The Collaborative Development Project (CDP) is called upon to deal the environmental pollution resulting from uncontrolled landfilling of Waste Electrical and Electronic Equipment (WEEE), through the employment of People with Disablilities and Greek Gypsies. The project aims at the implementation of European Directives and Greek legislation concerning the WEEE (EU Directive 2002/96/EC and Law 2939/6-8-2001 respectively) and the social and professional inclusion of Greek Gypsies and People with Disabilities through WEEE recycling. In accordance with Directive 2002/96/EC, producers and distributors of Electrical and Electronic Equipment (EEE) should finance systems for managing their end-of-life products, by 13 August 2005. In accordance with the Directive, as WEEEs are defined household appliances, or parts of them, during their end-of-life (e.g. refrigerators, electric cookers, TVs, washing machines, PCs, printers, hair driers, lamps, batteries, cathode ray tubes). WEEE contain hazardous materials (CFC, lead, zinc, etc.), which need environmentally sound solutions, such as the reduction of their uncontrolled treatment (in order to limit their effect on dioxin production, acid rain, etc.) and disposal in landfill sites (so as to prevent the pollution of surface and underground water and the accumulation of pollutants). Persons who suffer from physical, sensual, intellectual and mental perturbations represent about 12% of the European Union (EU) population. In Greece, according to Eurostat, this number reaches 9.3%. During the last 20 years, significant steps were taken concerning the professional inclusion of People with Disabilities and their incorporation into social life. Despite that fact, the professional and social exclusion of People with Disabilities has not yet been adequately faced up to. Unemployment, as estimated by the Evaluation Councultant of the Operational Programme on ‘Challenging of Labour Market Exclusion’ for men and women with serious disabilities is 64% and 88% respectively. The majority of people with disabilities remain without any proper and their prospect of obtaining a job very limited. Any special training they might obtain in the official education system is of substandard form. According to OAED (Greek Manpower Employment Organization) the jobs allocated during the 1994-1998 period represent only 17.5% of registered unemployed people, while the posts filled were mainly in unskilled or semi-unskilled jobs in volatile economic sectors, with low social prestige and remuneration. These data prove that there are strong differentiations and inequalities in the labour market prejudicing against People with Disabilities. Despite the progress that has been made during the last years - with regard to the employment of individuals with disabilities and the bluntness of factors that in the past made very difficult to impossible their professional re-establishment - have not been shaped the socio-economic, educational and labour conditions that would allow their complete integration in the productive potential of country. In the factors that complicate the professional employment of this individuals, are also included the followings: · The lack of faculties dedicated to professional training for people with disabilities, that are particularly perceptible in the province, with result the deprival of any possibility to enjoy any professional education. · The lack of effective co-ordination between the various institutions that deal with the professional training and employment of this individuals. · The in underdeveloped stage business-to-business professional training of individual with disabilities, could more than ever ensure that the professional employment could be worked out. · The limited briefing of individuals and their families, round the possibilities of professional training and employment. This ignorance lead to the social exclusion of this individuals, that remain closed in themselves and in their problem. · The bad mentality that many people with disabilities have, as well as their families and even the associations that lead them – instead of claiming their equivalent role in the society- to be pleased and satisfied only with the mendicity, betting in "merciful people". · The hesitancy to employ that is observed in the sector of employment in recycling, despite the motives that have been established for the employment in working places of individuals of this category. Furthermore the working places in various enterprises and organisms do not serve the employment of individuals that have certain bodily weakness. In few cases is received providence with regard to something like that. The Euro barometre is based in interviews of more than 16.000 European citizens (in a time interval from 02/01/2001 up to 06/02/2001) constitutes an explicit, argued and above all not arguable message to those deciding in all levels. Its content is assembled in a phrase "The circumstances for the European Citizen with disability must change to best drastically, the processes for this change must begin immediately ". The number of gypsies has not been determined with precision. The estimates range between 120.000- 300.000 individuals, while the representatives of Greeks gypsies have calculated them around 450.000 individuals. The majority of gypsies deals with the street trade in the informal job market. Some have commercial enterprises, while less are occupied as unskilled workers in dependent, casual or seasonal work. Their professions are under crisis and decline under the conditions of the competition of mass production and organised trade, as well as the competition of immigrants that deal with certain types of this work. The existence of stereotypes and biases in the wider society is appreciated that it constitutes one of the most important factors of exclusion of gypsies from the job market. Their illiteracy is calculated in 50%- 80%, while the unemployment constitutes un essential problem for this group. Moreover, the lack of information around the subjects with regard to their rights, deprives gypsies from the opportunity to expand their choices. The last years exists an explicit effort of comprehension and confrontation of their exclusion. The actions of certain institutions, the exploitation of programs of the European Social Fund, the mapping out of a national political support for the gypsies shows a positive course. However, the need for application of a constituted and more intergrated political fighting of the exclusion of gypsies from the job market remains imperative. The composition of the proposed developmental cooperation is characterized by plenitude, polymorph and representativity, so much from the light of the central problem that it is called to deal with as from the light of the proposed actions and of the future exploitation and distribution of the results of the program. The academic institutions (University of Thessaly, Aristotelian University of Thessalonica, Polytechnic Colleges of Western Macedonia) deal with subjects that concern the electric and electronic waste equipment (e.g. types, origin, composition, selective collection, forecasts for their production, analyses), the environmental repercussions from their not rational management while they have participated in programs for their management. The partners of the proposed developmental cooperation intend to undertake action in order to provide every possible scientific support that concerns in the management (collection, transport, treatment and disposal) of electric and electronic waste equipment under the light of the municipal or even regional planning as well as the future exploitation and diffusion of the technical- economical and organisational results in level of local government (http://www.prd.uth.gr/program/course_abstracts/electives.html, http://aix.meng.auth.gr/ helcare/, http://www.teikoz.gr/). The enterprises that deal with environment are activated with success on issues of environmental protection and more specifically with recycling while they have collaborated in relative subjects with local authority- municipalities, hospitals, enterprises, ministries- organisms, the European Union (EU) and educational institutions (http://www.arvis.gr/gr/arvis1.htm, http://www.arvis.gr /gr/clientsmgr.htm). The institutions of local authorities (Municipality Tyrnavou, Municipality Karlovasiou Samos) daily are confronted with the problem of management of municipal solid waste while not only they have shown environmental and social sensitivity in the past but also can proceed in the support of individuals with disabilities and of Greeks gypsies (http://www.thessalia.gr/pep/projincors.el.asp, http://www.karlovassi.gr/index1.htm). The essential training of the objective team will be realised by executives of the academic institutions in facilities of the partners (Municipal Educational Organism Volos (DEOV) - http://www.deov.gr /, Municipality Tyrnavou). As parteners of the project are going to participate non profit organization (“Idalios Damos”, “Iliahtida”, which offer the necessary experience for creating social enterprises and have worked on themes concerning the protection of the environment and on themes concerning prolepsis, therapy, and professional and social reinstatement of People with Disability. Specifically, they provide medication, educational services, and sensitization campaigns for general public concerning the full acceptance of People with Disability. Here it should be mentioned that in the frame of the above mentioned non profit organizations activities, one social and economic enterprise in one hospital and one handmade paper laboratory are running since 1997. Finally, Samos Chamber of Commerce will suggest towards the state regarding themes that will engage professionals and finance authorities of import – distribution of EEE. Furthermore, they will provide corresponding information and they will organize educational programs (http://www.samoscci.gr/index-2-eng.html). The proposed activities by the DC are the following: A) Formation of a business plan for the development of WEEE activities and for the occupation of People with Disability and Greek Gypsies in them. Business plans concerning the management of WEEE recycling enterprises will be developed. Frames will be created and local faculties will be animated for the generation of enterprises’ organizational frameworks concerning the recycling of WEEE. Local authorities, producer and\or distributors of EEE, academic institutes, environmental enterprises, and chambers will create viable WEEE’s recycling facilities. The public factor will collaborate with recycling WEEE enterprises for achieving the targets of Greek and European legislation. B) Creation of work for People with Disability and Greek Gipsies about the recycling of WEEE. Social and private factors will collaborate for creating new jobs of high quality for People with Disability and Greek Gypsies. New educational tools about the recycling of WEEE will be developed for People with Disability and for Greek Gypsies. Innovative training programs will be developed and implemented for the development of professions concerning the recycling of WEEE and the employment of People with Disability and Greek Gypsies. The participation of WEEE recycling managers will be secured and activities concerning the certification of WEEE recycling jobs will be promoted. C) Support of social enterprises for WEEE recycling. The right organizational and legal frame of WEEE recycling enterprises will be chosen. One pilot social enterprise will be created with the participation of People with Disability. Pilot actions will be tried for the support and supervision of the social enterprise through the evaluation of social, financial and environmental criteria.

Objective

The sought objectives of the CDP are the application of the European Directives and of the Greek legislation on the electric and electronic waste equipment (directive 2002/96/EC, 2003 and law 2939/6-8-2001, respectively) and the social and professional inclusion of Greek gypsies and People with Disabilities in the recycling of electrical and electronic waste equipment. The individual actions of the project are: Activity 1: Development of the operation framework for enterprises in the recycling of electrical and electronic waste equipment sector. Aiming at the enhancement of the recycling of electrical and electronic waste equipment sector. Activity 2: Development of local networks. Aiming at developing collaborative networks for the establishment of viable enterprises in the field.. Activity 3: Development of collaborative agreements. With local government and Chambers of Commerce to promote the employment of target groups in the recycling sector. Activity 4: Development of relations between the public sector and private companies. Supporting the viability of companies in the sector through the dissemination of their work. Activity 5: Development and operation of a Support Centre for the companies in the sector. Activity 6: Support of a Regional Observatory of electrical and electronic waste equipment recycling. Recording statistical data and information concerning the sector. Activity 7: Creation of an incubator in the electrical and electronic waste recycling sector. Supporting the development of initiatives and innovative practices in the field. Activity 8: Creation of a network of experts. Advising target groups and recycling companies Activity 9: Development of distribution and marketing networks. Aiming at the promotion of recycled products and the development of links with similar institutions and companies abroad. Activity 10: Programmatic agreements of recycling enterprises of electric and electronic waste equipment with the local authorities. The expected result of the participating institutions is to cover the environmental services and the application of recycling programs of electric and electronic waste equipment. D11: Creation of a "cluster" recycling of electric and electronic waste equipment. The expected result of the participating institutions is the mediation between the private sector and the recycling enterprises of electric and electronic waste equipment. D12: Evaluation of the effectiveness of recycling of electric and electronic waste equipment. The expected result of the participating institutions is the briefing and sensitization of local society - Forum. D13: Creation of suitable tools for the education of individuals with disabilities and for the Greek gypsies. The expected result of the participating institutions is the improvement of dexterities and the recognition of professions that deal with the recycling of electric and electronic waste equipment. D14: Creation and application of innovative programs for the initial training and practical exercise. The expected result of the participating institutions is the continuous renewal of dexterities of persons with special needs and the Greek gypsies, directed in recycling enterprises of electric and electronic waste equipment. The action aims in providing training services and practice in individuals with disabilities and in Greek gypsies. D15: Attendance of social managers for the orientation on recycling issues of electric and electronic waste equipment. The expected result of the participating institutions is the exploitation of educational tools for administrators, the creation of new educational programs and the training of executives in the sector of environment. D16: Certification of professions that deal with recycling of electric and electronic waste equipment. The expected result of the participating institutions is the certification of professions that deal with recycling of electric and electronic waste equipment. D17: Orientation and advisory with regard to the organisational and legal form of the enterprises that deal with the recycling of electric and electronic waste equipment. The expected result of the participating institutions is to provide specialised information services, advisory and guidance in individuals with disabilities and Greek gypsies. D18: Creation and operation of pilot recycling enterprises of electric and electronic waste equipment. The expected result is the incorporation of the individuals with disabilities and the Greeks gypsies in recycling enterprises of electric and electronic waste equipment. D19: Submission of a recycling project of electric and electronic waste equipment. The expected result is the support of corporate forms of electric and electronic waste equipment management for the creation of permanent places of work for individuals with disabilities and the Greek gypsies. D20: Structure of pilot mechanisms and techniques for the permanent support and follow-up of recycling enterprises of electric and electronic waste equipment. he expected result is to guarantee the viability of recycling enterprises of electric and electronic waste equipment. D 21: Management. The expected result of the coordinator partner concerns in the management and the control of actions I and II of the proposed CDP. D22: Transnational Co-operation.

The innovative elements of the project that concern in the education and the business dexterity are: Ψ The creation of model- innovative forms of business dexterity of electric and electronic waste equipment recycling with the possibility of extension in the entire Greece. The innovation is based on the connection of individuals with disabilities and Greek gypsies with the general population and on the other hand on the professional education of individuals with disabilities and Greek gypsies on real conditions of electric and electronic waste equipment recycling enterprises. The training of the objective team will be realised in thematic fields that concern in the peak of technology with regard to the recycling of electric and electronic waste equipment while the members of the objective team are worked out in administrative tools with the use of computer (e.g. geographic information system, web pages, data bases) the application of which is characterized as innovative for Greece but also for the abroad and which proposes solutions for the problems that mainly concern the optimal alternative management (storage, transport, treatment and final disposal - logistics) of the electric and electronic waste equipment. Ψ The Innovative - Pilot application of the socio-economical connection of local authorities, private enterprises of environmental protection, individuals with disabilities and Greek gypsies, and developmental cooperations. This will be realised with the creation of a collection unit, a dismantling and control unit and of recycling of electric and electronic waste equipment with independent resources from EQUAL of which the viability will be proved at the duration of Action I where will also become the study of viability (business plan) Ψ The innovative- pilot certification of professional possibilities. oncerns the certification of people with disabilities and Greek gypsies in the professional specialities from recognized European (English) institutions and certification advisers Ψ The intergrated pilot management of electric and electronic waste equipment for the application of legislation. The results of the proposed program will be used from the Office of Alternative Waste Management of MINISTRY OF ENVIRONMENT, PLANNING AND PUBLIC WORKS and the representatives of indebted (producers, distributors of electric and electronic products) for the application of the Greek and the Community legislation.

The active participation of target groups is achieved not only through the participation of their representatives but also through the participation of non-profit organizations with acknowledged experience in activities aiming at the insertion of People with Disabilities and Greek Gypsies in the WEEE recycling market. They collaborate in all the activities of this project, represented at all levels of its decision-making processes.

Between national partners

Major priority of the project is its announcement and promotion through mass media. These could contribute to the activation of local community social partners to the aims and targets of the proposed project. Furthermore, these could constitute a forceful press way that will target to the political decision makers in regional and local level. Mass media could also play an important role for the general implementation of project results. The methodology for the project’s announcement is the following: - Finding future partners for public relations, mainly with the participation of representatives from liable people, i.e. producers and distributors of electric and electronic equipment. - Localization of persons from partners who will be responsible for Public Relations and creation of the Public Relation Group. - Preparation of the announcement tools, i.e. the Public Relation basic pack. - Acts through press releases, press conferences, meetings, sessions, lectures, posters etc.

Transnationality

The transnational co-operation leads to the transport of ideas and proceedings from one Member State to the other. Mostly, when this happens with objects which in Greece are almost unknown. A such exchange of know-how and expertise helps in the optimisation of quality of innovative models of management of electric and electronic equipment waste with the employment of individuals with disabilities and Greek gypsies, which will be developed in the frame of the proposed work. The benefits of a transnational co-operation it comes mainly in the stage of realization of energies, where the Greek institutions are far behind not only in the application but also in the idea. As for the system of certification of Professional Possibilities concerning individuals with disabilities and Greek gypsies, other countries have progressed aiming at the support of individuals that belong in these groups either psychological via the redefinition of their qualifications with scientific tools or with their intcorporation in the job market of recycling of electric and electronic equipment waste. In European countries and in USA, people with disabilities are occupied in enterprises that recycle electric and electronic appliances waste (e.g. recycling and final disposal of cathodic pipes of televisions- http://www. recycle.mcmail. com/refrig.htm, http://s.peopleweb.com /s/pnet/p?&passurl=/Business/Energy_and_Environment/Waste_Management/Recycling/Electronics/). Of course, exist recycling programs of electric and electronic waste equipment, from their income are supported economically individuals with disabilities (http://www.envocare.co.uk/electrics_phones.htm). The Greeks gypsies already gather old electric appliances and electronic equipment from which they usually recover skrap (metals) and they manage it with a rather unorthodox way from un environmental and economic scope.In England, gypsies have been already included in recycling programs that aim both at the reduction of unemployment and their social integration (www.recitrave.org /finalrep.doc). The expected profits from inter-country collaboration are: Profits for the organisations of all involved partners: They concern the access in the European networks and the recycling markets of electric and electronic waste equipment and the growth of contacts with other member states, in the import of a European dimension for the organisations of all involved partners, in the contribution with the harmonisation of organisations of all involved partners with the last legislative- technological- environmental developments, in the access of new ideas, the discussion of personal ideas among the partners on the recycling of electric and electronic waste equipment and in the assimilation of new dexterities. Personal profits of the personel of all involved partners. They concern in the improvement of management methods of electric and electronic waste equipment, in the acquisition of new dexterities with regard to the communication and the solution of problems, in the enhancement of their self-confidence on issues of environmental management, in the comprehension of weaknesses of national systems, generally on issues of employment of the individuals with disabilities and Greek gypsies in recycling.

Social-professional reinstatement in recycling-A hope for the Environment

Rationale

Η Αναπτυξιακή Σύμπραξη (ΑΣ) καλείται να αντιμετωπίσει το πρόβλημα της μόλυνσης του περιβάλλοντος από την ανεξέλεγκτη διάθεση των Αποβλήτων Ηλεκτρικού και Ηλεκτρονικού Εξοπλισμού (ΑΗΗΕ) μέσω της απασχόλησης Ελλήνων Αθίγγανων και Ατόμων με Αναπηρίες (ΑΜΕΑ). Οι επιδιωκόμενοι στόχοι του προγράμματος είναι η εφαρμογή των Ευρωπαϊκών Οδηγιών και της Ελληνικής νομοθεσίας για τα ΑΗΗΕ (οδηγία 2002/96/ΕΚ, 2003 και νόμος 2939/6-8-2001 αντίστοιχα) και η κοινωνική και επαγγελματική αποκατάσταση των Ελλήνων Αθίγγανων και των ΑΜΕΑ στην ανακύκλωση ΑΗΗΕ. Σύμφωνα με την Οδηγία 2002/96/ΕΚ, από τις 13 Αυγούστου 2005 και έπειτα, οι παραγωγοί και οι έμποροι ηλεκτρικού και ηλεκτρονικού εξοπλισμού (ΗΗΕ), θα πρέπει να χρηματοδοτούν συστήματα διαχείρισης των αποβλήτων που παράγονται από ΗΗΕ, όταν φθάσουν στο τέλος της διάρκειας ζωής τους. Σύμφωνα με την Οδηγία, ως απόβλητα ΗΗΕ ορίζονται οι οικιακές συσκευές ή μέρη τους που έχουν φθάσει στο τέλος της διάρκειας της ζωής τους (π.χ. ψυγεία, κουζίνες, τηλεοράσεις, πλυντήρια, ηλεκτρονικοί υπολογιστές και περιφερειακά τους, σεσουάρ, λαμπτήρες, μπαταρίες, καθοδικοί σωλήνες κ.λπ.). Στα απόβλητα αυτά υπάρχουν επικίνδυνες ουσίες (χλωροφθοράνθρακες, μόλυβδος, ψευδάργυρος κ.λπ.) που χρήζουν ορθής περιβαλλοντικής διαχείρισης και μείωσης των συνεπαγόμενων δυσμενών περιβαλλοντικών επιπτώσεων που προκαλούνται από την ανεξέλεγκτη επεξεργασία τους (π.χ. καύση με παραγωγή διοξινών, όξινης βροχής) ή διάθεσή τους στο έδαφος (π.χ. ρύπανση εδάφους και υπογείων και επιφανειακών νερών από τη διάθεση των απόβλητων αυτών στο έδαφος και συσσώρευση των ρύπων στο οικοσύστημα).Τα άτομα που πάσχουν από σωματικές, αισθητήριες, νοητικές και διανοητικές διαταραχές αντιπροσωπεύουν κατά μέσο όρο το 12% του πληθυσμού των ευρωπαϊκών χωρών και στην Ελλάδα ο αριθμός τους ανέρχεται σε 959 400 άτομα (9,3% του πληθυσμού), σύμφωνα με εκτιμήσεις της Eurostat. Τα τελευταία 20 χρόνια θεσπίστηκαν σημαντικά μέτρα αποκατάστασης των ΑΜΕΑ και ένταξής τους στην κοινωνική ζωή. Παρόλα αυτά ο επαγγελματικός και ο κοινωνικός αποκλεισμός των ατόμων με ειδικές ανάγκες δεν έχει αντιμετωπιστεί ακόμα. Η ανεργία, όπως εκτιμήθηκε από το Σύμβουλο Αξιολόγησης του Ε.Π. “Καταπολέμηση του Αποκλεισμού από την Αγορά Εργασίας”, για τα AMEA είναι 64% για τους άνδρες και 88% για τις γυναίκες. Η πλειοψηφία των ΑΜΕΑ παραμένει χωρίς κατάλληλη για τις ανάγκες της αγοράς εργασίας επαγγελματική κατάρτιση και η δυνατότητα ένταξής τους στην αγορά εργασίας είναι πολύ περιορισμένη, ενώ η ειδική επαγγελματική εκπαίδευση στο επίσημο εκπαιδευτικό σύστημα παρουσιάζει υποτυπώδη μορφή. Επιπλέον, τα προγράμματα που εφαρμόζονται έχουν μικρά ποσοτικά και ποιοτικά αποτελέσματα. Σύμφωνα με στοιχεία της αρμόδιας Υπηρεσίας του ΟΑΕΔ, το σύνολο των τοποθετήσεων σε θέση εργασίας για την περίοδο 1994-1998 αποτελεί το μόλις το 17,5% των εγγραφέντων ανέργων, ενώ οι θέσεις που πληρώθηκαν ήταν κυρίως ανειδίκευτης ή ημιειδικευμένης εργασίας στους ασταθείς κλάδους της οικονομίας, με χαμηλό κοινωνικό γόητρο και χαμηλές αποδοχές. Τα δεδομένα αυτά αποδεικνύουν, ότι υπάρχουν έντονες διακρίσεις και ανισότητες στην αγορά εργασίας σε βάρος των ΑΜΕΑ. Τέλος, τα παραγωγικά εργαστήρια και οι συνεταιρισμοί για τα άτομα που πάσχουν από ψυχικές και διανοητικές ασθένειες εξακολουθούν να λειτουργούν άτυπα, όσον αφορά στη νομική τους μορφή και παραμένουν ακόμα στο στάδιο της «προστατευόμενης» απασχόλησης χωρίς να έχουν αξιοποιηθεί οι δυνατότητες για τη μετεξέλιξή τους σε αυτόνομες παραγωγικές μονάδες.Παρά την πρόοδο που έχει σημειωθεί τα τελευταία χρόνια –όσον αφορά την απασχόληση των ΑΜΕΑ και την άμβλυνση των παραγόντων εκείνων που στο παρελθόν καθιστούσαν πολύ δύσκολη έως αδύνατη την επαγγελματική τους αποκατάσταση- δεν έχουν διαμορφωθεί οι κοινωνικό-οικονομικές, εκπαιδευτικές και εργασιακές προϋποθέσεις που θα επέτρεπαν την πλήρη ένταξή τους στο παραγωγικό δυναμικό της χώρας.Η σύνθεση της προτεινόμενης ΑΣ χαρακτηρίζεται από πληρότητα, πολυμορφία και αντιπροσωπευτικότητα, τόσο υπό το πρίσμα του κεντρικού προβλήματος που καλείται να αντιμετωπίσει όσο και υπό το πρίσμα των προτεινομένων δράσεων και της μελλοντικής αξιοποίησης και διάδοσης των αποτελεσμάτων του προγράμματος. Οι ακαδημαϊκοί φορείς (Πανεπιστήμιο Θεσσαλίας, Αριστοτέλειο Πανεπιστήμιο Θεσσαλονίκης, ΤΕΙ Δυτικής Μακεδονίας) ασχολούνται με θέματα που αφορούν στα ΑΗΗΕ (π.χ. τύποι, προέλευση, σύνθεση, επιλεκτική συλλογή, προβλέψεις για την παραγωγή τους, αναλύσεις), τις περιβαλλοντικές επιπτώσεις από τη μη ορθολογική διαχείρισή τους ενώ έχουν συμμετάσχει σε προγράμματα για τη διαχείρισή τους. Οι εταίροι της προτεινόμενης ΑΣ προτίθενται να αναλάβουν δράσεις με στόχο να παράσχουν κάθε δυνατή επιστημονική υποστήριξη που αφορά στη διαχείριση (συλλογή, μεταφορά, επεξεργασία και διάθεση) των ΑΗΗΕ υπό το πρίσμα του νομαρχιακού ή και περιφερειακού σχεδιασμού καθώς, και τη μελλοντική αξιοποίηση και διάχυση των τεχνικοοικονομικών και οργανωτικών αποτελεσμάτων σε επίπεδο τοπικής αυτοδιοίκησης (http://www.prd.uth.gr/program/course_abstracts/electives.html, http://aix.meng.auth.gr/ helcare/, http://www.teikoz.gr/).Οι επιχειρήσεις που ασχολούνται με το περιβάλλον (ARVIS Περιβαλλοντικές Επιχειρήσεις Ελλάδας Α.Ε.) δραστηριοποιούνται με επιτυχία σε θέματα προστασίας περιβάλλοντος και ειδικότερα με την ανακύκλωση ενώ έχουν συνεργασθεί σε σχετικά θέματα με ΟΤΑ – νομαρχίες, νοσοκομεία, επιχειρήσεις, υπουργεία – οργανισμούς, την Ευρωπαϊκή Ένωση (ΕΕ) και εκπαιδευτικά ιδρύματα (http://www.arvis.gr/gr/arvis1.htm, http://www.arvis.gr /gr/clientsmgr.htm). Οι φορείς των ΟΤΑ (Δήμος Τυρνάβου, Δήμος Καρλοβασίων Σάμου) έρχονται καθημερινά αντιμέτωποι με το πρόβλημα της διαχείρισης των δημοτικών στερεών αποβλήτων ενώ όχι μόνο έχουν δείξει περιβαλλοντική και κοινωνική ευαισθησία στο παρελθόν αλλά μπορούν και να προβούν στην υποστήριξη των ΑΜΕΑ και των ελλήνων αθίγγανων (http://www.thessalia.gr/pep/ projincors.el.asp, http://www.karlovassi.gr/index1.htm). Η απαραίτητη κατάρτιση της ομάδας στόχου θα πραγματοποιηθεί από στελέχη των ακαδημαϊκών φορέων σε δομές των εταίρων (Δημοτικός Εκπαιδευτικός Οργανισμός Βόλου (ΔΕΟΒ) - http://www.deov.gr/, Δήμος Τυρνάβου). Ως εταίροι στο προτεινόμενο πρόγραμμα θα συμμετάσχουν επίσης Αστικές Μη Κερδοσκοπικές Εταιρίες («Υδάλιος Δάμος», «Ηλιαχτίδα»), οι οποίες διαθέτουν την απαραίτητη εμπειρία για τη δημιουργία κοινωνικών επιχειρήσεων και έχουν ασχοληθεί με θέματα προστασίας περιβάλλοντας και με θέματα πρόληψης, θεραπείας, επαγγελματικής και κοινωνικής αποκατάστασης ΑΜΕΑ. Ειδικότερα παρέχουν ιατρική βοήθεια, εκπαιδευτικές υπηρεσίες, καμπάνιες ευαισθητοποίησης του κοινού για την πλήρη αποδοχή των ΑΜΕΑ. Μάλιστα, από το 1997 λειτουργεί «κοινωνική οικονομική επιχείρηση» σε χώρο νοσοκομείου, καθώς και εργαστήριο χειροποίητου χαρτιού. Τέλος, όσον αφορά στην παροχή γνωμοδοτικών εισηγήσεων και υπομνημάτων προς την πολιτεία για τα θέματα που θα απασχολήσουν τους επαγγελματίες και οικονομικούς φορείς της αλυσίδας εισαγωγής - λιανικής πώλησης και διανομής ηλεκτρικών και ηλεκτρονικών συσκευών, καθώς και την παροχή σχετικών πληροφοριών και οργάνωση εκπαιδευτικών προγραμμάτων, αρμόδιο θα είναι το Επιμελητήριο Σάμου (http://www.samoscci.gr/index-2.html). Οι προτεινόμενες ενέργειες της ΑΣ είναι: Α) Διαμόρφωση επιχειρηματικού πλαισίου για την ανάπτυξη δραστηριοτήτων ανακύκλωσης ΑΗΗΕ και την απασχόληση ΑΜΕΑ και έλληνες αθίγγανους σε αυτές. Θα σχεδιασθούν δομές και θα κινητοποιηθούν τοπικές δυνάμεις για να δημιουργηθούν οργανωτικές δομές επιχειρήσεων για την ανακύκλωση των ΑΗΗΕ. ΟΤΑ, επιχειρήσεις κατασκευής ή και εμπορίας ΗΗΕ, ακαδημαϊκά και εκπαιδευτικά ιδρύματα, περιβαλλοντικές επιχειρήσεις και επιμελητήρια θα δημιουργήσουν βιώσιμες μονάδες ανακύκλωσης ΑΗΗΕ. Ο δημόσιος τομέας θα συνεργασθεί με τις επιχειρήσεις ανακύκλωσης ΑΗΗΕ για να πετύχει τους στόχους της ελληνικής και ευρωπαϊκής νομοθεσίας. Θα δημιουργηθεί κέντρο υποστήριξης των επιχειρήσεων ανακύκλωσης ΑΗΗΕ περιφερειακής εμβέλειας και παρατηρητήριο με σκοπό το συντονισμό των ενεργειών ανακύκλωσης ΑΗΗΕ και την εκπόνηση σχετικών οδηγών αντίστοιχα. Οι ΟΤΑ θα δημιουργήσουν θερμοκοιτίδες και δίκτυα κοινωνικών επιχειρήσεων ανακύκλωσης ΑΗΗΕ, τα οποία θα υποστηριχθούν από «μέντορες» (ακαδημαϊκοί φορείς). Θα αναπτυχθεί δίκτυο διαχείρισης ΑΗΗΕ και θα κεφαλαιοποιηθούν οι τρέχουσες εμπειρίες – δομές των φορέων διαχείρισης ηλεκτρονικών και άλλων εταιριών ανακύκλωσης. Οι ΟΤΑ και οι επιχειρήσεις ανακύκλωσης ΑΗΗΕ θα προβούν σε σύνταξη προγραμματικών συμφωνιών. Θα εκπονηθούν πρότυπα σχέδια δραστηριοποίησης ιδιωτικών επιχειρήσεων κατασκευής ή και εμπορίας ΗΗΕ και συνεργασίας τους με τις επιχειρήσεις ανακύκλωσης ΑΗΗΕ και θα διοργανωθεί forum.- Ανάδειξη επαγγελμάτων για ΑΜΕΑ και έλληνες αθίγγανους που άπτονται της ανακύκλωσης ΑΗΗΕ. Θα δημιουργηθούν ποιοτικές θέσεις σε θέματα ανακύκλωσης ΑΗΗΕ για ΑΜΕΑ και έλληνες αθίγγανους μέσω της σύμπραξης δημοσίων και ιδιωτικών φορέων, και κοινωνικών εταίρων. Θα αναπτυχθούν νέα εκπαιδευτικά εργαλεία για ΑΜΕΑ και έλληνες αθίγγανους που θα αφορούν στην ανακύκλωση των ΑΗΗΕ. Θα δημιουργηθούν και θα εφαρμοσθούν καινοτόμα προγράμματα αρχικής κατάρτισης για την ανάπτυξη επαγγελμάτων σχετικά με την ανακύκλωση των ΑΗΗΕ και την απασχόληση των ΑΜΕΑ και των ελλήνων αθίγγανων. Θα εξασφαλισθεί η συμμετοχή στελεχών, σχετικών με την ανακύκλωση ΑΗΗΕ, και θα προωθηθούν δραστηριότητες πιστοποίησης επαγγελμάτων ανακύκλωσης ΑΗΗΕ.Υποστήριξη κοινωνικών επιχειρήσεων ανακύκλωσης ΑΗΗΕ. Θα επιλεχθεί η κατάλληλη οργανωτική και νομική μορφή των κοινωνικών επιχειρήσεων ανακύκλωσης ΑΗΗΕ. Θα δημιουργηθεί πιλοτική κοινωνική επιχείρηση με τη συμμετοχή ΑΜΕΑ, ελλήνων αθίγγανων και στελεχών επιχειρηματικού προσανατολισμού, για την ανακύκλωση των ΑΗΗΕ. Θα δοκιμασθούν πιλοτικοί μηχανισμοί υποστήριξης και παρακολούθησης της κοινωνικής επιχείρησης μέσω της αξιολόγησης κοινωνικών, οικονομικών και περιβαλλοντικών κριτηρίων.

Objective

Οι επιδιωκόμενοι στόχοι της αναπτυξιακής σύμπραξης είναι η εφαρμογή των Ευρωπαϊκών Οδηγιών και της Ελληνικής νομοθεσίας για τα απόβλητα ηλεκτρικού και ηλεκτρονικού εξοπλισμού (οδηγία 2002/96/ΕΚ, 2003 και νόμος 2939/6-8-2001 αντίστοιχα) και η κοινωνική και επαγγελματική αποκατάσταση των Ελλήνων Αθίγγανων και των Ατόμων με Αναπηρία στην ανακύκλωση αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Οι επιμέρους δράσεις του έργου είναι:Δ1: Διαμόρφωση πλαισίου λειτουργίας επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα είναι η ενίσχυση της ανακύκλωσης των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Δ2: Ανάπτυξη τοπικών δικτύων. Το αναμενόμενο αποτέλεσμα των τοπικών δικτύων θα είναι η συνεργασία για τη δημιουργία βιώσιμων επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Δ3: Πρωτοβουλίες συμβολαίων συνεργασίας. Οι πρωτοβουλίες των συμβολαίων συνεργασίας θα αφορούν στην εξασφάλιση χρηματοπιστωτικών υπηρεσιών από τους Δήμους Τυρνάβου και Καρλοβασίων Σάμου και του Επιμελητηρίου Σάμου για την απασχόληση ατόμων με αναπηρίες και ελλήνων αθίγγανων σε επιχειρήσεις ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού καθώς και για τη διακρατική συνεργασία.Δ4: Εξέλιξη σχέσεων επιχειρήσεων και δημοσίου τομέα. Η δράση αυτή θα έχει ως στόχο την εξασφάλιση της βιωσιμότητας των επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού και θα αφορά κυρίως στη δημοσιοποίηση, η οποία θα πραγματοποιηθεί αρχικά με την ανεύρεση πιθανών εταίρων για δημόσιες σχέσεις.Δ5: Λειτουργία Κέντρου Υποστήριξης επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Στόχος της δράσης είναι η ανάπτυξη δραστηριοτήτων πληροφόρησης σε θέματα τεχνικά, θεσμικά, νομικά, φορολογικά, χρηματοδοτικών ενισχύσεων κ.λπ., τα οποία αφορούν στην ανακύκλωση των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού, και στα άτομα με αναπηρία και τους έλληνες αθίγγανους. Δ6: Υποστήριξη Περιφερειακού Παρατηρητηρίου ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Στόχος της δράσης είναι η αποτύπωση των στατιστικών μεγεθών, της τυπολογίας και η καταγραφή της επιχειρηματικής συμπεριφοράς σχετικά με θέματα ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού.Δ7: Δημιουργία θερμοκοιτίδας ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι οι πρωτοβουλίες και οι προτάσεις των δικτύων φορέων ανακύκλωσης, της τοπικής αυτοδιοίκησης και της ιδιωτικής οικονομίας. Δ8: Δημιουργία δικτύου μεντόρων για την απασχόληση ατόμων με αναπηρίες και ελλήνων αθίγγανων σε επιχειρήσεις ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι οι συμβουλευτικές υπηρεσίες προς τις επιχειρήσεις ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού και προς τα άτομα με αναπηρίες και τους έλληνες αθίγγανους. Το δίκτυο θα πάρει τυπική μορφή αξιοποιώντας την ανάπτυξη των Business Plan (ΕΝΕΡΓΕΙΑ Ι). Δ9: Ανάπτυξη δικτύων διανομής και εμπορίας προϊόντων που προκύπτουν από την ανακύκλωση αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι ο αναπροσδιορισμός της πολιτικής και της πρακτικής των επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού και η διερεύνηση της συνεργασίας με εξωτερικό. Δ10: Προγραμματικές συμφωνίες επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού με ΟΤΑ. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι η κάλυψη των υπηρεσιών περιβάλλοντος και η εφαρμογή προγραμμάτων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Δ11: Δημιουργία «cluster» ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι η διαμεσολάβηση μεταξύ ιδιωτικού τομέα και επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Δ12: Αξιολόγηση αποτελεσματικότητας ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι η ενημέρωση και ευαισθητοποίηση της τοπικής κοινωνίας – Forum. Δ13: Δημιουργία κατάλληλων εργαλείων εκπαίδευσης ατόμων με αναπηρίες και ελλήνων αθίγγανων. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι η βελτίωση των δεξιοτήτων και η αναγνώριση επαγγελμάτων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Δ14: Δημιουργία και εφαρμογή καινοτόμων προγραμμάτων αρχικής κατάρτισης και πρακτικής άσκησης. Η δράση αποσκοπεί στην παροχή υπηρεσιών κατάρτισης και πρακτικής σε άτομα με αναπηρίες και σε έλληνες αθίγγανους. Το αναμενόμενο αποτέλεσμα των συμμετεχόντων φορέων είναι η παροχή εξειδικευμένων υπηρεσιών πληροφόρησης, συμβουλευτικής και καθοδήγησης σε άτομα με αναπηρίες και έλληνες αθίγγανους. Δ18: Δημιουργία και πιλοτική λειτουργία επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Το αναμενόμενο αποτέλεσμα είναι η ενσωμάτωση των ατόμων με αναπηρίες και των ελλήνων αθίγγανων σε επιχειρήσεις ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Η δημιουργία πρότυπων – καινοτομικών μορφών επιχειρηματικότητας ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού με δυνατότητα επέκτασης σε όλη την Ελλάδα. Η καινοτομία βασίζετε αφ΄ ενός στη σύνδεση στην ατόμων με αναπηρία και ελλήνων αθίγγανων με το γενικό πληθυσμό και αφ΄ ετέρου στην επαγγελματική εκπαίδευση ατόμων με αναπηρία και ελλήνων αθίγγανων σε πραγματικές συνθήκες επιχειρήσεων ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Η επιμόρφωση της ομάδας στόχου θα πραγματοποιηθεί σε θεματικά πεδία που αφορούν στην αιχμή της τεχνολογίας σχετικά με την ανακύκλωση των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού ενώ παράλληλα μέλη της ομάδας στόχου θα καταρτισθούν σε διαχειριστικά εργαλεία με τη χρήση ηλεκτρονικού υπολογιστή (π.χ. γεωγραφικό σύστημα πληροφοριών, ιστοσελίδες, βάσεις δεδομένων, εμπορικοί λύτες) η εφαρμογή των οποίων χαρακτηρίζεται καινοτομική για την Ελλάδα αλλά και για το εξωτερικό και η οποία προτείνει λύσεις προβλήματα που αφορούν κυρίως στη βέλτιστη εναλλακτική διαχείριση (αποθήκευση, μεταφορά, επεξεργασία και τελική διάθεση – logistics) των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού.Η Καινοτομική –Πιλοτική εφαρμογή της κοινωνικοοικονομικής σύνδεσης ΟΤΑ, ιδιωτικών επιχειρήσεων προστασίας του περιβάλλοντος, ατόμων με αναπηρία και ελλήνων αθίγγανων, και αναπτυξιακών συμπράξεων. Αυτό θα πραγματοποιηθεί με τη δημιουργία μονάδας συλλογής, αποσυναρμολόγησης, ελέγχου και ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού με πόρους ανεξάρτητους από την EQUAL της οποίας η βιωσιμότητα θα αποδειχθεί κατά την διάρκεια της Ενέργειας Ι όπου θα γίνει και η μελέτη βιωσιμότητας (business plan)Η καινοτομική – πιλοτική πιστοποίηση επαγγελματικών δυνατοτήτων. Αφορά στην πιστοποίηση των ατόμων με αναπηρία και των ελλήνων αθίγγανων στις επαγγελματικές ειδικότητες από αναγνωριζόμενους Ευρωπαϊκούς (Αγγλικούς) φορείς και συμβούλους πιστοποίησης.Η πιλοτική ολοκληρωμένη διαχείριση των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού για την εφαρμογή της νομοθεσίας. Τα αποτελέσματα του προτεινομένου προγράμματος θα μπορέσουν να χρησιμοποιηθούν από το Γραφείο Εναλλακτικής Διαχείρισης Αποβλήτων του ΥΠΕΧΩΔΕ και τους εκπροσώπους των υπόχρεων (παραγωγοί, διακινητές ηλεκτρικών και ηλεκτρονικών ειδών) για την εφαρμογή της ελληνικής και της κοινοτικής νομοθεσίας.

Η ενεργός συμμετοχή των ομάδων στόχων εξασφαλίζεται από τη συμμετοχή τους μέσω των αντιπροσώπων τους αλλά και των μη κερδοσκοπικών οργανισμών που έχουν ως δράσεις τους, σκοπό και αναγνωρισμένη εμπειρία σε θέματα ένταξης ατόμων με αναπηρίες και των ελλήνων τσιγγάνων στην αγορά της ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού και συμπράττουν στο έργο αυτό σε όλες τις ενέργειες με αντιπροσωπευτικότητα στη συμμετοχή και δημοκρατικότητα στη λήψη αποφάσεων.

Βασική προτεραιότητα του έργου είναι η δημοσιοποίησή του και η προβολή του στα μέσα ενημέρωσης. Αυτά μπορούν να συμβάλουν στην ενεργοποίηση κοινωνικών εταίρων της τοπικής κοινότητας προς τους σκοπούς και στόχους του προτεινόμενου.Μπορούν επίσης να αποτελέσουν ένα ισχυρό μέσο πίεσης στοχεύοντας σε πολιτικούς φορείς λήψης αποφάσεων σε περιφερειακό και τοπικό επίπεδο. Επιπλέον, τα μέσα ενημέρωσης μπορούν να παίξουν σημαντικό ρόλο ευρύτερης εφαρμογής των αποτελεσμάτων του έργου.Η μεθοδολογία δημοσιοποίησης του έργου είναι:Ανεύρεση πιθανών εταίρων για Δημόσιες σχέσεις, κυρίως με τη συμμετοχή εκπροσώπων των υπόχρεων όπως παραγωγούς και διακινητές ηλεκτρικών και ηλεκτρονικών ειδών.Εντοπισμός των ατόμων που θα έχουν τον ρόλο των υπευθύνων Δημοσίων Σχέσεων από τους εμπλεκόμενους εταίρους και δημιουργία ομάδα Δημοσίων Σχέσεων.Προετοιμασία των εργαλείων γνωστοποίησης, δηλαδή ενός βασικού πακέτου Δημοσίων Σχέσεων.Λήψη δράσης με Δελτία τύπου, Συνεντεύξεις τύπου, Ενημέρωση του τύπου με ειδικές συνεδριάσεις, ημερίδες ,

Transnationality

Η διακρατική συνεργασία οδηγεί στην μεταφορά ιδεών και πρακτικών από ένα Κράτος - Μέλος στο άλλο. Κυρίως όταν αυτό συμβαίνει σε αντικείμενα τα οποία στην Ελλάδα είναι σχεδόν άγνωστα. Μια τέτοια ανταλλαγή τεχνογνωσίας και εμπειρογνωμοσύνης βοηθά στη βελτιστοποίηση της ποιότητας των καινοτόμων μοντέλων διαχείρισης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού με την απασχόληση ατόμων με αναπηρία και ελλήνων αθίγγανων, τα οποία θα αναπτυχθούν στα πλαίσια του προτεινόμενου έργου.Οι ωφέλειες μίας Διακρατικής συνεργασίας έρχεται κυρίως στα στάδια – υλοποίηση ενεργειών όπου οι Ελληνικοί φορείς βρίσκονται πολύ πίσω όχι μόνο στην εφαρμογή αλλά και στην ιδέα. Ως προς το σύστημα πιστοποίησης Επαγγελματικών Δυνατοτήτων σε σχέση με άτομα με αναπηρία και τους αθίγγανους, άλλες χώρες έχουν κάνει άλματα με σκοπό την στήριξη των ατόμων που ανήκουν σε αυτές τις ομάδες είτε αυτή είναι ψυχολογική μέσω του επαναπροσδιορισμού των προσόντων με επιστημονικά εργαλεία είτε με την ένταξή τους στη αγορά εργασίας της ανακύκλωσης των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού. Σε χώρες της Ευρώπης και των ΗΠΑ, άτομα με αναπηρία απασχολούνται σε κοινωνικές επιχειρήσεις ανακύκλωσης ηλεκτρικών και ηλεκτρονικών συσκευών (π.χ. ανακύκλωση και τελική διάθεση καθοδικών σωλήνων τηλεοράσεων - http://www. recycle.mcmail. com/refrig.htm, http://s.peopleweb.com /s/pnet/p?&passurl=/Business/Energy_and_Environment/Waste_Management/Recycling/Electronics/). Μάλιστα, υπάρχουν προγράμματα ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού, από τα έσοδα των οποίων υποστηρίζονται οικονομικά άτομα με αναπηρία (http://www.envocare.co.uk/electrics_phones.htm). Οι έλληνες αθίγγανοι ήδη μαζεύουν παλιές συσκευές ηλεκτρικού και ηλεκτρονικού εξοπλισμού από τις ποίες ανακτούν συνήθως το σκραπ (μέταλλα) και τις οποίες διαχειρίζονται με ανορθόδοξο τρόπο από περιβαλλοντική και οικονομική άποψη. Στην Αγγλία, οι αθίγγανοι έχουν ήδη ενταχθεί σε προγράμματα ανακύκλωσης που έχουν ως στόχο τη μείωση της ανεργίας και την κοινωνική τους ένταξη (www.recitrave.org /finalrep.doc).Τα αναμενόμενα οφέλη από τη διακρατικότητα είναι:Οφέλη για τους οργανισμούς όλων των εμπλεκόμενων εταίρων: Αφορούν στην πρόσβαση στα ευρωπαϊκά δίκτυα και τις αγορές ανακύκλωσης αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού και την ανάπτυξη επαφών με άλλα κράτη μέλη, στην εισαγωγή μιας Ευρωπαϊκής διάστασης για τους οργανισμούς όλων των εμπλεκόμενων εταίρων, στη συμβολή στην εναρμόνιση των οργανισμών όλων των εμπλεκόμενων εταίρων με τις τελευταίες νομοθετικές – τεχνολογικές - περιβαλλοντικές εξελίξεις, στην πρόσβαση σε νέες ιδέες αντλώντας γνώσεις από άλλους, συζήτηση προσωπικών ιδεών μεταξύ των εταίρων για την ανακύκλωση των αποβλήτων ηλεκτρικού και ηλεκτρονικού εξοπλισμού και στην αφομοίωση των νέων δεξιοτήτων.Προσωπικά οφέλη του προσωπικού όλων των εμπλεκόμενων εταίρων.
