The Fifth Framework Programme: a crucial
Research is a cornerstone of EU policy
The goals of the European Commission’s successive
Framework Programmes have always been to promote a strong,
competitive European industry and to improve the quality
of life of European citizens. High-quality research and
an effort to maximise the added value of transnational co-operation
are the pillars of this endeavour.
Since the early days of Community-supported research, the
notion of sustainability has become prominent, and with
it the awareness that economic growth must go hand in hand
with a concern for the environment and its effects on living
organisms. Such concern is embodied in the Fifth Framework
Programme, along with the will to exploit the full potential
of recent scientific and technological breakthroughs.
As we move towards the sixth European-RTD Framework Programme,
the process of integration in research will gather pace.
I hope and expect that the lead given by many of our existing
research activities will provide building blocks for the
further development of Europe's research potential. Environmental
and Health issues will be at the heart of this new Programme
as we continue with and expand the process of building the
European Research Area, taking full advantage of European
diversity, expertise and competitiveness.
