The innovative elements of the project described for admission to Action 1 are reconfirmed in this phase. The innovative aspects of the project are as follows:
- building stable relations between social and working politics as it intervenes with a pragmatic approach in the experimentation of working conditions and equal trade union rights among the workers and proposes experimenting new forms of social integration;
- the information society, as there is an intention of experimenting an information campaign to foster cultural logics of integration and to introduce new instruments such as expert systems, distance training and workgroups;
- social development and employment in that the structural conditions are created to encourage production sectors and companies to stay in the territory, otherwise they risk being transferred to other countries, due to the lack of labour or the type of processing.
An innovation factor relates to the involvement of beneficiaries throughout the cycle of the interventions foreseen: this process works around the succession of actions relating to research, planning, implementation of the intervention, evaluation and disclosing the results. The fact that the task of evaluating the interventions is given to the stakeholders` board, within which the representatives of the ethnic associations have a central role, is undoubtedly fundamental.
The innovative elements relating to the development of: methods, approaches and instruments; the targets of the actions taken; of the context understood as the development of systems connected to the labour market, are confirmed once again.
As far as the first point is concerned, the importance of the following is emphasised:
- the requalification of the service sector - public and private - of the support given to immigration and their operators and the creation of new supporting instruments such as FAD, expert system, CD ROM;
- programmed management of the immigration flows relating to the introduction of a method of detecting the need with the regional and national job centres ;
- creation of new professional figures in the mediation field and institution of the register of mediators;
- simplification of the administrative procedures for the immigrated population.
As regards the second point, the importance of targets such as those outlined herewith are highlighted:
- the development of vertical mobility and new professional figures and acknowledgement of foreign qualifications as an area for qualified employment;
- the creation of specialised mediation figures.
On the third point, the following is highlighted:
- improvement of the working conditions through the development of territorial and company negotiations with the involvement of trade union and employers` organisations;
- the development partnership intended as: a form of group construction, a method of collective working, a strategic resource for the development of the integration process

The beneficiaries participated in the initiative from the very beginning with the involvement of all the ethnic associations in the Province, that are part of UCAI, by setting up the idea of the project and the development partnership, or by fully participating in all the intervention research work implemented before filling-in the candidacy form.
This involvement will continue with UCAI`s participation in the direct management of the `participation and common structures` work for planning a multiethnic centre, which will be the headquarters of the ethnic associations.
Likewise for the other projects, even though they may be handled by other subjects, an important moment will always be the direct contact with the immigrant population, guided or mediated by the ethnic associations, in order to gather a series of elements that allow planning and implementing the services that are targeted and calibrated as close as possible to the real needs of the final beneficiary. For example, as regards the action called `family support` and the intervention relating to experimentation of crèches in the company, condominium and residential area, the first phase will inevitably involve immigrant women as much as possible, and more generally families, those to whom the interventions are targeted, in order to exactly assess their specific needs.
Furthermore, the involvement of the beneficiaries is materialised with the participation at the ATI Assembly and the UCAI and ethnic associations stakeholders` board meeting, the UCAI board of directors` meeting, or the three institutional bodies set up by the development partnership for the definite implementation of the project.
The task of evaluating the project, with a specific section gathering the opinion of the beneficiary subject is given to the stakeholders` board.
The aim of the project is to gather the opinion of immigrant citizens with the help of the ethnic associations and others operating in the immigration field, through the `information and awareness` actions, or the organisation of telematic workshops, some of which refer to the introduction of the actions and project measures in order to achieve a path of validation, or to gather suggestions, which are useful for improving the project initiative.
The envisaged information campaigns also play an important role in informing and involving the immigrant beneficiaries and partly the local community for presenting the project, but also to spread the experiences of sound procedures.
The partners of the PS (Development Partnership) have been involved in the project through a work of research-intervention promoted by the Province and implemented, which has anticipated a part of the initiatives that the Equal project has assigned to Action 1, facilitating the set up of the project and development partnership. The partners have ratified the will already expressed in the previous phase by supporting temporary business. The document highlights the common regulations necessary for managing the project up to its conclusion. The project management structure envisages:
1. the A.T.I. Assembly, consisting of a representative for each associate organisation with the task of periodically evaluating the development of the project activities with particular reference to the level of satisfaction of the beneficiaries, the transnational relations and relations with the subjects;
2. the Stakeholders` Board, consisting of the representatives of the trade associations and ethnic associations participating in the temporary business association with the task of evaluating the project, particularly as regards the impact of the actions and interventions on the final beneficiaries;
3. the A.T.I. board of directors, consisting of the representatives of the leading organisations, individualised for the co-ordination and management of the actions provided for in the project, with the task of intervening in order to comply with and improve the project implementation timetable, to investigate the positive and negative impacts of the various actions;
4. the A.T.I. Central Co-ordination Office, consisting of the project leader, project manager and consultant who will be individualised by the Provincial Administration of Udine for carrying out and generally co-ordinating the project;
The PS, as it has taken form up to now appears to be self-sufficient, however, notwithstanding this, the possibility of expanding the participation in the Stakeholders` board by underwriting protocols of understanding with other ethnic associations is assumed. A wide participation is desired, it being understood that PS remains solely responsible for the results and good use of the resources. The 11 actions will have a manager and those who will put the actions into practice with the purpose of expanding the participation and involvement level of all those participating in the PS. The involvement of the partners envisages that regulations will be drawn up for the operation of all the organisations foreseen by the partnership and that communication regulations will be defined so as to guarantee clarity. The partners` co-operation shall make use of computerised instruments for flexible management such as workgroup management in order to plan the project`s macro phases, to define the various work groups, to distribute and file documents and to monitor the various project variables.

The organisational methods have been adopted in order to manage a complex Development Partnership (DP), which involve different partners working locally in the field of immigration and which aims at numerous objectives.
a) Political and management responsibility of the DP
Four organisms are foreseen, with specific tasks:
- Assembly of the Temporary Enterprise Association (TEA), composed by one representative for each member organisation
- Board of Directors, composed by the representatives of the leading organisations
- Stakeholders` Board, gathering representatives of the trade unions, entrepreneurial organisations and ethnic associations
- Central co-ordination office, consisting of the project leader, the project manager and consultants
While the Board of Directors and the Central office will play a political and co-ordination role, the management of the project will be granted by the Assembly and by the Stakeholders` Board.
This organisational framework assures the full and continuous participation to all partners and for the whole duration of the project. Each member of the DP has concrete responsibility in the implementation of the Actions and is involved in the TEA decisions, being a member of the Assembly.
b) Subdivision of labour for the implementation of the programme
The Board of Direction will assign the tasks to the leading-subjects, who are responsible for the co-ordination of the concrete activities each group. The various members of the partnership will manage their own financial part, under the political direction of the Board of Directors and in close co-operation with the Central co-ordination office who will send the summary to the competent regional authorities. The evaluation activities will be granted by the Stakeholders` Board, who will program it taking into consideration both the targets achieved and the information needs of the final beneficiaries; peculiar attention will be focused on the information campaigns and on the thematic workshops.
As for the transnational part, the Central co-ordination office will keep the contacts with the foreign partners and will involve the partners of the local DP when interested by one or more of the six thematic issues defined in the transnational partnership agreement.
The TEA will be responsible for the dissemination of the results of the DP`s activities: specifically, a web-site will be organised and a periodical bulletin will be distributed. Moreover, local press-media and radio broadcasting stations will be used, especially for relevant events.
National and international network will provide for constant possibilities of sharing experiences and of disseminating results, but will also help empowering the projects` means and the results of the specific actions.
c) Organisation of the relationship with the referring administrative authorities
The relationship between the Province of Udine and the referring administrative authorities will be managed by the Central co-ordination office, responsible for the concrete management of the whole project as for the general co-ordination, for the financial part and for the overall control, with respect of dead-lines and modalities indicated by the administrative authorities granting payments. The Central office will assign the formal tasks, will ask for earnest and prepare/transmit the necessary justification documents, besides certifying the advancing stages of the project.
d) Financial management
A special committee will include the administrators of the organisations managing directly the project resources. A single account plan for all the members of the TEA will be drawn, and there each partner will report its statement of expenses. Each administrator will certify the expenses through a declaration of affidavit: the data will be summarised by the leading-partner and then communicated to the referring administrative authorities. The referring subject will periodically transfer the contributions to the partners, proportionally to the tasks and the budget foreseen by the project. The partners, among which many have experience of public funds management, have to invoice the sustained expenses and the referring subject will control the correct management of the whole project.

Throughout the Province of Udine, the Friulan ACLI Associations have:
- more than 5,000 members;
- 30 clubs, territorial thematic associative units and work groups, places for meeting, socialising and participating in the associative life;
- An institution giving social security, social and assistance services with 6 area offices and 22 territorial offices;
- A company offering CAF Acli tax services, which is in continuous expansion in the Province;
Furthermore, ACLI is present throughout the Province with:
- 3 information and orientation desks for non-UE immigrant citizens;
- Job assistance, counselling and guidance service offered by ACLI Colf to more than 2,000 home-helpers and hundreds of Friulan families;
- ACLI youth groups involved in the construction of meeting and entertainment centres throughout the territory on themes relating to civil commitment, training and youth work;
- ACLI sports association with various affiliated sports associations;
- CTA tourist centre for promoting cultural and social tourism with more than 2,000 customers;
- IPSIA ACLI Peace and Development Institution with many educational projects on peace, relations, world culture and co-operation with developing countries;
- Eraple Acli with whom the Friulan emigrants organise themselves;
- Management of the cultural mediation project in more than 100 schools of every order and degree throughout the Province, with 2,500 hours dedicated by the cultural mediators (40 foreign citizens) each year;
In particular, in the immigration area, ACLI actively participates in the initiatives of the Immigrant Service Centre, the Vicini di Casa Association and the Centro di Ascolto in Udine; they deal with training the cultural mediators and inserting them in all the schools in the Province of Udine; they co-ordinate the opening of information and orientation desks for immigrants in Udine, Cervignano del Friuli and Codroipo.

The `E. Balducci Reception Centre and Cultural Promotion Association` was established in September 1992 when inaugurating the extension of the Reception Centre. The targets pursued by the Association are the promotion of culture, reciprocity, interdependence and solidarity. The idea was to set up a legally recognised Association to run the Centre, mainly to handle the economic side independently and to promote cultural initiatives, the main one being the important yearly convention that has always hosted nationally and internationally renowned operators as well as scholars who share the same ideals of non-violence, peace and tolerance amongst the populations and various cultures.
The Association and the Centre have been dedicated to father Ernesto Balducci, a teacher of faith, the culture of non-violence and peace, of solidarity and dialogue among cultures and different religions.
Hospitality at the Centre is not purely material, that is an immediate response, although of great importance, to the primary needs for a home and a job, but it is a meeting place with `other` people, different people, to foster and back them up in their orientation.
The aim to be pursued is that of hosting for a limited period (7-9 months) in the Centre, but in reality, it is often longer, also due to the fact that it is difficult to find rented accommodation at fair prices. In over 9 years, at least 130 people have been hosted.
The Association`s voluntary personnel divide their tasks in the following work areas: Cultural promotion and activity; Preparation of proceedings; Association news; Secretarial activities; Computerisation; Relations with schools,; Teaching of the Italian language; Hosting; Conviviality; Management and maintenance of various environments; Financial aspects.

The association of Industrialists of the Province of Udine provides representative, counselling and assistance activities to promote and develop the industry and associated production sectors.
The Association, which is of a voluntary nature and territorial competence throughout the Province of Udine, operates with the purpose outlined in Art. 4 of the Corporate Statute and pursues the following:
- to promote the organisation of the industrialists in the Province and their solidarity and collaboration within a free society;
- to represent the associated companies in relations with the institutions and administrations, with the economic, political, trade union and social organisations and any other social component;
- to represent the associated companies in negotiating the working conditions for its personnel, in compliance with the national associations in the various production fields;

The Association has set the following tasks: to organise activities of a cultural, recreational and sports nature to encourage the knowledge and solidarity among people, to incentivate the social-cultural, professional and occupational insertion of its members in the territorial situation; to supply information to all foreign student so that any problems relating to administrative procedures and housing can be solved; to draw up publications and organise documentation centres; to encourage a greater knowledge of the African countries and cultures.
Among the initiatives, which have already been implemented and handled by ASTUAF, the following are worthy of mention:
- December 1999: organisation of two cultural days to promote and get to know the African culture in Friuli - Venezia Giulia
- October 2000: participation in the Friuli-DOC event with its own stand at the University of Udine showing: traditional costumes from the various African countries, various artistic objects, food and exotic products.
- March 2001: participation at the Student Show with its own stand, held at the University of Udine
- May 2001: participation at the multi-ethnic festival organised by the Municipality of Udine, together with Radio Onde Furlane.

The Association was established in 1994 at the end of a course for penitentiary voluntary assistants. The purpose of the Association is to favour the application of what the penitentiary system provides for, especially concerning the activities concerning social reinsertion of prisoners. Particular attention is paid to the modification provisions of the imprisonment, which allow a prisoner to reduce the imprisonment and plan courses for reinsertion in the society; this is intended with a view to limiting the social costs of imprisonment, reducing the risks of relapse and making the citizen environment prospective safer.
For two years, the Association has `managed` a small detention structure, in agreement with the Municipality, for those released from prison or for those who serve their sentence in other manners.
The Association, together with the educational area and imprisoned population, promotes the issue of a quarterly journal entitled `The voice in silence`. Recently, contacts have been made, through the collaboration of other associations, with a few lawyers to encourage the establishment of a group of lawyers to supply counselling and support the less affluent and foreign prisoners.
The Association is a member of the `Co-ordination of volunteer penitentiary bodies and associations - S.e.a.c.`.

L`ALEF, which was set up in 1968, is associated to FILEF. It develops a wide cultural programme, and information and assistance activities for emigrants. Since 1990 it has been dealing with immigration and has set up various assistance and support projects to integrate immigrants and their families, and has participated in initiatives on various levels. Since 1998, in co-operation with CGIL and the Region, it has set up a regional network of information and assistance desks with offices in: Udine, Gorizia, Pordenone, Triest, Manzano, Tarvisio, Gemona, Spilimbergo and Monfalcone. It is represented by the Regional Immigration Council. ALEF has organised many conventions on the themes regarding immigrant workers, the rights of citizenship, safety at work, housing problems, etc. Among some of the publications it has issued is: `Guide to the rights of immigrant workers in Friuli Venezia Giulia` (2000) - within the `Ethnos and Demos` INTEGRA project, co-ordinated by the Province of Udine - and the `Guide to the safety of foreign workers at work in Italy `(2001), both in co-operation with CGIL of Udine.

The Association of the Onlus Mediators is part of the `Ethnos and Demos` project, which started when the project terminated.
The community mediators represent an innovative figure that plays the role of interface between the immigrants and the local society. This role deals with various aspects:
- guiding to access and benefit from services;
- counselling of services for a greater adequacy and improved benefit of the same by immigrants;
- intermediation with the local institutions for planning the social development programmes;
- activity of listening and orientation for immigrants;
- community life; activities connected with intercultural policies (for example educational courses);
- interpreting.
From the operative point of view, the mediation services have been provided mainly by the structures of the local health service branch n° 4, covering `Central Friuli` and in compliance with the following:
- the district offices of Udine;
- the peripheral district offices of Cividale del Friuli, Codroipo and San Daniele del Friuli;
- Family Advisory Bureau of Udine;
- the AIDS Centre in Udine to back up the operators and services of the AIDS Centre;
- the Vaccination Centre to back up the operators and services of the Vaccination Centre;
- the Welfare Centre to back up the operators and services of the Welfare Centre;
- the hospitals of S. Daniele del Friuli e Cividale del Friuli, DSM, CSM, SERT, General outpatients` clinics and health service general panel practitioners and factory doctors.

Established in 1996, with head office in Triest, the AREAS Association is non-political and non-profit making, and its members are mainly university students, graduates and researchers in ethnic-anthropological and social disciplines. The Association promotes activities throughout the territory with a view to a mutual knowledge and interaction between the various cultures, particularly with studies and researches on migration, the promotion of human rights, children`s rights, co-operation in the development and equal opportunities. Services available: - field study and research; - teacher training and refresher courses; - cultural mediation in the social, health and educational fields; - popularisation of social-anthropological themes.
In particular, the association is involved in:

ASEF, which was set up in 1995, immediately took part in the solidarity initiatives concerning the war refugees from ex-Yugoslavia. ASEF was introduced to the citizens and local authorities through various public and private meetings, attended by the Ambassador of Senegal. The association has organised various cultural activities in order to meet and get to know co-nationals and the local population. In 1996 it organised `Three days of Senegalese cultural and economics in Friuli `, with the participation of the Municipalities of Udine and San Giovanni al Natisone, the Province of Udine and the Chamber of Commerce of Udine, and which was attended by an important delegation from Senegal, lead by the Vice-Minister of Cultural Assets. The Association has always participated in the `Mundialito` held in S.Giovanni al Natisone with its own team and has organised the `Tournament of Friendship` in Triest as well as other cultural activities in San Giovanni al Natisone, Triest, Gorizia and Udine. The Province of Udine was given assistance by ASEF in drawing up the guide entitled `Senegalese immigration in the Province of Udine `. In 1999 the Association organised a second visit to the Region by the Ambassador of Senegal, who then returned in 2000 to visit Monfalcone and Triest, and inaugurate the `two-day Senegal film show`. In 1999 and 2000 the Association took part in the initiative promoted by UNICEF `Adopt a bigot `, involving a great many women from the Association and receiving an official recognition from UNICEF. From 1997 to 2000 ASEF was involved in the `Ethnos e Demos` INTEGRA European project co-ordinated by the Province of Udine. `Vicini di Casa` is an social non profit-making voluntary association, which was established in 1993, and to date has dealt with the following:

Besides being a confederate trade union organisation, in extreme synthesis it is active in two main aspects:
- as collective representative of the individual worker, pensioners, weaker citizens;
- problems relating to the territory, to the economy development dynamics, services and welfare;
Since the 80s, this job association has been characterised for the commitment as regards immigration, creating a specific and articulated information and assistance service for immigrants and their families.
In effect, it has offered trade union type counselling, in matters of support, it has set up information and training courses relating to the workers rights, social security, safety and prevention of accidents, it has contributed to reducing the difficulties relating to knowledge on the tax system and, moreover, it has given adequate assistance as regard individual protection at work with and in the social environment.
The activities and services are not implemented through the traditional and consolidated structures, but, first of all, with the establishment of the Co-ordination of Immigrant Workers, which has now developed into a real trade union structure, the current CGIL Office of Rights that is able to intervene, promote, develop activities, initiatives and functional services to meet the many needs of the immigration world.
Moreover, CGIL has issued various publications, such as, the `Guide to the rights of the immigrant workers in Friuli Venezia Giulia` (2000) - within the `Ethnos and Demos` Integra project, co-ordinated by the Province of Udine - and the `Guide to the safety of foreign workers at work in Italy `(2001), both in co-operation with ALEF.
Since 1998, together with ALEF and the Region, CGIL supports a regional network of information and assistance desks with offices in Udine, Manzano, Tarvisio and Gemona as regards the Province of Udine.

The Caritas Association of the Archdiocese of Udine, which is a voluntary, non-political and non-profit making association follows the pastoral directives of the diocesan Ordinary as regards human, promotion, assistance and solidarity.
The Association has pursued the following:
- it has promoted human, social and cultural solidarity as regards all needs caused by poverty, casting out, invalidity, unemployment, illness, solitude, disasters and similar;
- it has promoted and co-ordinated activities relating to charity and assistance at all levels; it has organised emergency operations in cases of natural disasters on a regional and national level;
- it has organised conventions, studies and researches on the situations of poverty, need, emergency, existential problems and actions of solidarity, peace and co-operation, to confirm the validity and the reality of the choices made and the operative instruments available also in view of a co-operation with the civil, regional and local authorities in order to draw up substantial and more suitable forms of intervention;
- it has organised promotion courses for volunteers in the assistance, solidarity and emergency fields;
- it has promoted the constitution of therapeutic communities, detention centres, centres offering assistance and counselling to outcast, unsettled and needy people
- it has organised recreational and cultural events in favour of the above mentioned categories;
- it has set up, either directly or through the associated bodies, tasks concerning detention, assistance and human and cultural promotion of immigrants encouraging and promoting also the management of detention centres, social and health assistance, the right to study, train, work, settle in a home, to make sure that a correct insertion and social reinsertion procedure is followed.

boarding school: with over 250 beds, study and TV, canteen facility for 450 people, the structure of CFP`s college is a resource/opportunity, which is hard to miss out on, for many young people to attend their training activities frequently. Moreover, this facility allows the training offer to be extended without limits to young and/or adult users from any geographical territory.

Ce.S.I. is a non-profit making association with the sole purpose of social solidarity relating to social assistance.
It develops activities associated with the institutional protection of civil rights, training and education of people and categories of people with a handicap, as far as physical, economic, social or family conditions are concerned and in particular in favour of non-EU subjects.
Ce.S.I.`s activities are as follows:
- Temporary detention of foreign immigrants and people in need.
- Organisation and implementation of the activities and procedures required for the bureaucracy involved in getting an entry permit, medical assistance, therefore relations with the police headquarters and the public administration and health service.
- Support in finding employment and housing and associated problems; (relations with the Job Office, trade unions, employers, etc.)
- Relations with other detention centres, Centro di Ascolto in Udine, local bodies, Regional Body for Migrants, stipulating with the aforementioned body or with other public bodies, agreements aimed at guaranteeing assistance to the users, and making sure that they are in the necessary conditions to exercise their temporary activity.

The public middle school `Via Petrarca, 19` in Udine is the managing body of the Permanent Territorial Centre of Udine for adult education and training in Udine`s School District n° 10. It has inherited the history and experience of the Experimental Middle School State Courses for Workers, which was functional in Udine in the early eighties.
With the Ministerial Decree n° 455 of 29 July 1997 the Ministry of Public Education has thoroughly innovated the Workers` Courses and has set up Permanent Territorial Centres for adult education and training, where all the activities associated with adults in the territory are co-ordinated and activities relating to education and training, teaching to read and write, teaching Italian as L2, and professional qualifications are organised.
In Udine`s CTP, during school year `97/`98, alongside the traditional middle school courses for workers, the experience of the `Computer Più` course integrated in the Youth Solidarity Centre for young people under the age of 25. The following year (`98/99) the Centre`s new activities were started, with its own funds, namely: a specific orientation and pretraining course for young people, two middle school courses with integrated computerized reading and writing and the use of multimedia products, a six-month post-middle school diploma course; foreign language courses and basic computer science.
In favour of the foreign user, a course by a junior schoolteacher, appointed by the CTP, who has also worked at the Casa Circondariale was started during school year `98/99 to teach the foreigner to read and write. Moreover during school year 2000/2001, CTP participated in the Ministry of Public Education and RAI Educational `IO PARLO ITALIANO`, video-recorded courses and on-line teaching of Italian for immigrants.

CeVI`s task is human promotion by co-operation in Italy and abroad in the application of development processes supporting and respecting the differences and identities. The Association operates on the basis of a decentralised co-operation promoting meetings, exchange and planning between Northern and Southern communities throughout the world, with a view to creating an integrated model between co-operation and education in the cultures of the world. The projects are always a result of local demand, defined in terms of content and operating modes by the community. The volunteers assume a role of facilitating the development processes in course, favouring an interchange among the populations, fully respecting the diversities. As an integration of the co-operation programmes, CeVI promotes educational actions to favour the changes both in the North and South of the world, involving associations, schools, local bodies, social services, etc. in an integrated process. In this filed, the main activities regard the planning and scheduling of educational itineraries in the school context and non, training itineraries for teachers, entertainers, operators and administrators, itineraries to make the population aware, organisation of seminars. To implement these activities, CeVI calls for the co-operation of other territorial subjects such as ACLI-Mediatori culturali (Cultural Mediators), Circolo Menocchio (Menocchio Association), Int di pâs, Vicini di Casa, CESI-Mediatori linguistici (Linguistic Mediators), Associazione `E. Balducci`, Gruppo Commercio Equo e Solidale, Bottega del Mondo, CARITAS, University of Udine, AREAS, local groups, voluntary associations, cultural centres, local bodies, etc.
According to Law n° 49/87, the Ministry of Foreign Affairs (MAE) has acknowledged CEVI`s suitability to implement medium and short term programmes in developing countries (Decree n° 1987/128/2902/4D of 20/02/1987) as well as its suitability to carry on the development education activities (Decree n° 1988/128/4170/6D of 14.09.1988)
The countries and sectors where the PVS projects are in progress are:
- BRAZIL: rural training, microcredits for small private and community production activities, rural development and the biodiversity protection

The activities of the Municipality of San Daniele del Friuli are carried out through a network of desks reporting to the various service managers and which, in any case, offer the citizens the ordinary services provided by all the municipalities.
The municipality builds up relations with other municipalities and the Province to promote the most appropriate associative forms concerning activities, services, functions to be carried out and targets to be achieved. The Municipality of San Daniele del Friuli, according to Regional Law n° 33/88 and subsequent modifications, `Social-assistance plan for the Region of Friuli Venezia Giulia`, has delegated, together with other 13 municipalities in the area, the Social Service of the `Central Friuli` Health Service n° 4. The Municipality of San Daniele del Friuli was defined by the Autonomous Region of Friuli Venezia Giulia as the Managing and Promoting Body of the planning projects referred to in law n° 285/97 (`Disposals for the promotion of the rights and opportunities of children and teenagers `). The Municipal Social Services offer the following services and/or activities:

Of much importance is the `Individual Intercommunal Desk for the Area of Udine`, which has assumed the primary task provided for by Regional Law n° 3/2001 to individually handle the proceedings concerning production activities right from the construction of the initial premises: the primary aim of the desk is substantially the standardisation and unification of the administrative procedures throughout the associated municipalities.
The municipality of Udine is very active as regards finding solutions to the problems of the immigrant population, a population, which has a strong impact on the municipal territory.
Among the various activities, those of the Centro di Ascolto are, without doubt, worthy of being emphasised. It has become a very important reference point for many immigrants trying to get orientated and looking for the information, which is very often necessary for the bureaucratic procedures and with which this portion of the population, especially those who have only just arrived in this national territory, has little familiarity. The Centro di Ascolto also carries on an important function of directing the users to associations and organisations who support the needs of the immigrant population.

THE ITALIAN COUNCIL FOR REFUGEES (CIR) is a moral association, which was established in 1990 under the guide of the High Commissary of the United Nations for Refugees (A.C.N.U.R.) with the aim of co-ordinating and improving the actions to defend the rights of refugees and those requesting political asylum in Italy, provided by the organisations and associations involved in the field.
As the Italian member of the European Council for Refugees and Exiles (E.C.R.E.) it belongs to a European network of 67 organisations operating to defend the rights of asylum and protect refugees.
The Italian Council for Refugees acts are interlocutor for the Italian State and the local bodies as regards the implementation of programmes to foster the integration of refugees in the Italian society. Moreover, CIR is involved in applying the programmes of the European Union in Italy, for the legal and social protection of refugees and those requesting asylum and manages projects supported by the United Nations and the European Union for the protection and assistance of particularly vulnerable groups of refugees, such as non-accompanied minors, women and victims of torture. Over the course of ten years of involvement in defending refugee rights, CIR has supplied assistance to about 30,000 refugees and exiles, giving them a substantial possibility of making a new life for themselves.

Since 1980, the year in which it was established, the main activity of the co-operative is community (not commercial) radio broadcasting and is called Radio Onde Furlane. In compliance with the nature of the licence, the activity takes the form of production and disclosure of information, musical, cultural and entertainment bulletins targeted at the social growth of the Friulan community.
Over the last few years, the productions have expanded to include a wider multimedia sector (video-documentaries and video-news, musical CDs, etc.
Of particular importance is the co-operation with Public and Private bodies in the implementation of projects to support the Friulan language and culture and the linguistic and cultural minorities in general.
Among the various activities is `Tam tam`, a weekly information bulletin on the immigration world broadcast in seven languages: Italian, Albanian, Arab, French, English, Spanish, Serbo - Croatian, from an editorial staff consisting of local immigrants and journalists. Radio Onde Furlane has been broadcasting the programme for seven years with financing by the Council for Social Solidarity from the Province of Udine. The news bulletins deal with information of various nature relating to the regional and Italian situation and, mainly, the immigrants` countries of origin. The editorial staff includes people originating from: Ghana, Argentina, Albania, ex- Yugoslavia, Senegal, Morocco, Cameroon and Nigeria. The immigrant associations present in the provincial territory are the main references for the `Tam Tam` information bulletin. The main news is filed and available on the following Internet site: www.tamtam.udine.it where suitable space is being reserved for the associations.

Cramars, a co-operative, was established in 1997 with the specific intent of contributing to the social and economical revival of the Friulan mountain through measures taken in the training, research, service management fields directed towards the mountain population. It has developed a significant curriculum both as regards training as well as entertainment, orientation and information, with particular reference to youth and women, expanding the range of action from the a local to a national and transnational dimension by means of its participation in community initiatives. Cramars is associated with: FINRECO - Regional Financing Institution for Co-operatives; COSM - Consortium of 10 Social Co-operatives in the Province of Udine, the National League of Co-operatives - the Trade Association of Italian Co-operatives
Cramars operates in rented structures with over 4 offices and 2 classrooms, it is equipped with 15 personal computers having access to Internet, e-mail, Web pages and photocopiers. Moreover, Cramars has a multimedia classroom equipped with satellite Internet connection, which has been FIAT IVECO-built such as to allow computer animation and learning to read and write in particularly marginal areas. The site relating to distance training offered by Cramars to the peripheral areas is in the process of completion. Cramars is currently involved in various tasks: professional training, apprenticeships, social and economic research, local entertainment for marginal communities, promotion of equal opportunities. A co-ordination staff and researchers follow up each project, which is implemented. All the activities carried on by Cramars in relation to training, orientation and research comply with ISO 9001 procedures.

ENAIP Friuli Venezia Giulia carries out activities relating to: the study, research, documentation, observation of training requirements; job orientation and guiding and business establishment; planning, training, distance training, technical assistance, business services. These services are carried out within the region, on a national level, in EU countries, east European countries in compliance with the international co-operation policies. It is a body recognised according to regional law n° 76/82. It belongs to the national ENAIP, which is a member of the European Vocational Training Association and also belongs to many trans-national networks. ENAIP fvg provides the following services throughout its regional territory: first level courses; integrated courses within the compulsory training field, second level courses for neo-diploma holders; courses for adult graduates; refresher and specialisation courses for employed and unemployed adults; apprenticeships; for the disabled; individualised training; distance training (Fad). Two permanent desks are open at the training service centres (CSF) in Triest and Udine for matters relating to orientation and employment services and the opening of a business. The Triest and Udine CSFs also provide orientative training and consultancy services.

The activity of the Foundation is mainly to face the problems relating to immigration and psychic discomfort. Among the most recent initiatives, the following are worthy of mention:
- `Psychic difficulty and immigration` training course for operators, 1999: The course was designed for those operators who traditionally find themselves having to deal with problems relating to immigration and psychic difficulty.
- `ETHNOS and DEMOS. The course of and models for diffused integration ` - Province of Udine: the project provided a course for health operators on the topic of `Health and Immigration` involving the Transcultural Institute for Health - the Cecchini Pace Foundation on two themes: an analysis of the course through the cultures and the social-psychic implications;
- Law n° 285/97 - training on the Social-Cultural Integration, the Municipality of San Daniele del Friuli, the `Aquilone project - Immigration and family ties: children between two cultures ` - The European Human Resources Association : the Aquilone project took place in the Municipality of S. Daniele del Friuli and was intended for teachers and health and social operators in the field.
- course for a `Work group on the transcultural clinic ` 1999-2000: This project was conceived by the Foundation and approved by the Lombard Region with the aim of preparing together the professionals of the Health Service and those of the third sector for decoding the cultural languages of panel patients.
- The `Families of immigration. Reuniting the families. Defining active policies` project. Commission for policies relating to the integration of immigrants, Department of Social Affairs, President of the Cabinet, Rome, 2000.
- Training course on `Infancy through the cultures ` an update for operators in the maternal-child area, University Diploma for Nurses, Udine, Spring 2001: this training course organised by the representative office of Udine has been included in the refresher courses of health and social service operators.

The Economic and Social Research Institute (IRES) of Friuli Venezia Giulia, a non profit-making association, with a recognised legal status, which was established back in 1983, operates in the research, planning, assessment and training field aimed at promoting the economic and social development of the Friuli Venezia Giulia region. Over the past few years, a particular effort has been made to promote immigration. The members of the Institute include many trade and trade union associations and emigrant and immigrant associations. The Institute avails itself of the collaboration of about 50 employees and collaborators soundly inserted in the company`s structure with four offices throughout the Friuli Venezia Giulia region.
As far as the field of research is concerned, the main lines have been associated with the job market, the industrial reconstruction of Friuli and the phenomena of emigration and immigration. In particular, as regards immigration, it is worth mentioning the activity of the immigration observatory, which processes a statistical yearbook on immigration in Friuli - Venezia Giulia. IRES has carried out many tasks for the Regional Employment Agency and other institutions to support the active employment policy planning. From the experience in training there are courses available for the employed and unemployed, both within the lines of action promoted by the FSE as well as directly by companies or private individuals.
Moreover, the institute has gained a vast experience in the planning, management and assessment of community programmes, having participated since 1989 as leader or member of a partnership, in over 15 projects associated with community initiatives, such as Occupazione, Adapt, Urban and Leonardo. IRES can, therefore, boast its extensive competence in the establishment and management of local, national and trans-national partnerships.

Among the main activities, which the association is involved in is the organisation of meetings to encourage cultural exchanges among the different peoples ad at the same time to supply assistance to the immigrant population in Friuli Venezia Giulia, paying particular attention to the needs of the Argentinean and South American communities in general.
To this end, the association has set up a counselling, listening and accompanying desk for access to the services, bureaucratic procedures and counselling.
The association plays an important role in spreading the Argentinean and Latin-American culture locally by organising exhibitions, films, concerts, debates, evenings dedicated to ethnic cuisine and entertainment.
With the assistance of its members, the association also carries on numerous activities relating to interpreting, cultural and linguistic mediation, translations and it is also involved in the studies regarding the problem of immigration.

The Province of Udine is a territorial public body, which promotes and deals with the interests of the provincial community based on the social-territorial subsidising and differentiation principles present throughout the territory and the local community. The Province of Udine is one of the four provinces in the region of Friuli Venezia Giulia, it covers the widest area and has the largest population. The provincial board deals with the political policies, whereas the provincial council is the executive body, which makes use of an organisation divided into 5 working areas and 9 councillorships. The provincial administration can count on an organisation of 600 employees. The Province of Udine is located in an intermediate position between the town administrations, on the one hand, and the regional administration with which it interacts through agreements and authorisations, on the other. There are many tasks involved in territorial planning, cultural promotion, the educational environment and facilities, social-welfare planning, social solidarity, local public transport, backing of the sports and tourism activities.
The assistance provided by the Province in the social solidarity areas are as follows:
provision of planning agreements with towns and social-welfare precincts to implement youth centres;
enhancement and promotion of social co-operation;
provision of information instruments and support of information and training initiatives promoted by the towns;
promotion of innovations within national and European projects in order to facilitate employment of the weaker and more vulnerable social groups on the job market;
actions to favour employment and social insertion of foreign citizens;
promotion and support of the prevention and solidarity policies with particular attention paid to the increased poverty and social difficulties.

Radio Spazio 103, has some very particular features, which make it unique to some extent in the field of regional broadcasting. Most of all, it is distinguished for being an information radio that is very deep-rooted throughout the territory, with the aim of:
- promoting the historical, cultural and linguistic identity of Friuli;
- considering all the territorial problems and transformations, with particular regard to matters of a social and cultural nature.
As regards information, the radio station broadcasts 8 local radio news bulletins (with two being in the Friulan language -) and 5 Italian and international news bulletins. Moreover, there are daily transmissions with close examinations and debates (one entirely in Friulan), during peak hours for an informative radio with studio and telephone guests. These transmissions often deal with matters relating to immigration in Friuli, giving broadcasting space to representatives of immigrant associations. To this end, for over a year Radio Spazio 103 has included in its programme an hour of music and information by African immigrants.
In the entertainment field, many programmes deal with life in Friuli all round. Particular attention is given to the music of all types, in the best of their expression. As regards relations with the institutions, Radio Spazio 103 is currently a recognised interlocutor of some of the most diverse institutional bodies throughout the territory: Municipalities, the Province, the Region, Universities, entrepreneurial and trade, cultural and voluntary Associations.
The organisation consists of a well-built team (editorial, production, administration and marketing staff) that can also count on an important network of collaborators.
Radio Spazio 103 broadcasts 24 hours a day, 12 in direct. Radio Spazio 103`s user area covers the Provinces of Udine, Gorizia, Carnia, Tarvisio in full and part of the Province of Pordenone.

RUE - Risorse Umane Europa (Europe Human Resources) is a non-profit association established in Udine on 28th February 1992. It is registered by decree n° A/8/2000/UD in the first section of the Register of Associations for Immigrants in the Department of Social Affairs. Partner of the international association called DIECEC since 1999, it has been involved in the spreading and promotion of intercultural education through the co-operation among the European cities with the SOCRATES, Comenius and Grundtvig projects.
RUE has been involved in the activities of training, informing and counselling to public bodies, schools and social services since 1992 in intercultural relations and communications with immigrants, evacuees and refugees.
Since 1996 the Province of Udine has given RUE the task of implementing the project for immigrant pupils and students, known this year as `Intercultural mediation and education: primary linguistic mediation `.
Since 2000, on behalf of the Independent Immigration Service, it has become a counselling and orientation centre for the families of underage migrants and schools in the Provinces of Udine and Pordenone. In 2001 RUE took part in two Grundtvig European projects targeted at training adult migrants and minority communities:
- the DOVE aimed at promoting intercultural education in partner countries (Spain, Holland, Norway and Italy) through the implementation of training activities and a bibliography relating to interculture;
- the `Parent training` project, with the participation of Madrid, Athens and Udine, which aims at starting the training and information activities in 2002 for parents of foreign pupils in the schools of the respective Municipalities.
As regards the training projects backed up by the European Social Fund for 2002, RUE, with the co-operation of IRES Friuli Venezia Giulia has organised 16 reading and writing courses for underage immigrants.

L`Unione Artigiani e Piccole Imprese (Union of Craftsmen and Small Businesses - Confartigianato), and Association of small businesses and craftsmen belonging to Confartigianato, is the most important body of the Province representing the craftsmen and small businesses. It is part of the Confartigianato, on a national level, an boasts over 57 years of experience and besides being a trade union organisation on behalf of matters relating to small businesses and the local craftsmen - it also co-ordinates an ever-growing modern and diversified series of services for its members. Thanks to 26 peripheral offices, it is present over the whole provincial territory, whilst its association with the Regional Federation of Crasftsmen in Friuli Venezia Giulia, together with other provincial associations belonging to Confartigianato, allows intermediating with the regional administration in planning the economic and sectorial politics. Within the Association of craftsmen and small businesses, the diversification per sector of the production world that it represents covers over 40 different categories. Among other things, the Association offers the following services, organisation of price lists; consultancy for transferring the head office; organisation of sector meetings; individualisation of trade union lines; measures for the protection of the sector; refresher and training courses; drawing up of development and promotional programmes; stipulation of agreements per purchase group; ADR courses and courses to enter the transporters` profession (national and international); quality assurance and certification. The purpose of the Association is to pursue the social solidarity in the charity, social assistance sectors, the protection of civil rights, the promotion of multiracial culture and art.
Its task is to co-ordinate the initiatives of the associations developing themes to protect the rights of the immigrant and to favour the integration in the local network.
U.C.A.I promotes, supports and gives value to the initiatives, the planning and activities of the immigrant world and supports the cultural, research, educational and information initiatives which tend to develop the values of peace, multiethnic culture and solidarity among the populations.
The activities of the Association favour all the immigration situations present throughout the regional territory in the following sectors: culture, education and health, work, home and family, counselling, collaboration with participation in multiethnic festivals organised by the Municipality of Udine and Radio Onde Furlane.
Among some of the other targets, which the association intends pursuing in the future are: the organisation of co-operation trips, cultural exchanges in order to develop greater knowledge of the different cultures with the countries where the immigrants originate; stimulate the relations and collaboration between associations and job agencies and local public institutions in order to carry out a joint evaluation of the social priorities and plant and consequently implement the most suitable measures to remove the situations of discomfort and ill-being, to supply counselling, qualified assistance, information, news, data and any form of documentation useful for the immigrants who ask for it.

CISL is an organisation that represents workers from the various areas (agriculture, industry, civil servants, services) and pensioners, without any political or religious prejudice, through the trade union structures. In fact, CISL, although it has a significant number of workers from the catholic world, is a laic-based organisation, which tries to defend the interests of its members. For this reason, CISL does not only refer to the employed, but through a suitable political development, also assists the wide range of those who have a marginal or precarious position on the labour market (work at home, illegal work, etc) and those are excluded (the unemployed, youth, women, senior citizens, the disabled, etc.).
CISL is a confederation of trade unions forming a double organisation working at various territorial levels. On the one hand there are the trade structures, which organise workers in similar production fields (for example, in the chemical and metal-mechanical industry, banks, transportation, local bodies), on the other hand, there is an inter-trade organisation where all trades are members. Besides, its usual trade union activities representing the workers and dealing with disputes, CISL also offers a series of services guaranteed by bodies and associations connected to it. Among these are: CAF CISL offering its tax services; INAS - National Social Assistance Institute, assisting the workers with their rights regarding health, social security and social security assistance; ETSI - Italian Social Tourist Board, a specific CISL structure for the activities relating to social tourism, free time, culture and sport; SICET, Tenant, Housing and Territory Union, the association of tenants promoted jointly by CISL and ACLI to affirm the right to housing, social use of the territory and to protect the tenant in his/her relations with the property owners, whether they are private or public; ADICONSUM, consumer and user association, established in 1997.

Il problema che ci si propone di affrontare è costituito dalle criticità vecchie e nuove che ostacolano l`integrazione lavorativa e sociale degli immigrati, riconoscendo che si tratta di due dimensioni che vanno di pari passo e che la piena integrazione lavorativa è inscindibile da quella sociale. In questo senso si riconfermano le problematicità che erano state individuate nel Formulario di candidatura per l`ammissione all`Azione 1.
La dimensione statistica del problema, anche in base ai nuovi dati che si sono resi disponibili negli ultimi mesi, conferma la crescita della consistenza del fenomeno migratorio e il suo impatto sul territorio e sul sistema locale, nel senso sia degli stock che dei flussi.
La comunità immigrata nella provincia di Udine varia secondo gli indicatori statistici che prendiamo in considerazione. Se osserviamo i permessi di soggiorno al 31.12.2000 i cittadini stranieri soggiornanti sono 14.842 con una variazione percentuale del 19,2% rispetto all`anno precedente. Le donne costituiscono il 46,2% del totale e dimostrano come la questione di genere e le problematiche della famiglia che il progetto tiene molto in considerazione, in virtù dei sempre più frequenti ricongiungimenti familiari, hanno ormai una notevole importanza. I cittadini immigrati residenti in provincia di Udine al 31.12.2000 sono 11.463 unità con un aumento del 20,2% rispetto all`anno precedente. Interessante anche i dato sulle iscrizioni al Sistema Sanitario Nazionale che in provincia nel 2000 risultano essere11300 con una crescita del 24,7%: questa fonte è da considerarsi un buon indicatore dell`inserimento sociale degli immigrati e al tempo stesso un termometro della domanda di integrazione che proviene da questa componente. Oltre un terzo della popolazione immigrata residente in Friuli Venezia Giulia vive e lavora sul territorio della provincia di Udine seguita da Trieste, da Gorizia ed infine Pordenone. Un primato, questo, della provincia di Udine, destinato ad ampliarsi in conseguenza delle opportunità presenti sul territorio provinciale. La popolazione immigrata in provincia proviene in grande maggioranza dai Paesi dell`Europa Centro Orientale (più della metà del totale) Seguono per consistenza i Paesi della Unione Europea, i Paesi dell`Africa Centro Meridionale, quelli dell`Africa Settentrionale e del Medio Oriente, quelli dall`America Centro meridionale e, infine, dell`Asia Centro Orientale, La popolazione immigrata è passata dai 6.274 residenti del 1995 agli 11.463 del 1999 con un incremento di oltre il 50% ovvero un incremento annuale leggermente superiore al 10%. Si tratta di un incremento importante che compensa le perdite di popolazione della comunità locale e contribuisce a ridurre l`invecchiamento della medesima (vedi Annuari statistici dell`immigrazione curati dall`IRES). Anche l`incidenza percentuale degli immigrati residenti sulla popolazione totale della provincia si conferma in aumento essendo passata tra il 1999 e il 2000 da 1,8 al 2,2%. In aumento, anche se contenuta, l`incidenza dei minori che sono cresciuti dal 17,9 al 18,3 % sul totale degli immigrati: la presenza di questa componente e la sua crescita sono un fattore importante in quanto introduce problematiche nuove sul fronte dell`integrazione che non possono essere ignorate e che il progetto con alcuni degli interventi previsti tiene in forte considerazione
Dal punto di vista delle criticità ovvero delle discriminazioni che la comunità immigrata incontra nel percorso d`integrazione si riconfermano quelle evidenziate a suo tempo che coinvolgono tutto il ciclo del percorso di immigrazione, dalla partenza, all`arrivo, alla prima accoglienza, al ricongiungimento famigliare, alla stabilità nella comunità di accoglienza, ed all`eventuale rientro nei paesi d`origine per quelli che lo desiderano.
Nel momento della partenza si riconfermano le criticità relative: mancanza di una rete di contatto e di relazione presente nella comunità di accoglienza, del possesso delle competenze linguistiche e professionali, ovvero di competenze molto limitate e, soprattutto, della mancata programmazione dei flussi in entrata a cui si assommano le lungaggini relative all`ottenimento dei permessi e dei visti di ingresso.
All`arrivo, nella comunità di accoglienza, si manifestano le criticità relative: al senso di spaesamento conseguente all`impatto con la nuova società, alla insufficiente conoscenza della lingua, alla inadeguatezza della propria cultura del lavoro, di impresa e di professionalità, alla mancanza di strutture di prima accoglienza, dove abitare e vivere anche per periodi limitati, la insufficienza di abitazioni a buon mercato, la pletora di adempimenti burocratici anche in conseguenza della pluralità degli Enti pubblici e privati che operano nel campo dell`immigrazione, ed infine, la mancanza di informazioni e di mediatori linguistici, culturali e di comunità necessari per interloquire in maniera paritaria con il contesto locale.
Nel momento della prima stabilizzazione le maggiori criticità che si riconfermano anche in questa fase sono relative alle difficoltà dello sviluppo professionale ed alla necessità di incremento di reddito e sono legate principalmente ai rischi di segregazione professionale più pesanti per la componente femminile. La segregazione professionale evidenzia la mancanza di precondizioni a monte necessarie ad evitare il blocco del percorso professionale e di conseguenza anche di quello reddituale. Ci si riferisce alla scarsa conoscenza della lingua italiana, sia parlata che scritta, che di fatto limita lo sviluppo dei percorsi di crescita professionale e reddituale. In sostanza ancora oggi si presenta molto carente (sia nella comunità ospitante che nella comunità di immigrazione) la consapevolezza delle condizioni di base indispensabili ad attivare percorsi di mobilità ascendente e della necessità di prevedere per tempo i relativi comportamenti individuali e collettivi. La mobilità professionale presenta maggiori difficoltà relativamente alla possibilità opportunità di sviluppare dei percorsi imprenditoriali positivi per i vincoli e la complessità amministrativa, per la forte concorrenza che si registra nei diversi mercati, per la necessità di investimenti e di ricorso al credito necessario ad avviare l`attività.
Quando in seguito ai ricongiungimenti familiari si passa dalle problematiche dell`individuo a quelle della famiglia vengono riconfermate integralmente in questa fase le criticità già evidenziate:
- quelle relative alla mancanza di abitazioni con il rischio di trasformare le poche disponibili in ghetti con riflessi negativi sul valore delle stesse, sui rapporti di buon vicinato e sulla cultura dei proprietari che si dichiarano indisponibili ad affittare alla popolazione immigrata.;
- le difficoltà di accesso al credito per quei nuclei familiari che decidano di stabilirsi definitivamente sul territorio provinciale e si propongono di acquistare un`abitazione. Le attuali forme di credito, infatti, risultano tarate sui redditi della comunità di accoglienza e, di conseguenza, troppo elevate per essere sostenute dalla famiglia immigrata;
- la mancanza di servizi alla famiglia che quasi sempre si configura come un ostacolo per l`integrazione lavorativa di entrambi i coniugi, in primo luogo i servizi inerenti la cura dei figli: asili nido aziendali, condominiali o di quartiere;
- la qualità della scuola ancora oggi prevalentemente tarata sul target della comunità ospitante con riflessi negativi sugli abbandoni scolastici intesi come ostacolo per le futura integrazione lavorativa e sociale;
- le difficoltà a perseguire un giusto equilibrio tra i tempi di lavoro e quelli di vita con la relativa possibilità di reperire occupazioni part - time;
- la disponibilità di trasporti pubblici molti immigrati risiedono nella città capoluogo e lavorano nei comuni esterni, esempio più evidente il Distretto della Sedia;
- il rischio di perdita di identità da parte dei nuclei famigliari più giovani e l`esplosione di vere e proprie crisi di coppia con particolare riferimento al ruolo ed identità della donna.
Le criticità relative al processo di stabilizzazione ed integrazione definitiva propongono il tema della piena partecipazione politica sociale nella nuova comunità intesa come nuovo socio che entra a pieno titolo nella comunità, in particolare nella vita lavorativa con riferimento alla vita sindacale, alla gestione dei servizi ai cittadini (trasporti, mense, ecc.)
Un ulteriore elemento è rappresentato dalle criticità relative agli eventuali rientri particolarmente significativi se coinvolgono la seconda generazione cresciuta nel nuovo Paese, ma evidenti anche in coloro che appartengono alla prima generazione e che si propongono di rientrare dopo un periodo piuttosto lungo di permanenza all`estero.
Un ultimo fattore di criticità che si è aggiunto nell`ultimo periodo è quello relativo alla variazioni in corso nella legislazione nazionale in materia di immigrazione e in generale negli orientamenti a livello europeo: si sono introdotti infatti elementi di timore e di insicurezza anche nella popolazione immigrata residente da tempo sul territorio e desiderosa di completare il proprio percorso di inserimento sociale. Tali mutamenti paradossalmente rafforzano gli obiettivi di un progetto tutto incentrato sull`integrazione sociale e lavorativa degli immigrati.
Gli obiettivi generali che sono stati individuati nel Formulario di candidatura per l`ammissione all`Azione 1 e che vengono ora riconfermati sono:
- organizzare dei rapporti organici tra comunità di partenza e di arrivo al fine di anticipare la formazione linguistica, professionale, comunitaria, di facilitare ed accelerare le procedure burocratiche ed amministrative e la creazione di reti virtuose tra imprese strutture di formazione, uffici pubblici ed associazioni delle due aree interessate al percorso di immigrazione;
- superare, nel momento dell`inserimento nella comunità di accoglienza, il senso di spaesamento che coglie quasi tutti gli immigrati anche in conseguenza della scarsa ed inadeguata conoscenza della nuova realtà sociale e produttiva ma anche della necessità di superare i problemi della residenza provvisoria o definitiva e l`inadeguatezza della conoscenza della lingua e delle norme sul lavoro, e sui servizi della nuova società, ovvero la mancanza di mediatori linguistici di cui potersi fidare, ed infine ridurre la pletora di adempimenti burocratici;
- rimuovere, nella fase di stabilizzazione, i fenomeni di segregazione e di scarsa mobilità verticale anche per le difficoltà di riconoscimento delle competenze professionali acquisite e degli stessi titoli di studio già posseduti ovvero della mancanza nel nostro Paese di un percorso obbligatorio di educazione e formazione degli adulti;
- facilitare, nel momento del ricongiungimento famigliare, la soluzione dell`abitazione in affitto o in acquisto, contribuire alla custodia dei figli anche al fine di permettere il lavoro ad entrambi i genitori, provvedere alla qualificazione del sistema scolastico anche al fine di ridurre gli abbandoni, combattere la perdita di identità in particolare nelle coppie e nelle donne;
- realizzare, nel momento della stabilizzazione definitiva o del rientro nel Paese di origine, il pieno riconoscimento di diritti compresi quelli politici ed il riconoscimento dei contributi previdenziali ed assistenziali.
Sulla base di queste tematiche generali l`obiettivo principale del progetto viene riconfermato nella rimozione delle criticità - consolidate ed emergenti - che ostacolano una effettiva integrazione lavorativa e sociale degli immigrati stranieri presenti nella provincia di Udine e che, parallelamente, pregiudicano uno sviluppo integrato della comunità sociale provinciale.
L`obiettivo principale si articola in alcuni sub obiettivi:
1. Promuovere una capacità progettuale e propositiva dell`operatore pubblico e dei diversi soggetti che operano in materia di immigrazione al fine di monitorare i fenomeni quantitativi e qualitativi, di sviluppare un`azione di programmazione dei flussi necessari al buon funzionamento del mercato del lavoro, di semplificare i processi burocratici ed amministrativi al fine di accelerare i percorsi di inserimento lavorativo e sociale;
2. programmare e realizzare interventi nella comunità di origine dei flussi sperimentando partenariati, all`interno del più generale partenariato di sviluppo, tra comunità ed istituzioni di esodo e comunità ed istituzioni di arrivo per anticipare azioni di formazione e di programmazione dei flussi;
3. Adeguare la cultura del lavoro e di impresa con lo scopo di trasformare l`immigrato di oggi in un lavoratore che vive a pieno titolo nella comunità aziendale, sindacale, professionale, e contrattuale. Si tratta di un salto importante per tutti i diversi soggetti che operano sul tema del lavoro (sindacato, imprenditori, lavoratori, ecc.);
4. Creare le condizioni per sviluppare la mobilità professionale ascendente sperimentando forme di certificazione di competenze, individuando nuovi spazi professionali, sviluppare il tema del riconoscimento dei titoli di studio conseguiti all`estero;
5. Facilitare la ricerca dell`alloggio attraverso azioni sperimentali di creazione e di avvio di foresterie aziendali, attraverso il sostegno ad enti e strutture che operano nel campo della intermediazione immobiliare o che gestiscono fondi di rotazione utili a facilitare l`acquisizione (da parte di famiglie immigrate), in affitto oppure in proprietà, della casa;
6. Sostenere la famiglia immigrata ed il lavoro di entrambi i coniugi attraverso la sperimentazione di asili di azienda, di quartiere, di gruppi di famiglie;
7. Adeguare la cultura della cittadinanza per immigrati e residenti attraverso lo sviluppo di percorsi di: formazione degli adulti (lingua, cultura, norme, regole), di formazione degli operatori dei servizi pubblici e nelle organizzazioni private con riferimento al contesto di immigrazione (mercato del lavoro, scuola, formazione, sanità, assistenza, ecc.);
8. promuovere un programma di informazione nei confronti della comunità immigrata e quella di accoglienza relativamente alle esperienze degli altri Paesi Europei, sulle buone prassi di integrazione, sulle criticità ed opportunità che il fenomeno periodicamente manifesta;
9. Rafforzare la capacità di mediazione tra comunità di accoglienza e comunità di esodo con il fine di superare i punti di criticità che quotidianamente si manifestano sia sul tessuto produttivo che in quello sociale anche sperimentando nuove azioni di mediazione culturale nel campo del lavoro e dei servizi;
10. promuovere la realizzazione di figure nuove che operano nel campo dell`integrazione culturale e sociale, superando i differenti approcci al tema dell`immigrazione e sostenendo forme di collaborazione tra tutti i soggetti ed avviare infine strumenti nuovi come l`Agenzia delle mediazioni ed il centro multiculturale;
11. Sviluppare la conoscenza reciproca e la collaborazione propositiva e progettuale tra operatore pubblico, organismi istituzionali che operano nel campo dell`immigrazione e le associazioni che operano nella formazione, informazione, e lavoro ed associazioni degli immigrati che sempre più numerose si stanno costituendo sul territorio;
Dal versante della strategia generale, anche questa riconfermata rispetto a quanto affermato per l`ammissione all`Azione 1, la proposta raccoglie le sollecitazioni del DOCUP con riferimento all`innovazione, al partenariato di sviluppo, alla transnazionalità, al mainstreaming, alla partecipazione attiva. La risoluzione dei fenomeni di discriminazione della popolazione immigrata nel lavoro e nella società coglie appieno il tema dell`integrazione stabile tra politiche del lavoro e politiche sociali, il tema di una società dell`informazione non discriminatoria ed il tema di un giusto equilibrio tra sviluppo sociale e sviluppo occupazionale.
Dal versante della strategia per la costruzione del partenariato di sviluppo la proposta progettuale raccoglie un lavoro di ricerca intervento promosso dalla provincia di Udine e svolto dall`IRES con lo scopo di coinvolgere tutti i soggetti che operano sul territorio provinciale in materia di immigrazione per la realizzazione di una progettazione comune.
Il lavoro svolto nel corso dell`azione 1 ha permesso di consolidare i buoni risultati acquisiti nella fase precedente, mantenendo la ricchezza e la varietà dei soggetti presenti nel partenariato di sviluppo, anche in conseguenza ad un approccio profondamente unitario di tutti i partecipanti all`iniziativa progettuale.
Un elemento importante della strategia progettuale che merita di essere evidenziato è relativo alla necessità di valorizzare gli obiettivi e gli interventi progettuali al fine di amplificare la loro ricaduta nella società e nel contesto locale. Rimuovere le criticità all`integrazione significa agire sia dal versante della comunità di accoglienza che di immigrazione con lo scopo di trasformare l`immigrato di oggi in lavoratore e cittadino con gli stessi diritti e doveri del cittadino della società di accoglienza. Entrambe le comunità infatti possono `covare` uno spirito di separazione o ghettizzazione che, nel tempo, potrebbe ostacolare il percorso di integrazione. Una comunità integrata rappresenta un punto di arrivo importante perché supera la cultura della separazione ed offre a tutti importanti occasioni di mobilità sociale e culturale. Ci si propone di intervenire nei confronti della comunità immigrata tenendo bene in evidenza la ricaduta sulla società ed il contesto locale anche al fine di evitare chiusure nei confronti dell`iniziativa progettuale con particolare riferimento ai seguenti aspetti:
1. sostenere il percorso di stabilizzazione della popolazione provinciale che da alcuni decenni manifesta un inarrestabile processo di declino con continua perdita ed invecchiamento della popolazione. Tale fenomeno negativo tende ad affievolirsi anche grazie al contributo offerto dalla popolazione immigrata;
2. riequilibrare il degrado della popolazione dal punto di vista territoriale superando i grandi squilibri che tuttora persistono e penalizzano negativamente alcuni territori provinciali tra cui quello montano;
3. raggiungere un migliore e più duraturo equilibrio tra domanda ed offerta di lavoro con il fine di salvaguardare la struttura produttiva regionale a grave rischio per mancanza di manodopera (vedi settori tradizionali);
4. ampliare il numero di utenti e di clienti del sistema dei servizi alla popolazione sempre più sovradimensionati sia nella dimensione comunale, che provinciale, che regionale;
5. ampliare i percorsi di integrazione e stabilizzazione settoriale e territoriale della popolazione sul territorio provinciale;
6. Incrementare le relazioni sociali, commerciali, produttive tra la provincia di Udine e le aree di immigrazione.
Il progetto dedicherà un`attenzione particolare all`informazione sui temi oggetto d`intervento e alla diffusione delle iniziative attuate, ritenute strategiche per un`effettiva trasformazione culturale e dunque strutturale del territorio in rapporto agli immigrati. Il progetto avrà un proprio marchio (logo) che identificherà le diverse iniziative attuate e i vari soggetti coinvolti.
Gli elementi innovativi del progetto descritti per l`ammissione all`Azione 1 vengono riconfermati in questa fase. Il progetto si presenta innovativo:
- sul fronte della costruzione di rapporti stabili tra politiche sociali e del lavoro in quanto interviene con un approccio pragmatico nella sperimentazione di condizioni di lavoro e diritti sindacali paritari tra i lavoratori e si propone di sperimentare nuove forme di integrazione sociale;
- sul piano della società dell`informazione poiché si intende sperimentare una campagna di informazione per favorire logiche culturali di integrazione e per introdurre strumenti nuovi quali i sistemi esperti, la formazione a distanza, i workgroup;
- sul piano dello sviluppo sociale e su quello dell`occupazione in quanto crea le condizioni strutturali per il permanere sul territorio di segmenti produttivi ed imprese che, per mancanza di manodopera o per il tipo di lavorazione, rischiano altrimenti di essere trasferite in altri paesi.
Un fattore di innovazione è quello relativo al coinvolgimento dei beneficiari in tutto il ciclo degli interventi previsti: tale processo si articola nella successione di azioni di ricerca, progettazione, realizzazione dell`intervento, valutazione e disseminazione dei risultati. Fondamentale è senza dubbio il fatto che la valutazione degli interventi sia affidata al consiglio degli stakeholders all`interno del quale hanno un ruolo centrale i rappresentanti delle associazioni etniche.
Vengono riconfermati gli elementi innovativi relativi allo sviluppo: di metodi, approcci e strumenti; degli obiettivi delle azioni intraprese; del contesto inteso come sviluppo di sistemi collegati al mercato del lavoro.
Sul 1° punto si sottolinea l`importanza della:
- riqualificazione del terziario - pubblico e privato - di supporto all`immigrazione e dei loro operatori ed alla creazione di nuovi strumenti di supporto quali la FAD, Sistema esperto, CD rom;
- gestione programmata dei flussi di immigrazione relativamente all`introduzione di una metodologia di rilevazione del fabbisogno con gli uffici del lavoro regionali e nazionali ;
- creazione di figure professionali nuove nel campo della mediazione ed istituzione dell`albo dei mediatori;
- semplificazione delle procedure amministrative di interesse della popolazione immigrata .
Sul 2° punto si sottolinea l`importanza di obiettivi quali:
- sviluppo della mobilità verticale e di nuove figure professionali e riconoscimento dei titoli di studio esteri come ambito per l`occupazione qualificata;
- la creazione di figure specializzate nella mediazione.
Sul 3° punto si sottolinea:
- miglioramento delle condizioni di lavoro attraverso lo sviluppo della contrattazione territoriale e aziendale con il coinvolgimento di organizzazioni sindacali e datoriali ;
- partenariato di sviluppo inteso come: modalità di costruzione del gruppo, metodo di lavoro collettivo, risorsa strategica per lo sviluppo del processo di integrazione.
Le modalità organizzative adottate nella gestione della PS sono state ripetutamente approfondite in incontri e riunioni collegiali e ristrette, al fine di formulare un modello organizzativo razionale adeguato alla gestione di un progetto di carattere sperimentale, per sua natura complesso sia per il numero e la diversità dei partner coinvolti, sia per il livello particolarmente elevato degli obiettivi e dei risultati attesi che ci si propone di perseguire e raggiungere. Una sperimentazione dunque da supportare con un modello organizzativo equilibrato tra il centro e le periferia per quanto attiene la distribuzione del lavoro e delle responsabilità senza eccessi di protagonismo e marginalità.
a) `Responsabilità di indirizzo e di gestione della partnership.
Relativamente alle responsabilità di indirizzo e di gestione della partnership sono stati previsti nell`accordo di partenariato allegato quattro organismi: assemblea dell`ATI, Consiglio di Amministrazione dell`ATI, Ufficio Centrale di Coordinamento, Consiglio degli Stakeholders - chiamati con diverse responsabilità alla gestione del progetto. L`Ufficio di coordinamento Centrale e il Consiglio di Amministrazione dell`ATI sono chiamati a svolgere la funzione e di indirizzo della PS, mentre le funzioni di gestione sarà assicurata anche attraverso l`Assemblea e il Consiglio degli Stakeholders.
I comitati si riuniranno periodicamente e saranno tenuti appositi verbali delle riunioni con le deliberazioni che di volta in volta saranno assunte.
Il meccanismo di gestione che si è andati a costituire assicura la piena e continuativa partecipazione di tutti i soggetti alle attività della PS per tutta la durata dell`intervento consentendo anche alle le piccole organizzazioni la possibilità di partecipare a pieno titolo alle decisioni sulla gestione complessiva del progetto attraverso la partecipazione all`assemblea all`interno della quale ogni soggetto individuerà un proprio rappresentante.
Per la realizzazione delle azioni queste saranno coordinate dai soggetti capofila che provvederanno a coordinare le azioni degli altri partner che contribuiranno alla realizzazione dei singoli interventi. Va sottolineato come il progetto individua dei compiti ben precisi per tutti i soggetti coinvolti e assicura anche alle piccole realtà associative delle responsabilità concrete come si può evincere anche dalla descrizione del ruolo e delle attività di ciascun organismo nell`ambito della PS (punto 2.2.8.7 del formulario)
b) Suddivisione delle responsabilità per l`esecuzione materiale del programma di lavoro approvato.
Relativamente alla responsabilità per l`esecuzione materiale del programma di lavoro il Consiglio di Amministrazione dell`ATI affiderà con proprie deliberazioni gli incarichi di lavoro ai soggetti capofila e agli altri partner dell`azione progettuale: in particolare ai partner capofila verrà affidata un`attività di suddivisione e di coordinamento di tutti gli interventi e i prodotti che afferiscono alla propria area di attività, mentre ai singoli partner verrà affidata la realizzazione degli interventi specifici, ovvero dei prodotti e dei servizi così come definiti dalla proposta progettuale.
I diversi soggetti attuatori realizzeranno per la loro parte la relativa gestione finanziaria del progetto, rendicontando periodicamente i costi sostenuti all`Ufficio di Coordinamento centrale che provvederà a sua volta all`azione di riepilogo e alla trasmissione agli organismi regionali di controllo e di erogazione del finanziamento.
Il soggetto capofila tramite l`Ufficio di Coordinamento e il Consiglio di amministrazione provvederà per tempo a formulare un piano dei conti standardizzato sulla base del quale tenere la contabilità, tenere il Centro di Costo del progetto correlato alla contabilità generale.
L`attività di autovalutazione viene assicurata dal comitato degli stakeholders, come previsto dal documento di costituzione dell`ATI allegato al progetto. A tal fine il comitato svolge compiti di impostazione e coordinamento del piano di valutazione e dei singoli prodotti, formula i fabbisogni di informazione e conoscenza dei beneficiari finali e orienta le campagne di informazione, i workshop tematici valutandone periodicamente i risultati
Relativamente alla gestione dell`attività transnazionale ci si baserà sul principio della partecipazione ai costi e sui meccanismi di reciprocità In sostanza si contribuirà alla gestione delle parti comuni del progetto attraverso rapporti di lavoro e di risorse all`incirca della stessa identità e misura. Per l`attività transnazionale è prevista l`individuazione di un Coordinatore nominato dalla Provincia di Udine che dovrà mantenere i contatti con i partner che hanno sottoscritto l`accordo di cooperazione, provvedere all`organizzazione delle attività coinvolgendo di volta in volta i soggetti della PS interessati dagli interventi previsti nelle sei aree tematiche individuate all`interno dell`accordo di cooperazione, monitorare a livello locale l`andamento delle attività che andranno ad impattare sugli interventi previsti nell`accordo di cooperazione transnazionale.
Relativamente alla diffusione dei risultati delle attività (prodotti, strumenti, metodologie, ecc.) della PS, alla pubblicizzazione e alla resa di dominio pubblico degli stessi l`ATI si doterà degli strumenti necessari e ritenuti più efficaci per rispondere a questa esigenza primaria. In particolare sarà attivo un sito internet all`interno del quale sarà di volta in volta reso fruibile il materiale prodotto dai vari partner, la descrizione periodica delle attività realizzate e dello stato di avanzamento dei lavori. La PS si doterà anche di un bollettino che sarà reso disponibile non solo per i soggetti dell`ATI, ma anche a tutti i potenziali soggetti esterni interessati. Inoltre in occasione di incontri ed eventi di particolare importanza si provvederà a dare risalto alle iniziative utilizzando i canali della stampa locale, oltre naturalmente a sfruttare le potenzialità delle emittenti radiofoniche che partecipano direttamente al progetto.
La PS è inoltre composta da organismi che operano e sono coinvolte in ampie reti nazionali e internazionali: questo caratteristica garantirà la capacità di diffusione a largo spettro dei risultati conseguiti nonché la possibilità di un continuo confronto con altre realtà e iniziative analoghe o simili che operano attualmente sullo stesso target e si confrontano con problematiche analoghe. Queste possibilità di scambio contribuiranno ad ampliare il livello di conoscenze e di competenze presenti all`interno della PS consentendo anche delle modifiche e dei miglioramenti in itinere delle singole azioni sulla base dei nuovi elementi acquisiti
c) Organizzazione delle modalità di gestione dei rapporti con le Amministrazioni referenti.
I rapporti con le amministrazioni referenti dall`Amministrazione Provinciale di Udine, attraverso l`Ufficio Centrale di coordinamento dell`ATI, che provvede: alla sottoscrizione degli incarichi e delle altre obbligazioni necessarie alla realizzazione del progetto; alla richiesta della anticipazioni; all`emissione dei relativi documenti giustificativi; alla messa a punto e trasmissione della documentazione necessaria ad attestare gli stati di avanzamento del progetto; alla realizzazione di tutti gli atti necessari a rendicontare il monitoraggio finanziario, fisico e procedurale secondo i tempi e le modalità stabilite dalle amministrazioni concedenti.
L`ufficio di coordinamento stabilirà al momento del primo avvio della fase 2 le procedure amministrative, la modulistica di dettaglio, la catena delle responsabilità, indispensabile ad una efficace gestione amministrativa interni all`ATI ed in relazione alla richieste degli organi ministeriali di coordinamento e controllo per preparare ed organizzare il partenariato alle visite ispettive periodicamente predisposte dagli uffici regionali e/o ministeriali
d) Modalità di gestione dei contributi finanziari, soprattutto con riferimento alla contabilizzazione e certificazione delle spese.
Per la gestione finanziaria si provvederà alla costituzione di un comitato che comprende tutti gli amministratori delle organizzazioni chiamate a gestire direttamente risorse in attuazione del progetto.
La gestione dei contributi finanziari del progetto verrà realizzata attraverso la messa a punto di un piano dei conti unico per tutti i partecipanti all`ATI. I medesimi partecipanti provvedono all`apertura di un centro di costo collegato alla contabilità generale in cui rendicontare tutte le spese sostenute in attuazione del progetto. Il centro di costo terrà evidenza sia delle dimensioni dei costi che dei ricavi. Il centro di costo è sempre a disposizione delle autorità interessate al controllo finanziario.
Relativamente alla certificazione delle spese le singole amministrazioni provvederanno a formulare una dichiarazione di atto notorio in cui si attestano le spese sostenute in attuazione del progetto. Tale dichiarazione e i relativi allegati (schede contabili, fotocopie autenticate dei documenti contabili) saranno riepilogati dal soggetto capofila ed inviate alle amministrazioni referenti.
Il soggetto referente provvederà periodicamente all`erogazione dei contributi ai diversi partner del progetto in misura proporzionale all`impegno di lavoro e ai budget a suo tempo stabiliti. I partner del progetto sono chiamati ad emettere fatture che attestino le spese sostenute. Il soggetto referente effettuerà anche monitoraggi periodici dei budget allocati ai vari partner per verificarne la gestione corretta.
La gestione amministrativa e finanziaria è assicurata da un`organizzazione in grado di gestire fondi pubblici come testimoniato dalle esperienze di numerosi soggetti coinvolti ed in particolare dal fatto che un ruolo centrale in questo senso sarà svolto dall`Amministrazione Provinciale di Udine.
I beneficiari della nostra iniziativa progettuale sono i lavoratori ed i cittadini immigrati che vivono ed operano nella provincia di Udine che trovano difficoltà ad inserirsi a pieno titolo nel mercato del lavoro e nella comunità locale.
La partecipazione dei beneficiari all`iniziativa è avvenuta fin dall`avvio attraverso il coinvolgimento di tutte le associazione etniche presenti in provincia raccolte nell`UCAI con la messa a punto dell`idea progettuale e del partenariato di sviluppo ovvero partecipando a pieno titolo a tutto il lavoro di ricerca intervento realizzato prima della compilazione del formulario di candidatura.
Tale coinvolgimento proseguirà con la partecipazione dell`UCAI alla gestione diretta dell`azione `Partecipazione e strutture comuni` per la progettazione di un centro multietnico inteso come la casa delle associazioni etniche.
Anche nelle altre azioni progettuali, pur gestite da altri soggetti, un momento importante sarà sempre costituito dal contatto diretto con la popolazione immigrata, diretto o mediato dalle associazioni etniche, per raccogliere una serie di elementi che potranno consentire un progettazione e una realizzazione di prodotti mirati e tarati il più possibile sulle esigenze reali dei beneficiari finali. Ad esempio per quanto riguarda l`azione denominata `Supporti familiari` e l`intervento relativo alla sperimentazione di asili nido interaziendali, condominiali o di quartiere, la prima fase vedrà immancabilmente il coinvolgimento il più ampio possibile delle donne immigrate, e più in generale delle famiglie, destinatarie degli interventi al fine di cogliere esattamente i loro bisogni specifici.
Il coinvolgimento dei beneficiari si concretizza inoltre con la partecipazione all`Assemblea dell`ATI e al consiglio degli Stakeholders dell`UCAI e delle Associazioni etniche, al Consiglio di Amministrazione del`UCAI ovvero i tre organismi istituzionali posti in essere dal partenariato di sviluppo per la concreta realizzazione del progetto.
Al Consiglio degli stakeholders viene affidato il compito di valutare il progetto con una specifica sezione rivolta a raccogliere l`opinione dei soggetti beneficiari.
Il progetto, attraverso le associazioni etniche e le altre associazioni che operano nel campo dell`immigrazione, si propone di raccogliere le opinioni dei cittadini immigrati attraverso gli interventi previsti nell`azione `Informazione e sensibilizzazione` ovvero l`organizzazione di workshop tematici alcuni dei quali sono relativi alla presentazione delle azioni e degli interventi progettuali con il fine di realizzare un percorso di validazione ovvero di raccogliere suggerimenti utili al miglioramento dell`iniziativa progettuale.
Anche le campagne di informazione previste rivestono un ruolo importante per informare e coinvolgere i beneficiari immigrati ed in parte anche la comunità locale per la presentazione del progetto ma anche per divulgare le esperienze di buone prassi.
I partner della PS sono stati coinvolti nell`iniziativa progettuale attraverso un lavoro di ricerca-intervento promosso dalla Provincia e realizzato che ha anticipato una parte delle iniziative che la progettazione Equal affida all`azione1 facilitando la messa a punto del progetto e del partenariato di sviluppo. I partner hanno ratificato la volontà già espressa nella fase precedente sottoscrivendo l`associazione temporanea di impresa. Il documento evidenzia le regole comuni necessarie per la gestione del progetto fino alla sua conclusione. La struttura di gestione del progetto prevede:
1. l`Assemblea dell`A.T.I. composta da un rappresentante per ognuna delle organizzazioni associate con compiti di valutazione periodica dello sviluppo delle attività progettuali con particolare riferimento al livello di soddisfazione dei beneficiari, alle relazioni transnazionali ed a quelle con i soggetti;
2. il Consiglio degli Stakeholders, composto dai rappresentanti delle associazioni di categoria e delle associazioni etniche partecipanti all`associazione temporanea di impresa con compiti valutazione del progetto con particolare riferimento all`impatto delle azioni e degli interventi sui beneficiari finali;
3. il Consiglio di amministrazione dell`A.T.I. composto dai rappresentanti delle organizzazioni capofila, individuate per il coordinamento e la gestione delle azioni previste dal progetto, con compiti di intervento al fine di rispettare e migliorare la tempistica di realizzazione del progetto, a verificare gli impatti positivi e negativi delle diverse azioni;
4. l`Ufficio Centrale di Coordinamento dell`ATI, composto da project leader, project manager e dai consulenti che verranno individuati dall`Amministrazione Provinciale di Udine per l`attuazione e il coordinamento generale del progetto;
La PS come si è configurata fino ad ora appare autosufficiente; ciononostante si ipotizza la possibilità di allargare la partecipazione al Consiglio degli Stakeholder mediante la sottoscrizione di protocolli di intesa con altre associazioni etniche. Si vuole garantire una partecipazione ampia fermo restando che la PS rimane l`unica responsabile dei risultati e del buon fine delle risorse. Le 11 azioni avranno un responsabile ed alcuni soggetti attuatori con lo scopo di allargare il livello di partecipazione e coinvolgimento di tutti coloro che partecipano alla PS. Il coinvolgimento tra i partner prevede la stesura di regolamenti per il funzionamento di tutti gli organismi previsti dal partenariato, la definizione di regole di comunicazione al fine di garantire la piena visibilità. La cooperazione tra i partner si doterà di strumenti informatici di gestione flessibile come i workgroup management allo scopo di pianificare le macro fasi del progetto, definire i diversi gruppi di lavoro, distribuire ed archiviare documenti, monitorare le diverse variabili del progetto.
