The composition of DP is fully equal and individual partners have useful experience in project implementation. Equal DP like this can achieve planned objective, which is strengthening social economy (third sector) mainly in community services in national and international level. DP wants to try and support decentralisation of public services according to needs of regions and towns on purpose of bringing them closer to all people.

Creating concept of complex development of community services, which will come out not only from theory, but mainly from analyses and practical implementation of educational activities and testing of innovative education through sport, which will enable to find base for solving local unemployment issues and also in developing social economy. Innovation is also the participation of marginalized individuals at testing innovative education together with NGO employees and representatives of self-government. Proposed IPRODEVES programme and concrete education through Pétanque game can break communication barriers, improve mutual relations and support handing over and dissemination of good practise and inspiration information. Innovation in this project is also announcing competitions for unemployed and for NGOs as motivation issue in solving unemployment.

Through support of spreading and development of public services we want to contribute in project implementation to strengthening social economy (third sector) and removing inequalities in labour market in the sense of European standards. Project is focused on supporting decentralisation according to needs of towns and regions with objective to get closer to all people, to be able to fulfil their needs in relation to the rest of local employment. Strengthening of functioning and cooperation of non-governmental organisations and other subjects of social economy will decrease inequalities in labour market in SR within regions Objective 1 and Objective 3 in the system of structural measures.

Between national partners

Project will be implemented as focused, systematic and planned procedure, which will influence social processes in applying set principals and effective selection of application forms. All used methods are the way how to reach the set target. The important role in decision making process will also represent democratic methods of reaching conclusions. The rules in the system of deciding will be agreed mainly for following areas:
- functions and competencies
- rules of cooperation and communication
- democratic approach in deciding of all involved parties
All activities will be implemented in coordination on the bases of partnership cooperation methods. Progress reports will be processed about project implementation.

The main objective is the development of metodologies and processes in order to promote and to increase the social inclusion of disadvantage groups and develop social economy. This objective aims at responding specified and analysed needs common to the different countries. From a general point of view, theses objectives intend to respond to the needs emerged common to the different national contexts, need of durability, competitiveness and professionality.

To achieve this objective, we plan to work on the following methodologies :

To suport the effectiveness and efficiency of the project that the Development Patnership carries out at national level, by embedding the transnational partner’s experience into the various national structures.

To plan, develop and support a knowledge environment regarding enterprise and social economy development for discrimnated, excluded ans minority groups in partners contries.

To develop the necessary mechanisms to collect, analyse, document and exchange information among DPs

To ensure a favourable environment to support the mobility and transnational exchanges of beneficiaries, key actors and staff of DPs.

To ensure dissemination of the results and products of the national projects and of the transnational action plan

Rationale

Zloženie rozvojového partnerstva je plne vyrovnané a jednotliví partneri disponujú využiteľnými skúsenosťami v realizácii projektu. Takto vytvorené RP môže dosiahnuť plánovaný cieľ, ktorým je posilňovanie sociálnej ekonomiky (tretieho sektora) najmä verejnoprospešných služieb v národnom i medzinárodnom meradle. RP sa chce usilovať o podporu decentralizácie verejných služieb podľa potrieb regiónov a miest za účelom ich priblíženia ku všetkým občanom.

Objective

Hlavný cieľ projektu plánuje rozvojové partnerstvo dosiahnuť:

-vypracovaním „Koncepcie komplexného rozvoja verejných služieb komunitného charakteru prostredníctvom vzdelávania“,

-realizáciou programu IPRODEVES – testovaním inovatívneho vzdelávacieho programu,

-školením manažérov MVO,

-výmenou skúseností v rámci spolupráce v nadnárodnom partnerstve.

Innovation

Vytvorenie koncepcie komplexného rozvoja verejných služieb, ktorá bude vychádzať nielen z teórie, ale najmä z analýz a praktickej realizácie vzdelávacích aktivít a testovania inovatívneho vzdelávania prostredníctvom športu umožní nájsť východiská pri riešení otázok lokálnej zamestnanosti a tiež pri rozvoji sociálnej ekonomiky. Inovatívnosťou je zároveň účasť marginalizovaných jedincov na testovaní inovatívneho vzdelávania spolu s pracovníkmi MVO a zástupcami samosprávy. Navrhovaný program IPRODEVES a konkrétne vzdelávanie prostredníctvom hry Pétanque môže prelomiť bariéry komunikácie, zlepšiť vzájomné vzťahy a podporovať odovzdávanie a šírenie dobrej praxe, podnetných a inšpiratívnych informácií. Inovatívnym v tomto projekte je aj vyhlásenie súťaží pre nezamestnaných a aj pre MVO ako motivačného prvku pri riešení otázok zamestnanosti.

Podporou rozširovania a rozvoja verejných služieb chceme pri realizácii projektu prispieť k posilňovaniu sociálnej ekonomiky (tretieho sektora) a odbúravaniu nerovností na trhu práce v zmysle európskych štandardov. Projekt sa zameriava aj na podporu decentralizácie podľa potrieb miest a regiónov s cieľom priblíženia sa ku všetkým občanom, aby mohli byť naplnené ich potreby v súvislosti so zvyšovaním lokálnej zamestnanosti. Posilnením fungovania a spolupráce mimovládnych organizácií a iných subjektov sociálnej ekonomiky budú zmierňované nerovnosti na trhu práce v SR v rámci regiónov Cieľa 1 a Cieľa 3 v systéme štrukturálnych opatrení.

Projekt bude realizovaný ako zámerný, cieľavedomý a plánovitý postup, ktorým sa budú ovplyvňovať sociálne procesy pri uplatňovaní stanovených princípov a účelnej voľbe foriem pôsobenia. Všetky použité metódy sú spôsobom, ktorým sa dosahuje vytýčený cieľ. V rámci rozhodovacích procesov budú dôležité miesto zastávať demokratické metódy tvorby záverov. Pravidlá v rámci systému rozhodovania budú dohodnuté najmä pre:

-funkcie a kompetencie.

-pravidlá spolupráce a komunikácie.

-demokratický prístup v rozhodovaní všetkých zúčastnených strán.

Všetky aktivity budú realizované koordinovane na základe metódy partnerskej spolupráce.

O realizácii projektu budú vypracovávané priebežné správy.
