Implementing the New Urban Agenda through the Urban Agenda for the EU is the first commitment. There will be one Action Plan for each of the 12 identified Priority Themes. These Action Plans will have policy inputs (to have better Regulation, better Funding and better Knowledge) and will present some good practices and projects to be transferred and scaled-up in the EU. ).

Fostering City-to-city cooperation for effective implementation is the second commitment. The European Union is committed to expand opportunities for city-to-city cooperation at regional and international level to contribute to implement the New Urban Agenda developing capacities and fostering exchanges of urban solutions and mutual learning at all levels and by all relevant actors.

The ·3rd  commitment is about developing a global people-based definition of cities and settlements. This commitment will test a global definition of cities and settlements and present the results to a variety of stakeholders for comments. The new method will rely on the EU-OECD city definition and the EU degree of urbanisation.

Commissioner Creţu has already stated EU's support in her address at the Opening Plenary Session of the United Nations Habitat Conference on Housing and Sustainable Urban Development.
