This Action consists of a top-up of the existing Technical Cooperation Facility.
The Action has a regional coverage, comprising the five eligible countries under the EUTFNOA.
The **overall objective** is to increase the effectiveness of the EUTF-NOA by strengthening the monitoring and evaluation framework of the window, as well as improving communication and visibility on the results achieved through these Actions and enhancing the knowledge and understanding of the root causes of instability, insecurity, irregular migration and forced displacement. It is to be noted that this Action comprises a top-up of the existing TCF for the EUTF for Africa. Due to specific needs in the region, it has been agreed that the EUTF-NOA would need a top-up in order to cover specific window needs for feasibility, monitoring, evaluation, communication and research needs.
The **specific objectives **are:
SO1: to implement a coherent, measurable and result-oriented monitoring framework for EUTF-NOA Actions (mainly implemented in Libya). Including the provision of technical assistance measuring the effective improvement of the situation of the endbeneficiary.
SO2: to strengthen communication and visibility of ongoing EUTF-NOA Actions and their contribution to tackle the migration challenges at country, regional and cross-regional level.
SO3: to enhance the knowledge and understanding of the root causes of instability, insecurity, irregular migration and forced displacement in West and North Africa and along migration routes, drivers and underlying factors in order to equip the EUTF with sufficient evidence to refine its identification and implementation processes.
