e tra sede centrale e gruppi di lavoro centrali-locali L`indispensabile comunicazione fra le tre diverse strutture di rappresentanza del progetto viene favorita inoltre dall`utilizzo di tecnologie dell`informazione e della comunicazione.Struttura consultivaPer approfondire gli aspetti teorico-metodologici che caratterizzeranno le diverse fasi progettuali è prevista la presenza di un Comitato Tecnico Scientifico con i seguenti ruoli:· Garantire la coerenza e la qualità dell`approccio teorico-metodologico adottato.· Valutare i risultati concretamente conseguiti dal progetto.· Definire le politiche di diffusione dei risultati di progetto.Struttura di rappresentanzaInfine è prevista la costituzione di un Comitato di partenariato composto dai soggetti promotori e da un rappresentante di tutti gli organismi aderenti al partenariato. Attraverso incontri periodici il Comitato verificherà lo stato d`avanzamento del progetto, garantendo l`operatività del partenariato. Tale modello di tipo partecipativo permetterà a livello locale anche ai piccoli organismi di portare il loro contributo attivo. Al riguardo sarà previsto un rimborso spese per agevolare le piccole organizzazioni.
