Type of Agreement Bilateral
Place of Signature Brussels
Date of Signature 25/11/1997
Date of Entry Into Force 02/07/1998

Objective of Agreement To enhance and develop, under a concept of dialogue, the various aspects of cooperation between the Parties in the areas which fall within the bounds of their respective competence including development, trade, economic and cultural cooperation, environmental protection and sustainable management of natural resources, and human resources development.
Remarks Very comprehensive agreement belonging to the third generation of Community agreements. It is based on respect for human rights and democratic principles (Article 1) and contains a non-execution clause (Article 18). The future developments clause, allows the parties to extend the scope of the Agreement through other specific agreements. This co-operation agreement is the base of EU-Yemen relations. It provides the basis of long-term contractual commitments between the EU and Yemen and is an important step to strengthening and expanding relations through: Trade and commercial co-operation; Development co-operation, through which Yemen is assisted in establishing a framework for sustainable socio-economic development; Economic co-operation, where, in light of recent achievements, both parties recognise the potential for wide-ranging co-operation and agree to establish a regular dialogue on macro-economic issues; and Co-operation in environmental, cultural and scientific issues, as well as social and human resources development areas. In 2003, the EU’s bilateral relations with Yemen were strengthened through the decision to launch an EU-Yemen political dialogue. The first EU-Yemen Political Dialogue meeting took place in July 2004 and focused on democracy, human rights, democratisation and co-operation in the fight against terrorism. The Second EU-YEMEN Political Dialogue Meeting took place in Brussels on 21 September 2005.
