Rationale
Access Ireland has developed a very successful Cultural Mediation
project over the past three years. This has involved training people
from the refugee / minority ethnic population to work as Link Workers
between the health and social services and the minority ethnic community
so as to assist in their access to and utilisation of these services.
The project has successfully recruited people from the African community
into the project. However it has not been successful in drawing in Roma
people for a variety of reasons related to the difficulties that Roma
people encounter throughout European society.
The project proposal is to tailor the Cultural Mediation programme to
the particular needs of the Roma Community.
The Development Partnership will be composed of key organisations from
the statutory and voluntary sector who are involved in service delivery
to the whole population including the Roma community and who will bring
particular insights and skills to the project.
The overall Aim of the project is to empower Roma people to participate
equally in accessing and utilising health and other services by engaging
them from the beginning in the work of the project. The key Objectives
are to develop customised training for members of the Roma community
which will enable them to work as Cultural Mediators and act as link
workers and advocates between their own communities and Irish society.
Objectives
The main Objectives are to:
•To identify and recruit two members of the Roma community, of both
genders, who would have the requisite leadership skills to assist in the
development and implementation of the project
•To design and deliver a ‘Learning by Doing’ training in Cultural
Mediation skills to these to people, with their active participation in
its design. This will serve both as a needs assessment of the Roma
community and as an action oriented, accessible and meaningful training
method
•With the assistance of these two people to develop the 'Learning-by
doing' methodology, based on the learning from the first phase of the
project, to an additional group of Roma people, two at a time.
•To disseminate this customised training package as a transferable tool
/ ouput of the project, which can be used by other groups both in
Ireland and transnationally
•To empower members of the Roma community by enabling them to work as
Cultural Mediators and act as link workers and advocates between their
own communities and Irish society.
•To breakdown the trust that many Roma people have of services and to
integrate them more effectively into Irish society, through this
peer-led initiative

Innovation
Cultural mediation is an innovatory practice in Ireland.
Using members of the Roma community to design and deliver mediation
sessions and cultural briefings directly to service providers is also an
innovation in the Irish heath sector.
Developing a customised Learning by Doing training is an innovation
which can be transferred.

Empowerment of Participants
The Roma community are especially vulnerable and disempowered in dealing
with service providers. The empowering methodology will inform the
workings of the DP, and the management by the Co-ordinator as well as
the mentoring and training by the Trainer. The project relies on
building trust with key workers and participants as well as the wider
Roma community. This can only be done using an empowering, appropriate
way of working. The actions are designed to empower the individual key
workers and partcipants as they gradually gain new skills and confidence.
The whole project is designed to empower families using health and other
services, who currently feel alienated and frustrated. It is also
designed to build the confidence of professionals who are disempowered
because they feel they have not got the cultural knowledge to provide a
professional service to people from a particularly marginalised and
disadvantaged group.
Eg. A GP in Dundalk felt that a Roma man who visited his practice
persistently complaining but never presenting or explaining symptoms,
and asking for a sick note for his employer was wasting his time. The
Roma man was very frustrated and felt the GP was not interested in him.
A mediator phoned the GP requesting an appointment for the client, and
after a 20 minute session, a specific condition was diagnosed,
medication prescribed and the doctor provided a necessary sick note.
Both the GP and the client were satisfied and felt that they had
communicated well.
Empwerment - Partners
To promote a more active participation, thematic sub-groups around
particular areas of work or of concern eg health, education, juvenile
justice, gender, will be established .
The Roma Support group will have a key role in ensuring the
participation of the target group. In order that they can participate as
equal players within the decision making process, they will receive
culturally relevant training and mentoring on the practice of management
groups. In turn they will provide cultural background and briefings to
the sub groups and the full meeting of the Development Partnership as
required

The Development partnership has decided to operate as a consortium or
association of organisations and agenices which have specific interests
in the work and outcomes of this project. The central aim of the project
is to improve the situation of the Roma communty in Ireland by promoting
greater equality of access to and an enhanced level of benefits from
health, education social and other services in Ireland. THis will be
achieved through the development of a cultural mediation service
involving the Roma asylum seeking population in Ireland and the
providers of relevant services.

Fondements
Access Ireland a élaboré un projet très fructueux de médiation
culturelle au cours des trois années écoulées. Il a impliqué la
formation de membres de la population des réfugiés / minorités ethniques
au rôle d’agents de liaison entre les services sociaux et de santé et la
communauté issue de la minorité ethnique pour les aider à accéder à ces
services et à les utiliser. Le projet a réussi à recruter avec succès
des personnes de la communauté africaine pour les intégrer au projet.
Toutefois, il n’est pas parvenu à attirer des personnes Roms pour une
variété de raisons liées aux difficultés que rencontre le peuple Rom
dans l’ensemble de la société européenne.
La présente proposition de projet vise à adapter le programme de
médiation culturelle aux besoins particuliers de la communauté Rom. La
Partenariat de développement (DP) sera composé d’organisations clés
venant des secteurs officiel et bénévole qui sont impliquées dans la
fourniture de services à l’ensemble de la population y compris la
communauté Rom et qui sont susceptibles d’offrir des connaissances et
des compétences particulières au projet.
L’objectif global du projet est de donner la possibilité au peuple Rom
de participer sur un pied d’égalité à l’accès et à l’utilisation des
services de santé et autres en les faisant participer dès le départ aux
travaux du projet. Les objectifs clés sont le développement d’une
formation personnalisée destinée à des membres de la communauté Rom qui
leur permettra de remplir la fonction de médiateur culturel et de jouer
le rôle d’agents de liaison et d’avocats de leur cause entre leurs
propres communautés et la société irlandaise.
Objectifs
• Identifier et recruter deux membres de la communauté Rom, des deux
sexes, qui possèdent les compétences de leadership nécessaires pour
aider au développement et à la mise en œuvre du projet
• Concevoir et dispenser une formation du type “apprendre par la
pratique” en matière de compétences à la médiation culturelle destinée à
ces deux personnes avec leur participation active dès la conception.
Cette opération servira à la fois d’évaluation des besoins de la
communauté Rom et de méthode de formation accessible, efficace et
orientée action
• Avec l’assistance de ces deux personnes, étendre la méthodologie
“apprendre par la pratique” en s’appuyant sur les enseignements de la
première phase du projet à un groupe supplémentaire de Rom, en se
limitant à deux personnes à la fois.
• Diffuser cet ensemble de formation personnalisé en tant
qu’outil/résultat transférable du projet pour une utilisation par
d’autres groupes aussi bien en Irlande que sur un plan transnational
• Responsabiliser les membres de la communauté Rom en leur permettant de
travailler en tant que médiateurs culturels, agents de liaison et
avocats de leur cause entre leurs propres communautés et la société
irlandaise
• Abolir l’image que de nombreux Roms ont des services et les intégrer
plus efficacement dans la société irlandaise par ce programme conduit
par leurs pairs.
Innovations
La médiation culturelle est une pratique novatrice en Irlande. Avoir
recours à des membres de la communauté Rom pour concevoir et fournir des
sessions de médiation et des exposés culturels directement aux
fournisseurs de services est également une innovation dans le secteur de
la santé irlandais. Développer une formation personnalisée de type
“apprendre par la pratique” est une innovation susceptible d’être
transférée.
Responsabilisation des participants
La communauté Rom est particulièrement vulnérable et désemparée face à
des fournisseurs de services. La méthodologie de responsabilisation
permettra d’alimenter en informations les instances du DP, la gestion du
coordinateur et la formation et le mentorat dispensés par le formateur.
Ce projet s’appuie sur l’établissement de relations de confiance avec
des travailleurs et participants clés ainsi qu’avec la communauté Rom au
sens large. Cet objectif ne peut être atteint qu’en appliquant une
méthode de travail appropriée et responsabilisante. Les mesures
proposées sont destinées à responsabiliser les travailleurs et
participants clés à mesure qu’ils acquièrent de nouvelles compétences et
une confiance accrue.
Le projet dans son ensemble vise à responsabiliser des familles qui
utilisent des services de santé ou autres et qui, à l’heure actuelle, se
sentent rejetées et frustrées. Il vise également à développer la
confiance des professionnels qui se sentent désemparés car ils ont le
sentiment qu’ils ne possèdent pas les connaissances culturelles
nécessaires pour fournir un service professionnel à des personnes d’un
groupe particulièrement marginalisé et défavorisé.
Par un exemple un médecin généraliste de Dundalk qui avait l’impression
qu’un homme Rom qui s’était rendu dans son cabinet en se plaignant de
manière persistante sans jamais présenter ni décrire de symptômes pour
lui demander une certificat de maladie pour son employeur lui faisait
perdre son temps. Ce Rom était très en colère et avait le sentiment que
ce généraliste ne s’intéressait pas à son cas. Un médiateur a contacté
le médecin pour solliciter un rendez-vous pour ce client et, après une
consultation de vingt minutes, une maladie précise a été diagnostiquée,
des médicaments ont été prescrits et le médecin a pu établir le
certificat de maladie nécessaire. Le médecin et le patient étaient tous
deux satisfaits et avaient le sentiment d’avoir bien communiqué.
Responsabilisation des partenaires
Afin de favoriser une participation plus active, des sous-groupes
thématiques autour d’aspects particuliers du travail ou qui posent
problème, par exemple la santé, l’éducation, le système judiciaire pour
les jeunes, les problèmes de discrimination sexuelle, seront mis en
place. La groupe de soutien aux Roms jouera un rôle clé pour assurer la
participation du groupe cible. Afin de leur permettre de participer sur
un pied d’égalité au processus de prise de décision, ils feront l’objet
d’une formation pertinente sur le plan culturel et d’un mentorat ciblé
sur les pratiques des groupes de gestion. En retour, ils fourniront des
connaissances culturelles par des exposés destinés aux sous-groupes et à
la réunion plénière du Partenariat de développement si nécessaire.
