Objective of Agreement
- To provide an appropriate framework for political dialogue between the Parties, allowing the development of close relations in all areas they consider relevant to such dialogue; - to establish the conditions for the gradual liberalisation of trade in goods, services and capital; - to promote trade and the expansion of harmonious economic and social relations between the Parties, notably through dialogue and cooperation, so as to foster the development and prosperity of Morocco and its people; - to encourage integration of the Maghreb countries by promoting trade and cooperation between Morocco and other countries of the region; - to promote economic, social, cultural and financial cooperation.
Remarks
This Agreement forms part of the Barcelona Process (Euro-Mediterranean partnership). Although all the Euro-Mediterranean Association Agreements reflect the general principles governing the new Euro-Mediterranean relationship, they each contain characteristics specific to the relations between the parties. Like all the agreements of this type, it contains: a human rights clause, recognised as an essential element of the Agreement; provisions on political dialogue; provisions relating to the free movement of goods, services and capital; cooperation on economic, social, cultural and financial questions. This comprehensive cooperation Agreement now covers all EC-Morocco relations. The previous agreements are null and void. Protocols 1 to 5 and Annexes 1 to 7 as well as the declarations and exchanges of letters in the Final Act form an integral part of the Agreement. It makes provision for the gradual liberalisation of trade over a period of 12 years by the end of which a free trade area will have been established, and a timetable to dismantle customs tariffs for industrial products coming into Morocco.
