Cause
Tomcat has not stopped properly (usually through shutdown.sh in Linux) or another process is already using Tomcat port.
Workaround/Fix
Kill the Tomcat process:
Find the ps number using ps –ef|grep username
Kill the ps number
Startup Tomcat
