Objective of Agreement To step up cooperation in all areas within their respective spheres of competence of the Parties, including trade in view to promote economic cooperation in the Southern African region to contribute to its harmonious and sustainable economic and social development and to encourage the smooth and gradual integration of South Africa into the world economy.
Remarks The agreement confirms that relations between the Community and South Africa shall be based on respect of human rights and democratic principles which constitute an essential element of it. Since 1994 South Africa has made significant progress in consolidating democracy and the rule of law, establishing an enabling policy and legislative framework, transforming the public sector and achieving macroeconomic stabilisation. Major issues remain to be addressed for SA to achieve development, reconstruction and sustained reconciliation: slow economic growth, high and rising unemployment, widening income inequality and high levels of crime. The partnership between SA and the EU is framed by a subsequent agreement: the Trade, Development and Co-operation Agreement (“the TDCA”), signed on 11/10/1999 and entered into force on 01/05/2004.
