Directive (EU) 2016/1629 of the European Parliament and of the Council of 14 September 2016 laying down technical requirements for inland waterway vessels, amending Directive 2009/100/EC and repealing Directive 2006/87/EC was adopted on 16 September 2016. It is applicable from 7 October 2018  and it establishes the system of technical requirements for inland navigation vessels, set up an inspection regime, as well as provide provisions on derogation for some type of vessels.

As a result, the requirements for navigation certificates on inland waterways are identical across all Member States. This ensures simplification of rules leading to high levels of safety and contribute directly to President Juncker's priority of a deeper and fairer internal market.

It is the first time that the requirements are established by making reference to the ES-TRIN standard drawn up by a new international committee of experts - the European Committee for drawing up Standards in Inland Navigation (CESNI).

Not only EU legislation refers to this standard and its updates, but also other legislative frameworks from other international organisations such as the Central Commission for the Navigation of the Rhine (CCNR) may do so.

The European Union extends the availability of information on vessels and certificates via its database (European Hull Database - EHDB) in order to help Member State authorities with the implementation of the safety requirements for vessels.

This agreement is another important milestone for the implementation of NAIADES II – the Commission's Communication towards quality inland waterway transport.

Recognition of classification societies

In accordance with Article 21(4) of Directive (EU) 2016/1629 the classification societies which, by 6 October 2016, have been granted recognition in accordance with Directive 2006/87/EC shall retain their recognition.
