MEDAS 21. Medidas contra la exclusión y el desempleo en áreas litorales ascii version

MEDAS 21 aims at developing actuations that avoid the labour inequality among the population of the seaside areas, mainly due to the slope of the fishing activity. This project suggests the aquaculture as a viable alternative and considers tourism, leisure and the management of natural resources related to the littoral as activities of diversification of fishing. MEDAS 21 contains four programs: - PROGRAM FOR THE IDENTIFICATION OF NEW EMPLOYMENT POSSIBILITIES: this program aims at identifying business initiatives of diversification that creates employment among the population of the seaside. In the framework of this program, in Andalusia and Galicia the following activities will be carried out: o Analysis of fishing sectordevoted in the analysis of proffesional perspectives o Analysis of aquaculture potentialities o Analysis of business initiatives of diversification o Pilot project of an aquaculture installation o Pilot project of creating a tourist and leisure SME. - PRO program will result on permanent exhibitions in Andalusia and Galicia (fishing museums, thematic contents exhibitions, etc.) and itinerant exhibitions around the seaside areas Objective 1, regarding the contents of the project.

Objective

The general objective of MEDAS 21 is to carry out a set of actuations that improve the labour inequality among the population of the seaside areas that is affected by the slope of the fishing activity. These actuations suggest the aquaculture as a complementary activity to fishing which is able to impulse the economy in the affected areas. These general objective is concretise in the following specific aims: - Identifying new employment possibilities - Providing support to persons that plan to create SMEs - Providing services of support to new SMEs, guaranteeing their viability - Making administrations implied and population affected aware of the possibilities and the mechanisms of diversification within their reach - Establishing a trans-national network of permanent collaboration where groups of other countries with similar problems are joined.

The main innovative aspects of the Project consist on: -Facing the laboral exclusion in the region affected by the slope of the fishing activity with an integrated plan based on: identifying new employment possibilities, designing a promotion and a support service to business initiatives, putting in a gear pilot demonstration projects and providing accompaniament services to the SME created. -Direct involvement of the social agents that will carry out one of the phases: municipalities, fishermen associations, workers and business unions, university and public administrations. -Disseminating the activities of diversification to sectors which are innovative and with great development expectations, such as the aquaculture and the services related to the environmental protection. -Assuming a new philosophy of promoting the economy and the employment, based on identifying new employment possibilities and improving the business management quality, the workers qualification and the environmental protection. -The development of a Virtual Fish Market for Aquaculture which is a great innovation itself for the marketing of aquaculture products and the promotion of the use of CIT.

The brotherhoods of fishermen (in fishermen's representation, patterns and armadores of the mainly affected community, to stimulate their participation like impeller agents of the performances), the union associations (in the workers' of the sector representation, to stimulate their participation like impeller agents of the performances), the associations of women (as dinamizadoras of the community of rural women, to stimulate the autoempleo and their participation in the managerial initiatives, as well as to advise and to promote measures that guarantee the equality of opportunities in all the phases of the Project) and the city councils of the affected areas (as the population's dinamizadoras in general) they have participated in the conceptual definition of the Project, identifying the specific problems, contributing the most appropriate solutions and they will be those in charge of developing most of the foreseen performances.

Rationale

MEDAS 21 es un proyecto sectorial, dirigido a desarrollar actuaciones que eviten la situación de desigualdad en el mercado de trabajo que sufre una parte importante de la población de las zonas litorales, de forma específica la afectada por el declive de la actividad pesquera. El proyecto ofrece la acuicultura como alternativa viable y contempla otras actividades de diversificación de la actividad pesquera, relacionadas con la prestación de servicios turísticos, de ocio y de gestión de los recursos naturales vinculados con las zonas litorales. MEDAS 21 se compone de cuatro programas: - PROGRAMA DE IDENTIFICACIÓN DE NUEVAS POSIBILIDADES DE EMPLEO: este programa identifica y analiza iniciativas empresariales de diversificación, generadoras de empleo, para las poblaciones litorales. En el marco del programa, en Andalucía y Galicia, van a realizarse las siguientes actividades: o Un estudio del sector pesquero para analizar sus repercusiones en las perspectivas laborales o Un estudda. Además y a nivel nacional se crearán otros servicios tales como: una Oficina de Enlace para la Transferencia de Tecnología, un Comité Técnico de Normalización para procesos y productos de Acuicultura y un portal vertical para la acuicultura (contenidos, teleformación, comercio electrónico). - PROGRAMA DE ACTIVIDADES DE DIFUSIÓN, INFORMACIÓN Y SENSIBILIZACIÓN: este programa tendrá como resultado exposiciones permanentes en Andalucía y Galicia (museos de pesca y exposiciones temáticas sobre los contenidos del proyecto) y exposiciones itinerantes por las zonas costeras Objetivo 1 con información sobre los contenidos del proyecto.

Objective

El objetivo general de MEDAS 21 es llevar a cabo una serie de actuaciones que mejoren la situación de desigualdad sociolaboral que sufren las poblaciones de las zonas costeras afectadas por la crisis del sector pesquero. Estas actuaciones se basarán en ofrecer la acuicultura como una actividad complementaria a la pesca y capaz de generar impulso económico en las zonas afectadas. Este objetivo general se concreta en los siguientes objetivos más específicos: - Identificar nuevas posibilidades de empleo - Prestar asesoramiento a los emprendedores - Prestar a las empresas servicios de apoyo que garanticen su viabilidad - Sensibilizar a las Administraciones implicadas y a la población afectada sobre las posibilidades de diversificación y sobre los mecanismos a su alcance - Establecer una red transnacional de cooperación permanente con colectivos de otros países con problemáticas similares.

Innovation

Los principales elementos innovadores que presenta el Proyecto se basan en: -Abordar la problemática de la exclusión laboral en las zonas afectadas por la crisis del sector pesquero bajo un planteamiento integrado: identificando nuevas posibilidades de empleo, diseñando un servicio de promoción y asesoramiento para las iniciativas empresariales, poniendo en marcha proyectos piloto de demostración y prestando servicios de acompañamiento a las empresas generadas. -Implicación directa de los agentes sociales que pueden llevar a cabo cada una de estas fases: municipios, cofradías de pescadores, asociaciones sindicales, asociaciones empresariales, universidad y administraciones públicas. -Enfocar las actividades de diversificación a sectores innovadores y con importantes expectativas de desarrollo como es la acuicultura y la prestación de servicios vinculados con la conservación del medio ambiente. -Adoptar una filosofía nueva de fomento de la actividad económica y del empleo basada en la identificación de nuevas posibilidades de empleo, la mejora de la calidad de la gestión empresarial, la cualificación de los trabajadores y la preservación del medio ambiente. -Por último cabe destacar el desarrollo, conceptualmente innovador, de la Lonja Virtual para la Acuicultura, que implica una importante aportación para la comercialización de los productos y el fomento del uso de las TIC.

Las cofradías de pescadores (en representación de pescadores, patrones y armadores del colectivo principalmente afectado, para estimular su participación como agentes impulsores de las actuaciones), las asociaciones sindicales (en representación de los trabajadores del sector, para estimular su participación como agentes impulsores de las actuaciones), las asociaciones de mujeres (como dinamizadoras del colectivo de mujeres rurales, para estimular el autoempleo y su participación en las iniciativas empresariales, así como para asesorar y promover medidas que garanticen la igualdad de oportunidades en todas las fases del Proyecto) y los ayuntamientos de las zonas afectadas (como dinamizadoras de la población en general) han participado en la definición conceptual del Proyecto, identificando las problemáticas específicas, aportando las soluciones más apropiadas y serán los encargados de desarrollar la mayor parte de las actuaciones previstas.

La colaboración entre los socios de la AD se desarrolla a dos niveles: Regional: para definir y planificar las actuaciones, con enfoque "abajo a arriba" en las Comisiones de Planificación y Seguimiento Regional En ellas las cofr. de pescadores, las asoc. sind. y de mujeres y las admon. locales, definen las act. prioritarias desde los niveles más próximos al colectivo afectado; luego se consensúan con el resto de los socios: la Admón. reg., los c. de formación y las ent. empresariales. Nacional: para conseguir la coherencia interna del Proy. (búsqueda de las actuaciones más eficaces), así como su coherencia externa (transferibilidad de resultados a colectivos de otras zonas y complementariedad con políticas nacionales), se ha creado el Comité de Seguimiento. En él participan todos los socios de la AD, para seleccionar, decidir la ejecución y presupuestar las act., que serán desarrolladas por las entidades que las definieron, apoyadas por las entidades de ámbito nacional.
