The main problem that the candidate DP has to deal with concerns “the financial integration and the improvement of the employability of financial emigrants through the acquisition of professional skills/qualifications and the creation of supportive structures”. The Developmental Partnership attempted to include all those institutions which will help in the achievement of its goals.The Department of Rural Economy of the Aristotle’s University of Thessaloniki has relevant expreience from the conduction of specilazied studies, planning and implementation of training kits for the rural sector and great experience in rural development. It also has the ability to evaluate the results and the good practices with special methods used in the evaluation and their difusion through the publication of articles in scientific journals, shows, organisation of seminars /conferences etc.Moreover, A.U.Th. coordinates the Project of C.I. EQUAL entitled “Society of Information and adaptability of small medium female rural cooperative enterprises”, had the scientific responsibility and the implementation of the Interreg project for returning emigrants for the acquisition of professional skills on issues of: “Craftsmen of Rural Properties” and “Floriculuture-Gardening and has participated in a project of the Ministry of Justice for the training of prisoners in the Rural Prisons of Kassandra-Chalkidiki in rural professions (400 hours “Growing techniques in Forticulture”) so that they can cope with the prison fields effectively.The members of the research group of the Agricultural University of Athens have communicated with foreigners in the framework of various European projects (Albania, Georgia, Bulgaria, Hungary, etc.) in order to establish supportive mechanisms, to develop training kits, and to implement a communicative policy in the rural sector. The lab has also given special emphasis to the educaitonal studies, the planning of training kits and corresponding educational meterial, the planning and implementation of information policies (including the planning and the production of written and audiovisual material). Moreover, the members of the group of the Agricultural Universtiy of Athens are able to diffuse the results through its various cooperations with institutions that represent the rural sector (Cooperatives, DPs, Municipalities, etc.) and through articles published in scientific and simplified journals, along with seminars and conferences that take place in the Greek countryside and scientific conferences (national and international). As a result, the team of the Agricultural University of Athens prosesses the necessary know-how and experience for the participation in activities that refer to the planning and the implementation of the scheduled studies, the planning and the moniotoring of the operation of the supportive structures and the difusion of results.The activities that the Developmental Company has undertaken so far (Developmental Company of Karditsa and Developmental Company of Lasithi) along with the organisation of Rural Development in Mountainous Greece in the rural sector of the Project’s areas of application, where many emigrants work, has offered them the edvantage to have a rather complete picture of the project’s of the professional sector on the part of the emigrants and the employers/ chiefs of rural properties. The experience of the companies in the sensitization of the rural population through the European Centre of Rural Information and other National and European Projects who have been applied to the areas of intervention, lead to the establishment of a relationship of mutual trust between the rural population and these companies.For the implementation of the Project, the experience of these companies in Socially secluded Groups (e.g. gypsies) is important. It should also be noted that the Developmental Company of Karditsa currently employs 2 gipsies who work at the centre of sumplementary supportive services of the compnay. Ending, the DevelopmentalCopmanies could play a vital role in the future exploitation and the difusion of the results of the project through the networks they posess (Leader network, EKAP network).The Rural Cooperative of Domokos, the Union of Rural Cooperatives of Atalanti and the Union of Rural Cooperatives of Ierapetra will be the links between the target group and its employers within this Project. Their experience on the problems that might emerge in the employer-target group relationship and the needs of the rural sector as far as certain abilities/skills and the required knowldge are concerned is important and, thus, it ill contribute to the implementaiton of the project. The women-members of the female Agrotouristic Cooperative of Syros “TO KASTRI” will integrate and employ in the productive process the female emigrants who have attended specialized training sessions.KEK DELTA, which is an institution of national influence and will realize all the training sessions, posesses great experience , has completed numerous training sessions with diferrent groups of trainees (refugees – emigrants, returning emigrants, promotion of equal opportunities, unemployed, etc.) and manages a project of the EQUAL Community Initiative.FROG TV, and Passerella Network S.A. are specialized companies in their sector and their contribution in the implementation of the project is vital (TV material, video, spots, printed material, training kits, electroninc material, creation of infokiosks).Ending, the Network for the Social support of Refugees and Emigrants participates actively,representing a great part of the financial emigrants of our country (target group) and until today it has participated actively in projects (e.g. EQUAL) and it posesses various branches outside Athens (Thessaloniki, Ioannina, Rethimno).The Network for the Social Support of Refuges and Emigrants, representing the target group, can play an important role in the realization of this project, from the creation of training kits for the development of professional skills/qualifications, the conduction of texts for legal / professional issues and their translation, up to the sensitization of the employees, the provision of information to the public, the enhancement of publication activities etc.Also, the team objective represents "Association of Albanian Immigrants of Prefecture Trikala" that are activated in a Prefecture that is eminently rural and has direct relation with the Work and is developed in rural regions. It has experience in the organisation of events for the rights of immigrants and the aid of relations between immigrants and GreeksThe activities of the DP refer to rural areas with intense rural and extra-rural activity, to remote areas (Syros, Ierapetra, Domokos) and to areas of Central Greece (Karditsa, Prefectures of Mountainous Greece), where many financial emigrants work in the farming sector.The composition/structure of the proposed DP follows the scheme presented below:- Target group (Network for the Social Support of Refugees and Emigrants, "Association of Albanian Immigrants of Prefecture Trikala" )- Union of Rural Cooperatives- Rural Cooperative .- . Feasibility reportsSpecial feasibillity reportsa) for the attitude – views of the rural population and of special groups e.g. employers / chiefs of rural properties , rural cooperatives, etc. in the project’s areas of application towards the financial emigrants, in the detection of the employment needs in the rural sector and the expansion of new employment prospects along with the b) For the attitude –views of the target group in the Project’s application areas towards the ocntermporary situation in the job market and their needs in training and support.c) for the expansion of the necessary skills and knowledge that are necessary for the target group in relation to the professions of the primary sector which will contribute to the qualitative upgrading of their qualifications and their access to the job market.2. Creation of training kits and CDsBased on the results of the feasibility reports and the overall rural-financial situation in the Project’s areas of application corresponding training kits will be created for:a. the acquisition of professional qualifications –skills for employment in professions that relate to the primary sector and correspond to the demand in the job market with special emphasis on the quality and the environmental friendly practices of the Prefecture of Lasithi and Karditsa.b. Acquisition of abilities/qualifications/skills for emigrants so that they will be able to stand up to the expectations of the role of the negotiator/employment counsellor between the target group and the local job marketc. Acquisition of professional skills for emigrants in the sector of provision of rural touristic / accomodation services for their employment in relevant companies of a private or a collective nature.The training kits will lead to the creation of correspondng CD-Roms for distance or/and life long learning by the emigrants3. Training sessions for the acquisition of professional skills/ qualifications. Based on the training kits relevant specialized training sessions will be organised:- in professions that are related to the primary sector of the Prefecture of Karditsa- in professions that are related to the primary sector of the Prefecture of Lasithi- for employment counsellors on issues of counselling, professional orientation, employment, integration in the job market etc, in the prefecture of Karditsa and the Prefecture of Lasithi, and- acquisition of professional qualifications in the sector of the provision of agrotouristic/ accomodation services for the female financial emigrants in Syros.4. Creation of an InfokioskMultimedia applications with a complete information system (A. infokiosk, B.Webserver, C.System Administrator, D. Autonomy/Insurance) which will refer to the provision of information to the financial emigrants on issues of: new employment opportunities in the rural sector, training, insurance/legal/employment issues etc, in Greek and in the dominant language among the members of the target group. The infokiosks will be situated in intervention areas (Karditsa, Lasithi and Domokos) and in the headquarters of the Network for the Social Support of Refugees and Emigrants of the target group. 5. Creation of information and employment offices (supportive structures)New information and employment offices will be created as supportive structures for the financial emigrants and their families in the project’s areas of application, i.e. in the prefecture of Karditsa (Thessalia), in the Prefecture of Lasithi (Crete) and the District of Mountainous Greece (Prefecture of Fthiotida. Domokos) and the headquarters of the Network for the Social Support of Emigrants and Refugees which will offer support in the job finding tasks that are undertaken by financial emigrants in relation to the professions of the primary sector (rural, extrarural). The offices, which will be recruited with trained personell from the target group, will act mediators and counsellors between the employers and the target group. The infokiosks will be used by financial immgrants. There will be a database with information about the professional qualifications etc, of the unemployed members of the target group, so that the employers of the rural sector will be facilitated while they are looking for human resources which will correspond to the demands of the job posts that are offered by their company.6. Placement and employment of foreign women in a female rural cooperative enterprisePilot employment of female emigrants in the agrotouirstic female cooperative of Syros “TO KASTRI”, Prefecture of Cyclades, through specialized training, so that they can integrate socially and financially in the local society while the women-members of the cooperative as employers will be sensitized and accept the aspect of diversity , eliminating the negative stereotypes.7. Provision of information and sensitization of employers.Provision of information and sensitization of employers for the elimination of prejudice, discrimination, negative stereotypes and the correct management of human resources though the direct contact of the employees (target group) with the employers through meetings, seminars, workshops and radio/TV shows with the participation of experts , employers and representatives of the target group.8. Networking of Supportive StructuresNetworking of pilot supportive structures among themselves and the network for the social support of refugees and emigrants so that the target group has the ability to gather information concerning the job market which will correspond to the job offer of particular posts for a certain period of time e.g. unemployed members of the target group who live in a certain rural area will be facilitated in their job finding activities and in another rural area where they have the opportunity to find a job according to their qualificatons 9. PublicityThe publicity of the project will be achieved through:- seminars- radio spots- tv spots- articles on the press/interviews - distribution of printed material- distrbiution of CDs and training kits- website according to the publicity principles of the EQUAL Community Initiative

Καρδίτσας, ΑΝΛΑΣ Ν. Λασιθίου και Οργανισμού Αγροτικής Ανάπτυξης Στερεάς Ελλάδας, ΟΑΑΣΕ που θα δημιουργηθούν, μεταξύ τους για την αποτελεσματικότερη πληροφόρηση των οικονομικών μεταναστών/στριών.-Βελτίωση της ποιότητας της απασχόλησης των οικονομικών μεταναστριών μετά από εξειδικευμένη κατάρτιση και τοποθέτησή τους (απασχόληση) σε γυναικείους συνεταιρισμούς. -Απόκτηση προσόντων/δεξιοτήτων των μεταναστών για τη βελτίωση της ανταγωνιστικότητάς τους στην κάλυψη ποιοτικά αναβαθμισμένων θέσεων εργασίας. Δράσεις:1. Μελέτες Σκοπιμότητας Ειδικές μελέτες σκοπιμότητας: Α). Για τις στάσεις-αντιλήψεις του αγροτικού πληθυσμού και ειδικών ομάδων π.χ. εργοδοτών/αρχηγών γεωργικών εκμεταλλεύσεων, γεωργικών συνεταιρισμών κ.λ.π. στις περιοχές εφαρμογής του Έργου απέναντι στους οικονομικούς μετανάστες/στριες, τον εντοπισμό των αναγκών της απασχόλησης στον αγροτικό τομέα και τη διερεύνηση νέων προοπτικών απασχόλησης καθώς και για τις συνέπειες σε οικονομικό και θεσμικό επίπεδο από την ενσωμάτωσή τους στην Ελληνική αγορά εργασίας.Β). Για τις στάσεις-αντιλήψεις της ομάδας-στόχου στις περιοχές εφαρμογής του έργου απέναντι στην υφιστάμενη κατάσταση, στην αγορά εργασίας και τις ανάγκες τους σε κατάρτιση και στήριξη.Γ). Για τη διερεύνηση απαραίτητων για την ομάδα-στόχο δεξιοτήτων και γνώσεων σε σχέση με επαγγέλματα στον πρωτογενή τομέα που θα συμβάλλουν στην ποιοτική αναβάθμιση των προσόντων τους και την πρόσβαση στην αγορά εργασίας. 2. Δημιουργία εκπαιδευτικών πακέτων & CDsΜε βάση τα αποτελέσματα των μελετών σκοπιμότητας και τη γενικότερη γεωργο-οικονομική κατάσταση των περιοχών του έργου θα δημιουργηθούν εκπαιδευτικά πακέτα για την:Α). απόκτηση επαγγελματικών προσόντων - δεξιοτήτων για απασχόληση σε επαγγέλματα σχετικά με τον πρωτογενή τομέα και ανταποκρινόμενα στη ζήτηση στην αγορά εργασίας με έμφαση στην ποιότητα και τις φιλικές προς το περιβάλλον πρακτικές στο Νομό Καρδίτσας και τηνΒ). απόκτηση επαγγελματικών προσόντων - δεξιοτήτων για απασχόληση σε επαγγέλματα σχετικά με τον πρωτογενή τομέα και ανταποκρινόμενα στη ζήτηση στην αγορά εργασίας με έμφαση στην ποιότητα και τις φιλικές προς το περιβάλλον πρακτικές στο Νομό Λασιθίου.Γ). Απόκτηση ικανοτήτων/προσόντων/δεξιοτήτων για μετανάστες/μετανάστριες, ώστε να μπορέσουν να ανταποκριθούν στις απαιτήσεις του ρόλου του διαμεσολαβητή/συμβούλου απασχόλησης μεταξύ της ομάδας – στόχου και της τοπικής αγοράς εργασίας.Δ). Απόκτηση επαγγελματικών δεξιοτήτων για μετανάστριες στον τομέα παροχής υπηρεσιών αγροτικού τουρισμού/εστίασης για την απασχόλησή τους σε ανάλογες επιχειρήσεις ιδιωτικού ή συλλογικού χαρακτήρα.Από τα εκπαιδευτικά πακέτα θα προκύψουν και αντίστοιχα CD-ROM για την εξ’απόστασεως ή/και δια βίου μάθηση των μεταναστών/τριών.3. Καταρτίσεις για απόκτηση επαγγελματικών προσόντων/δεξιοτήτωνΜε βάση τα εκπαιδευτικά πακέτα θα πραγματοποιηθούν εξειδικευμένες καταρτίσεις:- σε επαγγέλματα σχετικά με τον πρωτογενή τομέα στο Ν. Καρδίτσας,- σε επαγγέλματα σχετικά με τον πρωτογενή τομέα στο Ν. Λασιθίου,- για Συμβούλους Απασχόλησης σε θέματα συμβουλευτικής, επαγγελματικού προσανατολισμού απασχόλησης, ένταξης στην αγορά εργασίας κ.λ.π. στο Ν. Καρδίτσας και στο Νομό Λασιθίου και - απόκτησης επαγγελματικών δεξιοτήτων στον τομέα υπηρεσιών αγροτικού τουρισμού/εστίασης για οικονομικές μετανάστριες στη Σύρο.4. Δημιουργία InfokioskMultimedia εφαρμογές με ολοκληρωμένο σύστημα πληροφόρησης (Α. Infokiosk, Β. WebServer, Γ. Χειριστή Συστήματος, Δ. Αυτονομία/Ασφάλεια) που θα αφορούν στην πληροφόρηση των οικονομικών μεταναστών/στριών σε θέματα: νέων ευκαιριών απασχόλησης στον αγροτικό χώρο, κατάρτισης, ασφαλιστικά/νομικά/εργασιακά θέματα κ.λ.π. στην ελληνική καθώς και στην επικρατέστερη γλώσσα μεταξύ της ομάδας-στόχου.Τα Infokiosk θα εγκατασταθούν στις περιοχές παρέμβασης και στην έδρα του Δικτύου Κοινωνικής Υποστήριξης Προσφύγων και Μεταναστών της ομάδας-στόχου.5. Δημιουργία Γραφείων Ενημέρωσης και Απασχόλησης (Δομές Υποστήριξης)Γραφεία Ενημέρωσης-Απασχόλησης θα δημιουργηθούν ως δομές υποστήριξης των οικονομικών μεταναστών/στριών και των οικογενειών τους στις περιοχές εφαρμογής του Έργου, δηλαδή στο Ν. Καρδίτσας (Θεσσαλία), στο Ν. Λασιθίου (Κρήτη) και στην Περιφέρεια Στερεάς Ελλάδας (Ν. Φθιώτιδος, Δομοκός) και στην έδρα του Δίκτυο Κοινωνικής Υποστήριξης Προσφύγων και Μεταναστών, τα οποία θα παρέχουν υποστήριξη για εύρεση εργασίας σε οικονομικούς μετανάστες/μετανάστριες σε σχετικά με τον πρωτογενή τομέα επαγγέλματα (γεωργία/παραγεωργικά). Τα Γραφεία στελεχωμένα με καταρτισμένα άτομα από την ομάδα-στόχο θα λειτουργούν ως διαμεσολαβητές και σύμβουλοι μεταξύ των εργοδοτών και της ομάδας-στόχου. Θα γίνεται χρήση των Infokiosk από τους οικονομικούς μετανάστες/στριες, θα υπάρχει βάση δεδομένων με στοιχεία για τα επαγγελματικά προσόντα κ.λ.π. ανέργων από την ομάδα στόχου, ώστε να διευκολύνονται οι εργοδότες του αγροτικού χώρου στην ανεύρεση ανθρώπινου δυναμικού που θα ανταποκρίνεται στις απαιτήσεις των προσφερόμενων/υπαρχόντων θέσεων εργασίας στην επιχείρησή τους. 6. Τοποθέτηση και απασχόληση αλλοδαπών γυναικών σε Γυναικεία Γεωργοσυνεταιριστική ΕπιχείρησηΑπασχόληση, πιλοτικά, γυναικών μεταναστριών στον Αγροτουριστικό Συνεταιρισμό Γυναικών Σύρου «ΤΟ ΚΑΣΤΡΙ», Ν. Κυκλάδων, μετά από εξειδικευμένη κατάρτιση, ώστε αυτές αφενός να ενσωματωθούν κοινωνικά και οικονομικά στην τοπική κοινωνία και αφετέρου οι γυναίκες-μέλη του Συνεταιρισμού ως εργοδότριες να ευαισθητοποιηθούν και να αποδεχθούν τη διαφορετικότητα αποβάλλοντας τα αρνητικά στερεότυπα.7. Πληροφόρηση και Ευαισθητοποίηση ΕργοδοτώνΠληροφόρηση και ευαισθητοποίηση εργοδοτών/τριών για την εξάλειψη προκαταλήψεων, διακρίσεων, αρνητικών στερεοτύπων και την ορθή διαχείριση των ανθρωπίνων πόρων με την άμεση επαφή εργαζομένων (ομάδα στόχου) και εργοδοτών/τριών. Θα πραγματοποιηθεί ευρεία καμπάνια με έντυπο και οπτικο-ακουστικό υλικό διαμέσου συγκεντρώσεων, σεμιναρίων, workshops και ραδιοτηλεοπτικών εκπομπών με τη συμμετοχή ειδικών, εργοδοτών/τριών και εκπροσώπων της ομάδας-στόχου.8. Δικτύωση δομών υποστήριξης Δικτύωση των πιλοτικών δομών υποστήριξης μεταξύ τους και με το Δίκτυο Κοινωνικής Υποστήριξης Προσφύγων και Μεταναστών, ώστε η ομάδα στόχος να έχει τη δυνατότητα απόκτησης πληροφοριών για την αγορά εργασίας που να ανταποκρίνονται στη ζήτηση εργασίας συγκεκριμένων θέσεων για συγκεκριμένη χρονική στιγμή π.χ. άνεργα άτομα της ομάδας-στόχου που διαμένουν σε συγκεκριμένη αγροτική περιοχή και είναι άνεργα να διευκολύνονται για εύρεση εργασίας και σε άλλη αγροτική περιοχή στην οποία θα έχουν τη δυνατότητα απασχόλησης ανάλογη με τα προσόντα τους.9. ΔημοσιότηταΗ δημοσιότητα του έργου θα επιτευχθεί μέσα από:-Ημερίδες/Διημερίδες. -Ραδιοφωνικές εκπομπές -Τηλεοπτικά SPOT-εκπομπές/σειρές -Άρθρα στον τύπο/Συνεντεύξεις/Δελτία τύπου -Διανομή έντυπου υλικού-Διανομή CDs και εκπαιδευτικών πακέτων.-Website sύμφωνα με τις αρχές δημοσιότητας της Κ.Π. EQUAL.
