The Agency for Public Management and eGovernment (Difi) in Norway drafted a Reference Architecture for eDelivery defining the best practice architectures for generic legal, business, semantic and technical requirements based on the Norwegian Interoperability Architecture Framework principle.

The Norwegian Interoperability Framework takes a business value approach to reference architecture by focusing on the requirements of "digital by default" and "Once only" set by the Norwegian Digital Agenda, thereby supporting national and international seamless service provision to citizens and businesses from the Norwegian public sector.
