The potential benefits of inland navigation can only be brought about if a skilled workforce is available to ensure that the sector can take on its role in the value chain. The sector is however facing difficulties in terms of labour mobility and labour shortage. NAIADES II, the Commission’s policy framework for promoting inland waterway transport, has therefore identified 'Skilled workforce and quality jobs' as a key area of intervention. In this context, the Commission adopted in February 2016 a proposal to enhance the mobility of inland navigation crew members throughout the European Union and provide new career prospects. Directive (EU) 2017/2397 on the recognition of professional qualifications in inland navigation was adopted on 12 December 2017. Crew members will be able to exercise their profession in a cross-border environment in an easier way as the Union certificates of qualification will be recognised on all inland waterways throughout the Union. Moreover, the recognition will be built on a modern competence-based system that will increase safety and improve the attractiveness of the profession. The Commission shall adopt the implementing and delegated acts referred to in the Directive by 17 January 2020. Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 17 January 2022.
This directive also takes a first towards digitalisation of data by facilitating the electronic exchange of information between the competent authorities through the setting up of a central database. In the autumn 2017, the Commission started an impact assessment process with the objective to assess options for the development of digital tools to facilitate compliance and enforcement of IWT legislations.
Both initiatives aim at contributing to the Juncker priority of a deeper and fairer internal market.
