In a static context is it correct that the sender AP distributes its public certificate in order to connect to the receiving AP?

Yes, this is correct.

In a static context the sender needs the public key of the receiver to perform the encryption and the receiver needs the public key of the sender to validate the signature.

In a dynamic discovery context where you use the SMP and a dedicated PKI, you do not have to distribute your public certificate to the participants as the trust will be automatically configured thanks to the dynamic discovery.
