Calls for proposals

The Commission launches calls for project proposals for EU grant support on the basis of Annual and Multi-Annual Work Programmes, which describe the objectives and funding priorities and available budget for the calls.

The Commission then invites Member States, or project promoters with an agreement of a Member State, to propose projects to be funded as part of the EUR 11.9 billion of EU funding allocated to improve European transport connections.

The EU funding implemented through the calls is concentrated along nine Core Network Corridors and two Horizontal Priorities which, when implemented, will provide a seamless and interconnected transport system across the European Single Market.

EU funding will contribute to removing bottlenecks, revolutionise east-west and north-south connections, and streamline cross-border transport operations for businesses and citizens throughout the EU.

To date, the European Commission has launched the following calls for proposals to support transport projects:

  • First call for proposals in September 2014 under the general and cohesion envelopes addressing both the annual and the multi annual funding priorities. It resulted in a final selection and signature of 263 grant agreements with an EU budget of EUR 12.8 billion;
  • Second call for proposals in November 2015 under the general and cohesion envelopes addressing the multi annual funding priorities. It resulted in a Selection Decision for 195 projects with an EU budget of EUR 6.7 billion. The grant agreements are expected to be finalised with beneficiaries in autumn 2016.

The Commission is about to adopt additional Work Programmes, serving as a basis for additional calls for proposals, which are expected to be launched in October 2016.
