SES Performance and charging

Improving ATM performance is the raison d'être of the Single European Sky initiative. The Performance and Charging Schemes are the regulatory instruments through which the European Commission drives ATM performance in cooperation with the Member States, their National Supervisory Authorities (NSA), and operational stakeholders.

The Schemes set binding targets on Member States to deliver performance-driven air navigation services leading to cheaper flights, less delays, and the saving of unnecessary costs for airlines and passengers. In addition, the environmental impact of air traffic will be reduced due to more efficient and shorter flight paths.

A Performance Review Body (PRB) assists the Commission in setting up and managing the performance scheme for air navigation services. The process for designating a new PRB was initiated by the publication of the Commission Implementing Decision (EU) 2016/2296 on 16 December 2016.

Following the launch of the call for applications for new PRB members on 21 December 2016, the subsequent nomination of the PRB members took place on 1 June 2017. The new PRB started its activities in summer 2017 and convened its first coordination meeting on 4 July.

The National Supervisory Authorities (NSA) play an essential role in the implementation of the Performance Scheme: they are responsible for the drawing up of the performance plans, the performance oversight and the monitoring of performance plans and targets.

 

Latest developments

The Performance Review Body published its report on Union-wide target ranges for the third reference period of the SES performance and charging schemes.

The European Commission is currently conducting a review of the Performance and Charging Schemes in preparation of Reference Period 3 (RP3).

In 2017, it designated a new Performance Review Body and concluded the ex-post evaluation of the Performance and Charging Schemes in Reference Period 1 (RP1)
