The key group of the project are parents (women and men) of disabled
children who need all-day care and are not older than 10. This age limit
is caused by the situation that the school-duty for disabled children
can be postponed till 10 years of age. The need to assure to hte
disabled children all-day and long term care and rehabilitation causes
that at least one parent is obliged to resign from work, and who within
that time looses his chances to get back on the labour market, i.e.
because of de-actualization of his/her professional qualifications,
incompetence in moving within the labour market, and also with their
reluctance in being employed and also because of becoming accustomed in
living on social benefits.
The aim of the Partnership that is working in the benefit of final
beneficiaries, that currently are outside the labour market, is to limit
the fact that having a disabled child that needs all-day care causes
that they become less competitive on the labour market.
In Poland 3%
of new-born children are disabled in some way. It is often that parents
are not able to bear with the problem og taking care of their disabled
children and getting or keep their job.
The need of creatin this
Development Partnership is based on the statistics that show the
situation of parents of disabled children aged 0-10 that are not
working. The analysis shows that the 69% of parents, mostly women (96%),
are job-less because of barriers that are caused by the necessity of
assuring care and rehabilitation for their children de-actualization of
their professional qualifications and psychological factors. Polish and
foreign research on the psychological reseaarch of families of disabled
children prove that the long-time stress caused by the education of
disabled child in many cases leads to depression and helplessness. The
aims of this project were agreed-upon in the consultation process with
the representatives of final beneficiaries and with the subject that are
active in this field. 89% of final beneficiaries that are unemployed
declare a wish to return to work on the flexible employment basis.

The main objective of the Developmnent Partnership is to develop the
solutions of reconciling the family with professional life by the
parents of the disabled children not older than 10 years, whose because
of the disability require the permanent care.
The DP wishes to achive the main target through the following actions:
1.
Developing the mechanism of care and rehabilitation of the disabled
children and psychological support for their parents. It should help
them to start working on the returning to the first label market.
2.
Building up the system of activating and accompanying operations both
for parents and their children.
3. Popularising the idea of flexible
employment conditions among the employers.

Created by the Partnership for Developement model of systematic
solutions to engage work with family by final beneficiaries of the
project is innovative in the scale of Poland. Till now there were no
NGO's and state institutions which proposed composite solutions in thie
subject. Today in Poland there are no activities held to solve mentioned
problem.In the countries of Western Europe we can observe systematic
aims connected with supporting ultimate assigners of the project in
holding professional activity without neglecting family life.
Innovative activities of the Partnership will find their reflections in
the model of professional counseling directed for promotion among final
beneficiaries in the flexible forms of employment, part-time employment
and establishing their own private economic activity. The Partnership
will also create an innovative system of psychological advisory as well
as supporting in critical situations.
The Partnership is going to
test the mechanisms of fusion and coordination of existing systems
supporting final beneficiaries of the project. We cannot concentrate
only on job finding. While the project is going to last the Partnership
is going to work with the final beneficiaries of the project, starting
with the vocational activisation with simultaneous assurance of care and
rehabilitation to their children till the moment when the job is found.
The Partnership is also going to support the families at the critical
situations.

Polish Association for Persons with Mental Handicap (PAPMH) is
non-governmental organization of parents and friends, mostly
professionals, and people with intellectual disabilities themselves. The
origins of this organizations is the parents movement which was started
in 1963.
THE MISIONS OF PAPMH ARE:
·Taking care of human dignity, proper place
in family and amongst other peoples, and of general happiness of persons
with intellectual disabilities.
·Support for families, so that they
can handle the situation of having the intellectual disabled
children, that they can live with them and transform their pain in to
possibility of giving help.
The goal of the Association is to
create equal opportunity for persons with mental handicap, to create
coditions for the observation of these persons’ human rights, to guide
them toward active participation in social life and to support their
families. (art. 4 Statute of the PAPMH)
The Association fulfills
its goals by:
·Initiating and placing motions for legal
regulations to guarantee the observation of human rights of persons with
mental handicap and fulfilling their needs in the area of treatment,
including rehabilitation, education, employment, protected
accommodation, custody, participation in culture and recreation, in
integration with the open environment, and securing their social and
legal rights.
·Initiating and placing motions for legal regulations
for the creation, for mentally handicapped children and adults living in
permanent care facilities, of favorable conditions for development,
dignified living and integration with the open environment to the
highest possible degree, as well as the observation of these persons’
human rights.
·Supporting the mentally handicapped members in order
for them to be able to speak in their own name, also through advisory
services, assistance and legal aid, and speaking on behalf of individual
handicapped peoples.
·Operating of different types of services which
enable enforcement of human rights for even profoundly disabled children
and adults, in the fields of health care, education, proper employment,
independent life, integration, culture, family life and legal protection.
One of the biggest achievements of PAPMH was implementation of right to
education for children with profound intellectual disability and with
multidisabilities into the bill of mental health and the bill of
educational system in 1994.
PAPMH have 160 Local Branches, 28 000
Members. And is operating 270 different facilities for children and
adults with Intellectual Disabilities, which provided to them the
possibility of active life in integration.
PAPMH create direct
possibilities of realization of human rights for persons with
intellectual disability. It also promote the idea of human rights
amongst persons with disabilities, theirs families, representatives of
public administration, professionals, media and in society in general.

of consulting and training services.
The most important area of our work regards the support of regional
development through the development of the infrastructure of local
authorities. A significant part of this activity is of an educational

Kluczową grupę społeczną stanowią rodzice dzieci niepełnosprawnych
(kobiety i mężczyźni), które wymagają stałej opieki i nie przekroczyły
10 roku życia. Limit ten wynika z faktu, iż w przypadku dzieci
niepełnosprawnych obowiązek szkolny może zostać odroczony maksymalnie do
10 roku życia. Konieczność zapewnienia dziecku niepełnosprawnemu
całodobowej i wieloletniej opieki oraz rehabilitacji powoduje przymusową
rezygnację z pracy przynajmniej jednego z rodziców, który z upływem
czasu traci szanse na powrót do pracy m.in. ze względu na
dezaktualizację posiadanych kwalifikacji, nieumiejętność poruszania się
po rynku pracy, a także niechęcią do podjęcia zatrudnienia i
przyzwyczajeniem się do życia ze świadczeń socjalnych.
Partnerstwo działając na rzecz osób z grupy docelowej, które znajdują
się obecnie poza rynkiem pracy, dążyć będzie do ograniczenia wpływu
faktu posiadania dziecka niepełnosprawnego wymagającego stałej opieki na
ich konkurencyjność na rynku pracy. W Polsce 3% wszystkich
nowonarodzonych dzieci to osoby niepełnosprawne. Ich rodzice często nie
są w stanie pogodzić opieki nad dzieckiem niepełnosprawnym z podjęciem
lub utrzymaniem pracy w pełnym wymiarze.
Potrzebę utworzenia
Partnerstwa na rzecz Rozwoju w pełni uzasadniają niekorzystne statystyki
ilustrujące sytuację rodziców dzieci niepełnosprawnych w wieku 0 – 10
lat znajdujących się bez pracy. Analiza wyników przeprowadzonych badań
ankietowych wskazuje, iż 69% rodziców, głównie kobiet (96%), pozostaje
bez pracy wskutek barier związanych z koniecznością zapewnienia opieki i
rehabilitacji dziecku, stopniową dezaktualizacją kwalifikacji zawodowych
oraz czynnikami psychologicznymi. Badania polskie i zagraniczne nad
sytuacją psychologiczną rodzin dzieci niepełnosprawnych udowadniają, że
długotrwały stres związany z wychowywaniem dziecka niepełnosprawnego
prowadzi często do depresji i zespołu wyuczonej bezradności. Cele
projektu zostały uzgodnione w drodze konsultacji z przedstawicielami
grupy docelowej oraz podmiotami realizującym działania w obszarze
dotyczącym niniejszego tematu. 89% osób z grupy docelowej projektu
pozostających bez pracy deklaruje chęć powrotu do pracy i skorzystania z
pracy na zasadach elastycznych form zatrudnienia.

Głównym celem Partnerstwa na Rzecz Rozwoju jest
wypracowanie modelowych rozwiązań służących godzeniu życia zawodowego i
rodzinnego rodziców dzieci niepełnosprawnych w wieku 0-10 lat, które ze

PRR zmierzać będzie do osiągnięcia głównego celu poprzez:

Tworzony przez Partnerstwo na rzecz Rozwoju model systemowych rozwiązań
służących godzeniu życia zawodowego i rodzinnego beneficjentów
ostatecznych projektu jest innowacyjnym rozwiązaniem w skali kraju,
ponieważ żadna z organizacji pozarządowych i instytucji państwowych nie
proponowała jej do tej pory takich kompleksowych rozwiązań. W dniu
dzisiejszm w Polsce nie realizuje się żadnych działań na rzecz
beneficjentów ostatecznych projektu służących godzeniu życia rodzinnego
i zawodowego. W krajach Europy Zachodniej istnieją systemowe rozwiązania
dotyczące wspierania beneficjentów ostatecznych projektu w utrzymaniu
aktywności zawodowej bez konieczności umieszczania dzieci w
całodziennych lub całodobowych placówkach, tak aby mogli pogodzić swe
obowiązki rodzinne z samorealizacją zawodową.
Działania innowacyjne Partnerstwa znajdą swe odzwierciedlenie w modelu
doradztwa zawodowego ukierunkowanego na promocję wśród beneficjentów
ostatecznych projektu elastycznych form zatrudnienia, pracy w niepełnym
wymiarze pracy oraz zachęcania do prowadzenia własnej działalności
gospodarczej. Partnerstwo zbuduje również nowatorski system doradztwa
psychologicznego i wsparcia w sytuacjach kryzysowych.
Partnerstwo
przetestuje mechanizmy łaczenia i koordynacji istniejacych systemów
wsparcia beneficjentów ostatecznych projektu. Nie można skupiać się
jedynie na wyszukaniu ofert pracy. Przez cały czas trwania procesu
Partnerstwo będzie pracować z grupą docelową począwszy od aktywizacji
zawodowej z jednoczesnym zapewnieniem opieki i rehabilitacji dzieciom aż
do znalezienia pracy i udzielania wsparcia w sytuacjach kryzysowych
podczas jej wykonywania.

jest organizacją rodziców i przyjaciół, głównie profesjonalistów oraz samych
osób niepełnosprawnych. Wywodzi się z ruchu rodziców zapoczątkowanego w
1963 roku.
CELEM PSOUU jest działanie na rzecz wyrównywania szans osób z
upośledzeniem umysłowym, tworzenia warunków przestrzegania wobec nich
praw człowieka, prowadzenia ich ku aktywnemu uczestnictwu w życiu
społecznym oraz wspieranie ich rodzin.
MISJĄ PSOUU JEST:
·dbanie o godność ludzką, miejsce w rodzinie i wśród innych ludzi oraz
szczęście osób z upośledzeniem umysłowym,
·wspieranie rodzin, aby były one w stanie sprostać sytuacjom, które
pociąga za sobą fakt urodzenia dziecka z upośledzeniem umysłowym oraz
wspólne życie i przekształcać własny ból w gotowość niesienia pomocy
innym.
Wśród zadań PSOUU znajdują się m.in.:
·Inicjowanie i występowanie z wnioskami o uregulowania prawne gwarantujące
przestrzeganie praw człowieka wobec osób z upośledzeniem umysłowym i
zaspokajanie ich potrzeb w zakresie leczenia, w tym rehabilitacji,
edukacji, szkolenia zawodowego, pracy, mieszkalnictwa chronionego,
opieki, udziału w kulturze i rekreacji w integracji z otwartym
środowiskiem a także wspierania w samodzielnym, niezależnym życiu oraz
zabezpieczenia socjalnego, ochrony i pomocy prawnej.
·Inicjowanie i
występowanie z wnioskami o uregulowania prawne w sprawie tworzenia
dzieciom i dorosłym upośledzonym umysłowo przebywającym w placówkach
opieki całkowitej sprzyjających warunków rozwoju, godnego życia w
integracji z otwartym środowiskiem tak dalece, jak tylko jest to możliwe
oraz przestrzegania wobec tych osób praw człowieka.
·Udzielanie wsparcia swoim upośledzonym umysłowo członkom, aby oni sami
mogli występować w swoim imieniu, między innymi poprzez doradztwo,
asystowanie i opiekę prawną a także występowanie w interesie
indywidualnych osób z upośledzeniem umysłowym.
·Prowadzenie różnego rodzaju służb umożliwiających realizację praw
człowieka dzieciom, nawet najgłębiej niepełnosprawnym (......) oraz
dorosłym, w zakresie opieki zdrowotnej, edukacji, sensownego zajęcia,
pracy, niezależnego życia w integracji, uczestnictwa w kulturze, życia w
rodzinie, ochrony prawnej itp.
Szczególnym osiągnięciem PSOUU było wywalczenie w r. 1994, wpisanego do
ustawy o ochronie zdrowia psychicznego oraz ustawy o systemie oświaty,
prawa dzieci głęboko upośledzonych umysłowo do edukacji.
Liczy 160 Kół terenowych, 28 tysięcy członków. Prowadzi 270 różnorodnych
centrów dla dzieci oraz dorosłych, które umożliwiają im aktywne życie w
integracji.
PSOUU tworzy bezpośrednie warniki do realizacji praw
człowieka wobec osób niepełnosprawnych intelektualnie oraz dba o
popularyzacje idei praw człowieka wśród samych osób niepełnosprawnych i
ich rodzin, jak również wśród przedstawicieli administracji publicznej,
profesjonalistów, mediach i w całym społeczeństwie.

Pełnia Życia - wsparcie rodziców dzieci niepełnosprawnych
