<p>After more than two years since its last edition, the 2nd meeting of eDelivery Interoperability Forum is taking place. </p>

Event summary

After a successful relaunch of the eDelivery Interoperability Forum in May, we met for the second time to share knowledge, experiences and expectations in regards to the eDelivery Building Block. 

During the first session of the Interoperability Forum in May, the software developers and service providers had a chance to learn about the latest developments around the eDelivery specifications and components, the relevant regulations and funding opportunities. This event made space for discussion and we enjoyed hearing what the community shared with us. The slides supporting the meeting are available underneath on this page..

Welcome 

The policy officer opened the meeting by welcoming all participants and providing a brief summary of the purpose of the meeting.  

Discussion & Feedback 

The project officer provided an overview of the content of the previous meeting concerning  

  • market opportunities and service offering updates 
  • proposed changes to the eDelivery AS4 and SMP specifications 
  • the new conformance testing platform and the presentation of conformant solutions 

The topic of operational teams using different connectivity tests during system setup was discussed. eDelivery Access Points used in different projects/networks typically require additional support in line with the specific setup that has to be provided by the project team (which is not the eDelivery team). 

Guided discussion: AS4 and SMP profile updates 

  • The rationale behind the eDelivery AS4 2.0 profile encryption algorithm change was debated, considering potential implementation challenges. The update aligns with state-of-
------
  • the-art security encryption, recommended by cryptographic experts. 
  • The feasibility and usefulness of alternative messaging and encryption methods were acknowledged. 
  • Specific services, actions, and workflows related to the implementation of OASIS ebCore Agreement Updates were discussed. 
  • Concerns were raised about migration issues if separate labels for different SMP document versions are not introduced in the profile update. The impact on DNS content due to the platform's large scale was noted. A note was added to the ongoing consultation to ask for feedback regarding this issue. 

Conformance testing 

An update on the web page display of conformant solutions was presented. 

Market development 

  • A presentation highlighted the symbiotic relationship between eDelivery as a Building Block and its service providers. A productive discussion ensued about fostering a vibrant market for eDelivery software vendors and providers, focusing on best practices and expectations. Participants expressed their hopes for addressing the needs of the eDelivery community at future eDelivery Interoperability Forum meetings. 
  • It was discussed how the eDelivery team could better promote the use of eDelivery conformant solutions available on the market within public sector eDelivery projects.

    Bogdan Dumitriu is the project officer in charge of eDelivery in DIGIT, responsible for the building block's technical specifications, sample implementations and various services. He moved to DIGIT in 2019 as a policy officer after having previously worked in DG Justice and Consumers to support the implementation of e-CODEX. Prior to joining the European Commission in 2012, he worked for six years as a software developer. Throughout his professional career, he participated in several small- and large-scale IT projects either in a technical, managerial, policy or – most often – mixed capacity.

    Monika Kokstaite is an external consultant heading the eDelivery Stakeholder and Communication Management office in DIGIT. Prior to joining DIGIT, Monika worked in various consulting, policy, research and education institutions on the European Union.

    About eDelivery:

    The eDelivery building block helps public administrations and businesses (and indirectly citizens) to participate in eDelivery messaging infrastructures which facilitate organisation-to-organisation messaging by enabling their systems to interact with each other in a secure, reliable and trusted way. The Digital Europe Programme currently ensures the funding of the services offered by the eDelivery building block as part of its policy of promoting the adoption of common standards in different policy domains (such as eJustice, eProcurement, eCustoms, eProcurement, eHealth, etc.) under Specific Objective 5.

    About the building blocks:

    The Building Blocks are standards-based open and reusable digital solutions that enable basic capabilities, such as trusted authentication and secure data exchange. They offer basic capabilities that can be used in any European project to facilitate the delivery of digital public services across borders.

    Deployed alone or as a portfolio, the building blocks allow data to become the digital lifeblood of modern services, built on the principle of interoperability. The building blocks implement the provisions of the eIDAS regulation on authentication and trust services in the internal market, a global legal and technical reference in secure, trusted cross-border authentication.

    The role of the building blocks can also be seen in the digitisation and innovation of market processes. Digital solutions that respect a common standard open up balanced competition within the internal market, along with the door to innovative new processes and a greening of old, paper-based business processes.

    About the Digital Europe Programme:

    The Digital Europe Programme introduced some organisational changes to the provision of cross-border interoperable digital services deployed under it. This includes focused efforts to support the digital transformation of public administrations throughout Europe.

    The Digital Europe Portal is the home of the eIDAS enabler building blocks: eDelivery, eIDeInvoicing, eSignature and OOTS. It is the one-stop shop for information about the building blocks. The portal provides access to tools, services and software that can be used in any European project to facilitate the delivery of digital public services across borders.
