DP was created to provide for overcoming and challenging gender
stereotypes that influence negatively position of women and men in the
labour market, and to provide for implementation of effective equal
opportunities policies. These policies shall be enforced at private
companies (diversity management, corporate social responsibility),
self-governments (plans of regional development), trade unions
(collective negotiations) and state legislation (development of an act
supporting fathers participation in upbringing children) so as to bring
positive system changes leading to effacement of discrimination based on
gender in the labour market. The proposed form of activities and tools
is based on experience and long-term activities of development partners
in their fields of work.

The DP will focus on disposal of gender inequality, which causes the
discrimination on labour market. Primary target (groups facing
discrimination are in the threat of discrimination on the labour market)
groups are: women 25 – 34, women +50, men on the parental leave and
fathers in general. Secondary target groups (people in decision making
positions and public): national and mainly regional politicians,
legislators, lawyers, media and public.
The main aim of DP is closing the gap between women’s and men’s success
in the labour market via sensitization of primary and secondary target
groups in the area of equal opportunities and implementation of
innovative system methods of solution. The process of sensitization
shall in both short-term and long-term contribute to doubting gender
stereotypes that affect negatively position of primary target groups.
System methods of solution shall be enforced within employers in the
area of human resources management, legislation, state employment
policy, regional policies and interrelation of state, employers and
trade unions. Methods and measures of DP shall be verified on the best
practices examples at information centers, threatened target groups,
Regional Authority Offices, labour offices and trade unions.
Sensitization and implementation of concrete measures shall be fulfilled
via a complex set of research, educational, training, information,
media, advisory and lobbying activities. They shall aim at those social
groups who have been threatened by discrimination so that they see their
rights and thus strong and well-developed civil society was created.
They shall also focus on the public and decision-makers in politics and
entrepreneurship who can – via their strategic planning – provide for
challenges in rigid career and family models and development of equal
opportunities.

and men represents an innovative method in the Czech Republic

lobbying in collection, analysis and distribution of information on
equal opportunities - launch of an (Inter)national Day of Equal
Opportunities ? innovative supportive tool for the media and information
campaign - diversity management ? innovative method of human resources
management ? both in the Czech environment and international context of
Central and Eastern Europe - gender aspects within Corporate Social
Responsibility Innovations targeted at goal: - men ? fathers on
parental leave - people working in the area of law: innovative focus on
a group that has not been systematically trained or educated in gender
issues, cooperation with the Law School of Charles University - experts
in human resources development Innovations targeted at context: - equal
opportunities in collective negotiations - equal opportunities policy as
an integral part of complex plans of regional development ? innovative
strategic tool for equal opportunities development at regional level -
research activities focused on the use of length of parental leave (with
regard to education received and residence) ? a unique research: these
data have not been analyzed so far in the Czech Republic since 1989; the
analysis of article ?nursing a family member? is to be a unique activity
as well.

The development partnership (DP) shall focus on primary and secondary
target groups. Primary groups are those who are discriminated against in
the labour market on the basis of gender, or those who are potentially
threatened by discrimination in the labour market. Secondary groups are
those who influence position of primary target groups in the labour
market through their decisions and dealings.
Primary target groups: - women of age gap 24 ? 35: one of the most
discriminated groups in the labour market. Image of women forming this
target group is strongly affected by stereotypical views of social roles
of women and men both by employers and the society as such; - women over
50 years of age: their position has been influenced by gender and age
discrimination; - men ? fathers: men are perceived by both Czech society
and employers mainly as bread-winners and thus they are preferred in the
labour market; however, this makes them being discriminated against in
family life. Fathers at parental leave (especially fathers ? single
parents) can get to the same situation as mothers in the labour market.
Secondary target groups: - wide public: position of primary target
groups has been affected by prejudices in thinking about roles of women
and men in the society - employers ? executive management - employers ?
human resources managers - legislators - labour offices - Regional
Authorities offices: institutions of self-government that work out plans
of complex development of the area (including plans of human resources
development) - specialists in legal area (judges, lawyers, attorneys,
law students, Judicial Academy etc.)

DP is formed of women?s, advisory and information non-profit,
non-governmental organizations, organizations focused on human resources
development, organizations gathering employers, trade unions, research
and university institutions and organizations representing the
threatened primary target groups. All development partners constitute
via their fields of expertise and geographical location effective and
innovative tools for enforcement of equal opportunities for women and
men, especially those forming target groups, at all components of the
society, i.e. social, political and labour.
Other potential partners shall develop further activities: libraries
shall ensure development of information activities, Management Centre of
Employment Services shall develop expert project components and the PR
partner shall be responsible for effective media coverage of the
project. Law School of Charles University shall participate in education
activities in the area of law.

The goal of the Transnational Partnership was to set up parnerships from
new member states, but also from old member states. This goal was
achieved. We created two partnerships. one is called VEGA and we have
there partners from Spain (En Plan de Idulgad), Denmark (VACUUM) and
Austria (Karenz und Karriere). The second partnership is called EWA and
the partners are Poland (@lterEgo) and Latvia (Atvertu darba tirgu
sievietem). From old member states we can recieve good, resp. dynamic
practices, and with new member states we can share similar experiences.

Gender Studies, o.p.s. (GS) is an information and consulting center. It
is dedicated to gathering and disseminating information about gender
issues and women’s rights both in the Czech Republic and around the
world. GS’s goals are to promote an understanding and tolerance of
lifestyles that do not follow traditional patterns, to create a forum
for discussion of social status and behavior of men and women in the
society, and to circulate information abroad concerning gender issues
and situation of women in the Czech Republic. The public is informed
about gender related issues in media and various public debates and
lectures.
