Release 1.3.8 of the EN 16931 validation artefacts has been published. This release implements the updated code lists as published in March and corrects functions and messages in the validation rules as well as alignin between UBL and CII rules sets. The full release notes as well as access to the detailed changes can be found through the link.

Codes are added as follows: 3 new codes to the ICD identifier scheme code list, 12 new documents types to the subset of code list 1001, 18 new text subjec qualifiers to code list 4451 and 6 new electronic address scheme codes to the EAS code list.

No changes are for code lists used in EN 16931 for the Fall release 2021. The full listing of codes has been updated to reference the versions that have been considered but none of those contained changes that affect the listing provided by CEF. 

A corrigendum to the validation artefacts has been releases as version 1.3.6. This is backwards compatible and corrects the validation of country prefix for sellers VAT number by aligning rule BR-CO-09 to the ISO3166 code list as listed by CEF in last relase, for example the addition of code XI.

Following the update to the EAS code list and resolution of issues the validation artefacts for the EN 16931 are now updated. The effective date is May 17th 2021.

A corrigendum to the validation artefacts has been releases as version 1.3.4. This corrects and issue in the 1.3.3 release as described in the release notes. This version optional for those who are affected by the incorrect issue. Publication date is February 1 and is effective at publication

After the Autumn release of the 2 EAS and VATEX code lists, the EN16931 validation artefacts are now updated. The effective date is 16/11/2020

As per the favorable opinion of the CEF Code Lists Advisory Group on  , a new version of CEF-managed code lists will become effective starting .


For the VATEX code list: 1 code is added (VATEX-EU-79-C).
For the "Full listing of the code lists as used in EN16931" code list: code VATEX-EU-79-C is added.

For the EAS code list: 1 code is added (0209) and 1 is deprecated (9958).
For the "Full listing of the code lists as used in EN16931" code list: 4 codes are updated (0205, 0206, 0207, 0197).



Those who wish to have new codes added to the next version of the VATEX and/or EAS code lists, are kindly invited to submit Requests for Change before 21 August 2020.

CEF is the managing authority for these two code lists in the European standard on eInvoicing (EN 16931).

The European Commission will soon release an update to the Electronic Address Scheme (EAS) code list.

Following a request from BOSA in Belgium for an interim release that adds code 0208 to the EAS codelist in order to support the initiation of its Hermes project,



Due to a known issue with validating VAT calculations in an invoice when the VAT rate has a fraction, the publication of the spring 2020 update to the validation rules has been moved forward to February 28th. The release will also include resolution to other reported issues that have been processed and resolved by CEF before February 15th (code freeze date).

Note that this is not a deadline for RFCs and such a deadline is no longer set. The ability to include a (bug) fix in a release depends on the complexity of the issues reported and the lead time before the code freeze date. Users of the EN 16931 validation artefacts are therefore encouraged to submit RFCs at their earliest convenience.




Those who wish to have new codes added to the next version of the VATEX and/or EAS code lists, are kindly invited to submit Requests for Change before 8 February 2020.

For the EAS code list: 3 codes are added (0130, 0203, 0204) and 2 are deprecated (9917, 9921).
For the VATEX code list: 4 codes are added (vatex-eu-132, vatex-eu-143, vatex-eu-148, vatex-eu-151).
