Programme description
Main objectives
The Programme addresses structural changes in Berlin and it contributes to achieving the Europe 2020 targets for smart, sustainable and inclusive growth. Around 50% of the available funding will support innovation and aims to develop private R&D activities which have been low since the German unification. The productivity of enterprises will be increased by strengthening investments of small and medium size companies and supporting start-ups. Berlin additionally aims to lower the energy consumption and improve energy efficiency in public buildings, enterprises and transport to achieve its climate and sustainability objectives. Finally, poverty, unemployment and social exclusion are main challenges in Berlin's deprived neighbourhoods that will be approached by the sustainable urban development elements of this programme.

- Productivity of the economy
- Reduction of CO2-emissions
- Sustainable urban development
Expected impacts
The Programme supports activities of the Berlin specific innovation strategy. The Structural Funds have financed for over two decades research & development and innovation in Berlin and will continue to support innovation. The successful development of research activities in enterprises will have positive effects on the overall regional economy via spill-over effects. By increasing the number of employees in relevant fields the city state will further push the economic development. Therefore the programme aims to:
- Increase the number of jobs related to science, research, production and scientific services by 103,000
and
- Create 660 new research posts in private research and development sector
The funding will be used to develop Berlin’s economy and support the overall productivity. Therefore productivity per working hour should increase more than the German average.
Berlin defined climate targets in its regional climate plan. To decrease the consumption of fossil energy Berlin aims to lower the overall consumption and fosters energy efficiency. Due to its relatively small size the city state cannot significantly increase the production of renewable energies. Berlin will focus on the main pollutant groups of CO2 emissions by implementing an integrated low carbon strategy. By 2023 the city aims to
- Reduce CO2 emissions by approx. 321 Mio. tons CO2 equivalents.
Following the Europe 2020 strategy’s dimension of inclusion the Berlin will address this aspect with around 19% of its available funding. Berlin has a successful experience via the URBAN initiative. The Land will continue to tackle negative developments in its deprived area by reducing a set of factors caught in an integrated indicator covering among others education, employment and migration.
