CONTEXT

Women trafficking and sexual exploitation from Central and Eastern Europe towards EU countries is a worrying phenomenon that is currently growing. Its causes are multiple and take its roots in the economic, political and moral crisis faced by the countries of central and Eastern Europe.
The phenomenon, which is itself illegal, is therefore difficult to quantify. However, in the area of Lyon alone, it is estimated that more than 30% of the women who are forced into prostitution come from Central and Eastern Europe.
There have been few satisfactory answers to this problem. The women have many needs in terms of prevention, protection, assistance, guidance and professional integration.
The various organisations and institutions who work on the subject have stated that it is urgent to work as a multidisciplinary and international network to improve the efficiency of the fight against this form of " modern slavery ".

Objective

EQUAL OPPORTUNITIES FOR WOMEN AND MEN

The people we are dealing with are all women. They are vulnerable and are a prey for the mafia networks, and they are stigmatised for being prostitutes; and they are therefore also the victims of particularly violent form of discrimination.
The project aims to help them retrieve their dignity and give them the opportunity to achieve a real social and professional integration.
Practical steps to be taken should include :
- information / guidance / follow up of the women concerned
- legal and medical support
- system of protection and surveillance
- follow-up, help with integration and return to their country of origin
- trainning of associative and institutional stakeholders
- surveys towards the victims of trafic
- surveys towards the associative and institutional stakeholders
- experience sharing report(prevention /insertion)
- monitoring and coordination working group
- multidisciplinary working group(institutional and associative stakeholders)

Innovation :

- on the level of the problem identification
The project aims to identify initial conditions of women trafficking from Oriental and Central European Countries and conditions of its growth. The purpose is to draw up an inventory of fixtures and to list the indicators with regard to the phenomenon development.

- on the level of the experimentation
The project intends to manage a pilot experience in the mind of a “social experimentation laboratory”. It aims to make an inventory of existing potential in term of answers for the problem considered and the realizations which succeeded yet.
The purpose is to locate good practices considering national like transnational level to encourage their increase and the emergence of innovative solutions.

ACTES (ACTION ET CONCERTATION CONTRE LE TRAFIC ET L'ESCLAVAGE SEXUEL)

Rationale

Le trafic et l'exploitation sexuelle des femmes en provenance d'Europe centrale et orientale vers les pays de l'Union Européenne est un phénomène inquiétant et en expansion. Ses causes multiples sont à mettre en relation avec la crise économique, politique et morale qu'affrontent les sociétés des PECO.
Clandestin par nature, le phénomène est difficilement quantifiable mais, dans la région lyonnaise, territoire du présent projet, on estime que plus de 30% des femmes soumises à la prostitution seraient originaires des PECO.
Peu de réponses satisfaisantes ont été apportées jusqu'ici à cette question. Les besoins des femmes victimes sont nombreux en terme de prévention, de protection, d'assistance, d'orientation et d'insertion socioprofessionnelle. Les divers acteurs associatifs et institutionnels mobilisés expriment l'urgence de favoriser un travail en réseau - multidisciplinaire et transnational - pour améliorer l'efficacité de la lutte contre cette forme d' " esclavage moderne ".

Objective

Les personnes victimes du trafic constituant le public cible sont presque exclusivement des femmes. Vulnérables en tant que proies pour les réseaux mafieux, stigmatisées en tant que prostituées, elles souffrent de formes particulièrement violentes de discrimination.
Le projet souhaite concourir à les rétablir dans leur dignité et leur offrir une chance de réussir une insertion sociale et professionnelle véritable. Des actions concrètes sont envisagées dans les domaines suivants :
- information / orientation / suivi des publics
- soutien juridique et médical
- dispositif de veille et de protection
- accompagnement et insertion, aide au retour
- enquête auprès des victimes
- enquête auprès des intervenants
- répertoire des expériences (prévention / insertion)
- mise en place d'un groupe pilote de coordination et d'évaluation
- mise en place d'un groupe de contact multi-acteurs (institutionnels et associatifs)
- formation des acteurs
- information / orientation / suivi des publics

Innovation

Innovation :

- sur le plan de l'identification du problème
Le projet cherche à identifier les conditions initiales du trafic des femmes originaires des PECO et les modalités de son essor. Il s'agit de dresser un état des lieux et de répertorier les indicateurs du développement du phénomène.

- sur le plan de l'expérimentation
Le projet entend mener une expérience pilote dans l'esprit d'un " laboratoire d'expérimentation sociale ". Il vise à inventorier le potentiel existant en terme de réponses au problème posé et les initiatives déjà réalisées avec succès. Il s'agit de procéder à un repérage des bonnes pratiques au niveau national et transnational pour inciter à leur multiplication et de permettre l'émergence de solutions novatrices.

- sur le plan du fonctionnement du partenariat
Le projet veut favoriser des collaborations multidisciplinaires (institutions / associations) et la mise en réseau des acteurs concernés par la question, au plan régional et transnational.

- sur le plan des moyens financiers et humains
Le projet mobilisera des ressources importantes qui permettront d'aborder de façon réaliste l'éventail des actions prévues. Au sein de Agir Ensemble pour les Droits de l'Homme, une personne se consacrera à plein temps à la mise en œuvre du projet.

- sur le plan du dispositif de suivi et d'évaluation
Le projet s'appliquera à définir précisément des indicateurs de suivi, de progrès et de résultats. L'évaluation de la conduite du projet sera confiée à un organisme externe qui interviendra en qualité de prestataire pour permettre un regard extérieur et objectif sur la démarche, les méthodes et les outils utilisés.
