Scoreboard, reports and studies

In addition to the State aid Scoreboard, this section includes a selection of state aid reports and studies that were prepared or commissioned by the Commission. The lists are not exhaustive compilations but rather are designed to provide a useful information source. Neither the European Commission not any person acting on behalf of the Commission is responsible for the completeness and accuracy of the information. Reports produced by external consultants represent their authors' views on the subject matter. These views have not been adopted or in any way approved by the Commission and should not be relied upon as a statement of either the Commission's or DG Competition's views.


Scoreboard

The Scoreboard is the Commission’s benchmarking instrument for State aid, measuring progress towards the goals of the Lisbon agenda of March 2000 which called on the Commission, the Council and Member States to "further their efforts to … reduce the general level of State aid, shifting the emphasis from supporting individual companies or sectors towards tackling horizontal objectives of Community interest, such as employment, regional development, environment and training or research".

The Scoreboard was launched by the Commission in July 2001 to provide a transparent and publicly accessible source of information on the overall State aid situation in each of the EU Member States and on the Commission's current State aid control activities. It is published twice a year, one in the spring, the other in the autumn. Since 2005, the autumn update includes state aid expenditure figures for the previous calendar year while the spring update focuses on selected state aid topics.

  • Handbook on State aid rules for SMEs
    This Handbook gives a concise overview of the aid possibilities for the SMEs as allowed by the Community State aid rules. It also includes measures covered by the Temporary framework for State aid measures to support access to finance in the current financial and economic crisis in its amended version of 25.02.2009.

  • Vademecum on State aid rules
    The Vademecum summarizes the main rules applicable to State aid control in a concise manner. It is a first point of reference for Community, national and local stakeholders dealing with State aid control issues, and points to the relevant legal texts.

    The document is divided into two parts. The first, general part, provides a basic description of the notion of State aid as such. The second part consists of fiches each of which is devoted to a particular type of aid and a description of the relevant main terms and governing rules.

    This update reflects the latest changes in State aid rules, including the adoption in August 2008 of the new General Block Exemption Regulation, which exempts 26 measures from the notification obligation.
