From the studies performed in the Diane project we retain two main
statements :
1. There are still few female entrepreneurs in Belgium.
2. Firms owned by female entrepreneurs are small and remain small.
1. Few Female entrepreneurs
Even since the participation of women on the labour market doubled in
the last 40 years, we observe that they mostly choose the security of an
employee situation (42%) and that only a minority dare to take the risk
of becoming an entrepreneur (29%). If we look at the entrepreneurial
world in special, we also have to conclude that women only count for 30%
of the entrepreneurs. All this influences the Gem figures for Belgium
(Global Entrepreneurship Monitor) and places our country at the end of
the row. Reasons for this situation can be explained by the results of
the Diane study and from contacts with women, as follows :
1.1. Lack of a positive image of female entrepreneurs
When the media talk about entrepreneurship they mostly show us men.
Women do not recognise themselves in these pictures and find it
difficult to identify themselves with these images.
If we want women to be attracted we must give them a more nuanced
picture and the media will have to quit their stereotype images and show
positive female role models.
1.2. Limited attractiveness of the social regulations for independants
Women do have a bigger risk aversion than man. Nevertheless
entrepreneurs in Belgium do have to take a lot of risks, becourse the
social system for independants doesn't give a lot of protection and
support to entrepreneurs.
Where employees can make use of solutions like time credit,
carrierbreaks or substantial maternity leave, independent women have no
possibility to take advantage of these solutions.
2. Firms owned by female entrepreneurs are small and remain small
Studies caried out during the Diane project have learned us the
following :
2.1. Women do underestimate the importance of networking and do not
receive the social acceptance/recognition they deserve
Female entrepreneurs still do not consider networkingactivities as an
essential part of their task as entrepreneurs.
Even if they start enjoying the female networking activities, where they
find support and understanding with oneanother this is only a first step
and they should move on and get integrated in bigger mixed networks,
becourse in these ones circulates a lot of information and knowledge
that is important for succesful entrepreneurship.
Female entrepreneurs don't feel at ease in these networks, becourse they
still see them as male dominated worlds. Being a member of these
important business networks would provide recognition to female
entrepreneurs for their role in society.
2.2. Female entrepreneurs underestimate the value of education
Even if women usually do start with a fine education, only few do
estimate further education or specific entrepreneurscourses as
necessary. Lack of time, too theoretical courses, rigid programms, the
long term or sometimes diffucult hours, on which the courses are
organised, would stop women from looking for further education.
Appropriate courses could nevertheless help women to open their vision
on the world and help them to become better entrepreneurs.
2.3. Female entrepreneurs encounter difficulties to find out the
necessary information
They have a very poor knowledge of the existing support structures and
don't feel attracted by the services or possibilities they provide. So
they miss chances to develop their companies and raise the rentability
of their entreprises.

The main goal of this project is :
1. promote female entrepreneurship and raise the number of female
entrepreneurs.
2. Support female entrepreneurs to help them become
better entrepreneurs with enterprises that grow and have more chances to
survive and make more profit.
3. Give more social recognition to
female entrepreneurs, by emphasising that entrepreneurship is not
totally male dominated and by doing so bring in gender issues in the
entrepreneurial world.
1. Creation of a positive image for female entrepreneurs.
To persuade more women that entrepreneurship can also be an issue for
them, we want to remodel/rebuild the image of the entrepreneur in
society.
Succesful entrepreneurs are not only men working countless hours and
neglecting their wife and their children, but they can also be women who
apart from their entrepreneurial tasks, take care of their family en of
the needs in society.
If this image is regularly spred in the media, it wille appeal to women
and they will feel valorised
- examination of the entrepreneurial image in the media and search of
the ideal image that will attract women.
-persuade the media to use this ideal image.
2. Create better social regulations for entrepreneurs.
By diminishing the discrepance between the social regulations of
employees and entrepreneurs, women, who by nature show big risk
aversion, will be secured and willing to start as an entrepreneur.
- examination of the problems caused by sickness (no support available
the first month), by giving birth (small amount of money but forbideness
to work during six weeks and no replacement available) problems caused
by poor child care possibilities or a helping hand for household tasks.
- propositions of solutions for this proplems.
3. Teach women to network
Our aim is to convince women of the value of networking and make them
experience it. We will do this by giving them opportunities to attend
female networks, where they will find understanding and support for the
sometimes difficult situations in which they find themselves as an
entrepreneur.
We thereby will also motivate and support them to join mixed networks,
since there are the places where information is spread and knowhow is
shared.
We also will give them the opportunity to participate in a transnational
network through our contacts with the transnational partners, because we
estimate that opening up their world will provide them with chances to
grow.
4. Motivate women to follow further education and ameliorate the choice
in formation programms, in order to make them more appropriate to the
wishes and needs of the women.
- We want to make women understand that running a small business doesn't
mean they don't need further education, becourse the lack of education
could be a reason for not developping their business.
- Apart of this sensibilisation task we will provide adequate formation
programs with a lot of practical experience, not school like, short term
programs with focus on special needs.
We assume that a good balanced mentoring/educating program will meet the
education need of women.
- We will also produce a DVD with an entrepreneurs/starters course to
obtain the entrepreneur qualification, needed to start as an
entrepreneur.
We think this may help women to follow this program on the hours and day
they can free themselves and help them to find a better combination
between their private life and the education needs of their professional
life.
- A constant task will consist in motivating women to use new ICT
methods by offering them special programs adapted at the levels of their
knowledge (form computerprograms to e-commerce tools).
5. Make women acquinted with support structures and motivate them to use
the services and chances offered to develop their enterprises.
- First goal will consist of getting the women informed : make them
realise that the right information can help them a lot forwards. Make
the support structures aware that they should adress their messages to
women in the right way to really get through to them.
Therefor we will provide them with tools to better communicate with
women and translate their messages and initiatives to women.
- By organising special actions where female entrepreneurs can
collaboratie, we want to enhance their entrepreneurial skills and also
the rentability of their entreprises.

De innovatie in het project zal opgevolgd en onderbouwd worden op
verschillende niveaus :
1. Door samen te werken met een Universiteit zullen we verschillende
nieuwe producten en manieren van aanpakken realiseren.
- op gebied van de beeldvorming
- op gebied van een mentoringprogramma
2. Door samen te werken met Unizo zullen we onze kennis en ervaring
opgebouwd rond zelfstandig ondernemende vrouwen kunnen implementeren in
hun werking en zodoende zorgen voor een gendergevoelige aanpak in hun
werking.
Door onze samenwerking met Unizo krijgen we ook een rechtstreekse
toegang tot de onderhandelingstafel van de sociale partners en kunnen we
ook een nieuwe wind doen waaien op deze overlegmomenten.
3. Door een werkgroep op te richten per topic
(beeldvorming, policy development, netwerken, vorming, ondersteunende
diensten) en er voor te zorgen dat we hiervoor mensen aantrekken uit
verschillende organisaties en sectoren, rekenen we op een "helicopter
view" voor de verschillende onderwerpen en ook op verschillende nieuwe
denkpistes.
In de werkgroepen zullen we er ook voor zorgen dat de finale doelgroep -
nl. de ondernemende vrouwen zelf - ook ruimschoots aanwezig zijn, om op
die manier ook vanuit hun ervaring en noden creatieve oplossingen te
kunnen bedenken.
4. De stuurgroep op federaal niveau zal plaatsvinden onder de auspiciën
van het Instituut voor Gelijke Kansen, en van de verschillende
ESF-structuren in België (Vl,W,Fed)
Deze organisaties kennen deze domeinen perfect en zullen mee richting
geven en de vernieuwing bewaken.
5. Bij het uitwerken van het transnationaal partnerschap hebben we heel
bewust gezocht naar partners die innovatie en creatieve programma's
voorstellen, om ook hieruit te kunnen leren.
6. Aangezien het project een relatief lange looptijd heeft, zullen we
voldoende tijd hebben om niet enkel nieuwe zaken uit te vinden, maar om
deze ook onmiddellijk te implementeren in onze CEZOV-werking. De
activiteiten gerealiseerd in dit project zullen de basiswerking van
CEZOV versterken.

Het finaal doelpubliek, de ondernemende vrouwen zullen nauw bij het
implementeren van het project betrokken worden. Wel maken we hier een
onderscheid tussen de vrouwen die al gestart zijn met een eigen zaak en
zij die nog overwegen om met een eigen zaak van start te gaan.
Voor de vrouwen die overwegen om met een zaak van start te gaan, komen
er 3 verschillende acties:
1. Werken rond beeldvorming : aan de hand van vragenlijsten en enquêtes
voor een ruim publiek willen we nagaan hoe ze de ondernemerswereld
percipiëren, wat hen er in aantrekt of afstoot en hoe ze kijken naar
vrouwelijke ondernemers.
Daarnaast zal er ook gezocht worden naar het ideale beeld, waaraan ze
zich willen spiegelen en conformeren.
2. Werken rond het sociaal statuut van zelfstandigen: Hier willen we
nagaan in welke mate het sociale statuut van de zelfstandige een rem is
voor ondernemerschap bij vrouwen.
3. Via kennismakingsvergaderingen rond zelfstandig ondernemen willen we
de doelgroep inzicht geven over wat een eigen zaak nu allemaal inhoudt
en willen we hen via speelse toetsen, zelf laten ontdekken of ze over
ondernemersvaardigheden beschikken.
Bij deze 3 acties voor toekomstige ondernemers zal niet enkel gewerkt
worden aan kennisoverdracht naar hen toe, maar zullen we tevens proberen
te registreren wat er leeft bij de doelgroep en de acties hierop laten
inspelen.
Voor de vrouwen die reeds actief zijn als onderneemster komen er ook
specifieke acties :
1. Werken rond beeldvorming : ook aan deze vrouwen zal gevraagd worden
om mee te werken aan het ideaalbeeld van de vrouwelijke zelfstandige
ondernemer. Zij kunnen immers van uit de praktijk getuigenis afleggen
van de vooroordelen waarmee ze geconfronteerd worden en vertellen hoe ze
hier op een positieve manier mee omgaan.
2. Werken rond een verbetering van het sociaal statuut van de
zelfstandige: na een studie gemaakt te hebben over de verschillende
facetten van het sociaal statuut zullen we nieuwe pistes uitdenken en
deze toetsen aan de doelgroep.
3. Ondernemende vrouwen zullen verder ook terecht kunnen voor
- coachinggesprekken
- netwerkactiviteiten
- mentoringactiviteiten
- uitwisselingsprogramma's in transnationaal verband: handelsmissies,
beurzen,...
4. Daarnaast zullen er concrete activiteiten opgezet worden om hen te
ondersteunen in hun bedrijfsactiviteiten zoals de winkelroutes,
stickeracties, spaarkaartacties.
Het intermediair doelpubliek :
Bij het verder uitwerken van het project hebben we het plan opgevat om
aan de intermediaire doelgroep extra vorming te geven via dit project,
nl. de CEZOV-consulentes die de werking voor de zelfstandig ondernemende
vrouwen dragen in de verschillende provincies. Hoe beter zij gevormd
zullen zijn, hoe beter ze de begeleiding op zich zullen kunnen nemen.
De overige intermediaire doelpublieken (zoals vormingsinstituten,
universiteiten, ondernemersorganisaties, publieke en private
organisaties gericht op tewerkstelling, ondernemersnetwerken, sociale
partners, politieke en administratieve overheden) zullen hun plaats
vinden in de verschillende werkgroepen en van daaruit input kunnen
geven. De concrete acties zullen hier besproken en beslist worden.
De media ten slotte zullen bespeeld worden om het project bekend te
maken bij het finale doelpubliek maar ze zullen tevens betrokken worden
bij de werkgroep beeldvorming. Speciaal voor hen zal er dan ook een
seminarie gegeven worden om hen kennis te laten maken met de resultaten
van deze werkgroep.

We zullen heel nauw samenwerken met de partners : Unizo, UCM en de 2
universiteiten.
Met UCM werd het hele project samen uitgewerkt omdat het vooral een
reflectie vormt op en in de praktijk brengen van wat we geleerd hebben
in het vorige project Diane.
CEZOV brengt vooral de kennis mee van werken met de doelgroep. UCM en
Unizo brengen als sociale partners en als dienstenbedrijven naar
zelfstandigen aanvullende expertise mee.
Samen werken we elk langs onze kant van de taalgrens het programma uit,
en maken hiervoor gebruik van de kennis van 2 universiteiten. Deze 2
universiteiten aangestuurd door CEZOV en UCM, werken ook als een tandem
en bevruchten elkaar.
CEZOV, Unizo en SEIN zetelen samen in de stuurgroep EFE. Bij de
samenstelling van de verschillende werkgroepen zal er gekeken worden
naar de deelnemers om van hieruit de stuurgroep nog te versterken met
een denktank. De stuurgroep zal ook gevoed worden uit de werking van
markant (Raad van Beheer, Uitvoerend Comité, overleg Coördinatoren, de
CEZOV-stuurgroep en de CEZOV-basismedewerkers) en uit de werking van
SEIN en Unizo.
CEZOV, Unizo en SEIN maken ook samen met UCM en de Universiteit van Luik
deel uit van de federale stuurgroep, onder auspiciën van het Instituut
voor Gelijke Kansen en de ESF structuren.
In deze stuurgroep wordt het verloop van het project besproken, worden
alle activiteiten geëvalueerd en kan elkeen nieuwe voorstellen doen.
