According to article 7.f of the eIDAS Regulation, a notifying MS may define terms of access for non-public sector relying parties. Hence, there may be the need to identify this type of relying parties, so that the specific conditions of access can be applied.
In the eIDAS Interoperability Framework, this identification of relying parties is realised by providing a RequesterID in the SAML request message (cf. [eIDAS Architecture] and [eIDAS SAML] of the eIDAS Technical Specifications).
Therefore, the purpose of this page is to give information, for each of the notified e-ID schemes, whether the requesting eIDAS Connector is required to send the RequesterID of a non-public sector relying via the eIDAS interface to the sending eIDAS Service.
According to the eIDAS Technical specifications, implementers of eIDAS Connectors shall consult the following table to make sure that possible identification requirements for non-public sector relying parties are fulfilled.
Member State | Title of the scheme | Date of notification | RequesterID required? (Y/N) | Remarks |
---|---|---|---|---|
Federal Republic of Germany | German eID based on Extended Access Control | Y | The RequesterID is required in order to be able to check if a non-public sector relying party has an authorisation issued the German Issuing Office for Authorisations (VfB) to get access to the German eID and to perform the authentication procedure choosing the corresponding authorisation certificate of the relying party (public sector relying parties are automatically authorised). For further information on the authorisation see also | |

| N | In Estonia, we do not currently request RequesterID, however Estonia does not currently permit cross-border authentication for private SP-s. Estonian service providers (both public and private) are obliged to pay for the authentication transactions with national eID means (Estonian ID-card, Mobile-ID, Smart-ID). The access to EE eID schemes will remain restricted for EU non-public sector relying parties until there will be a common procedures across the EU for identifying and managing the sending of invoices to the correct service provider cross border. In Q1 2022 we are implementing a solution in EE eIDAS Connector to enable Estonian private sector relying parties access to EU eID schemes. |

The Kingdom of Denmark | NemID - the national Danish eID |
| Yes | Danish private service providers must pay for the use of the national eID scheme, NemID. Likewise, European private service providers must equally pay for the use of NemID. The service providers must pay for each individual authentication. An invoicing system is under development, which will facilitate the sending of invoices and manage payments. This new system will be implemented in Q4 2020 as part of the release of the new Danish national broker, NemLog-in. However, there is a need for establishing common procedures across the EU for identifying and managing the sending of invoices to the correct service provider cross border.
