Financial instruments

One of the primary characteristics of the Connecting Europe Facility (CEF) is its use of more systematic, innovative, financial instruments (e.g. Project Bonds), providing alternative forms of funding to traditional grants and helping to bridge financing gaps for strategic investments.

The CEF builds upon the experience of existing financial instruments put in place in cooperation with the European Investment Bank (EIB), such as the Loan Guarantee Instrument for Trans-European Transport Network projects (LGTT), the pilot phase of Project Bonds and the Marguerite Fund

The CEF acts as a catalyst for further private and public funding by providing infrastructure projects with credibility; lowering their risk profiles and thereby attracting investors. The CEF also finances technical assistance programmes.
