Asylum seekers face very specific difficulties when they enter the country due in large part to the fact that they immediately enter a legal process that they are ill -equipped to deal with. Legal advice is only available to a small proportion of asylum seekers. In addition, other supports are also largely absent including psychological and medical supports for victims of violence and torture and social welfare supports. Other difficulties in relation to adapting to social and cultural changes are also evident and there is alack of intercultural experience with host communities.
Against this backdrop, the project seeks to put in place a series of locally delivered, nationally co-ordinated interventions to provide a range of support for asylum seekers at key stages in the process.
Project Aim and Objectives
The aim of this proposal is to improve the situation of asylum seeers during the process of asylum seeking. The aim is stated thus: “to improve the quality of life for particular and identifiable groups of asylum seekers at identifiable phases of the asylum determination process an din so doing to contribute to the development of best humanitarian practice”. Asylum seeks from Eastern Europe, Africa and Asia are targeted.
The objectives associated with this include:
Ø to provide information and support for asylum seekers regarding the asylum determination process and in particular to focus on the phase of the process immediately after arrival / reception, the provision of information regarding rights and entitlements, provision of information regarding existing support networks and understanding of the country and location of immigration.
Ø to enable asylum seekers interface effectively with the local community, process advisors, government representatives.
Ø to address identified psychosocial and cultural needs of the most vulnerable groups of asylum seekers with a view to improving their readiness and adaptability for the outcome of the asylum determination process
Ø to establish transnational exchanges of relevance to all actions
Ø to inform policy on models of good practice at national and European level.

Strand 1: provision of face to face support for those seeking asylum
Strand 2: provision of adequate multi-lingual information on all stages of the asylum seeking determination process
Strand 3: seek to affect policy change in both of these areas.
The first two strands of action will facilitate asylum seekers to be more empowered and informed participants in their asylum seeking process. This will counteract the isolation of the process and the making of decisions based on inadequate information.
The third strand will seek to effect policy change regarding the availability of adequate support and information at national level.

Lorsqu’ils pénètrent dans le pays, les demandeurs d’asile ont à faire face à des difficultés très spécifiques dues en large partie au fait qu’ils entrent immédiatement dans une procédure légale face à laquelle ils sont très mal équipés. Seule une infime proportion des demandeurs d’asile a accès à l’aide juridique. En outre, les autres formes d’assistance sont également largement absentes, y compris l’aide psychologique et médicale pour les victimes de violences et de tortures, de même que l’aide sociale. D’autres difficultés liées à l’adaptation au changement culturel et social sont également évidentes et il y a un manque d’expérience interculturelle de la part des communautés d’accueil.Sur cette toile de fond, le projet semble mettre en place une série d’interventions diffusées au niveau local; coordonnées au niveau national pour offrir aux demandeurs d’asile une gamme de services d’assistance aux étapes clés de la procédure.
Buts et objectifs du projetCette proposition a pour objectif d’améliorer la situation des demandeurs d’asile au cours de la procédure de demande d’asile. L’objectif est déclaré ainsi: “améliorer la qualité de vie des groupes de demandeurs d’asile individuels et identifiables à des phases identifiables de la procédure de détermination d’asile et de ce fait contribuer au développement de bonnes pratiques humaines”. Les demandeurs d’asile ciblés sont originaires d’Europe de l’est, d’Afrique et d’Asie. Les objectifs associés à cet effet comprennent:Ø proposer information et assistance aux demandeurs d’asile eu égard à la procédure de détermination de l’asile et en particulier fixer l’objectif sur la phase de la procédure immédiatement après l’arrivée/réception, l’offre d’information concernant les droits et ce à quoi ils ont droit, l’offre d’information concernant les réseaux d’assistance existants et la compréhension du pays et la place de l’immigration.Ø permettre aux demandeurs d’asile de communiquer de manière efficace avec la communauté locale, les conseillers en procédure et les représentants du gouvernement.Ø aborder les besoins culturels et psycho sociaux identifiés des groupes de demandeurs d’asile les plus vulnérables dans le but d’améliorer leur préparation et leur adaptabilité au résultat de la procédure de détermination de l’asile Ø établir des échanges transnationaux pertinents à toutes les actionsØ guider la politique des modèles de bonne pratique au niveau national et européen.
Domaine1: offre d’une aide personnelle aux demandeurs d’asile Domaine 2: offre d’une information plurilingue adéquate à toutes les étapes de la procédure de détermination de la demande d’asile Domaine 3: chercher à influencer le changement de politique dans ces deux domaines.Les deux premiers domaines de l’action aideront les demandeurs d’asile à être des participants plus émancipés et mieux informés de leur procédure de demande d’asile. Ceci contrebalancera l’isolement de la procédure et la prise de décisions basée sur des informations erronées.Le troisième domaine cherchera à apporter un changement de politique eu égard à une offre d’assistance et d’information pertinente au niveau national
La logique du projet est d’émanciper les demandeurs d’asile pendant la procédure de demande d’asile. Dans les centres d’assistance, on aidera les groupes de demandeurs d’asile à identifier et à maîtriser leurs besoins. Des demandeurs d’asile seront membres du projet de développement dans les domaines suivants
