- It is the first time in our province that social service workers have been brought together in matters of Employment, Women and Development. - Another important element in ¿AVIGUEM¿, is the capacity to link up co-ordinated activities which will consolidate the interrelations between them, giving continuity in space and time. - In our Province global activities aimed at women have not been carried out. It is true to say that there have been sporadic activities (education courses and some measures of support...), which ncould have been aimed directly at women. - The activities which ¿AVIGUEM¿ includes are totally innovative in our Province: As for theback-up measures for the creation of female employment they haven¿t been concieved as something temporaly. The flexibiliti of all of these activities. The importance which is given to the system of control, assessment and follow up. The proposal of support reconciliatión in away that at the same time these same measures generate female posts of employment. - The nation wide communication we consider to be and intrinsic part of the proyect, not just something additional, involving our partner in each of the activities.

DESCRIPCIÓN DEL SISTEMA DE GESTIÓN Y CONTROL · La entidad de Gestión, Excma. Diputación Provincial de Avila, habilitará una partida presupuestaria, que será por una parte depositaria de los fondos del Proyecto y por otra pagadora de las distintas actuaciones de los socios, según el siguiente protocolo: · Los socios enviarán a las Mesas de Trabajo sus respectivas propuestas de actuaciones claramente explícitas; contenido, calendario de ejecución, presupuesto, etc¿ Las mesas recibidas las diferentes propuestas las remitirán al Comité Ejecutivo para que este las apruebe o desestime. · Una vez aprobadas se informará al Servicio de Intervención para que libre el 50% del coste total de la actuación, liberando el 50% restante una vez justificada debidamente (facturas, contratos, etc) el primer libramiento. · Cuando el Servicio de Intervención disponga de los referidos justificantes, emitirá certificación de la actuación a la Dirección General de la Mujer e Igualdad de Oportunidades dea Mesa de Trabajo. Este Comité se reunirá de forma ordinaria trimestralmente. Su función será aprobar las propuestas de las mesas de trabajo, por mayoría simple de los miembros, también será el encargado de informar de las actuaciones realizadas a la Asamblea. Se constituirán tres mesas de trabajo, a las cuales acudirá un representante técnico de las entidades que las constituyan, que estarán coordinadas por personal técnico de la EXCMA. DIPUTACIÓN PROVINCIAL DE AVILA. Se reunirán trimestralmente coincidiendo con la semana anterior a la reunión del Comité Ejecutivo. Su formación atiende a una delimitación territorial, y cuyo objetivo será la agilidad de toma de decisiones a nivel técnico, facilitando la evaluación, el seguimiento y el control de las actividades, elevando las propuestas al Comité Ejecutivo para su aprobación y Desarrollo. ACCIÓN 1 -Plan de trabajo para el acuerdo de formación de la AD -Formación de las mesas de trabajo.-Elaboración del acuerdo de cooperación transnacional: Se prevé que durante los dos meses siguientes tras la formación de la AD se concluya esta actividad.-Revisión del programa de actuaciones y del presupuesto. ·Es la primera vez que en nuestra Provincia se aúnan todos los Agentes Sociales en materia de Empleo, Mujer y Desarrollo. ·Es la capacidad de articular unas actuaciones coordinadas que asegurarán la interrelación entre ellas dando continuidad en el espacio y en el tiempo. ·En nuestra Provincia no se han desarrollado actuaciones globales dirigidas a la mujer. Si es cierto que ha habido actuaciones puntuales (cursos de formación, algunas medidas de apoyo), que han podido estar directamente orientadas a la mujer. ·Nuestra capacidad de transferencia la proponemos como un elemento innovador en nuestra provincia, ya que adolecemos de proyectos que hayan sido capaces de transmitir resultados, metodologías, etc ·Las actuaciones que engloba AVIGUEM son totalmente innovadoras en nuestra Provincia:En cuanto a las medidas de apoyo a la creación de empleo femenino no se han concebido como algo inicial.La flexibilidad de todas las acciones. La importancia que se le da al sistema de evaluación, control y seguimiento. Se plantean medidas de apoyo para la conciliación familiar de manera que a su vez estas mismas medidas generan puestos de trabajo femeninos. .La trasnacionalidad la contemplamos como un hecho intrínseco al proyecto no como algo adicional, interviniendo nuestro socio en cada una de las actuaciones. ·La continuidad del proyecto vendrá garantizada por la última actuación que contempla el proyecto Formación de Mediadores de Igualdad de Oportunidades.

Como A.D. en proceso de formación está establecido el compromiso por parte de los miembros de constituir una A.D. en los plazos establecidos. Hasta este momento la Excma. Diputación Provincial de Ávila , como entidad promotora, ha organizado tres mesas de trabajo atendiendo a una división territorial y de operatividad. En dichas mesas, presididas por técnicos de la Excma. Diputación de Ávila, se trabajan temas puramente técnicos, en donde cada uno de los miembros eleva sus propuestas de actuación, aportaciones de la A.D, etc. A la hora de la toma de decisiones, se plantean en un Asamblea General y se aprueban por mayoría simple; hasta ahora todas las decisiones se han aprobado por unanimidad como se recoge en las actas de dichas sesiones. Cada miembro de la A.D. ha puesto ya a disposición de la misma sus técnicos y/o especialistas. La A.D. contará con personal técnico capacitado y cualificado para el desarrollo y la ejecución del Proyecto.
