THE FEMINISATION OF THE LABOUR MARKET IS A CHARACTERISTIC OF THE PROCESS OF MODERNISATION OF TODAY`S SOCIO-ECONOMIC SYSTEM, BUT PARTICIPATION IN THE PRODUCTION SYSTEM IS STILL CHARACTERISED BY PROFESSIONAL SEGREGATION ON THE BASIS OF SEX: THE GENDER VARIABLE AND ITS CULTURAL IMPACT STILL PLAY A DECISIVE ROLE IN TERMS OF PARTICIPATION, ACCESS AND CONSOLIDATION OF PROFESSIONAL POSITIONS. DISCRIMINATORY ELEMENTS AFFECTING PARTICULAR CATEGORIES SUCH AS TRAFFICKING VICTIMS AND SEXUALLY EXPLOITED WOMEN (WHO LIVE IN EVEN MORE DISADVANTAGED CONDITIONS SINCE THEY WORK IN A DIFFERENT MARKET, IN WHICH THE PRODUCT IS THE WOMAN HERSELF) LEAD TO EVEN GREATER SEGREGATION AND PREJUDICE, HINDERING INTEGRATION AND EMPLOYABILITY. EVEN THOUGH THE PIEDMONTESE LABOUR MARKET IS TODAY PARTICULARLY DYNAMIC, WITH WOMEN LEADING THE WAY (THE INCREASE IN JOBS AND THE DECREASE IN THE NUMBER OF PEOPLE IN SEARCH OF WORK MAINLY AFFECTS WOMEN, WHO NOW ACCOUNT FOR 41% OF ALL EMPLOYMENT), THE RATE OF FEMALE UNEMPLOYMENT (9.6%) IS STILL MORE THAN TWICE AS HIGH AS THAT OF MALES. THE DIFFERENCES BECOME EVEN MORE SIGNIFICANT WHEN PROCESSES OF VERTICAL MOBILITY AND WAGE DIFFERENCES ARE CONSIDERED. HERE, WOMEN ARE STILL HEAVILY PENALISED. IN A SITUATION WITH A POSITIVE TREND AND SIGNIFICANT CRITICALITIES, THERE IS A RADICALISATION IN THE DIFFERENCES IN OPPORTUNITIES EVEN AMONG WOMEN. THIS CAN BE SEEN IN THE ACCENTUATION OF STRONG AND WEAK AREAS IN WHICH THE LATTER RUN AN EVEN HIGHER RISK OF MARGINALISATION. IT IS NECESSARY TO INTERVENE IN THIS AREA TO REDUCE DISCRIMINATION AND INCREASE LEVELS OF EMPLOYABILITY AND CITIZENS` RIGHTS. IN THIS WEAKER SECTOR, VICTIMS OF THE TRAFFICKING IN WOMEN ARE VERY NOTICEABLE. THIS IS A STRUCTURAL PHENOMENON WHICH INVOLVES AN INCREASING NUMBER OF PEOPLE AND WHICH HAS A SIGNIFICANT IMPACT ON THE ECONOMIC, SOCIAL AND ORGANISATIONAL FABRIC OF THE DESTINATION COUNTRIES: EXPLOITATION OF PROSTITUTION IS THE THIRD SOURCE OF INCOME FOR INTERNATIONAL ORGANISED CRIME, AFTER ARMS AND DRUGS. THE PHENOMENON OF THE FEMALE SLAVE TRADE - EVEN THOUGH IT IS UNDERESTIMATED SINCE IT INVOLVES SEGMENTS OF THE POPULATION WITH NO OFFICIAL PAPERS - APPEARS TO BE ON THE RISE DUE TO THE POVERTY, UNEMPLOYMENT AND DIFFICULTY IN ACCESSING RESOURCES WHICH PARTICULARLY AFFECT WOMEN EVEN IN THEIR COUNTRIES OF ORIGIN. IN ITALY, IMMIGRANT WOMEN INVOLVED IN PROSTITUTION NUMBER BETWEEN 15,000 AND 18,000 (DIPARTIMENTO PARI OPPORTUNITÀ DELLA PRESIDENZA DEL CONSIGLIO DEI MINISTRI) AND ABOUT 10% OF THESE ARE VICTIMS OF TRAFFICKING. IN THE CITY AND HINTERLAND OF TURIN, IN JUNE 2001, THE POLICE HEADQUARTERS REPORTED THAT THE PROSTITUTES COME FROM: ITALY (1000 KNOWN, 200 ACTIVE), NIGERIA (700, OF WHOM 400 ACTIVE), EASTERN EUROPE (1000, OF WHOM 700 ACTIVE). DATA ON PROSTITUTION PROVIDED BY THE CARABINIERI POLICE FORCE FOR THE YEAR 2000 REVEALED THAT, IN THE PROVINCE OF TURIN, THERE WERE 178 ALBANIANS, 84 ROMANIANS, 188 NIGERIANS, 42 UKRAINIANS, 80 MOLDAVIANS, 31 BULGARIANS, 42 RUSSIANS, 41 NORTH AFRICANS, 5 POLES, 10 BOSNIANS, 4 CROATIANS, 11 KOSSOVARS, 12 MACEDONIANS, 16 NIGERIANS. WOMEN VICTIMS OF TRAFFICKING ARE SUBJECT IN THEIR DESTINATION COUNTRIES TO A DISCRIMINATION WHICH TAKES TWO PARTICULAR FORMS: ON THE ONE HAND THERE IS THE VIOLENCE AND COERCION TO WHICH THEY ARE SUBJECTED BY THEIR SLAVE-DRIVERS, WHILE ON THE OTHER THEY ARE SUBJECT TO PARTICULAR EXPLOITATION SIMPLY BECAUSE THEY ARE WOMEN. IN THE SEGREGATION, WHICH STARTS FROM THEIR BEING CLANDESTINE AND GOES RIGHT THROUGH TO CASES OF SLAVERY, THE FIRST ELEMENT OF DISCRIMINATION/EXPLOITATION IS THEIR ECONOMIC AND PSYCHOLOGICAL DEPENDENCY ON THE CRIMINAL ORGANISATIONS WHICH USE THEM AS TRADE GOODS. WHEN A DESIRE FOR LIBERTY LEADS THESE WOMEN TO ATTEMPT INTEGRATION, THE DISCRIMINATION CAN BECOME EVEN WORSE, NOT ONLY BECAUSE THEY ARE WOMEN BUT BECAUSE OF THE COLOUR OF THEIR SKIN, THEIR CULTURE AND THEIR RECENT PAST AS PROSTITUTES. LASTLY, WHEN ENTERING THE JOBS MARKET, FURTHER FORMS OF WEAKNESS ARE ADDED: INSUFFICIENT KNOWLEDGE OF THE ITALIAN LANGUAGE, LOW LEVELS OF PROFESSIONAL SKILLS, AND A CONCEPT OF WORK INFLUENCED BY THE CULTURE OF THEIR NATIVE COUNTRIES. FOR THIS REASON, WHEN DRAFTING THE OBJECTIVES TO BE DEVELOPED, IN THE SENSE OF EQUAL OPPORTUNITIES FOR MEN AND WOMEN, THE STRATEGIES TO PROMOTE EMPLOYABILITY AND MAINTAIN THEIR JOBS (EQUAL - REGIONAL PRIORITIES), TO INCREASE THE RATE OF JOB PARTICIPATION OF WOMEN AND PROMOTE FEMALE ENTREPRENEURSHIP, ONE CANNOT NEGLECT SLAVE-TRADE WOMEN, A POTENTIALLY ACTIVE GROUP OF WOMEN DOWNTRODDEN BY INJUSTICE. LI.FE PARTNERS HAVE POINTED TO SOME CRITICALITIES TO BE TACKLED IN A COORDINATED MANNER. THESE INCLUDE RECEPTION FACILITIES (INSUFFICIENT ACCOMMODATION, LONG REINTEGRATION TIMES, ACCOMMODATION CENTRES WHICH ARE INADEQUATE SINCE THEY WERE NOT DESIGNED TO MEET THE GIRLS` NEEDS) RIGHT THROUGH TO THE ABSENCE OF CERTAIN JOB PROSPECTS FOR THE MEDIUM AND LONG TERM (THE TEMPORARY NATURE OF WORK AWARDS, TO WHICH THE RIGHT TO MAINTAIN A RESIDENCE PERMIT IS LINKED OCCASIONALLY CAUSES DISSATISFACTION AND ANXIETY). THE PARTICULAR PROBLEM OF FINDING ACCOMMODATION IS IS NOT SOLVED EVEN WHEN ECONOMIC INDEPENDENCE IS ACHIEVED, DUE TO THE LACK OF INSTRUMENTS (LAWS, SUPPORT, ETC.) TO PROMOTE INDEPENDENT HOUSING SOLUTIONS: FOR MANY WOMEN, THE HOUSING COMMUNITY IS NOT A CHOICE BUT AN OBLIGATION WHICH IS DIFFICULT TO ACCEPT. AS CONCERNS WORK, SOME PROBLEMS MAKE INTEGRATION PARTICULARLY DIFFICULT: LITTLE KNOWLEDGE OF THE ITALIAN LANGUAGE (MANY ARE ILLITERATE IN THEIR SECOND LANGUAGE, BUT SOME ALSO IN THEIR NATIVE LANGUAGE), THE LONG BUT NECESSARY TRAINING TIMES, THE YOUNG AGE OF THE WOMEN AND SOMETIMES A DIFFERENT ATTITUDE TO WORK CAUSED BY THE CULTURE OF THEIR NATIVE COUNTRIES. FURTHERMORE, THE EXPERIENCE ACQUIRED IN TRAINING COURSES OR WORK AWARDS CANNOT ALWAYS BE PUT TO USE IN A JOB. IN SOME EXPERIENCES OF JOB INDUCTION THROUGH COOPERATIVES, DIFFICULTIES HAVE EMERGED IN THE EARLY STAGES OF LEARNING, IN WHICH THE FEELING OF INADEQUACY CAN BE VERY STRONG AND THE REQUEST FOR STANDARDISED PRODUCTIVITY CAN LEAD TO ANXIETY. THE SURVEY OF JOB OPPORTUNITIES MUST BE IMPROVED AND THERE IS THE NEED TO FIND NEW AREAS OF WORK WHICH ARE MORE SUITABLE, TOGETHER WITH THE LOCAL COMMUNITIES, TO PROMOTE INTEGRATION IN THE SOCIAL FABRIC OF THE AREA. THE WEAK POINT OF THE PROGRAMME WHICH LEADS FROM RECEPTION, THROUGH TRAINING, TO SOCIAL INTEGRATION AND TO A SATISFACTORY JOB, WHICH THE LI.FE PARTNERS HAVE SURMISED FROM THEIR EXPERIENCE SO FAR IS THAT OF AN INSUFFICIENT STRATEGIC LINK BETWEEN SOCIAL ACTORS. THIS IS NECESSARY FOR NEW APPROACHES TO BE CONSTANTLY PREPARED, EXPERIMENTING INNOVATIVE, FLEXIBLE SOLUTIONS WHICH CAN EASILY BE ADAPTED TO THE PARTICULAR GROUP OR INDIVIDUALS, AND ABLE TO EFFECTIVELY COMBAT THE ADVANCE OF INTERNATIONAL TRAFFICKING ORGANISATIONS WHICH HAVE AN EXTRAORDINARY ABILITY TO CHANGE IN ORDER NOT TO LOSE THE PROFITS THE `FEMALE MARKET` PROVIDES THEM WITH. THE INTERNATIONALISATION OF THE SEX MARKET IS A STRUCTURAL PHENOMENON AND THUS IT CAN BE REASONABLY BE ASSUMED IT WILL CONTINUE TO DEFINE THE STRUCTURE OF THE MERCENARY SEX INDUSTRY. UNDERESTIMATING THIS ASPECT, ISOLATING PROSTITUTES FROM THE CONTEXT OF IMMIGRATION AND EXPLOITATION OF FOREIGN WORKERS, MEANS DOING WITHOUT A FUNDAMENTAL ASPECT FOR UNDERSTANDING THE PHENOMENA AND DRAWING UP SUITABLE STRATEGIES FOR INTERVENTION. THE PHENOMENON OF MIGRATION MUST SHIFT AWAY FROM A PROBLEM OF SECURITY MANAGEMENT TO BECOME A RESOURCE FOR DEVELOPMENT IN THE RECEIVING SOCIETY, ENSURING THE EXERCISE OF CIVIL RIGHTS, EMPLOYMENT FIRST AND FOREMOST, FOR EVERYONE. A SYSTEMATIC ACTION, ABLE TO CREATE A NETWORK OF PERSONAL SERVICES IS AN EFFECTIVE MEANS TO RADICALLY COMBAT TRAFFICKING OF WOMEN, BUT IT IS ESSENTIAL TO PROMOTE AND INTEGRATE COMMUNICATION AND AWARENESS-RAISING WHICH MAKES THE SOCIAL CONTEXT HOSTILE TO SEGREGATION, REDUCTION OF LIBERTY, AND SEXUAL EXPLOITATION, AND CREATE NEW ALLIANCES BETWEEN FEMALE VICTIMS OF TRAFFICKING AND SIGNIFICANT SEGMENTS OF THE POPULATION IN THE DESTINATION COUNTRIES, INVOLVING THOSE WHO DECIDED, NEGOTIATE AND IMPLEMENT POLICIES. THE LI.FE PARTNERSHIP AIMS TO ACHIEVE THIS BY BUILDING UP A COORDINATED MODEL OF INTERVENTION WHICH, RIGHT FROM THE FIRST CONTACT WITH THE WOMEN, TAKES INTO CONSIDERATION THE NEED FOR INTEGRATION: THIS WILL BE AN ELEMENT OF INNOVATION AND A CRUCIAL PIVOT FOR THE PROMOTION OF BEST PRACTICES TO ENSURE REAL EMPLOYABILITY, EQUAL OPPORTUNITIES AND HUMAN DIGNITY. THE BENEFICIARIES OF LI.FE WILL BE WOMEN IN THE SLAVE TRADE, INVOLVING LARGE BUT SPECIFIC SEGMENTS OF THE POPULATION WITH THE OBJECTIVE OF MAKING THEM INTEGRATED AND EMPLOYABLE: ENTREPRENEURS OF BOTH SEXES, TRADE UNIONS AND TRADE ASSOCIATIONS, TRAINERS, LOCAL AND REGIONAL AUTHORITIES, AND SOCIAL WORK, EQUAL OPPORTUNITIES AND SLAVE TRADE ASSOCIATIONS, THE JUDICIARY, POLICE HEADQUARTERS, THE PREFECTURE, THE CARABINIERI, SOCIAL COOPERATIVES, BANKS AND BANK FOUNDATIONS.

THE PROBLEM TACKLED BY LIFE IS UNDOUBTEDLY OF A COMPLEXITY WHICH REQUIRES A PRECISE, EFFECTIVE AND LASTING RESPONSE ARISING FROM VERY CLOSE COOPERATION BETWEEN THOSE ACTORS AND INSTITUTIONS WHICH ARE ABLE TO MAKE THE TERRITORY `FRIENDLY` AS A WHOLE. LIFE INTENDS TO PROMOTE DESEGREGATION AND ENSURE INTEGRATION INTO SOCIETY, JOBS AND ACCOMMODATION FOR THOSE WOMEN WHO HAVE EMERGED FROM EXPERIENCES OF TRAFFICKING AND FORCED PROSTITUTION BY MEANS OF PLANNED ACTIONS BASED ON A SURVEY OF THE PHENOMENON IN THE PROVINCIAL TERRITORY OF TURIN, AND COMPARISON WITH OTHER EXPERIENCES AT THE NATIONAL AND EUROPEAN LEVEL: THIS APPROACH WILL MAKE IT POSSIBLE TO BETTER DEFINE THE QUALITATIVE AND QUANTITATIVE DIMENSION OF THE PROBLEM AND VERIFY THE TYPE OF SOLUTIONS CURRENTLY BEING USED, TO ENABLE THE PARTNERS TO ADOPT A PERSPECTIVE INVOLVING THE SOCIAL AND INSTITUTIONAL FORCES OF THE TERRITORY, APPLYING A CONSULTATION STRATEGY - IN OTHER WORDS, A PERMANENT JOBS NETWORK TO PROMOTE CONSTANT DIALOGUE BETWEEN THOSE INVOLVED IN ORDER TO EXPERIMENT INNOVATIVE WAYS OF ELIMINATING DISCRIMINATION AND PROMOTING REWARDING JOBS AND CAREERS FOR VICTIMS OF TRAFFICKING.
THE STRATEGY IS BASED ON THE NEED TO TACKLE AN EXTREMELY COMPLEX SERIES OF PROBLEMS WITH THE COOPERATION OF A LARGE NUMBER OF ACTORS WHO HAVE DIFFERENT ROLES AND WHO HAVE AUTHORITATIVE QUALIFICATIONS AND/OR THE ABILITY TO INTERVENE AND WHO, BY COMING TOGETHER IN A STRUCTURED MANNER, BY MEANS OF A STEERING COMMITTEE, WILL MAKE IT POSSIBLE TO EXPERIMENT AND ADOPT SUCH BEST PRACTICES AS HAVE GIVEN PRACTICAL BENEFITS IN TERMS OF EMPLOYABILITY, SOCIAL ACCEPTANCE AND SOLIDARITY TO THE BENEFICIARIES OF THE PROJECT, AND WHICH MAY BE TRANSFERRED TO OTHER TERRITORIAL AREAS. THE NETWORK WILL THUS HAVE STRATEGIC IMPORTANCE IN TERMS OF INTERNAL COMMUNICATION AND RECIPROCAL EXCHANGE OF INFORMATION, IN ORDER TO AVOID DUPLICATION OF INTERVENTION AND ENSURING THAT THE RESPONSE IS NEITHER LACKING NOR INADEQUATE.

EACH DECISION WHICH HAS BEEN TAKEN CONCERNING THE METHODOLOGIES, OBJECTIVES, EXPECTED RESULTS AND INDIVIDUAL RESPONSIBILITIES, HAS BEEN DISCUSSED AND DEFINED BY THE ENTIRE BODY, ANTICIPATING WHAT WILL INDEED PROVE TO BE ONE OF THE RESULTS OF LI.FE: A LONG-TERM NETWORK OPERATION.
THE OPERATION CONSISTS OF MACRO-ACTIVITIES, SO THAT IT CAN DEVELOP THROUGH ACTIONS AIMED AT THE TARGET GROUP, ENABLING CONTINUOUS MONITORING OF THE PHENOMENA AND OF THE BEST PRACTICES EXPERIMENTED, IN ORDER TO IDENTIFY EMPLOYABILITY, SOCIAL INTEGRATION AND ACCOMMODATION PROGRAMMES IN FAVOUR OF THE BENEFICIARIES. THE VARIETY OF APPROACHES WILL BE ENSURED BY NETWORKING AND CONCERTATION TO CARRY OUT THE ACTIONS WHICH, DIVIDED UP BETWEEN THE INDIVIDUAL PARTNERS, WILL BE METHODICALLY AGREED UPON FROM THE COORDINATION STAGE, THUS ENABLING EACH PARTNER TO CONTRIBUTE THEIR OWN EXPERIENCE AND AWARENESS WHEN DEFINING THE CHARACTERISTICS OF EACH STAGE.
THE STRATEGY OF LI.FE IS BASED ON THE FUNDAMENTAL OBJECTIVES OF MAINSTREAMING AND THE GENDER PERSPECTIVE, IN ORDER TO INTERPRET THE CONTEXT AND INTERVENE WITH A `GENDER PREJUDICE`, AN INDISPENSABLE CHOICE IF ANOTHER, WHICH CONSIDERS FEMALE VICTIMS OF TRAFFICKING AS MERELY A PROBLEM OF LAW AND ORDER (AND THUS AS A SOCIALLY DANGEROUS GROUP) IS TO BE COMBATED. IN ORDER TO MAKE THE MOVE FROM FORMAL TO TRUE EQUALITY, LI.FE INTENDS TO HAVE A RADICAL EFFECT ON THESE STEREOTYPES. THE GENDER APPROACH WILL BE IMPLEMENTED BY INVOLVING PARTNERS IN THE USE OF CRITERIA FOR ASSESSING GENDER IMPACT, AS INDICATORS OF THE QUALITY OF THE PROJECT. METHODOLOGICAL REFERENCE WILL BE MADE TO THE V.I.S.P.O. DOCUMENT.
THE FACTORS OF SUCCESS FOR LI.FE WILL BE GUARANTEED BY THE DEVELOPMENT PARTNERSHIP WHICH, WITH THE STEERING COMMITTEE, WILL CONSTITUTE THE LI.FE NETWORK, CREATING THE POTENTIAL FOR WORK WITH A METHODOLOGY MUTUALLY AGREED UPON AND ABLE TO GIVE EFFICACY TO THE POTENTIAL FOR INTERVENTION IN THE TERRITORY. INNOVATIVE SOLUTIONS WILL BE AGREED UPON AND ADAPTED TO THE CONSTANTLY CHANGING SITUATION NOT ONLY OF SEXUAL EXPLOITATION, BUT ALSO TO THE LABOUR MARKET IN WHICH THE BENEFICIARIES WILL BE INTEGRATED. THE BENEFICIARIES WILL BE DIRECTLY INVOLVED AND THEIR PARTICIPATION WILL ITSELF BE A FACTOR OF SUCCESS. IT WILL CONSTITUTE AN ELEMENT OF INNOVATION IN THE APPROACH TO THE SITUATION OF DISCRIMINATION WHICH IS PARTICULARLY SERIOUS BECAUSE IT EXPLOITS THE GENDER OF THOSE INVOLVED, WHO ARE ALREADY DISCRIMINATED AGAINST FOR REASONS OF SUBJUGATION AND VIOLENCE. IT WILL BE THE OVERALL STRATEGY OF THE PROJECT WHICH WILL PROVIDE THE ADDED VALUE OF THE ACTION, TO BE BASED ON NETWORKING AND MAINSTREAMING. FROM THIS POINT OF VIEW, LI.FE WILL PAY PARTICULAR ATTENTION TO AWARENESS RAISING, TARGETING NOT ONLY AUTHORITIES AND ORGANISATIONS BUT ALSO CITIZENS OF BOTH SEXES. LI.FE INTENDS TO CREATE A CULTURE AND SENSITIVITY HOSTILE TO SLAVERY, ABUSE, VIOLENCE AND SEXUAL EXPLOITATION OF WOMEN: THE AMPLITUDE, THE AUTHORITATIVENESS, THE SOCIAL ENTRENCHMENT, THE SKILLS OF THE PARTNERSHIP (DEVELOPMENT PARTNERSHIP AND STEERING COMMITTEE) ARE CERTAINLY A SOLID BASIS FOR THE SUCCESS OF THE INITIATIVE, ESPECIALLY IN ORDER TO ENABLE REAL OPPORTUNITIES FOR THE CITIZENS` RIGHTS OF WOMEN VICTIMS OF TRAFFICKING TO EMERGE.

BY MEANS OF MAINSTREAMING, LIFE IS DESIGNED TO BRING THE LABOUR POLICIES OF THE PROVINCE OF TURIN MORE INTO LINE WITH THE NEED FOR CUSTOMISED COURSES WHICH PROMOTE THE EMPLOYABILITY OF THE BENEFICIARIES. PARTICIPATION OF THIS GROUP IN THE PROCESS OF PLANNING LI.FE, IN OTHER WORDS OF THE NETWORK, AND ITS OBJECTIVES, METHODOLOGIES, STRATEGIES AND CONTENT IS ONE OF THE STRONG POINTS OF THE PROJECT, IN THAT IT EXPERIMENTS INCLUSION AND DEVELOPMENT OF PROFESSIONAL SKILLS TAKING INTO DIRECT CONSIDERATION USERS` NEEDS. THE ACTIVITIES WILL BE SHARED BETWEEN THE VARIOUS MEMBERS OF THE DEVELOPMENT PARTNERSHIP. DURING ACTION 1, A STEERING COMMITTEE WAS SET UP TO ORIENT, PROMOTE AND IMPLEMENT MAINSTREAMING. AN ACTIVE PART IS PLAYED IN THIS NOT ONLY BY THE DEVELOPMENT PARTNERSHIP BUT ALSO BY THE PREFETTURA OF TORINO, THE PROCURA DELLA REPUBBLICA OF TORINO, THE POLICE HEADQUARTERS OF TORINO, THE PROVINCIAL COMMAND OF THE CARABINIERI, CIGL, CISL, UIL, THE CONSULTA FEMMINILE REGIONALE E COMUNALE OF TORINO, THE REGIONAL COMMISSION FOR EQUAL OPPORTUNITIES, PROMOZIONE DONNA, ZONTA CLUB INTERNATIONAL, APID, CNA AND CONFARTIGIANATO. OTHER AUTHORITIES AND INSTITUTIONS THAT GIVE ADDED VALUE TO THE OBJECTIVES OF THE PROJECT MAY ALSO BECOME MEMBERS.
TAKING ADVANTAGE OF THE INTERNAL BONDS CREATED DURING ACTION 1, THE PARTNERS WILL CREATE NEW ACTIVITIES WITH THEIR TRANSNATIONAL PARTNERS TO ESTABLISH STABLE COOPERATION NETWORKS IN ORDER TO CIRCULATE THE RESULTS. THE SIGNATORIES TO THE COOPERATION AGREEMENT AND THE STEERING COMMITTEE UNDERTAKE TO PROVIDE AMPLE PUBLICATION OF THE RESULTS AND FINAL PRODUCTS, HELPING SPREAD INFORMATION ABOUT THE NETWORK, REACHING OUT TO PUBLIC OPINION AND AN INCREASINGLY LARGE NUMBER OF INSTITUTIONAL, SOCIAL, AND THE ECONOMIC ACTORS.
THE PROVINCIA DI TORINO WILL REPRESENT THE SIGNATORIES TO THE AGREEMENT VIS-À-VIS THE AUTHORITIES INVOLVED. IT WILL BE RESPONSIBLE FOR MANAGING THE BUDGET AND, FULLY RESPECTING THE RELEVANT REGULATIONS, IT WILL BE RESPONSIBLE FOR ALL BOOKKEEPING ACTIVITIES REFERRED TO IN THE ESTIMATE, IN CERTIFICATION OF EXPENSES AND IN PREPARATION OF STATEMENTS; DISCHARGE OF FISCAL OBLIGATIONS CONCERNING FINANCIAL MANAGEMENT; COORDINATION OF FINANCIAL RELATIONSHIPS WITH THE REGION; ADMINISTRATIVE COORDINATION AND PAYMENT OF SUMS DUE TO EACH PARTNER UPON RECEIPT OF FUNDS, IN ACCORDANCE WITH ORGANISATIONAL AGREEMENTS BETWEEN THOSE INVOLVED; COORDINATION OF THE PREPARATION OF DOCUMENTATION REQUIRED BY THE REGION, DRAWING UP MONITORING REPORTS, THE FINAL REPORT, AND ANY OTHER DOCUMENT THAT MAY BE REQUIRED. EACH MEMBER OF THE DEVELOPMENT PARTNERSHIP WILL PROVIDE PROMPT AND COMPLETE COOPERATION TO THE CONTACT INSTITUTION, WHICH MAY MAKE USE OF EXTERNAL RESOURCES AND EXPERTS. MEMBERS OF THE DEVELOPMENT PARTNERSHIP WILL PROVIDE FINANCIAL, FISCAL, AND PROCEDURAL MONITORING DATA ACCORDING TO THE SCHEDULES AND METHODS ESTABLISHED BY THE FUNDING AUTHORITIES; DATA FOR THE QUALITATIVE MONITORING AND PRESENCE OF STAFF INVOLVED IN ISFOL STAFF VISITS; DATA FOR COMMUNITY, ITALIAN, AND REGIONAL OFFICIALS SHOULD THERE BE INSPECTIONS AND CHECKS; AND OBSERVANCE OF COMMUNITY, ITALIAN, AND REGIONAL REGULATIONS FOR DEPOSIT ADMINISTRATION. THE TRANSNATIONAL ASPECT OF THE PROJECT WILL BE AN INHERENT, NOT ADDITIONAL, ASPECT AND AS SUCH WILL BE REGULATED BY THE CONCERTATION THAT WILL UNDERPIN THE ENTIRE PROJECT.

PARTICULARLY SIGNIFICANT AMONG THE ACTIVITIES ARE: 1) LARGE-SCALE PLANNING AND SUPPORT FOR JOINT ACTIONS, WITH GRADUAL DEVELOPMENT OF PLANNING SKILLS THROUGHOUT THE SOCIAL AND WELFARE SECTOR; 2) ACTIVITIES TO ASSIST LOCAL DEVELOPMENT AND THE PROPAGATION OF NEGOTIATED PLANNING (E.G. IN THE FIELD OFF EMPLOYMENT POLICIES, THE PROVINCE OF TURIN - WHICH HAS TAKEN ON THE IMPORTANT TASK OF MANAGING PUBLIC EMPLOYMENT SERVICES, DRAFTING ACTIVE JOBS POLICIES AND PROMOTING INTEGRATION WITH THE VOCATIONAL TRAINING AND EDUCATION SYSTEM - ANTICIPATED THE MODEL FOR 13 NEW JOB CENTRES WITH A DELIBERATION OF THE PROVINCIAL COUNCIL ON 24 MARCH 1999. THIS WAS DESIGNED TO IMPROVE EXISTING EMPLOYMENT BUREAUX IN THE PROVINCE. EQUAL OPPORTUNITIES WERE INCLUDED BY THE PROVINCE IN ITS STRATEGIC PLANS IN THE FORM OF THE TERRITORIAL PLAN FOR EQUAL OPPORTUNITIES (2001-2002) TO INTERVENE IN CASES WHICH PREVENT THE ACHIEVEMENT OF EQUAL OPPORTUNITIES FOR WOMEN AND MEN. IT PROMOTED AN ORGANIC PROGRAMME TO APPLY THE PLAN WITHIN THE PROVINCE - THIS WAS BASED ON PARTICIPATORY POLICIES, INVOLVING TWO FORMS OF APPLICATION: WITHIN THE AUTHORITY ITSELF TO INITIATE A DIFFERENT FORM OF ORGANISATION AND A DECISION-MAKING PROCESS MORE ORIENTED TOWARDS DEVELOPING WOMEN`S SKILLS; EXTERNALLY, AS AN INTEGRATED FEATURE OF THE ECONOMIC AND SOCIAL DEVELOPMENT OF THE TERRITORY. THE COURSES ARE DESIGNED FOR A VAST TARGET GROUP: THE YOUNG, WOMEN AND ADULTS, WITH OR WITHOUT ACADEMIC QUALIFICATIONS, OF VARIOUS ETHNIC GROUPS. THE COURSES AIM TO ACHIEVE WORK INDUCTION IN VARIOUS SECTORS AND CONSIST BOTH OF TRAINING IN SPECIAL CLASSES AND INTEGRATION IN MULTI-ETHNIC CLASSES. THE SECTORS CONCERNED ARE THOSE OF FIRST-LEVEL TRADITIONAL MECHANICS, TECHNOLOGICAL INNOVATION, AND SERVICES (DOMESTIC WORK, FOOD AND DRINK, HELPING THE AGED, CLOTHING, SOCIAL-WELFARE MEDIATORS IN COLLABORATION WITH MUNICIPAL AND PRIVATE HEALTH, DISTRICT, SCHOLASTIC AND WELFARE SERVICES). IN ORDER TO CREATE SPECIALISTS ABLE TO ACT AS A BRIDGE BETWEEN THE CULTURE AND LANGUAGE OF THE WELFARE RECIPIENTS, AND THE CULTURE AND LANGUAGE OF THE HEALTH AND EDUCATION SERVICES, COURSES HAVE BEEN SET UP FOR SOCIO-CULTURAL MEDIATORS. THE UFFICIO PER LA PASTORALE DEI MIGRANTI IS A BUREAU SET UP BY THE ARCHBISHOP OF TURIN ON 1 MARCH 2001 (AN INNOVATION OF A FORMAL NATURE SINCE THE INSTITUTION SIMPLY CONTINUED THE ACTIVITIES FORMALLY CARRIED OUT BY THE IMMIGRATION SERVICE OF CARITAS - FROM 1990 TO 2001 - AND BY CISCAST FROM 1975 TO 1990) TO PROMOTE THE EVANGELISATION AND INTEGRATION OF IMMIGRANTS. IT HAS PASTORAL OBJECTIVES BUT ALSO PROVIDES SERVICES TO INTEGRATE DISADVANTAGED PERSONS INTO THE SOCIAL FABRIC AT A REGIONAL LEVEL. THE ARTICLES OF ASSOCIATION PROVIDES FOR FIVE AREAS OF ACTIVITY: FOREIGN IMMIGRANTS, ITALIANS ABROAD, ROM (GYPSIES), CIRCUS PERSONNEL, NAVIGATION STAFF. MOST OF THE ACTIVITIES NOW CONCENTRATE ON THE FOREIGN IMMIGRATION SECTOR, IN WHICH IT OPERATES VERY CAREFULLY TO PROVIDE CONTACT SERVICES, INDIVIDUAL HELP, DIALOGUE, INFORMATION ABOUT EXISTING SERVICES AND RESOURCES, ITALIAN LANGUAGE TEACHING FOR SPECIAL CATEGORIES (SLAVE VICTIMS, REFUGEES, REUNITED FAMILIES, UNACCOMPANIED MINORS), FOSTERING INTERCULTURAL DIALOGUE THROUGHOUT THE AREA OF THE DIOCESE OF TURIN. THE UFFICIO PER LA PASTORALE DEI MIGRANTI CONTAINS A JOBS SERVICE WHICH PROVIDES TRAINING FOR DOMESTIC WORK AND, BY MEANS OF A DATABANK, HELPS JOB DEMAND MEET SUPPLY. IT IS A FOCAL CENTRE FOR LINKS BETWEEN ITALIAN SOCIETY AND IMMIGRANT COMMUNITIES, AT BOTH SOCIAL AND RELIGIOUS LEVELS. THE UFFICIO PER LA PASTORALE DEI MIGRANTI HAS BEEN WORKING WITH FEMALE SLAVERY VICTIMS SINCE 1989, WHEN A NIGHT-TIME AND DAYTIME CONTACT SERVICE WAS CREATED. SINCE 1993, IT HAS MANAGED PROJECTS ENABLING MOST OF THE GIRLS WHO HAVE SOUGHT ASSISTANCE TO EMBARK ON TRAINING COURSES, SCHOLARSHIPS AND REAL JOB INTEGRATION. WITH THE PROJECTS FUNDED THROUGH ART. 18 OF THE CONSOLIDATION ACT ON IMMIGRATION (INCLUDING `LIBERIAMO DALLE MODERNE SCHIAVITÙ`), SINCE APRIL 2000 FORTY SOCIAL PROTECTION SCHEMES HAVE BEEN STARTED UP FOLLOWING OFFICIAL REPORTS, AND ALL THE GIRLS HAVE BEEN OR ARE ABOUT TO BE INCLUDED IN WORK-AWARD TRAINING PROGRAMMES. THE PROJECTS OFFER FEMALE PROSTITUTION-SLAVERY VICTIMS: DIALOGUE, ASSISTANCE THROUGHOUT THE COURSE, LEGAL ASSISTANCE, ITALIAN LANGUAGE COURSES AND BASIC TRAINING, TRAINING IN REGIONAL CENTRES, WORK AWARDS AND WORK INDUCTION IN COOPERATIVES OR OTHER SUITABLE ORGANISATIONS. OVER THE PAST FIVE YEARS, THE CONTACT SERVICE, WHICH ALSO RUNS ITS OWN COMMUNITY, HAS ASSISTED ABOUT 2000 GIRLS, MOST OF WHOM ARE NIGERIAN (95% NIGERIAN, AND 5% ROMANIAN, UKRAINIAN, RUSSIAN AND ALBANIAN). THE UFFICIO PER LA PASTORALE DEI MIGRANTI TAKES PART IN SEVERAL PROJECTS, NETWORKING WITH OTHER ORGANISATIONS IN THE PROVINCE OF TURIN.
