Zasavje region is placed among traditional industrial mining and energy
producing area. It has mainly industrial mentality with low portion of
rural inhabitants, high level of unemployment and environmental
degradation processes. In the last decade is even more noticeable that
economic regression in Zasavje region, comparing to other classical
industrial regions in Slovenia is more pronounced.
According to the data of Employment service of Slovenia, in June 2004
there were 3855 unemployed persons in Zasavje, which means 14,1% rate of
unemployment. The structural unemployment is presented as a major
problem.
For that reason the job club, as a part of the active
employment policy has operated in Zasavje region since 1998. During the
time of our work with unemployed people, we noticed particular
deficiencies. Daily centre MOST is an attempt to upgrade the work of job
club.
Development partnership »Daily centre MOST« wants to create
new approach to help disadvantaged people at their finding and regaining
on the labour market. The purpose of the development partnership is to
create added value and by that new quality of help for the long term
unemployed persons in our society (older unemployed persons, invalids,
women, young job-seekers). The intention of the development partnership
is to activate above mentioned target groups from apathy, which is a
consequence of emotional, cognitive and motivational deficits. In that
sense trainings about techniques and skills for findings jobs, continual
technical support (counselling) and carrer development will be offered.
We will focus as well to overcome obstacles between target groups and
employers, e.t. occupation (at employers) without working relationship.

The objective of the development partnership »daily centre MOST« is to
enable disadvantaged target groups easier regaining on the labour
market. As well we would like to activate, take advantage of and upgrade
their unexploited potencials.
Number of unemployed people and carried out trainings will be measured
objectives of the development partnership. This programme will help
target group to live actively with less social and health problems and
they will be better socialy integrated in the environment.

The innovation of this program is processional. The programme is
upgrading of existing programme of active policy employment for
unemployed people. It represents new combination of already exsisting
approaches. Particullarly individual approach is persuaded in the
solving problem of unemployment for each individual, on the other hand
this programme also includes elements for support of the group.

With inclusion in the programme of the development partnership, we
decrease powerlessness of disadvantaged unemployed people on cognitive,
motivational, emotional and social level. Mitigation of this deficite
strenghten power and influence the people on the labour market.
Unemployed people included in the programme, will also participate in
the evaluation of the programme to additionaly improve it.

The programme is focused on the positive influence on the field of
ethics and social responsibility and changing mentality of employees
that the disadvantage unemployed people can become competitive on the
labour market.
Constructive and concrete cooperation among partners is important as
well the change of relation and stereotype of employers to disadvantaged

Regional Development Centre is a non-profit and non-government business
organisation, with the overall development of the Zasavje region as its
main objective.
Regional Development Centre (RDC) was founded on the 22nd of May 1996
when municipalities, regional chamber of craft, chamber of commerce and
other local development institutions signed Articles of association.
Actual beginning of regional development, however, goes back to 1995
when the Zasavje region was included in the Phare programme Technical
Assistance in Development of the Region. In November 1995 the mayors of
the municipalities Litija, Hrastnik, Radeče, Trbovlje and Zagorje ob
Savi signed a Memorandum on regional co-operation in development
activities in Zasavje.
Within these years RDC has prepared some
crucial regional development documents, above all development strategy
Zasavje 2000+ and Regional Development Plan for the period of 2001-2006.
RDC initiated several development mechanisms provided for promotion of
human resources, economy and environment and established good relations
with similar development institutions all over Europe.
RDC covers
three main different fields of work:
•Human Resources
•Economy and
•Environment and Spatial planning.
The field of human resources tackles high rate of unemployment and the
problem of brain-drain. In order to accelerate development of regional
economy RDC established a wide network of financial as well as
non-financial support for entrepreneurs such as technology centre,
business incubator and consultancy. In the field of environment and
spatial planning the main issues have been related to coal-mining and
energetics.

Library Mile Klopčič Zagorje ob Savi is a public library which meets the
educational, intellectual and cultural needs of the inhabitants of
Zagorje ob Savi. It is located in a representative building Delavski dom
in the centre of Zagorje. On this location there are two separated
departments for children and adults. The library has also two
departments in Kisovec and Izlake. 5,5 librarians and a manager provide
for the visitors in library, which is annually visited by 3000 members
who borrow over 100000 units of library fund.

Legal words are dry. They are saying that we have leading and
guardianship tasks, that we organise employment for mentally and
phisically affected adults under special terms. Let's change the
vocabulary. If the profit is the foudamental lever of creation and
events in the society then we really are different. Nothing we do is to
make and share profit with. The only motiv is work itself, work as the
life quality element, work that brings up equal possibilities, meaning
higher level of humanity and respect of anyone's rights. That's our
inside picture. But it's not possible to escape the real outside world
completely. We cooperate with several companies and have also our own
attractive program. This way we gain most funds for covering material
costs, fees, trips and vacation, cultural and sporting activities. The
market needs encouraged us to develop a program of paper haberdashery
and handmade embroidery. Prices are competitive quality is very
suitable. And even more important: as well our work developes hand
skills it gives the opportunity to be creative.

Zasavska ljudska univerza (Zasavje District Education Centre) was
founded in 1972. ZLU is a main educational organization for adults in
Zasavje region. Organization of diverse activities to promote the
lifelong learning as well as the advisory services as a support to the
education are important alongside the main activity. This was the
reason for setting up of Cosulting Centre within the framework of ZLU.
The consulting centre shall offer the clients – individual persons the
assistance in discovering their professional and personal interests
regarding the education/training, the information on educational
possibilities and opportunities and the assistance in evaluation of
their educational careers.
As an institution which essentially contributes to the development of
the human resources in the region, we design and carry out the education
programmes. Over 70 educational forms are available.

As follower TVD Partizan Izlake (established in 1954) we are amateur,
nonprofitable association, who organizes competition and regular
exercises in different kind of sport branch and we manage with sport
playground Izlake. We have seven sections: tennis, football, recreation,
chess, mountin cycling and running. Membership regularly renew cca. 250
members of over 400 registered. Our moto is to encourage all generations
