Slovak republic condition. Public policy of integration of the asylum

The MOLE TCP assumes that transnational co-operation will lead to cross
cultural understanding and self-support which is needed to stop
discrimination and to promote equality.
DP Net2005/Czech Republic
Refugee issue and reception of asylum seekers is a relatively new
phenomenon for the Czech Republic. The same applies to regulations of
employment conditions of asylum seekers. Approaches towards this issue
vary in European states. Some of them introduced restrictive regulations
barring asylum seekers from entering labour markets. On the other hand,
there are countries in which asylum seekers are allowed to work very
soon after they submitted their asylum claims.
Referring to the model “Think Tank on Integration of Immigrants”,
established by the Danish Government in 2000 to analyse integration of
immigrants in Denmark, it has been recommended in its report published
in February 2004 to grant asylum seekers right to work as soon as it
becomes clear that the asylum procedure will take longer than a few
months. With no consideration on the result of asylum procedure, all
parties benefit from the fact that asylum seekers have an employment
during the course of their asylum procedure.
These states apply completely different approaches to asylum seekers in
other fields of integration as well, such as language courses etc. Their
systematic work with refugees starts will not only start after the
asylum has been granted but before, soon during the course of asylum
procedure. These states offer to asylum seekers opportunities to engage
in language courses supported by state.
Knowledge of the reception system in Germany will be very important for
the project too - mainly because of the fact that Czech asylum policy is
often inspired by the German practice. DP SAGA would like to learn from
the experience of the above mentioned countries, look at strong points
and weaknesses of their reception systems, gain their practical
knowledge, experiences, conceptions, methodology etc. Having in mind the
specifics of the Czech Republic we would like to transfer, their project
experiences, know-how and examples of the best practices into our
project implementation, methodology and mainly to conceptual papers.
DP Land Ahoy/ Germany will focus the transnational activities on the
access of the target group to education and training as well as to
employment. An analysis of the existing legal framework will be the
basis for the comparison, the evaluation and the investigation of the
transferability of educational training and projects promoting capacity
building within the specific EU Member States.
The results of the analysis will lead to best-practice-models which will
be - medially edited and represented – distributed in the frame of
mainstreaming. Their methods are publications (brochures, leaflets,
folders, documentations; internet presence and reports in the media) as
well as performances and specialized workshops, seminars and conferences.
The following transnational activities have been envisaged:
· elaboration of a working programme as milestone 1
· subject-oriented workshops
· mutual visits (staff exchange)
· continual cooperation in different subject-centred working groups
· elaboration of concepts for appropriate publication models including
the target groups (print media, film production, internet platform or
similar media)
· performance of specialized seminaries, final congress.
The different concepts for the promotion of intercultural competences of
multipliers have been taken into account as well. The minimum standards
of the European Recommendation on the reception of asylum seekers are
the basis for joint efforts. The transnational cooperation aims at
building networks between the old and the new EU member states and at
the identification of good-practice-models suitable to endurably and
transnationally improve the conditions for the target groups in the
educational and the occupational sector.
DP SAGA/Germany will focus their activities on the access to the fields
of education and employment for the target groups. The prime objective
of the transnational cooperation shall be the improvement of standards
and conditions in this field for the target groups by way of exchanging,
elaborating and implementing good-practise examples. In that process,
minimum standards of the EU reception guideline shall be the starting
point of the planned activities.
The objectives have been defined as follows:
a) improvement of the national approaches in the fields of education and
employment
b) analysis of the phenomenon of East-West migration following the
asylum application and solution-oriented overcoming of the taboo nature
of this subject
c) innovative cooperation of old and new EU member states as well as
other accession states
The Slovak government officially declares to fulfill EU standards in
asylum policy and agrees with Council Decision of 28 September 2000
establishing a European Refugee Fund (2000/596/EC):
"...the integration of refugees into the society of the country in which
they are established is one of the objectives of the Geneva Convention
and, to this end, there should be support for action by the Member
States intended to promote their social and economic integration, in so
far as it contributes to economic and social cohesion, the maintenance
and strengthening of which is one of the Community's fundamental
objectives..."
and in same decision it also reads:
"...it is in the interests of both the Member States and the persons
concerned that refugees and displaced persons who are allowed to stay in
the territory of the Member States are given the opportunity to provide
for themselves by working..."
but in a practical way the integration is not a priority for Slovak
official authorities.
An effective national Integration policy of the Slovak Republic is
missing, resulting in a negative impact on integration of asylum seekers
and refugees. The main objective of DP JOPA/Slovakia will focus its
national activities on language and vocational training of target groups
aiming to reach their social and labour integration. To improve and
strengthen national efforts DP JOPA will focus its transnational
activities on:
· sharing of good practices, case studies, experiences, information,
· implementation of best practises in the areas of education,
vocational,
training and employment of target groups,
· staff exchanges,
· participation in subject-oriented seminars/working groups.
