The “Jardins de Cocagne” have a social vocation. They employ people out of work to produce organic vegetables in the aim to reinsert them.
All of the “Jardins de Cocagne” belong to the 'Réseau Cocagne”. Today, this network groups near 16 000 people through 80 gardens : 1 500 employees who are in the system of reinsertion, 450 permanent emplyees, 1 200 volontary workers and 12 000 members.

The object of this document is :
- to create new “Jardins de Cocagne” in a free will way. This will be done in an interrégional logic from leaiding regions such as Franche-Comté and Ile-de-France (Paris) ;
- to experiment a new concept of company involving social and professionnal reinsertion with the distribution of organic vegetables through different centres in an urban area ;
- the implantation of this two models in different countries of the European Community already targeted.

Objective

- Establish a recruitment policy based on equal opportunities between men and women;
- to make the social workers involved in the process of recruitment aware of the policy of equal opportunities ;
- organisation of an annual training centred on the equality of opportunities ;
- setting up in teh “Jardins de Cocagne”, in link with the training, a process to improve the practices in terms of equality of opportunities at all levels (board of administration, management, employees)
- proceed, in 2007, to a study evaluating the implmentation of the policy of equal opportunities in the “Jardins de Cocagne”.

- Creation of about thirty “Jardins de Cocagne” between 2005 and 2007 allowing around 600 people out of work to get a job ;
- Creation of at least 3 distribution companies ;
- organisation of an annual training session of project manager ;
- development of the reseau Cocagne web site and of an Intranet network shared by all the active “Jardins de Cocgane” and projects ;
- publications of documents allowing practices and experiences capitalization.

CULTIVONS LA SOLIDARITE EN EUROPE

Rationale

Les Jardins de Cocagne sont des chantiers d'insertion par le maraîchage biologique réunis au sein du Réseau Cocagne qui mobilise aujourd'hui près de 16 000 acteurs dans 80 jardins : 2 500 personnes en insertion, 450 encadrants, 1 200 bénévoles et 12 000 adhérents " consommateurs " .

Ce dossier a pour objet d'envisager :
- la création de nouveaux Jardins de Cocagne de façon volontariste, dans une logique territoriale et inter-régionale à partir de régions-pilotes dont la Franche-Comté et l'Ile de France,
- l'expérimentation d'un concept d'entreprises d'insertion sous la forme de plate-formes de distribution de légumes biologiques,
- le développement de ces deux modèles dans différents pays de la Communauté Européenne déjà identifiés.

Objective

- conduite d'une politique de recrutement volontariste,
- sensibilisation des prescripteurs des jardins à la question de l'Egalité des chances,
- organisation chaque année d'un module de formation à l'Egalité des chances,
- mise en oeuvre dans les jardins, en lien avec la formation, d'une démarche d'amélioration des pratiques en matières d'égalité des chances à tous les niveaux (CA, encadrement, personnes en insertion),
- réalisation en 2007 d'une étude d'ensemble sur l'Egalité des chances dans les Jardins de Cocagne.

- création d'une trentaine de Jardins de Cocagne (chantiers d'insertion) entre 2005 et 2007 permettant la remise à l'emploi d'environ 600 adultes en situation précaire,
- création d'au moins deux plate-formes de distribution (entreprises d'insertion),
- organisation d'une formation annuelle de chef de projet,
- développement du site Internet du Réseau Cocagne et d'un Intranet commun à l'ensemble des projets et des jardins,
- capitalisation des expériences et des pratiques sous forme de publications.

Innovation

Le projet propose les innovations suivantes :

- Il développe une offre d'insertion conçue dans un contexte multipartenarial (Etat, collectivités locales, secteurs professionnels, bénévoles, citoyens) et structurée autour des fondamentaux du développement durable (démarche conjointe : sociale, environnementale, économique et sociétale).

- Il propose la création inédite de plate-formes de distribution de légumes biologiques sous la forme d'entreprises d'insertion.

- Alors que l'offre d'insertion faite aux femmes est souvent restreinte aux métiers de l'entretien et de l'aide à la personne, ce projet visant à garantir l'égalité des chances, leur donne une large place.

- Ce projet participe au développement de l'agriculture biologique, secteur dans lequel la demande dépasse aujourd'hui l'offre.

- Ce projet vise également à vérifier, à l'international, la pertinence ou les possibilités d'adaptation d'un concept élaboré dans un environnement social et réglementaire français.

- Une demarche annuelle d'optimisation des pratiques en matières d'égalité des chances ainsi qu'une enquête nationale seront conduites.

- Une procédure d'évaluation des objectifs du présent dispositif sera conçue et conduite par le laboratoire MTI@SHS de la Faculté des Sciences Humaines de Franche-Comté.
