In the province of Flevoland there is a reasonable large 'sleeping potential' of entrepreneurs within the group of unemployed. For these people entrepreneurship isn't always a logical or real alternative for employment, unemployment or benevolence. Mostly they don't even consider entrepreneurship as an option. The EQUAL project offers support to the target group in their fist stepstwords some kind of entrepreneurship. In co-operation with the target group and entrepeneurs a methodology will be developed for obtaining information about the wishes and capacities of the jobseekers concerning the independant entrepreneurship. The next step (within the poject) is working on their skills and supporting them in their activties.

Central objective: How can, to the target group belonging, jobseekers become successfully entrepeneurs? Subobjectives: 1) supporting starting women (childsupport); 2) give elder people the opportunity to stay active in the care sector through entrpreneurship; 3) supporting starters with the development of their firm. The activities within this project are embedded in the regular already existing offer of support by the province of Flevoland and will fill in the existing gaps.

Before the several routes get started, it will be examined what the individual possibilities and wishes of the target groups are.They have an important voice in the development of the services. The support of the target group is tailor made and makes independent and grouplearning possible. The support meets their individual specific questions and needs. Moreover much attention is given to the development of the service and to the commercial implementation of the service. Finally several pressure groups and other relevant parties are working together in realising the nem methods.

The OP has the task to take care for the common strategy with regard to the chosen theme ' Entrepreneurship' and will be responsible for policy decision making with regard to the project. The OP will look after the lawful and functional implementation of the EQUAL project. From all the in the OP represented organisations is expected that they will secure the development of the project and adjust whenever necessary. Cooperation is the first matter of importance.

Individual empowerment of the participants is integrated into all activities of the project, this is namely the central theme in the project. The participants can communicate where they experience needs and bottlenecks in their way towards work or entrepreneurship. Vorming van OP: door alle partijen gezamenlijk een perspectief ontwikkeld voor de (sociale) bedrijvigheid voor meerdere doelgroepen. De problematiek in Flevoland is dat er een redelijk groot slapend potentieel is aan ondernemers. Voor deze mensen is ondernemerschap niet automatisch een alternatief voor loondienst, werkloosheid of vrijwilligerswerk. Zij nemen het ondernemerschap vaak niet eens in overweging. Het EQUAL project biedt ondersteuning aan de doelgroep bij het zetten van de eerste stap. I.s.m. de doelgroep en ondernemers wordt een methodiek ontwikkeld voor het verkrijgen van inzicht in en het werken aan, de wensen en capaciteiten van de werkzoekenden met betrekking tot het zelfstandig ondernemerschap. Specifieke doelgroepen zijn ouderen, vrouwen en langdurig werklozen.

Centrale doelstelling: Hoe kunnen, tot de doelgroep behorende, werkzoekenden succesvolle (door)startende ondernemers worden? Deeldoelstellingen: 1) ondersteunen van vrouwen die een eigen bedrijf willen beginnen (kinderopvang); 2) senioren ruimte bieden om als zelfstandig ondernemer zorgtaken aan te bieden; 3) starters ondersteunen bij bedrijfscontinuering. De activiteiten binnen dit project worden ingebed in het reguliere reeds bestaande aanbod van ondersteuning door de provincie Flevoland.

Alvorens de diverse trajecten te starten is er aandacht voor individuele mogelijkheden en behoefte van de doelgroepen. Zij hebben namelijk een belangrijke stem in de ontwikkeling van de trajecten. De begeleiding vindt doelgroepgericht en op maat plaats zodat zowel zelfstandig als van elkaar kan worden geleerd. De deelnemers krijgen een snelle en op maat gesneden ondersteuning bij hun specifieke vragen en behoeften. Bovendien wordt evenveel aandacht besteed aan de ontwikkeling van het aanbod als aan de bedrijfsmatige uitvoering van het aanbod van ondersteuning. Alle relevante partijen inclusief de belangengroepen werken samen aan het opzetten trajecten. Het bijeenbrengen van deze partijen streeft impliciet naar het doorbreken van eigen (organisatie) belangen en onderkenning van de eigen beperkingen.

Het OP krijgt als taak zorg te dragen voor de algemene strategie binnen het gekozen thema en de beleidsbeslissingen. Het OP houdt toezicht op de rechtmatige en doelmatige uitvoering van het EQUAL project. Van alle in het OP vertegenwoordigde organisaties wordt verwacht dat zij de inhoudelijke ontwikkeling van het project bewaken en zo nodig bijsturen. Samenwerking staat hierbij voorop.

Een integraal onderdeel van de activiteiten binnen dit project is de individuele empowerment van de deelnemers, deze staan namelijk centraal in het project. Door de deelnemers kan worden aangegeven waar zij behoeften en knelpunten ervaren met het oog op de toeleiding naar werk of ondernemerschap. Op basis van deze behoeften en knelpunten wordt een passende methodiek ontwikkeld voor de begeleiding van de doelgroepen richting werk of ondernemerschap.
